Integrated municipal solid waste management approach in adaptation to climate change in Mekong Delta: Review paper

A fast increase of municipal solid waste (MSW) has become the most concerning environmental problem in Vietnam, especially in the Mekong Delta region, that is considered one of the most vulnerable deltas to climate change in the world. There are 12 provinces and one central city in MD that occupy about 12% of the whole area of the nation with 5% of MSW generated. However, there is no currently effective management system in place for treatment and management of MSW in the MD. Landfill is the sole treatment option for MSW right now. With a low-level plain, MD is facing the most serious environmental problem in the near future with an effect of climate change and sea level rising. The landfill should not be considered for long-term use in this area. Suitable treatment options for MSW should be applied together with other solutions for reuse, recycling and reduction of MSW as well as pollution prevention issue. An integrated MSW management approach in adaptation to climate change is considered necessary. / Sự tăng nhanh chất thải rắn đã trở thành vấn đề vấn đề môi trường được quan tâm nhất ở Việt Nam, đặc biệt là ở khu Đồng bằng Sông Cửu Long một trong những đồng bằng dễ bị tổn thương bởi sự biến đổi khí hậu nhất trên thế giới. Đồng bằng Sông Cửu Long có 12 tỉnh và một thành phố trực thuộc trung ương, chiếm 12% diện tích của cả nước với khoảng 5% lượng chất thải rắn phát sinh. Tuy nhiên, hiện nay chưa có một hệ thống quản lý hiệu quả cho chất thải rắn ở khu vực. Bãi rác là lựa chọn xử lý duy nhất ở thời điểm này. Với cao độ thấp, Đồng bằng Sông Cửu Long đang đối mặt với ảnh hưởng nghiêm trọng của các vấn đề môi trường trong tương lai gần bởi ảnh hưởng của sự biến đổi khí hậu và nước biển dâng. Về lâu dài bãi rác không nên sử dụng ở khu vực này. Các lựa chọn xử lý thích hợp cho chất thải rắn cần được áp dụng cùng với các giải pháp khác như tái sử dụng, tái chế và giảm thiểu chất thải rắn cũng như các giải pháp ngăn ngừa ô nhiễm. Cách tiếp cận quản lý tổng hợp chất thải rắn nhằm ứng phó sự biến đổi khí hậu cần được xem xét.

A relevância do gerenciamento de resíduos sólidos justifica-se pelos impactos à saúde e ao meio ambiente. Resíduos gerados em serviços de saúde podem apresentar periculosidade por suas características físico-químicas e biológicas. No Brasil, todo grande gerador é obrigado a elaborar o Plano de Gerenciamento de Resíduos Sólidos, e todo estabelecimento de saúde deve criar o Plano de Gerenciamento de Resíduos de Serviços de Saúde. Objetivo: Desenvolver modelo de gestão de resíduos sólidos para apoiar a elaboração e implantação desses planos em instituições públicas de pesquisa, desenvolvimento e fabricação de produtos de saúde. Métodos: Estudo de caso conduzido no Instituto Butantan, localizado no município de São Paulo/SP. Foi realizado considerando as seguintes etapas: diagnóstico do gerenciamento dos resíduos e elaboração, implantação e avaliação de Plano Integrado de Gerenciamento de Resíduos Sólidos. Todo o processo teve como abordagem a gestão participativa, compartilhada e integrada, envolvendo todos os atores da instituição. Na avaliação foram considerados o atendimento legal quanto à gestão e gerenciamento, às práticas e procedimentos implantados e à atuação dos envolvidos. Resultados: Destacam-se a caracterização e quantificação para cada fluxo de resíduos, a elaboração do Guia Prático de Descarte de Resíduos, o Modelo de Gestão para instituições de pesquisa, desenvolvimento e fabricação de produtos de uso em saúde humana baseado nas premissas do ciclo PDCA e o sistema informatizado de gerenciamento para estruturação e controle da gestão dos resíduos. Conclusões: Verifica-se que o processo desenvolvido ao longo do estudo propiciou mudança de cultura, envolvimento dos funcionários por meio da capacitação contínua para atuação e segurança do trabalhador e melhoria no gerenciamento dos resíduos, promovendo a redução de custos de destinação e a valorização dos resíduos. / The importance of solid waste management is justified by the impacts on health and the environment. Waste generated in health services can be dangerous due to their physicochemical and biological characteristics. In Brazil, every residue generator is required to produce the Solid Waste Management Plan and every health facility is required to establish the Health Care Waste Management Plan. Objective: To develop a model of solid waste management to support the development and implementation of these plans in public research institutions dedicated to the development and manufacture of health products. Methods: A case study conducted at Butantan Institute, located in São Paulo / SP. The following steps were taken in its carrying out: diagnostic management of waste, and implementation and evaluation of the Integrated Plan for Solid Waste Management. The whole process was approached through participatory, shared and integrated management, involving all actors of the institution. In the evaluation, the legal service regarding management, the practices and procedures implemented, and the actions of those involved were considered. Results: Highlights include the characterization and quantification for each waste stream; the preparation of the Guia Prático de Descarte de Resíduos (Practical Guide for Waste Disposal); the management model for research institutions concerned with the development and manufacturing of human health products based on the premises of the PDCA cycle; and the computerized management system for structuring and control of waste management. Conclusions: It was noticed that the process developed throughout the study led to culture change, staff engagement through continuous training and workplace security, and improvement in the management waste, promoting cost reduction in its destination and recovery.

Avaliação de estratégias de cooperação para a gestão de resíduos sólidos urbanos nos municípios com sede na bacia hidrográfica do rio Corumbataí /

O presente estudo propôs cenários de ação para a gestão dos resíduos sólidos urbanos dos seis municípios com sede na bacia do rio Corumbataí. O estudo foi realizado em duas etapas, a primeira consistiu na elaboração do diagnóstico dos mecanismos praticados atualmente, realizado a partir da análise de um conjunto de indicadores. A segunda etapa foi a composição de cenários para destinação para o tratamento de resíduos orgânicos e disposição final em aterro sanitário dos resíduos sólidos urbanos dos municípios investigados. Foram estudados seis municípios, os quais cinco possuem menos de 30.000 habitantes (Analândia, Charqueada, Corumbataí, Ipeúna e Santa Gertrudes) e Rio Claro possui 199.000 habitantes. Durante a primeira etapa, foram levantados dados e elaboradas matrizes SWOT para cada um dos municípios, com isso, buscou-se apontar fatores positivos e negativos das práticas atuais de gestão. This study proposed action scenarios for the urban solid waste management of six municipalities located in the Corumbataí River basin. The study was conducted in two stages, the first consisted in the diagnosis of the mechanisms currently practiced, through the analysis of a set of performance indicators. The second stage comprised the composition of operating scenarios for the shared urban solid waste management of the investigated municipalities. Six municipalities were studied, five of which have less than 30,000 inhabitants (Analândia, Charqueada, Corumbataí, Ipeúna and Santa Gertrudes) and Rio Claro has 199,000 inhabitants. During the first part, data were collected and SWOT matrices were elaborated for each of the municipalities studied. Municipal Solid Waste Management In India: Finding Sustainable Pathways For The City Of Bangalore

abstract: During the months from June to November 2012, the city of Bangalore was faced with a serious solid waste management (SWM) crisis. In the wake of the upheaval, the state court declared source segregation to be mandatory. Yet, while the legislation was clear, the pathway towards a course of action for the transition was not clear and hence, Bangalore was stuck in a state of limbo. The objectives for this thesis spiraled organically from this crisis. The first objective was to examine the gaps in Bangalore's transition to a more sustainable SWM system. Six particular gaps were identified, which in essence, were opportunities to re-shape the system. The gaps identified included: conflicting political agendas, the exclusion of some key actors, and lack of adequate attention to cultural aspects, provision of appropriate incentives, protection of livelihoods and promotion of innovation. Opportunities were found in better incentivization of sustainable SWM goals, protecting livelihoods that depend on waste, enhancing innovation and endorsing local, context based SWM solutions. Building on this understanding of gaps, the second objective was to explore an innovative, local, bottom-up waste-management model called the Vellore Zero Waste Model, and assess its applicability to Bangalore. The adaptability of the model depended on several factors such as, willingness of actors to redefine their roles and change functions, ability of the municipality to assure quality and oversight, willingness of citizen to source segregate, and most importantly, the political will and collective action needed to ensure and sustain the transition. The role of communication as a vital component to facilitate productive stakeholder engagement and to promote role change was evident. Therefore, the third objective of the study was to explore how interpersonal competencies and communication strategies could be used as a tool to facilitate stakeholder engagement and encourage collective action. Manejo y gestiones generales de residuos sólidos en gobiernos locales para minimizar la contaminación en el medio ambiente y salud pública

El presente articulo tiene como objetivo revisar producciones científicas vinculado con el manejo de residuos sólidos en gobiernos regionales, provinciales y de distritales; la metodología de tipo y diseño cuantitativo comprendió procesos exploratorios y descriptivos; el uso de métodos teóricos; y, como muestra se tomó 10 artículos confiables y originales lo cual fueron publicados entre los años 2016 y 2023. Para el análisis y procesamiento de datos se utilizó la técnica que corresponde a un análisis documental y como instrumento una matriz lógica. Los resultados de dicho artículo manifiestan que la mayoría de las investigaciones científicas están relacionados en la gestión, manejo y mitigación de los residuos sólidos municipales; con propuestas de modelos sistémicos innovadores, políticas públicas y tecnologías perdurables ; y con respecto a las conclusiones de mayor importancia quecomprenden una evaluación diagnóstica en la cual se concluye el escaso e insuficiente conocimiento sobre el mal manejo de los residuos sólidos municipales en cada gobierno local , asimismo, lo cual se conocen lineamientos teóricos prácticos para minimizar la contaminación del medio ambiente sobre el entorno de los gobiernos regionales, provinciales y distritales para garantizar la sostenibilidad ambiental, mejor calidad económica, y mejorcalidad de vida. / The objective of this article is to review scientific productions linked to solid waste management in regional, provincial and district governments; The quantitative type and design methodology included exploratory and descriptive processes; the use of theoretical methods; and, as a sample, 10 reliable and original articles were taken, which were published between the years 2016 and 2023. For the analysis and processing of data, the technique that corresponds to a documentary analysis and a logical matrix as an instrument was used. The results of said article show that the majority of scientific research is related to the management, handling and mitigation of municipal solid waste; with proposals for innovative systemic models, public policies and lasting technologies; and with respect to the most important conclusions that include a diagnostic evaluation in which the scarce and insufficient knowledge about the poor management of municipal solid waste in each local government is concluded, likewise, which theoretical and practical guidelines are known to minimize the environmental pollution on the surroundings of regional, provincial and district governments to guarantee environmental sustainability, better economic quality, and better quality of life.

Environmental Systems Analysis Tools as Decision-Support in Municipal Solid Waste Management : LCA in Sweden, Estonia and Lithuania

In order to deal with the mounting issue of Municipal Solid Waste (MSW) in a way that is in line with sustainable development and Integrated Solid Waste Management (ISWM) a systems approach is necessary.This approach can practically be integrated into the MSW decision-making process through Life Cycle Thinking(LCT) and environmental systems analysis tools such as Life Cycle Assessment (LCA). This paper is written within the context of the RECO Baltic 21 Tech (RB21T) project which aims to improve waste management practices in 12 countries in the Baltic Sea Region. The main aim of this paper is to investigate the extent to which LCA is used as decision-support in MSW management in Sweden, Estonia and Lithuania. The use of LCA is examined on a national level as well as on a local or regional level based on relevant literature and a set of interviews conducted in each country. According to the results the use of LCA as decision-support in MSW management is very limited in Estonia and Lithuania whilst it is already a well-established tool in Sweden. Most of the LCA efforts in the Baltic States have been conducted in connection with foreign projects and investments,such as RB21T. Although an actual LCA might not always be applied in Sweden, LCT is prevalent in MSW management both on a national and local level. In order for LCA to be better integrated into MSW management this paper argues that there is a need for increased knowledge, data, more user-friendly LCA-tools andstrengthening regional partnerships for further transfer of knowledge between countries.
