A multi-perspective report on the status of the knowledge of and response to commercial sexual exploitation of children with a specific focus on child prostitution and child sex tourism : a social work perspectiveSpurrier, Karen Jeanne 05 1900 (has links)
Increasing tourism numbers in third world countries affect their economies and certain
aspects of their society positively; however, there are concomitant negative effects that
expose the dark side of the tourism industry. One of these is the escalating commercial
sexual exploitation of children (CSEC), particularly child prostitution (CP) in the context of
tourism, a phenomenon known as child sex tourism (CST). Although tourism plays an
important role in creating the perfect storm of poverty-stricken children colliding with wealthy
tourists, it is not solely responsible for this phenomenon. Internationally and nationally, the lacuna of knowledge on CST in particular hampers an
informed response by way of resource allocation and coordinated service delivery to both
victims and perpetrators. Utilising a qualitative research approach, and the collective case
study and phenomenological research designs complemented by an explorative, descriptive
and contextual strategy of inquiry, the researcher explored the status of the knowledge of
and response to the CSEC through the lens of closely associated role players, who were
purposively selected for inclusion in the study. These were adult survivors who were as
children engaged in sex work and victims of child sex tourism, social workers and non-social
workers involved in rendering child welfare and protection services, members of the Family
Violence Child Protection and Sexual Offences (FCS) Unit of the South African Police
Service (SAPS) and representatives of the hospitality and tourism industry. Data was
collected via individual in-depth semi-structured interviews, telephone interviews, and email-communication and thematically analysed. The researcher found that a range of microsystem level factors, such as poverty and family
dysfunction, pushed children to the street, and as a means to survive engage in sex work,
enabling tourists (i.e. local - out of towners) and foreigners, mainly men from varied sexual
orientation) to commercially sexually exploit both boys and girls, from as young as nine
years of age, and of different race groups, which leave them with physical and psychological
scars.
The following main findings surfaced: The social workers, in comparison to the non-social
workers, who have a primary responsibility to provide child welfare and protection services
were ill-informed in terms of identifying CST as phenomenon, untrained and/or slow to
respond appropriately with interventions directed to the victims and perpetrators of CSEC. The service provider groups, as microsystems interfacing on a mesosystem, were fraught
with perceptions that the social workers and the SAPS were being inadequate. Furthermore
a lack of cooperation, collaboration and communication between the service provider groups
to respond to CSEC existed. The hospitality and tourism industry service representatives
were also ill-informed about the phenomena of CP and CST with a response that at best can
be labelled as fluctuating between an indirect response to that of turning a blind-eye. From
the findings, recommendations for social work practice, education and training and

An assessment of the multi-disciplinary approach to investigate corruption in the South African public serviceSmit, Christoffel Johannes 01 1900 (has links)
The aim of this study is to assess the multi-disciplinary approach in the investigation of corruption in the South African public service. Data was collected by means of in-depth interviews conducted with members of the Directorate for Priority Crime Investigation’s Anti-Corruption Task Team to gain a comprehensive understanding of their experiences regarding the effectiveness of the Anti-Corruption Task Team in the investigation of corruption within the public service. In addition, the researcher conducted a comprehensive literature study of local and international legislation to curb corruption, supplemented with various multi-disciplinary approaches employed internationally. Furthermore, various global Anti-Corruption Agencies were studied to comprehend their functions and efficacy.
The findings of the research identified and described various impediments facing the Anti-Corruption Task Team’s effectiveness in investigating corruption within the public service. As a result, this study recommends the need to establish a single Anti-Corruption Agency with a comprehensive mandate to prevent, investigate, and educate on corruption, to critically safeguard the independence of the Anti-Corruption Task Team against political interference, as well as the allocation of adequate resources and budget for its effective operation.
The research identified best practices globally to combat corruption, which can be used to amend the current anti-corruption practices to suit the South African public service. A critical analysis of the policing of counterfeit goods in South AfricaThenga, Godfrey 10 1900 (has links)
The researcher conducted a critical analysis of the policing of counterfeit crime in South Africa. A pure qualitative research design and approach was adopted. A literature review, interviews and observations were conducted to provide an overview of this problem nationally and internationally.
Interview schedules were designed with pre-determined open-ended questions, which allowed participants to explain their perceptions, opinions and viewpoints on the policing of counterfeit in South Africa. Some of the designed questions were mailed to respondents.
Questions were posed to members of the Specialised Commercial Crime Unit, members of the South African Police Service’s Crime Prevention Unit, members of the Department of Trade and Industry who deal with counterfeit, prosecutors who normally prosecute counterfeit cases, brand owners/holders/representatives, and attorneys who assist in the policing of counterfeit crime.
The findings of this study informed the proposed recommendations for preventative and reactive response mechanisms. A preventative policing style for public violence in the towns of Harrismith and Warden in the eastern Free StatePearce, Brenda 30 June 2008 (has links)
This exploratory and qualitative investigation is used as a research strategy to indicate a preventative policing style for public violence in the Eastern Free State. The research's integration of problem-solving methods may be used in instances where public violence is common and pre-empted.
The study researched the policing of public expression against poor service delivery in a democratic South Africa after the adoption of a new Constitution. The Scanning, Analysis, Response and Assessment Model is applied by way of a service-oriented, preventative policing style involving the principles of the Community Policing Style.
The dissertation argues that though the South African Police Service's handling of public violence in the Eastern Free State, was reminiscent of the former public violence of political oppression, it should gradually move away from the military approach to a preferred community policing style and include relevant role players in using a systematic and service-orientated preventative policing style to address public violence. / CRIMINOLOGY / MTECH: POLICING

Development and validation of the career plateauing experiences scale in relation to job satisfaction, motivation, and work engagement in the South African Police ServiceRamgoolam, Shailyn 07 1900 (has links)

The general aim of the research is to develop a valid and reliable measure of career plateauing and to determine whether individuals’ experiences of career plateauing
(as antecedent) positively or negatively predict their job satisfaction, motivation, and work engagement (as consequences). The research further aims to investigate whether individuals’ biographical variables (gender, age, race, marital status, rank, and tenure) significantly
influence their subjective work experiences (career plateauing, job satisfaction, motivation, and work engagement). A quantitative cross-sectional survey was conducted on a nonprobability purposive sample of employees (N = 410) from different biographical groups at the
SAPS. Descriptive, correlational, and inferential statistics were performed. Exploratory factor analysis and confirmatory factor analysis provided evidence of the internal consistency reliability and construct validity of the newly developed career plateauing experiences scale
(CPES). Structural equation modelling confirmed the predictive validity of the CPES and showed that job content plateau and hierarchical/structural plateau predicted lower levels of
job satisfaction. The psychological plateau predicted lower work engagement levels.
Maintenance plateau predicted higher job satisfaction and engagement levels. Tests for significant mean differences indicated that individuals from the various biographical groups differed significantly regarding their career plateauing experiences, job satisfaction,
motivation, and work engagement. The research extended career development theory by demonstrating the relevance of the new construct of psychological plateau in relation to traditional forms of career plateauing and work engagement in flat organisational structural
contexts. Although still in need of further refinement, the newly developed CPES shows empirically promise to provide useful information for measuring and alleviating negative experiences of career plateauing in the SAPS. The findings further provide valuable insights into the unique career plateauing experiences, job satisfaction, motivation, and work engagement of employees of different age, gender, race, marital status, rank, and tenure groups. The study makes an original contribution to career development theory and research
