Ripples of empowerment? : exploring the role of participatory development communication in the Biesje Poort Rock Art recording project.

This research focuses on a rock art recording process as a possible social development project from a Communication for Participatory Development perspective. The study is part of and builds on the wider National Heritage Council-funded Biesje Poort: KhoiSan rock art recording project. The wider project’s overall objective is “to alert and assist the local authority to the presence of a KhoiSan Heritage resource/s in their area of jurisdiction and assist in developing its educational and tourism potential” (NHC/Lange 2010, proposal). One of the project’s secondary objectives is to transfer skills in the recording and representation of the rock engravings and broader cultural landscape via GPS mapping to members of a present day KhoiSan community in the Northern Cape, as well as to young researchers from a variety of educational institutions in South Africa. My research explores and documents the role of participatory communication in the project including its promotion of skills transference, empowerment, and the level of participation amongst all participants. In doing so, the research investigates the dialogue, power relations and research negotiation between members of the multicultural and multidisciplinary research team. Data is gathered via participant observation and face-to-face interviews that is then analysed against participatory development communication principles as outlined in models such as Communication for Participatory Development (Kincaid & Figueroa, 2009), and strategies such as Participatory Action Research (PAR). Findings generated from this study reveal that in spite of all challenges encountered by participants the intended project objectives were met. This study further provides an insight into other possible research outcomes that could be achieved by implementing a participatory communication research with multicultural and multidisciplinary participants. Taking into account the possible influence that this research’s contextual dynamics could have exerted on the outcomes, recommendations have been made that further research be undertaken on a broader scale to provide more definitive evidence of using this approach. Terrarium: a food theatre, consumable seed bank and cultural greenhouse for urban food supply in Johannesburg

Thesis is submitted in partial fulfilment for the degree of Master of Architecture (Professional) to the Faculty of Engineering and the Built Environment, School of Architecture and Planning at the University of the Witwatersrand, Johannesburg, 2017 / A consumable seed bank, market and food theatre that challenges the relationships between formal and informal and creates a solution to the need for food and encourages a healthier lifestyle through digesting architecture and walking urbanism in Johannesburg’s in between space. From the watershed above the river of gold, the Braamfontein Spruit flows towards the suburbs. Natural meanders and formal canals move with the winding bends of avenues, through golf courses and out into bird sanctuaries and parks to join the Jukskei river on its journey. This 50 km of between unbuilt space is the landscape in which this exploration takes place. At the beginning and end of this connection sits Dale Lace Park, divided by Barry Hertzog and united by the topography and spruit. The three-part theoretical essay focuses on natural processes and their relationship to people and architecture. By creating a compact theory for walking in public space, we can begin to understand how people react to space both positive and negative. This metaphor can be analysed through DNA and gene editing to create the desired space. Identifying DNA is achieved through a process called electrophoresis. Current moves through the gel in which DNA is injected. Certain strands move faster while others move slower. Is this not the same as the movement of people through public space? As we move up the plant through the stem, it becomes clear that the plant’s core is its roots. The permanence of this and the temporary nature of the leaves can link to the above and below ground of programmatic design. The second part focuses on nutrition and food in architecture. Modernism and its functional programmatic approach to design are used to emphasise the importance of functional planting in architecture. And as the plant escapes the soil, the light causes the adapting nature and evolution of the plant in its circle of life. Life and light and the purity of life will be used to analysis light and research space in buildings along with adapting to seasonal change. This third and final part will explore the combination of planting and people in space and architecture’s role in the human and social interaction. The deconstructed landscape will be explored. Through Architecture, the thesis aims to unearth the importance of seedling cultivation for consumption in an urban farm and research centre. Citizen science for water quality monitoring and management in KwaZulu-Natal

A research report submitted to the faculty of Commerce, Law and Management, University of the Witwatersrand, in partial fulfilment of the requirements for the degree of Master of Management (in the field of Public and Development Management) March 2015 / The citizen science approach has a role to play in the restoration of river health in catchments affected by pollution. Everyone can become involved in monitoring the health of a river, dam, estuary or wetland closest to them. In KwaZulu-Natal, uMngeni and Msunduzi Catchments, voluntary participation in river health initiatives has been adopted by schools, conservancies, NGOs and catchment management forums. The purpose of the study was to explore the perceptions and experiences of the use of miniSASS, a simplified South African Scoring System (SASS) tool for monitoring river health in uMngeni and Msunduzi Catchments over the past 15 years. A qualitative exploratory and descriptive study was undertaken through semi-structured interviews and documentary analysis. The researcher managed to purposively select a sample of ten participants, mainly the active users of the miniSASS citizen science tool in the identified catchments. The finding of the study is that miniSASS is perceived and experienced as a valuable community-based educational tool in Msunduzi and uMngeni catchment which has led to local government authorities to respond faster in solving incidents of industrial pollution; address poorly maintained water infrastructure and fix the leaking sewers contaminating freshwater. The study recommends that a further investigation be made on the economic value of citizen science contribution in KwaZulu-Natal since there were indications that it has already benefited some of the accommodation businesses who appreciated the change in the nearby streams.

Community participation in social movements: the case of the Landless People's Movement in Thembelihle, Johannesburg

A research report submitted to the School of Social Sciences, Faculty of Humanities of the University of the Witwatersrand in partial fulfilment of the requirements for the degree of Masters of Arts in Development Studies March, 2016 / The emphasis in making government more accessible to the people has produced dismal effects, this has led to the emergence of civil society organizations claiming to give the voiceless a voice and facilitating participation of the marginalized towards how they are governed. This research, through a case study of the Landless People’s Movement in Thembelihle (LPM – Thembelihle) focuses on the internal dynamics of a community’s participation in social movements. The study questions social movements’ efforts in nurturing participation within them and whether the assumed claims of representation are reflective to the participants needs. The report argues that social movements do not necessarily nurture democratic principles such as participation within them. The reasons for this are: 1) social movements have been engineered to focus on the state as the adversary thus their efforts are outward looking 2) the nature of the issues they tackle are highly politicized and thus attract a large following regardless. Analyzing data from interviews and various documents, first and foremost the study aimed to investigate the level of participation by the community in LPM - Thembelihle using the concept and typologies of participation as stipulated in the ladder of participation. Secondly, the aim was to connect the level of participation to the representation of the participating community in an attempt to find if at all there is a correlation. The findings revealed that in spite of community control of the LPM –Thembelihle branch, a deep degree of participation was not achieved but that did not deter LPM’s representation of the Thembelihle community. As this may be a contradiction regarding the empowering aspects of participation, the study concludes by suggesting that community participation should also be used to enrich social movement organizations considering their structured nature and role as intermediaries / MT2017

Public hearings on the choice of termination of pregnancy : a case of Limpopo Provincial Legislature

Thesis (MPA.) -- University of Limpopo, 2014 / The aim of the study was to determine whether Members of the Limpopo Provincial Legislature misrepresented members of the public in the policy and decision making process. The Choice on Termination of Pregnancy Amendment Act, No. 213 of 2008, when passed in Parliament, might have had good intensions, but has instead led to unintended consequences. Both qualitative and quantitative research methods were used in this study. Questionnaires were used to collect the primary data from MPLs, staff of the Limpopo Legislature and members of the public in districts of the Province while the secondary data was collected from online databases and through literature reviews. A random sampling method was used to collect primary data for this research by using various data collection methods such as questionnaires, face to face and telephone interviews. The collected data was captured in Ms Excel 2007, and then analysed and presented using graphs and tables. Results of this study indicate that the majority of people in Limpopo were not in favour of the bill in question. This was evident in the video recording that was taken at the public hearing held in the Vhembe District where the emotions and expressions including the language used by members of the public was witnessed. The Committee Report that was tabled in the House by the Chairperson of the Committee stated that all districts in the Province were not in favour of the bill. It also became evident that indeed MPLs did not debate the report in the House and also did not consider inputs of the masses made during public hearings before a provincial mandate was given to Permanent delegates at the National Council of Province (NCOP) to vote in favour of the bill. It can thus be concluded that MPLs can take a decision on a bill even if the masses are against it. This clearly indicates that the voices of the people are indeed heard since public hearings are conducted, but all is merely done to comply with the Constitutional mandate.

Stakeholder perceptions of ecotourism impacts and management issues in relation to private game parks : case studies of the Ezulwini Private Park and Tala Private Park in KwaZulu-Natal, South Africa.

Ecotourism has generated great interest from governments, tourism enterprises, tourists, conservation groups, the private sector and other stakeholders in the industry. A reason for this interest is the availability of pristine natural environments, especially in Africa. The need for more rigorous data on economic, environmental and social impacts of ecotourism development from different perspectives and stakeholders is central to unpacking key issues related to sustaining ecotourism in Africa that is both responsive to environmental as well as social and economic needs. There seems to be a need for a better understanding of ecotourism’s impacts, and how those impacts are affected by various developmental needs and management strategies. South Africa is a country which is closely linked with disputes resulting from land claims as a result of apartheid. Thus, this thesis attempts to unpack issues relating to the historical legacy, the proliferation of Private Game Parks in South Africa and related issues of privatised concentration of natural resources, access and affordability as well as potential social, economic and environmental impacts. Research was undertaken in two Private Parks in KwaZulu-Natal: Ezulwini Private Park and Tala Private Park. A fundamental ingredient for stakeholder involvement is collaboration among key players. The specific stakeholders identified for this study were: visitors, local communities, tour operators, Park personnel, Park managers and the Private owner of both the private Parks. The research employed both qualitative (participatory approaches) and quantitative (questionnaires) techniques when collecting data. The study revealed that visitors to Ezulwini Private Park and Tala Private Park listed important factors regarding their own efforts to promote ecotourism such as: conserving nature, limiting the over-utilisation of resources, being environmentally conscious, reducing water consumption, being litter conscious, spreading the conservation message via word of mouth and visiting more ecotourism destinations. There is a good level of interaction between the tour operating company (that carries out tours to Ezulwini Private Park and Tala Private Park) and the community. This is attributed to visitors purchasing from cultural villages and the use of local tour guides. The local communities living near the private Parks indicated that no relationship exists between the community, management and staff of the respective private Parks. Participatory exercises (venn diagrams, mental mapping and problem ranking exercises) were conducted with focus groups. These focus group discussions established heterogeneity within the respective communities and emphasised the need for the involvement of all community members who best understand and have the greatest stake in social, economic and political issues linked to the Parks. According to the Park personnel at Ezulwini Private Park and Tala Private Park local communities were somewhat involved in the activities and decision-making of the private Parks. However, the Park owner of both the private Parks stated that the local communities were not involved in the activities and decision-making of the private Parks. Perceptions of the forestry industry : a case study of Sappi forests in Richmond.

Commercial forestry in South Africa was born out of the need to alleviate the growing demand on limited natural resources. From small beginnings, the industry has grown over the years and currently plays a significant role in South Africa's economy. The industry is a source of employment, foreign exchange and it facilitates a number of downstream processing activities. However, with the growth of the industry, there has also been increasing concern from various sectors over the impacts of the industry on the environment, particularly on water and biodiversity. More recently, concern has also shifted towards challenging the social and economic benefits of timber to local communities. As a result of growing pressure, legislation, policies and institutions have been transformed to ensure that environmental and social issues are taken into consideration in carrying out any form of development. The forestry industry has also changed considerably and understanding stakeholders perceptions has also become evident. In 1995 as part of the process to adhere to ISO 14001 international standards, Sappi forests commissioned a study to enable them to have a better understanding of activities, products and services which could have an impact on the environment. The concerns of the stakeholder were incorporated into their management plan. In continued efforts to improve the image of the forestry industry, this study was commissioned in 1999 with the aim of understanding how peoples perceptions of the industry had changed since 1995. The change of perceptions was determined through structured as well as semi structured interviews. A comparison between the responses in this study with those in Murphy et al. 1995 was undertaken to determine how peoples perceptions had changed since 1995. Even though the forestry industry had included some of the concerns raised by stakeholder and improved their management plans since 1995, peoples perceptions ofthe industry were largely negative. External changes leading to increased awareness in the intervening period were seen as the reason for the lack of change in peoples perceptions. Co-management of mussel resources : the case studies of Sokhulu and Coffee Bay projects in South Africa.

In this thesis, the researcher has attempted to analyze the full complexities of employing the co-management system in conservation of brown mussels (Perna perna) through the use of the case study areas, namely: Sokhulu in KwaZulu-Natal (KZN) and Coffee Bay in the Eastern Cape (EC) Provinces of South Africa. This study is a comparative approach of 2 coastal areas, Sokhulu, in the northern part of KZN and Coffee Bay near the Wild Coast. Communities currently involved in brown mussel resource management in Sokhulu are part of the joint resource management team. The project, started in 1995 by Dr. Harris of KZN Nature Conservation Services (KZN NCS), has proven to be successful in its mission of ensuring wise use of the brown mussel resources. The Coffee Bay project, which was started in 2000, has no local resource management structures yet in place. The research information was gathered with the assistance of household questionnaire; open-ended interviews; literature review; visual review, and commentaries. Experiences drawn from Sokhulu mussel project in KZN have indicated a need for the establishment of a mussel co-management structure at Coffee Bay for the conservation of the resource, and the well-being of the community. Some recommendations for implementation of a co-management system at Coffee Bay have been made. The recommendations are in line with the efficient conservation strategies and utilization of brown mussel resources and blend the needs of the community of Coffee Bay, sound resource use principles provided by the resource managers, and practical management requirements. These types of settlements can be found throughout South Africa and represent the attempts of the poor to provide themselves with housing. The conceptualisation of this phenomenon has undergone many changes during its history. There were times when these settlements were demolished and the inhabitants relocated to other areas. This type of approach was unsuccessful due to the extent of the problem and because the new housing that was being provided was unaffordable. A paradigm shift led to the fact that the upgrading of informal settlements is seen as an approach with a brighter future. During this process optimal use is made of the existing structures for example buildings, economic activities and social ties, within the community. The approach is adaptable to the needs and situations of individual communities. The sustainability of an upgrading project depends to a great extent on the enthusiasm and cooperation of the community that is going to benefit. Public participation can be a difficult process, especially in poor communities. This instrument can however yield great results in providing a product that is to the satisfaction of the community as a whole. During the course of this assignment the following conclusions were made from the material that was studied: • The success of upgrading programmes are highly depended on the enthusiasm of the communities that are going to benefit. • This enthusiasm is greatly increased by a process of community participation. • Upgrading must be seen as a multi-phase process. • Upgrading of informal settlements can play an important role in addressing the backlog that exists in affordable housing. • The need for an Informal Housing Act exists. From the case study the following conclusions were made: • The study presents many advantages, like providing the community with basic services and the right to property. • Further some disadvantages concerning intensification were identified. • These disadvantages can be addressed by providing smaller erven and street fronts as well as lower standards concerning residential uses. / AFRIKAANSE OPSOMMING: Plakkery is In tipe informele nedersetting. Daar was tye gewees wat informele nedersettings bloot gesloop en die inwoners op ander plekke hervestig is. Hierdie tipe benadering was egter nie geslaagd nie, aangesien die probleem van plakkery te groot was en die nuwe behuising was in die meeste gevalle onbekostigbaar. In Paradigma skuif het daartoe bygedra dat daar nou eerder op die opgradering van sulke nedersettings gefokus word. Hierdie benadering fokus daarop om die bestaande elemente in die gemeenskap byvoorbeeld geboue, ekonomiese bedrywighede en sosiale ondersteuningsnetwerke optimaal te benut. Dit is In buigsame proses wat aanpas by die behoeftes en omstandighede van die individuele gemeenskappe. Die volhoubaarheid van In opgraderinsprojek is afhanklik van die entoesiasme en samewerking van die gemeenskap wat daardeur bevoordeel gaan word. Stakeholder involvement in strategic planning and management at the Ekurhuleni Metropolitan Council

Thesis (MPhil)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: Local government in South Africa has gone through the transitional phase to become developmental with a number of challenges, one of the most prominent of which has been the lack of adequate financial resources to carry out various service delivery obligations. The lack of financial resources was one of the important reasons that led to local authorities being reduced from 843 to 284 municipalities through the process of re-demarcation that resulted in the consolidation of most of the local authorities. Because of these long standing challenges of financial viability, the objective of the study was to investigate stakeholder involvement in strategic planning and management within the Ekurhuleni Metropolitan Council. It had become evident that existing financial constraints in municipalities in general and at Ekurhuleni in particular would remain for the foreseeable future, unless ways and means are found to improve the management of existing resources. The contention in this study is that the inclusion of stakeholders in strategic planning and management should be viewed as important to the Metro as it significantly lessens the doubt as to whether there is a common understanding of what is possible given the limited resource capacity to address many competing service delivery needs. The literature study undertaken showed that local government has learnt lessons from the private sector, and has adopted some of its strategic planning and management practices and adapted them to suit public service delivery needs. In South Africa the local government planning framework is called integrated development planning (IDP). The IDP approach entails the formulation of focused plans, based on developmental priorities. This approach assists in avoiding wasteful expenditure and perpetuating past spending patterns. Furthermore, the idea of adopting a more business-based approach does therefore not mean that the council is run like a company but rather that scarce resources are spent effectively and that all citizens have access to at least a minimum level of basic services. The IDP should be undertaken through participatory processes for effective urban management given the fact that private and public investments and municipal services delivery affect the well-being of all urban residents. Observation at the Ekurhuleni Metro revealed that while strategic planning and management does take place, it does not involve various stakeholders in the processes in a manner that is contemplated by the integrated development planning framework. The absence of a public participation strategy at the Metro meant that methods of engagement, consultation and communication with stakeholders are not clearly spelled out. So is the identification of various stakeholders in terms of the needs, the roles that they can play in the planning processes, allocation of resources to facilitate their participation and empowerment in various planning processes. It was the conclusion of the study that there is limited stakeholder involvement in strategic planning and management at the Ekurhuleni Metro. / AFRIKAANSE OPSOMMING: Plaaslike regering in Suid-Afrika het deur ‘n oorgangsfase na ‘n ontwikkelings orientasie gevorder maar het ook ‘n aantal uitdagings bygekry. Die prominentste een hiervan is die gebrek aan fondse om die verskillende dienslewering verpligtinge na te kom. Die gebrek aan finansiële bronne was een van die belangrike redes vir die reduksie van plaaslike owerhede van 843 na 284 munisipaliteit deur die proses van her-afbakening wat gelei het tot die konsolidasie van die meeste plaaslike owerhede. In die lig van die lang-durige aard van die uitdagings van finansiële lewensvatbaarheid, ondersoek hierdie studie belanghebber betrokkenheid in strategiese beplanning en bestuur binne die Ekurhuleni Metropolitaanse Raad. Die literatuurstudie poog om aan te toon dat plaaslike regerings lesse geleer het by die privaatsektor en sommige van die stategiese beplanning en bestuurspraktyke opgeneem en aangepas het by die publieke diensleweringsbehoeftes. In Suid-Afrika word die plaaslike regering beplanningsraamwerke, geïntegreerde ontwikkelingsplanne genoem (IDP). Waarnemings by die Ekurhuleni Metro bring aan die lig dat, terwyl strategiese beplanning en bestuur wel plaasvind, dit nie verskillende belanghebbers op die wyse betrek wat in die geïntegreede beplanningsraamwerk voorsien word nie. Die afwesigheid van publieke deelname in die Metro het beteken dat meganismes van deelname, konsultasie en kommunikasie met belanghebbers nie duidelik gemaak word nie. Dieselfde geld vir die identifikasie van verskillende belanghebbers in terme van belanghebberbehoeftes, die rol wat hulle kan speel in die beplanningsprosesse, die toewysing van bronne en die bemagtiging van belanghebbers om hul deelname te verseker.
