Being gay in the management echelon of the South African Department of Defence: a life history.

This study addresses the absence of scientific knowledge of leadership behaviour among gays in the management echelon of the South African Department of Defence and provides some tangible knowledge in this regard. This valuable knowledge was obtained through an in-depth qualitative research design, namely a life story of one South African citizen, who is gay, male and white, and who held a senior management position in the Department of Defence (DOD) for a number of years. Themes and hypotheses from both the existing literature on homosexual behaviour and leadership generally, and on gay people employed as leaders by the military particularly, were compared with the rich, everyday experiences of this particular gay person on his leadership tasks in the local military world. This study provides insight into homophobia, and particularly into how it was managed by an authentic gay. The study also makes a modest contribution to the methodology of case studies and particularly the applicability of life stories in the organizational and leadership fields. Finally, I believe the study provides knowledge on homosexuality and leadership and the relation between these in the South African Department of Defence, and, in this way could offer valuable information in assisting with “examining” its Draft Policy on Non Discrimination on the Grounds of Sexual Orientation. I am of the opinion that the insight into an authentic gay officer’s life provided by the method, could inform policy impacting on leaders, and particularly on gay officers, of the DOD. / Prof. W. J. The relationship between extraversion, emotional intelligence and leadership experience

The debate about leader characteristics continues yet understanding leadership is very important for selection, promotion and leadership development. The purpose of the study was to find out if a link existed between extraversion, emotional quotient (EQ), leadership position and years of experience as a leader. A quantitative study with a questionnaire, which included Jung Personality Questionnaire and Ryback’s Emotional Quotient Executive survey was administered to military personnel at Thaba Tshwane Military Area in Pretoria, which is the military headquarters of the South African National Defence Force (SANDF). Respondents were selected randomly from the ranks of Corporal to Generals. The results revealed that there is no correlation between extraversion and emotional intelligence. Results also show that more males were introverted while more females were extraverted. It can therefore be concluded that people who are extraverted do not necessarily have high levels of EQ. Extraversion did not present as a dominant characteristic in the leaders of the sample group with just over half presenting with higher levels of extraversion. With regard to emotional intelligence, the majority of respondents showed high levels of Emotional Intelligence. In terms of EQ, one could probably reason that introverts are better at self-awareness and more reflective of feelings and relationships, while extraverts are better at expressing feelings and taking overt action to build relations. However, further research on this is required. The study therefore places emphasises the role of EQ in leadership.

Enduring suffering: the Cassinga Massacre of Namibian exiles in 1978 and the conflicts between survivors' memories

<p>During the peak of apartheid, the South African Defence Force (SADF) killed close to a thousand Namibian exiles at Cassinga in southern Angola. This happened on May 4 1978. In recent years, Namibia commemorates this day, nationwide, in remembrance of those killed and disappeared following the Cassinga attack. During each Cassinga anniversary, survivors are modelled into &quot / living testimonies&quot / of the Cassinga massacre. Customarily, at every occasion marking this event, a survivor is delegated to unpack, on behalf of other survivors, &quot / memories of Cassinga&quot / so that the inexperienced audience understands what happened on that day. Besides &quot / survivors‟ testimonies, edited video footage showing, among others, wrecks in the camp, wounded victims laying in hospital beds, an open mass grave with dead bodies, SADF paratroopers purportedly marching in Cassinga is also screened for the audience to witness agony of that day. Interestingly, the way such presentations are constructed draw challenging questions. For example, how can the visual and oral presentations of the Cassinga violence epitomize actual memories of the Cassinga massacre? How is it possible that such presentations can generate a sense of remembrance against forgetfulness of those who did not experience that traumatic event? When I interviewed a number of survivors (2007 - 2010), they saw no analogy between testimony (visual or oral) and memory. They argued that memory unlike testimony is personal (solid, inexplicable and indescribable). Memory is a true picture of experiencing the Cassinga massacre and enduring pain and suffering over the years. In considering survivors' challenge to the visually and orally obscured realities of the Cassinga massacre, this study will use a more lateral and alternative approach. This is a method of attempting to interrogate, among other issues of this study, the understanding of Cassinga beyond the inexperienced economies of this event production. The study also explores the different agencies, mainly political, that fuel and exacerbate the victims' unending pathos. These invasive miseries are anchored, according to survivors, in the disrupted expectations / or forsaken human dignity of survivors and families of the missing victims, especially following Namibia‟s independence in 1990.</p>

State of emergency : an exploration of attitudes towards homosexuality in the SADF, 1969-1994

Thesis (MA)--University of Stellenbosch, 2011. / This research set out to give a better understanding of gay conscripts within the South African Defence Force (SADF) during the 1970's and 1980's, as well as to establish whether a noticeable change towards gay conscripts could be detected before and after c.1985. Based upon sources from the military archives, oral interviews as well as existing secondary literature on the topic, it becomes clear that aside from the “official line”, both conservative as well as progressive views on homosexuality existed. Even though it can be concluded that attitudes towards homosexuality among civilian South Africans became more permissive during the 1980‟s, it was not a change in attitude shared throughout (white) society. This research has been done firstly to add to the general knowledge of the experiences of gay conscripts in the 1970‟s and 1980‟s within the SADF. It has done so by conducting interviews with fifteen ex-conscripts, both gay and straight, covering anti-gay attitudes, coming out in the army, the existence of queer platoons and/or jobs perceived to be „gay‟, psychiatric treatment of homosexuals and the knowledge of the existence of these treatments, the gay/straight barrier and qualitative personal assessments of the period of conscription. Secondly, it attempts to answer the question whether a change in attitude towards gay conscripts could be seen roughly around 1985, as South African society also became (slowly) more permissive towards homosexuality.

Environmental management in military activities of the South African National Defence Force

This thesis presents research findings on current environmental management practices used by the South African National Defence Force (SANDF). Two case studies are presented; the first is the Grahamstown Military Installation (6 South African Infantry Battalion) and the second the South African Army Combat Training Centre (42 Brigade). A combination of three sampling techniques, namely, the stratified, purposive and link-tracing (snowball) samplings were employed and structured questionnaires and semi-structured interviews with key SANDF officials were used as primary data. In addition, secondary data sources in the form of inter alia the first and second editions of the Environmental Management Plan for Defence (2001 & 2008 respectively); the development and implementation of environmental education and training in the military: a joint United States-Republic of South Africa Environmental Working Group Project (2003); Overarching Strategic Statement for 2011; Integrated Environmental Management Information Series: Linking Environmental Impact Assessment and Environmental Management Systems (2004); The Department of Defence Strategic Plan (2010): Republic of South Africa and the South African Defence Review (2012) were studied. In addition, field observations were also carried out within the two military installations training areas between July, 2011 and November, 2013. Primary data on the conditions of training areas, waste removal after training exercises, pollution prevention measures, and rehabilitation efforts to restore degraded training ranges were collected. Furthermore, composite surface sediment samples and water samples were collected for analysis. A total of fifty-six surface sediments and thirty water samples were analysed for the concentrations of heavy metals using the ICP-MS. These attitudes and perceptions are predominantly positive. Statistical analysis (ANOVA) did not reveal any significant differences in responses, especially, between military ranks. However, sporadic significant differences were found in five of the statements in the questionnaire from respondents with different service periods. Furthermore, the emphasis placed on environmental protection within defence force activities worldwide has compelled the South African Department of Defence and Military Veterans (DoDMV) to regulate the management of the environment within its properties. Yet, these efforts have faced numerous challenges ranging from financial to human resource deficiencies. It was found that environmental management practices and programmes at different military installations vary significantly. Consequently, six environmental management programmes were identified at South African Army Combat Training Centre, while only one environmental management programme was identified at Grahamstown Military Installation. This programme is a collaborative effort between the SANDF/DoDMV and the Department of Water Affairs and Sanitation to eradicate invasive alien plant species. In the light of the analysis of official documents and interviews with respondents, it was established that the DoDMV does not have a budget for environmental management services and environmental management is yet to be incorporated into formal military training programmes. There is a severe shortage of environmentally qualified and knowledgeable personnel within the SANDF. Subsequently, all these drawbacks lead to the failure of the implementation of the Defence Force’s Environmental Management System (EMS) and inadequate management of the environment at military installations of the SANDF. Consequently, these challenges have severely compromised the commitment of the SANDF to honour its environmental management obligations. Such deficiencies tend to undermine the sustainable utilisation of the national assets entrusted to the Defence Force. Therefore, this thesis argues that environmental management programmes for the SANDF are based on a very weak foundation. This thesis proposes an ideal model for the successful implementation of the EMS and management of the environment at SANDF military installations. The analysis of water and soil samples led to the identification and quantification of heavy mental pollutants. The concentrations of heavy metals in water samples were varying between <0.01 to <0.05mg/l, but generally constant. Thus, no significant or meaningful statistical results were obtained. Pearson’s correlation coefficient was used to analyse the concentrations of heavy metals obtained in the sediment samples.

A critical analysis of the relationship between the South African Defence Force and the South African media from 1975-83

The main focus of this thesis is to show the nature of the relationship between the South African Defence Force and the local media from 1975-83. The thesis will analyse issues specifically relating to the nature of the relationship and show how and why they are relevant to understanding the authoritarianism of the apartheid state. The nature of the relationship will be conceptualised by way of the analogy of a marriage. The thesis will show that for the SADF the relationship was “a marriage of convenience” whereas for the media it was a “marriage of necessity”. This relationship operated within the context of a highly militarised society that has been termed a “Garrison State”. The apartheid government introduced legislation governing reporting of defence matters and the media (namely the South African Defence Act 1957 including amendments made up until 1980) that imposed legal constraints within which defence correspondents had to operate. Moreover, the MID’s secret monitoring of the local media reveals the extent to which the military distrusted the media. A sampling of the coverage of defence matters in a selection of newspapers will reveal how their editorial staffs and reporters operated in a situation where the flow of information was controlled by the military. This will also show that certain defence correspondents cultivated close relations with SADF personnel to ensure that they were kept informed. The thesis will also show how the SADF reacted to the international media exposure of Operation Savannah and Operation Reindeer and how the SADF sought to limit the damage to its reputation by clamping down on the local media. The creation of two media commissions both headed by Justice MT Steyn, set out to investigate the manner in which local media reported on security issues in an environment in which the media and the public were confronted by the “Total Strategy” discourse of the apartheid government. The working relationship between the SADF and the media encapsulated in the thesis can be described as highly complex and the use of the “marriage” analogy assists in understanding this relationship.

Reassessing civil control of the South African armed services

A research report submitted to the Faculty of Management, University of the Witwatersrand, in 50% fulfilment of the requirement for the degree of Master of Management (in the Field of Security). March 2016 / Defence Review 2015 concluded that the South African National Defence Force (SANDF) was in a “critical state of decline”, faced imminent and irreversible loss of capabilities and questioned its ability to meet all of its ordered defence commitments (Department of Defence, 2015c, pp. ix; 99). This is a grave indictment considering it is entrusted with the constitutional mandate to defend the Republic (Republic of South Africa, 1996, Sec 200). This begs the question “what went wrong?” Causes raised include the apparent disjuncture between the defence mandate and budget. It is unlikely, however that the blame can be attributed to a funding shortfall and overly ambitious defence mandate, alone. Some question whether a flawed institutional civil control structure might be to blame for compromising military command and thereby the ability of the armed forces to ensure effective defence. Did the new government go too far in imposing robust civil control over the SANDF in 1994, effectively emasculating the SANDF? Alternatively is the selected model for South Africa’s civil control and oversight regimes simply inappropriate or otherwise ineffective? Whether the failure lies with the selected model itself or in its execution are issues that were examined in the study. This study takes as its point of departure, various Defence Review 2015 policy proposals that, it was argued, point to deeper flaws in the institutional civil-military arrangements within the DOD. As such, they are fundamental to our understanding of the civil control challenges confronting the DOD and the formulation of policy options and recommendations. What the study highlighted was that the ultimate challenge for the DOD could be reduced in simple terms to finding an agreeable solution that would satisfy both the statutory civil control precepts and the Chief SANDF’s desire for freedom from undue interference with his executive military command. Central to the entire civil control debate is of course the balance DOD design, around which the DOD transformation project is structured, and the role of the Sec Def in exercising civil control in a ‘collaborative relationship’ with the Chief SANDF. There is general consensus that the balance DOD design has 1 Colonel C.B. Hepburn, late of the Transvaal Scottish, is employed on a term contract as Deputy Director Departmental Performance Monitoring and Evaluation; Defence Policy, Strategy and Planning Division; Defence Secretariat. His staffing at the integrated Defence Head Office provided him with access to the strategic level of defence policy decision-making and daily engagement with senior leaders at the point of interface between the ‘civilian’ Defence Secretariat and the Defence Force. The views expressed in this student academic research paper are those of the author and do not reflect the official policy or position of the Department of Defence or any other agency of the South African government. C.B. HEPBURN 416498 failed to live up to expectations and that it has proven difficult to establish and maintain the optimum balance between civil control and an effective armed service. What is equally obvious is that even after more than two decades of democratic consolidation; the DOD has yet to complete its transformation. If Defence Review 2015 is anything to go by then it can be expected that the process is set to continue for at least the next 25 years. That civil control remains a contested concept within the DOD is not in doubt. The solutions may be elusive; however, there is strong evidence that the answers lie more with how the Def Sec should be capacitated rather than the current focus on repositioning to better enable civil control of defence and to perform the duty assigned to it. Structural issues are clearly a factor and should indeed be dealt with in the broader DOD reorganisation. Nonetheless, there is a strong argument presented that instead of restructuring, better use should be made of performance agreements, delegations and detailed instructions. Given that the DOD is recognised in law as a ‘special case’, there should be a strong legal argument for amending the applicable legislation to make provision for a ‘special delegation regime’ or performance agreements, as a solution to the DOD’s immediate needs for providing an effective armed service. A construction of the social identities of retired white Afrikaner ex-military (SADF) servicemen in South Africa.

This qualitative study, located within a postmodern and social constructionist framework, explores how the social identities of retired white Afrikaner ex-military South African Defence Force (SADF) servicemen are constructed in South Africa. It considers how retired white Afrikaner ex-military South African Defence Force (SADF) servicemen have chosen to define and experience their social identities in view of the transformed political, socio-cultural and economic landscape and dominant discourses to which they have had to adjust. The literature review describes the multiple, dynamic and socially constructed nature of identities, traces the reciprocal relationship between the individual and society, relates identity formation to the various social category memberships subscribed to by research participants, and elucidates the role of language in the construction of social identities. In this study, ‘discursive threads’ of race (whiteness), culture (Afrikaans traditions, language, practices), gender (masculinity), role status (retiree, ex-soldier) were all woven together by the multiplicity of meanings contained in drawn-upon discourses, which constructed the social identities of research participants. Social identity can be viewed as a compromise between assimilation with and differentiation from others, where the need for similarity is satisfied within ingroups, while the need for distinctiveness is met through inter-group comparison. Discourse analysis was used to analyse the texts produced during semi-structured interviews with five research participants. Additionally, the discursive psychological concepts of action orientation (and positioning were used to explore how temporal, multiple and fluid social identities of participants were constructed by their use of language and invocation of supporting, opposing and overlapping discourses. From the discourse analysis, five discourses were identified as being realised in the texts, namely: a discourse of discipline; a discourse of ‘same-ness’; a discourse of ‘different-ness’; a discourse of ‘loss’: “Old Soldiers never die; they just fade away”; and a discourse of ‘camaraderie’: “Esprit de Corps”. The participants’ accounts have highlighted the complexity, fluidity and multiplicity of identities and the impact of dominant discourses on the reciprocal relationships between individuals, groups and society. This study contributes significantly to the existing knowledge regarding white retired ex-servicemen of the SADF in South Africa by offering insights into how this ingroup defines, re-defines, negotiates and maintains its social identities in accordance with and in reaction to dominant discourses of the past and present. / Dissertation (MA)--University of Pretoria, 2013. / Psychology / unrestricted
