Promotion of liberal values in South African foreign policy : beyond the structural imperatives of the international system?

The end of the Cold War in the early 1990s led to a multilateral international system no longer divided by contending forces of capitalism and communism. In the context of South Africa, the end of the Cold War occurred at a juncture where the apartheid government was being challenged by pro-democracy forces that have fought against it for decades. The developments in the international system and in the country led to South Africa adopting universal liberal values not only in its constitution, but also in its international relations. Foreign policy documents and statements by the ministry of Foreign Affairs also reflected the country's aspiration of becoming a mediator, a facilitator for democracy and a peacemaker especially in the context of Africa. International expectation mounted as South Africa was perceived as possessing the capacity to act in a manner that advances democratic values and which gives voice to the weak nations of the world. However, the aura of a post-apartheid South Africa that would act not only in its interest, but also in the interest of the world community never fully materialised. South Africa failed to act in a manner consistent with its stated commitment to democratic values when it recognised Peoples Republic of China, an undemocratic and repressive government. It also marched into Lesotho in 1998, resulting in the destabilisation of this tiny Southern African country. These events led to an increasing criticism of the South African government. Some argued that South Africa was still inexperienced given its recent emergence as a world player. Others blamed the inconsistency on a too broad and ambitious foreign policy that set itself for failure. This study seeks to contribute to the conceptual understanding of the debate regarding the ambiguous nature of South Africa's foreign policy behaviour. It situates the conceptualisation of South Africa's foreign policy within the predominant debates in international relations between realism, political structuralism and pluralism. Firstly, it holds that the end of the Cold War and ascendancy of globalist conceptions of international relations did not lead to the inadequacy of political structuralism as an organising framework. Secondly, it attempts to clarify the gap between South Africa's foreign policy and foreign policy behaviour by employing the assumptions advanced by political structuralism, Thirdly, a case study of South Africa's foreign policy towards China, Lesotho, the Great Lakes and Swaziland is carried out. Here it is demonstrated that the ambiguities of South Africa's foreign policy are a function of the constraints imposed by the political and economic structure of the international system, It draws its conclusion by providing methodological recommendations to South Africa's foreign policy makers and future researchers in the field of foreign policy analysis.

A preliminary assessment linking altered catchment land-cover to the health of four temporarily open/closed South African estuaries

Estuaries worldwide are being subjected to various degrees of catchment degradation, which is having severe consequences on the integrity of these aquatic ecosystems and their ability to function properly. This thesis investigated the relationship between catchment land-cover and estuarine health in four temporarily open/closed estuarine systems (TOCEs) in South Africa, namely the Groot Brak, East Kleinemonde, Mdloti and Tongati. GIS techniques were employed to delineate catchments, lower sections of catchments, 1 km and 100 m buffer zones, and to quantify the extent of land-cover classes present within these delineations. Anthropogenic activities outlined by the Department of Water Affairs and Forestry (DWAF) Resource Directed Measures (RDM) studies and their associated land-cover classes were described. The possible links between catchment and buffer zone land-cover class composition and health of the estuaries were explored. Results indicated that there was a relationship between catchment and estuarine health within the Coastal Protection Zone (CPZ) (1 km and 100 m) buffers, but not at a broader catchment level. Out of natural, urban built-up and cultivation land-cover classes, natural land was determined to be the best predictor of estuarine health within the CPZs. A method of rapidly assessing South African TOCE condition was applied and could be used to prioritise these estuaries for rehabilitation and/or conservation.

Studies in South African marine molluscan chemistry

This thesis investigates the variability occurring in the secondary metabolites produced by three South African marine molluscs. Chapter Two discusses the isolation and spectroscopic structure elucidation of the metabolites isolated from two Siphonaria species. The re-investigation of Siphonaria capensis yielded siphonarienfuranone (2.2) as the only common polypropionate isolated from both the 1998 and 2009 collections of S. capensis from the same areas suggesting possible seasonal or genetic variation in polypropionate production. The sterol cholest-7-en-3,5,7- triol (2.33) was also isolated form the 2009 collection of S. capensis and this is the first time this compound has been isolated from a Siphonaria species. The second species, Siphonaria oculus is closely related to S. capensis and the investigation into the former’s secondary metaboliteproduction revealed 2.2 as a major metabolite suggesting an inter-species overlap in polypropionate production. Three new polypropionate metabolites, 2.35, 2.36 and 2.37 were also isolated from S. oculus. An unsuccessful attempt was made to establish the absolute configuration of 2.37 using the modified Mosher’s method and the limited amount of 2.37 available prevented any further attempts at resolving the absolute configuration of this compound. The 1H NMR analysis of the defensive mucus collected directly from S. oculus revealed the presence of the acyclic polypropionate 2.37 as a minor metabolite. The absence of characteristic signals for the furanone containing compounds 2.2, 2.35 and 2.36, might suggest that these compounds cyclise from a hypothetical acyclic precursor (2.38) during standard work up of bulk acetone extracts of Siphonaria species. Chapter Three discusses the re-isolation and spectroscopic structure elucidation of the metabolites isolated from the nudibranch, Leminda millecra. Three known natural products, millecrone A (3.1), 8-hydroxycalamenene (3.6) and cubebenone (3.8) were re-isolated from our 2010 collection of L. millecra, as well as the new minor metabolite 8-acetoxycalamenene (3.16). The cytotoxic prenylated toluquinones and toluhydroquinones (3.9-3.15) initially isolated from the 1998 collection of L. millecra were not found in the 2010 collection supporting the hypothesis that these compounds may be of fungal origin. L. millecra clearly shows variability in the compounds sequestered by this species with millecrone A (3.1) being the only common metabolite in the three investigations of L. millecra to date. An unsuccessful attempt was made to establish the absolute configuration of 3.1, 3.6 and 3.8 through initial LAH reduction of the ketone moiety contained in 3.1 and 3.8 and esterification of the resultant diastereomeric alcohol mixtures and the phenol functionality in 3.6 with (1S)-camphanic chloride. Crystallisation of the (S)- camphanate esters of 3.6 and 3.8 for X-ray analysis were unsuccessful, while the unexpected conjugate addition of a hydride in 3.1 resulted in complex diastereomeric mixtures which could not be separated by HPLC.

As part of a development programme in the Moretele II District, the Government of the Republic of Bophuthatswana, commissioned in 1983 the building of a dry system coal-fired power station. The lack of local surface water to cool the power station resulted in a decision to investigate the potential of the ground water resources. The resources will be required to supply an anticipated 30 year water demand. Because of the high capital investment and the importance of establishing an accurate assessement of the ground water potential there was a need for a comprehensive and detailed hydrogeological study. The specific aim of the investigation is to assess and quantify the long term reliability of the ground water resources. The very limited data for the area necessitated a particularly thorough and detailed investigation. This thesis describes the hydrogeological investigation carried out to define the ground water resource potential of this area. The main objectives of the study are to identify, recognize and evaluate the hydrogeological processes operating on this previously ill-defined Karoo aquifer. To achieve the research objectives the hydrogeological investigation was formulated to make use of various traditional geological, hydrogeological, geophysical and hydrochemical techniques in a logical framework. More specifically, the work involved a hydrocensus, a geophysical survey, the drilling of exploratory boreholes, aquifer tests to determine the intrinsic hydraulic parameters, water level measurements and the collection and analysis of water samples. The combined results of these various techniques provided data to quantify, evaluate and then propose management strategies for the identified resources. The study provided an understanding of the local hydrogeological conditions and has allowed for a conceptual model of the aquifer system to be derived

Neogene fluvial deposits along the south-west coast of South Africa understanding the palaeoclimate through proxies

Branched glycerol dialkyl glycerol tetraether (GDGTs) membrane lipids have been used as a new proxy for the reconstruction of terrestrial palaeoclimates. These biomarkers (or molecular ‗fossils‘) in conjunction with palynology, have been effective in the novel analysis of Miocene organic-rich sediments from three South African west coast sites at Rondeberg, Noordhoek and Langebaanweg. Lastly, a Quaternary south coast site at Rietvlei, South Africa, was also studied to further elucidate the extent of use of this new proxy. The fluvial peat and organic-rich deposits of the Elandsfontyn Formation (Sandveld Group) were investigated at Noordhoek, Langebaanweg and Rondeberg to provide new evidence for the climate and vegetation patterns during Miocene in this region. Drill-core and quarry samples from all four sites were freeze-dried, powered, and prepared for biogeochemical and palynological analyses. The methylation index of branched tetraethers (MBT) and cyclisation ratio of branched tetraethers (CBT) proxies were used to calculate the mean annual air temperature (MAAT) and pH values of the organic-rich horizons at time of deposition. The Branched versus isoprenoid index of tetraethers (BIT) was used to assess the relative contributions of marine archaeal and terrestrial bacterial tetraethers, and thereby assess the validity of the MBT, CBT and calculated palaeoenvironmental factors. The results presented in this thesis suggest that the use of the MBT/CBT proxy has significant potential in southern Africa, and may complement previously attempted palaeoclimatic and palaeoecological studies of Neogene-aged South African sediments. This type of research has the capacity to provide palaeoenvironmental information where other proxies may be absent. Results indicate that all sites yielded branched tetraether membrane lipids with the exception of Rondeberg, where GDGTs were below detection as a result of poor preservation conditions. Palynological investigation confirmed proxy derived temperatures. Furthermore palynomorph analyses supplemented earlier studies of the Noordhoek site and were piloted for the Rondeberg site, reaffirming alternating sequences of tropical and subtropical palynofloras. The MAATs, likewise, show variability and pronounced trends through time at the Langebaanweg and Noordhoek sites, generally corresponding with the variation and diversity of the pollen population. The terrestrial MAAT results appear to compliment Southern Hemisphere sea level changes associated with Antarctic glaciations. Additionally, this data shows a pattern similar to the Southern and Northern Hemisphere marine isotope records of relative fluctuations in the global climate and sea level change from the early to middle Miocene. The application of these past climate change indicators have been proved to be useful in the reconstruction of South Africa Miocene palaeoclimates, and may aid in understanding the consequences of climate change in the Cape region.

The natural product chemistry of South African Plocamium species

The brine shrimp lethality assay was used as a preliminary tool to screen eighteen seaweeds collected from the South African coast. Of the seaweeds tested, the red algae Plocamium corallorhiza and Hypnea rosea, and the green alga Halimeda sp., showed the most potent activity. The chemical investigation of P. corallorhiza resulted in the isolation and structural elucidation of five previously undescribed secondary metabolites, along with three known compounds and four possible artifacts of the extraction process. Standard spectroscopic methods and comparison with known compounds were used to determine the structures of the new metabolites. The new compounds included the linear halogenated monoterpenes 4,8-dibromo-1, 1-dichloro-3,7-dimethyl-2,6-octadiene (99), 4,6-dibromo-l, 1-dichloro-3,7-dimethyl-2,7-octadiene (100), 4,8-dibromo-l, 1,7-trichloro-3,7-dimethyl-2,5-octadiene (101) and 3,4,6,7-tetrachloro-3,7-dimethyl-l-octene (102) and the cyclic monoterpene 5-bromo-5-bromomethyl-I-chlorovinyl-2,4-dichloro-methylcyclohexane (103) while the known compounds were identified as 4-bromo-5-bromomethyl-1chlorovinyl-2,5-dichloro-methylcyclohexane (35), 1,4,8-tribromo-3, 7 -dichloro-3,7-dimethyl-1,5-octadiene (94) and 8-bromo-1,3,4,7-tetrachloro-3,7-dimethyl-1,5-octadiene (96). The four methoxylated compounds (104-107) were presumably formed via a standard substitution reaction between the halogenated monoterpenes 96 and 101 and MeOH, which was used as a component in the extraction solvent. With over 100 000 natural products having been reported, it has become necessary to employ an efficient dereplication strategy to quickly identify known compounds. A simple Gas Chromatography-Mass Spectrometry (GC-MS) method for the efficient physicochemical screening, identification and dereplication of Plocamium metabolites was developed. In this study the crude extracts of P. corallorhiza, P. cornutum and P. maxillosum were screened by GC-MS and the retention times and mass spectral fragmentation patterns of compounds 94, 96, 99 - 107 were used to quickly identify known and new compounds in the crude extracts of P. cornutum and P. maxillosum. This data indicated that compounds 99, 100, 103 were present in both P. corallorhiza and P.cornutum, while compound 102 was found to be present in P. corallorhiza, P. cornutum and P. maxillosum. These studies also indicated that ecotypes and chemotypes are not a significant feature of P. corallorhiza and P. cornutum. Different species of Plocamium (namely: P. corallorhiza, P. cornutum, and P. maxillosum) have very different chemical profiles, and GC may therefore have appreciable taxonomic application in the identification of the different Plocamium spp. which are endemic to South Africa.

The pursuit of paternal custody

Issues concerning children may be the most intense and emotive areas of divorce and can lead to spectacular legal battles. Social work practice revealed that it is often the father who leaves the court, stripped of his fatherhood by a court order that only grants him limited access to his own children. Some divorced fathers disengage from their children's lives but there is documented evidence of South African fathers who desire continuity in their relationships with their children after divorce. An interest in these fathers prompted this study. Fathers who challenged maternal custody were selected since it was assumed that their lived experiences would include non-custodial as well as custodial fatherhood. The study was approached from a constructivist position and was further informed by a family systems theory. South African and international literature was perused followed by an exploratory study on the relatively uncharted terrain of paternal custody. A qualitative method was used and one unstructured interview with a schedule was conducted with each of the five respondents who were selected according to non-probability purposive sampling methods. Interviews were recorded and transcribed verbatim. Data was analysed cross-sectionally around certain themes and categories that were extracted from the data. The most significant findings of the study which appear to resemble some earlier national and international findings, are summarised as follows: Some fathers appear to have sound motives for pursuing custody of their children. These fathers, if afforded the opportunity, find fulfilment in parenting their children whom they perceive to be happy and prosperous in their care. There are fathers in whom divorce causes clear and profound signs of distress which appear to be related to the loss of the pre-divorce father I child relationship. The feeling of powerlessness to effect the well-being of their children as they see it was emphasised. Recommendations generated from these findings relate to the elimination of gender bias from custody decisions, including fathers in therapeutic interventions with divorced families and the provision of family courts and mediation services as suggested in the White Paper for Social Welfare. Recommendations for future research are also presented.

Introducing and intervention programme for grade 2 Afrikaans home language learners with reading, comprehension and phonics barriers

This research study was aimed at the Grade 2 Afrikaans Home Language learners who encounter reading, comprehension and phonics barriers in an inclusive classroom. The Grade 2 Curriculum and Assessment Policy Statement (CAPS) Home Language curriculum and pass requirements that the learners have to master in the mainstream, was a major concern. Consequently, seventy per cent of the Grade 2 Afrikaans learners have already failed Grade 1 or 2; and some seemed to be borderline cases; as their pace of development was so slow. The intervention programme was implemented intensively outside normal school hours, through qualitative and quantitative data collection, known as the multi-method. The research approaches were conducted through action research and case-study research. Bronfenbrenner’s model indicated that intrinsic and extrinsic factors cannot be disregarded in the learner’s holistic development; therefore, parent involvement was vital during the research study. As the Individual Learner Support Team (ILST) coordinator at the research school, I have experienced the despair and perplexity of the teachers, when dealing with teaching challenges; but also, that of the learners, who face barriers to learning. A sample of six learners was identified; and one parent in each household was active during the study. The parent’s responses varied from limited to worthy feedback throughout the intervention programme. The learners’ responses were observed during the intervention programme, the classroom situation; and their perceptions during the semi-structured interviews were recorded. The intervention programme links with the Screening, Identification, Assessment and Support of SIAS process; and it involved the assistance of a remedial expert by applying remedial education, without psychometric tests. The findings revealed that the learner must be intrinsically motivated to co-operate fully. And this relates to both intrinsic and extrinsic influences. Recommendations are offered to the various stakeholders, who are directly or indirectly engaged in the learner’s scholastic development, to ensure corrective and supportive measures, which are conducive to learning.

Social perspectives on hydroponics production in the Nelson Mandela Metro Municipality

Despite millions of Rands being disbursed to the three hydroponic projects in the Nelson Mandela Bay Municipality by Provincial Departments, Development Agencies and NGOs, relatively little is known about the impact of these projects. There is too little evaluative research on the effectiveness of such development projects. Questions arose as to what made these projects fail and what was required for sustainability over their intended life-spans. Evaluations assess a project’s ability to be sustained by examining different aspects of sustainability, including technical soundness, skills transfer, political effect, economic viability, and institutional, organizational and management effectiveness. This study has revealed that hydroponic production is a very challenging business that requires close monitoring, intense technical knowledge, and continuous learning. Moreover it is very costly, while profit generation is quick and the market central for the sustainability of this kind of project. The findings of this study also revealed that no proper feasibility study was conducted including selection of beneficiaries, no monitoring by funders and donors, no transfer of skills and no continuous empowerment of project members. Project members also indicated that they are aware of the causes of their project closures and that they are willing to participate in hydroponics production initiatives again because of the potential that these projects have.
