Migration to the European Union : A study on the effect of social expenditure on immigration

Migration to the European Union has increased the last ten years with asylum immigrants being a large part. There is an ongoing debate about the cost of migration and whether or not immigrants tend to cluster in countries with high social benefits. Theoretical framework in the field of migration economics show a connection between level of immigration and the welfare system.This thesis will use macro-data on migration flows, social expenditure, wages, employment and immigrant population from OECD which will be combined with micro-data of individual views on politics and welfare. This will hopefully shed light on if the level of social expenditure and individual opinion with regards to willingness to help others may affect immigration.The question for this thesis is : Does a generous welfare system or high level of government social expenditure in a certain country within the European Union attract a high inflow of immigrants?Results show, as other research conducted in similar fashion, both a positive and negative impact by social expenditure depending on the type of regression made. A conlusion about whether the effect of social expenditure is positive or negative could not be done at this point in time for this research.

Srovnání evropských sociálních modelů z hlediska jejich udržitelnosti / Comparison of European social models in terms of their sustainability

Social policy in individual EU countries are different, but at it's core based on the sharing of basic, social and human values. Based on the level of state involvement in social practice to differentate free respectively four ideal types of social policy defined by Esping-Andersen. There are specific indicators such as economic growth, unemployment rate or the level of social expenditure, which can identify different types and distinguish between the level of state particition. The aim of my work is to analyze the European social model and social behavior of states distinguished by thedifferent models they use (Sweden, Germany, Great Britain and Spain). Defined by the European social model, at a certain abstraction of identifying the essential characteristics of social policy in seleted European countries in order to determine which intellectual concept in the typology of social policy is the closest.

Solidarita a sociální spravedlnost ve společnosti / Solidarity nad Social Justice in Society

The paper focuses on the welfare state, which is enjoying the favor on the one hand and facing the strong criticism on the other hand. The work aims to assess the relationship of the social expenditure share in GDP and the GDP growth in the selected European countries, namely Sweden, Germany and Great Britain. Within the solution of this question the work focuses first on the theory of the welfare state and the state intervention approaches applied in the exercise of social policy. Further the work points to the adverse effects of the social policy. In the applied part the paper analyzes the countries in terms of the structure of social expenditures, their share in GDP and the GDP growth in the period. The paper focuses particularly on the relationship of the share of social expenditures in GDP and the GDP growth. In all three cases the demonstration of the dependence of observed variables based on correlation analysis failed. At the conclusion the work provides evaluation of the relationship of the social expenditure share in GDP and the unemployment rate, where the dependence of both indicators was confirmed.

nÃo hà / Este trabalho tem por finalidade avaliar o comportamento das despesas sociais em relaÃÃo ao crescimento dos indicadores sociais nos municÃpios nordestinos no perÃodo de 1991- 2000. Para tanto, as variÃveis foram agrupadas em trÃs modelos. No primeiro modelo, como variÃvel dependente o IDH-M dos municÃpios foi comparado com os determinantes de despesas sociais, Produto Interno Bruto e orientaÃÃo partidÃria dos municÃpios analisados. No segundo, as variÃveis determinantes foram comparadas ao Ãndice de pobreza. Por Ãltimo, foi verificado o impacto destas variÃveis ao Ãndice GINI de desigualdade. De posse dos dados, foram realizadas estimaÃÃes economÃtrica para os 9 estados do nordeste. Os resultados obtidos mostram que: i) as despesas sociais, em geral, melhoram as condiÃÃes de vida da populaÃÃo; ii) hà uma forte influÃncia das despesas na reduÃÃo da pobreza; iii) os dispÃndios municipais elevam as desigualdades da populaÃÃo. / This work has the objective of evaluating the behavior of social expenses related to the rising of social indicators in northeastern cities in the period between 1991-2000.For that,the variables were put together in 3 different models .In the first model the dependent variable called IDH-M of those cities was compared to social expenses, the intern gross product and the political orientation of the researched cities. In the second one these variables were compared to the poverty index. And for last, it was verified the analysis of those variables to the GINI index of social unevenness. With all the data It was possible to make econometric estimative for the other 9 states of the northeast of Brazil. The obtained results showed that: i: The social expenses improve the life conditions of the population; ii: There is a strong influence of the expenses in the decrease of poverty; iii: The city expenses elevate the social gap.

The diploma thesis deals with the crisis of the welfare state, which is causing problems in the public finance and deteriorating economic situation in many countries. Compares two groups of similar economic level OECD countries which spend the highest and the lowest social expenditure in percentage of GDP. Observes differences in their economic and demographic situation. The thesis also deals with the causes of the crisis and provides an example of successful economic reform, which significantly reduced growth of the welfare state and started a very successful economic period. The results of the analysis and the example of the reform provide some proposals for the welfare state cisis solution throught liberal way.

Determinanty sociálních výdajů v zemích EU / Determinants of Social Expenditure Levels in the EU

The aim of the thesis is to identify the determiants of social expenditure levels in EU member states and estimate the sensitivities. The analysis is based on the fixed effects model with robust standard errors. Seven out of the 24 variables, that have been tested, are statistically significant. Social expenditure levels are positively dependent on population ageing, unemployment rate and economic level, and negatively on economic growth. The openness of economy and public debt ratio are also robust. The presence of a christian party in government is also statistically significant, however, the coefficient is not theoretically consistent. The sensitivity of social expenditure level to the share of population aged 65 years and over on the total population, is about 0,30. It means, that on average, the rise in the share of the old by 1 percentage point, is followed by the rise of social expenditure level by 0,3% of the GDP. In case of unemployment rate, economic growth and the openness of economy, the sensitivity estimates are 0,3, -0,1 and -0,03. The sensitivities to the other three robust variables cannot be quantified due to a strong dependence on the exact model specification or a bias, caused by extreme values. The expenditure on pensions are relatively more dependent on population ageing, whereas other social expenditure are more sensitive to current position in economic cycle. The determinants in the old and the new EU member states are similar, with only one exception, as the expenditure levels in the new member states are less dependent on demographic structure. The model explains international differences and the changes during the period between 1990 and 2010.

Tyrimo objektas – valstybės skola. Tyrimo tikslas – įvertinus Lietuvos valstybės skolą, ištirti jos poveikį socialinėms išlaidoms. Uždaviniai: 1. Pateikti valstybės skolos sampratą bei valstybės skolinimosi poreikį sąlygojančius veiksnius. 2. Apibrėžti valstybės skolos naštą ir skolinimosi reikšmę ekonomikai. 3. Pateikti valstybės skolos vertinimo kriterijus. 4. Įvertinti Lietuvos valstybės skolą tarp ES valstybių pagal išskirtus vertinimo kriterijus. 5. Nustatyti Lietuvos valstybės skolos poveikį socialinėms išlaidoms bei palyginti jį su kitomis ES šalimis. Tyrimo metodika. Valstybės skolos sampratai bei valstybės skolinimosi poreikio nustatymui naudoti bendramoksliniai tyrimo metodai – mokslinės literatūros bei teisinių dokumentų analizė ir sintezė. Atliekant Lietuvos valstybės skolos analizę – statistinių duomenų rinkimo bei analizės metodai, palyginimo, grafinio vaizdavimo būdai, loginė analizė ir sintezė. Pritaikius regresinę analizę nustatytas Lietuvos valstybės skolos poveikis socialinėms išlaidoms. Lyginamosios analizės dėka šis poveikis įvertintas Europos Sąjungos šalių kontekste. Ethnic fragmentation and social expenditure : notions of social solidarity and membership and the challenges of ethnic diversity

Does ethnic fragmentation negatively affect social expenditure? In this thesis, I examine why this research question, only partially tackled by the political economy literature, is also central for the social policy field. Using a sample of 156 countries, and controlling for variables that social policy theory postulate as essential to explain welfare provision, I offer evidence that higher levels of ethnic fragmentation lead to lower levels of social expenditure. On that basis, I present a theoretical framework that explores how this relationship can be explained. Ethnic fragmentation is presented as a variable that complicates the development of social solidarity and the notions of shared identity, and shifts social mobilisation from issues of economic redistribution towards ethno-cultural recognition. I also conduct a second series of statistical analysis that show that there is evidence to support the previous propositions. Additionally, using a different confirmatory test, I explore the correspondence between the levels of de-commodification that 18 welfare states provide, and the principles of blood descent (jus sanguinis) or civic ties (jus solis) that their respective national laws favour. The findings show that the welfare regimes with the most de-commodifying provision tend to favour ethno-cultural principles. Finally, I emphasize that the probable effects of ethnic fragmentation in an increasingly multicultural world, with its tendencies to put social integration and differentiation issues back on the agenda, are not a prediction of erosion of the welfare state, but an important element to take into account in the creation and robustness of shared identities and notions of common belonging when designing social policy.
