This dissertation consists of studies containing a bibliographic research on the subject in the
work values and managerial skills grounded in research instrument applied to public
managers of a federal teaching hospital organization. The theoretical framework will be
brought conceptual approaches and understandings of American schools, French and
Brazilian seeking to enrich the studies on work values and perceptions of managers of a
public hospital on the concept of managerial skills. The research assumes that professional
interpreting skills in different ways, increasing the adoption of different understandings with
little uniformity. Thus we seek to first identify the importance of values for managers in the
workplace and their perceptions regarding managerial skills required for the management of
hospital organizations, through the semantic analysis of this issue and propose some
hypotheses about the cause and impacts of these different interpretations of the practical
application of the concept. The work is a telling case study of a quantitative research with
managers of different levels of a federal public hospital organization of higher education in
Rio Grande do Sul, seeking to identify the influence of personal values at work and what
their perceived skills and required in the performance of its activity as a manager, if applied,
can bring better results in the management of organizational processes. This required the
study of values influences at work to check whether or not in skills training and how they can
influence managers in their decision making processes. / Este trabalho de dissertação consta de uma investigação contendo estudos bibliográficos
sobre o tema valores no trabalho e competências gerenciais embasada em instrumento de
pesquisa aplicado a gestores públicos de uma organização hospitalar federal de ensino. O
embasamento teórico será trazido das abordagens e entendimentos conceituais das escolas
Americanas, Francesas e Brasileiras buscando enriquecer os estudos sobre valores no
trabalho e a percepção de gestores de um hospital público sobre o conceito de competências
gerenciais. A pesquisa parte do pressuposto de que os profissionais interpretam competências
de diferentes formas, aumentando a adoção de diferentes entendimentos com pouca
homogeneidade. Assim busca-se, em primeiro lugar identificar a importância dos valores
para os gestores no seu ambiente de trabalho e sua percepção com relação às competências
gerenciais requeridas para a gestão em organizações hospitalares, através da análise
semântica desta questão e propor algumas hipóteses sobre as causas e impactos dessas
diferentes interpretações para a aplicação prática do conceito. O trabalho é um estudo de caso
contando de uma pesquisa quantitativa com gestores de diferentes níveis de uma organização
hospitalar pública federal de ensino superior do Rio Grande do Sul, buscando identificar a
influencia dos valores pessoais no trabalho e quais suas competências percebidas e requeridas
na realização de sua atividade como gestor que, se aplicadas, podem trazer melhores
resultados na condução dos processos organizacionais. Para isso foi necessário o estudo
sobre os valores no trabalho para verificar influencias ou não na formação de competências e
de que modo os mesmos podem influenciam o gestor nos seus processos decisórios.

Project management is now the basis for the activities of most companies, whether local or multinational, regardless of the sector in which they operate. Construction industry can be considered as a birthplace of project management, due to the need to monitor the continuity of work. With the adoption of project management by other sectors--primarily engaged in information systems and telecommunications technologies--project management is given a new direction. If we add to this trend the current focus on the development and care of human resources (the impact of soft skills on the work of managers), we get two conflicting tendencies: on the one hand there is a significant development of project methodologies and techniques oriented mainly to the administration of the entire process of project management (planning, managing and reporting); on the other hand there are training methods that focus on the development of soft skills (teamwork, creativity, communication skills or leadership skills). But what is lacking is the integration of both approaches. The main objective of this doctoral thesis, Specifics of Project Team Managing and Development in IS/ICT, is to determine whether project teams behave as real teams, as defined by current theories, or whether they behave as specific working groups. The sub-objectives are 1) to identify the key skills that project managers need for leading teams, 2) identify the key soft skills of project team members which need to work effectively in a team, and 3) find out how project teams work with knowledge. The research included in this work is aimed at mapping the position of the project manager as a leader of the project team with an emphasis on the issue of soft skills in the project management of IS/ICT companies. Three independent data sources enable us to understand the situation in several existing project teams from different perspectives (project manager, team member and head of the project management office), with an emphasis on project manager as a leader of the team. The research was performed in companies engaged in mobile communications in the Czech Republic (GSM service providers) and their suppliers. The total research involved 224 respondents. This data was then generalized and applied to companies operating in the field of IS/ICT in the Czech Republic. The conclusion summarizes the benefits for the development of science (in the specific field of project management as well as in management in general) for business and for education.

The diploma thesis is dedicated to the purpose and importance of knowledge management. The aim of this work is to describe the chief knowledge officer position in the knowledge society. It defines its roles and identifies competencies that are keys to success of this position. It unveils impact and responsibilities of chief knowledge officer in a knowledge organization. It assesses and predicts development of this position. The thesis can be divided into two parts, theoretical and empirical. First chapters focus on the theory in the field of knowledge management, knowledge society and furthermore it focuses on the position chief knowledge officer, its development and competencies. The thesis contains also an analysis of research from foreign countries. Empirical part of the thesis includes interviews with representatives on the position chief knowledge officer.
