Improving the supply of subsidised housing in South Africa

Despite South African citizen’s constitutional right to adequate housing, Government’s housing delivery has been described as a complex, multi-stakeholder, multi-phase problem, exacerbated by political interference and corruption. Housing delivery in South Africa is ideologically and politically designed and executed. However, the government subsidised housing sector remains plagued by: huge and increasing backlogs; corruption; quality concerns, and recipient and stakeholder dissatisfaction. This includes the government subsidised housing construction sector, which faces issues such as: established contractors leaving the sector; late and failed completion; substandard quality; rework; cost overruns; late progress payments; and insolvencies. Moreover, government subsidised housing officials, which forms part of this sector, must contend with abandoned projects and appointing new contractors; shoddy workmanship from sub-standard contractors; remedial work, including demolition and rebuilding; and systemic problems such as staff shortages and under qualified staff. The process of Government’s ideological and political designed and execution may therefore not have considered certain practicalities relative to construction principles and practice. It therefore appears that there may be some relationship between the compatibility of Government’s housing ideological and political designed (policy) and execution and general construction principles and practice. It is clear from the related literature that government subsidised housing construction has mostly been investigated as an exercise observing from the outside in, and not from a construction sector perspective. The main purpose of this study is thus to explore housing policy and practice compatibility as a major obstacle to housing delivery in general and assess whether the current housing policy is sufficiently responsive to the requirements of the government subsidised housing sector by specifically describing and exploring the effects of Government’s housing procurement policies relative to the ability of the construction sector to supply government subsidised housing. More specifically, the study describes and explores corruption, quality; contractors and worker competency, and government capacity as specific consequences of housing policy and practice incompatibility, as well as factors contributing to recipient dissatisfaction and the housing backlog. Finally, based on the finding, a proposed framework for improving the supply of subsidised housing in South Africa has been developed. The methodology for this study adopted a post-positivist philosophy, embracing a quantitative approach using questionnaires, which incorporated mainly five-point Likert type scale, but also multiple-choice questions, as instruments for data collection. Three surveys were conducted, starting with a pilot study and followed by a primary study, during which a total of 2 884 potential participants within the construction sector across South Africa were randomly sampled and solicited to participate, of which 284 responded. The respondents consisted of four groups: general contractors (76); government housing officials (34); built environment professionals (137), and built environment suppliers (37). An electronic questionnaire was sent by email to all potential participants and allowed four weeks to complete the survey. Furthermore, a housing recipient survey was conducted among 100 randomly selected recipients of government subsidised housing in the Nelson Mandela Metropolitan area, by means of a structured interview using a paper based questionnaire, over a period of two weeks. The primary outcome measures used for this study were the ranked mean scores for mainly descriptive analysis and the Chi-square test, the 𝑡-test, Cohan’s d test, ANOVA and Scheffé test, using Cronbach's alpha as a measure of internal consistency of scale and validity, for inferential analyses and hypotheses testing. Hypothesis testing was founded upon Government’s worldview that its policies will not influence the operations of the construction sector relative to housing construction, and therefore tested respondents’ perspectives with respect to the impact that government policies have in terms of contractor operations and contractor success, as well as its contribution towards the housing backlog, substandard housing, recipient dissatisfaction and corruption. The following results were obtained by means of the hypothesis testing:Government housing procurement policies are inappropriate for application in the government subsidised housing sector. Respondents therefore disagree with the notion that government policy and practices do not impact contractor operations and contractor success, and thus the supply of houses; The application of government housing procurement policies leads to inadequate quality. Respondents therefore disagree with the notion that government preferential procurement policies do not impact quality; Government’s housing procurement policies inappropriately target emerging contractors. Respondents therefore disagree with the notion that Government’s targeting of emerging contractors does not impact housing supply; Government has inadequate capacity to address subsidised housing construction sector requirements in terms of housing projects. Respondents therefore disagree with the notion that Government has the capacity to address subsidised housing construction sector requirements in the supply of housing, and Government subsidised houses do not meet recipients’ expectations. Respondents therefore disagree with the notion that government subsidised houses do meet recipients’ expectations. It thus became apparent that housing supply is mostly inhibited by Government’s housing procurement policy, contributing to various factors, such as quality capability, contractor capability, systemic and administrative capacity, and resulting in recipient dissatisfaction. Using Pearson’s product moment correlation, a framework model was developed to illustrate the process flow, which revealed definitive statistical and practical relationships between these factors, and indeed reflects complex relationships between factors inhibiting supply and resulting in recipient dissatisfaction. To find an appropriate framework model for the purpose of improving housing supply, various sources were consulted. Based on the research question, together with the aims and objectives for this study, as well as the realisation that the problems associated with housing supply relate to the project management of the construction phase, which requires interventions for improving supply, it was decided that a results framework would be the most appropriate for this purpose. The proposed framework is therefore a graphical depiction of how the research process may be used to identify problems in the government subsidised housing sector, questioning how these may be resolved, setting strategies to improve the situation, evolving hypotheses and testing these hypotheses to establish the critical factors to be considered in the process of resolving the problem in the housing sector, by means of implementation and feedback.

In this research the focus was on the following problems: Are the new assessment criteria met by the facilitator? Can the opinions/ideas and attitudes of facilitators be transformed? Do facilitators understand the new assessment criteria and how to use them? To find out how knowledgeable the educators are on assessment criteria and what the educators average attitudes are towards the new assessment criteria. In the empirical research data was gleaned by means of questionnaires. The effects of the invasive mussel mytilus galloprovincialis and human exploitation on the indigenous mussel Perna perna on the South Coast of South Africa

In South Africa, the indigenous mussel Perna perna is threatened by both an invasive species and excessive human exploitation. The Mediterranean mussel Mytilus galloprovincialis is an invasive species that has been introduced to many parts of the world. In South Africa, this species arrived in the 1970s and spread rapidly along the west coast where today it is the dominant mussel species. Along the west coast, M. galloprovincialis is competitively superior in all aspects to the indigenous mussel species, and, as a result, has displaced some of them. On the south coast, M. galloprovincialis found more oligotrophic waters, higher species richness, and a stronger competitor in the indigenous mussel P. perna. The rate of spread of M. galloprovincialis along the south coast has decreased over the last 10 years and the present eastern limit of its distribution in South African is East London. On the south coast, M. galloprovincialis has not yet completely replaced P. perna; instead, the two exhibit spatial segregation, with P. perna dominating the low shore, M. galloprovincialis the high shore and an overlap zone between the two. An experiment on competition was carried out at one site on the south coast. The results showed that, on the low shore, P. perna is a more dominant competitor for space than M. galloprovincialis. Also byssus attachment of the two species differs, P. perna being much stronger than M. galloprovincialis, which suffers high mortality due to wave action on the low shore, especially in monospecific beds. As a result, mortality of M. galloprovincialis through wave action is reduced by the presence of P. perna, which seems to confer protection against dislodgement. However, in the absence of strong wave action, P. perna competitively excludes M. galloprovincialis. Human exploitation along 160 km of coast was examined by sampling mussel populations and using aerial surveys to determine where harvesters were distributed. Collectors did not seem to discriminate between species. The study has shown that higher abundances of mussels were found in protected or inaccessible sites, while in unprotected sites mussels were scarce. Coastal nature reserves are being proven to be effective in protecting mussel populations.

The socio-economic impact of urban renewal projects in South Africa townships

Urban areas have become strategic locations where many throng to for a better life. However, wealth and economic opportunities are not evenly distributed in these urban spaces. South Africa is a fairly young democracy whose urban landscape has been largely shaped by the colonial apartheid system. The apartheid system segregated and relegated the black majority to the fringes of the cities into crowded communities characterised by poor living conditions, exclusion from the mainstream economy and limited urban amenities. Townships epitomise the harsh reality of the urban poor and how underdevelopment has been perpetuated. South Africa came up with different policies to redress the historical imbalances and inform urban development strategies. Urban renewal has been implemented as a development strategy in various cities across the world in an attempt to revive and improve the social, economic and environmental state of derelict urban spaces. Townships in South Africa have been the target areas for urban renewal with 8 presidential nodes having been initially identified for such in 2001. Eventually, Helenvale was added to the mix as a prime node in 2006 and the Helenvale Urban Renewal Project (HURP) was birthed - Helenvale and HURP being the identified site and project for this research respectively. An evaluative approach was adopted in assessing the socio-economic impact of urban renewal in South Africa townships and more specifically the socio-economic impact of HURP. Helenvale, like most townships in South Africa, is characterised by a high density settlement pattern, poverty, high unemployment, high rate of violence and crime, drug trade and substance abuse as well as a high rate of school dropouts. The Helenvale Urban Renewal Project (HURP) was implemented by the Nelson Mandela Bay Municipality (NMBM) and eventually the Mandela Bay Development Agency (MBDA) with the intention to rejuvenate the community on the social, economic and environmental front. The study findings showed that Helenvale, like all urban renewal nodes in South Africa had a number of socio-economic issues which prompted HURP. These include high unemployment (was 53.5% in 2013); alarming levels of violence and crime; drug trade and substance abuse and high rate of school dropout. Between 2007 and 2014, different projects were implemented under HURP, focusing mainly on physical development and community building. Study respondents had mixed reactions and perceptions of the impact of HURP. On one hand, the project saw the community benefit from the constructed public facilities like recreational parks and resource centre as well as capacity development and created employment opportunities. On the other hand, unemployment has persisted with only a small proportion of the population benefiting from the created jobs; crime remains unabated; drug trade has persisted leaving parents fearing for their young and gang violence has rendered the provided safe public physical features ineffective and the housing challenge has also not been resolved. By and large urban renewal and in this particular study, HURP has made great strides in improving the social and economic standing of the township community despite the challenges that are still lurking. A number of recommendations were proposed for similar studies and for urban renewal initiatives in South Africa. For the latter the study recommended having a robust policy that speaks to urban renewal directly and informs such. Other propositions include allowing the community to own and be stewards of urban renewal initiatives; allocating enough resources, both human and financial; and tailoring the project to respond to the needs of a particular community and not a one size fits all approach. In terms of similar studies the study recommends using a mixed methods approach to evaluate the impact of such ventures as well as evaluating more than one urban renewal initiatives for comparison and to allow for the generalizability of the findings.

The South African marine fisheries policy since 1994

The South African fisheries management was conducted largel)' with political default. This denied most fishers access to marine resources. Since the democratic election of 1994, the government was left with the challenge to re-allocate rights in a way that would ensure that the under-presentation of historical disadvantaged individuals (HDl's) in the fishing industry would be corrected. The laws and regulations related to marine fisheries were also revised. The Marine Living Resources Act, No. 18 of 1998 attempted transformation in the fishing industry but lacked clear guidelines which led to litigation and crises in the fishing industry as many fishers were unhappy with the whole process. Marine fisheries policy was established and published in 1997 to address those historical imbalances by introducing the fishing right system of allocating rights to represent the national demographics of the country. This report seeks to describe the theory of the South African fishing industry, policy developments and the current status of permit allocation in South Africa. It will also examine the effectiveness in the implementation of the marine fisheries policy for South Africa. It will focus on the distribution of marine resources for commercial fishing purposes.

Management of water shortages in a selected municipality in the Eden District, South Africa

Thesis submitted in partial fulfilment of the requirements for the degree Masters of Technology: Public Management in the Faculty of Business at the Cape Peninsula University of Technology / The focus of the study is the Eden District, George municipal area, Western Cape Province, South Africa, which was severely affected by the worst ever drought in 132 years from 2009-2011 (Bamford, 2009). The reduced rainfall impacted negatively on urban water supplies for the area. In 2009 the Member of the Executive Committee (MEC) for Local Government in the province requested that George Municipality draw up specific measures to be implemented when water resources (in dams and rivers) dropped to certain levels. Plans for possible future drought situations, periods of low rainfall, or insufficient raw water resources, have been done put in place for the needs of the residents of the focus area. The research problem of this study encompasses the assessment of the interventions put in place to address the shortage of water, particularly the implementation thereof, and the strategies and mitigations that contributed to the alleviation of the water shortage. The core objective of the research was to investigate the implementation of the water interventions (water restrictions) authorised to address the water shortages in George, in November 2009. This study employed a qualitative research approach where in-depth interviews were conducted with purposely selected individuals employed in the George Municipality Civil Engineering Services Department, and its Water Services and Disaster Department sections as they could provide first-hand information on the measures implemented to alleviate the problem and on the water shortage status. The research findings indicate that many short-term strategies provided a substantial reduction in overall water usage. The implementation of the strategies and mitigation measures were useful to the various departments in the George Municipality in tangible ways to help manage the water shortages. George Municipality should continue to market water restriction awareness to the public even though the George is no longer experiencing water shortages. The Municipality should adapt to deal with longer and more frequent periods of water shortages. Available tools (e.g. drought policy and by-laws) should be revised and adapted to establish appropriate measures under changing conditions.

Beadwork and its impact on contemporary fashion in South Africa

Thesis (MTech (Design))--Cape Peninsula University of Technology, 2012. / Judging from the market growth of African-style designs, including beadwork, it is clear that beadwork continues to recur in contemporary fashion, both locally and internationally. This thesis addresses the role traditional South African beadwork plays in contemporary fashion, in an attempt to determine its impact on fashion trends over time. It explores the history of beadwork in South Africa: its development from the pre-colonial era, under colonial rule, and during apartheid. The beadwork of the Ndebele, Zulu and Xhosa are looked at specifically, since beadwork forms a vibrant part of their cultures. The research examines the history of South African beads, as far back as 75 000 years ago, when beads were first made, used and traded. This research is underpinned by the way in which beads contribute to a cultural identity in society. The research considers how South Africa's colonial and apartheid past inhibited the development of beadwork in South African fashion. This thesis describes the process and dynamics of traditional beadwork in contemporary fashion; the way in which beadwork has been infused into fashion; and the reasons for these trends. It also investigates the way in which African designs, patterns, colours and techniques began to playa role in negotiating fashion designers' identities during the African renaissance and at present. This is a qualitative study that through in-depth interviews, analyses the relationship and balance between beadwork and fashion trends. Lastly, the research indicates whether South African fashion consciously affirms beadwork and beading techniques in contemporary fashion design.

Determining strategic employee communication in the South African Parliament

Thesis (MTech (Public Relations Management))--Cape Peninsula University of Technology, 2015. / This study was conducted to determine the extent to which strategic employee communication existed in Parliament of the Republic of South Africa during the period of transition. Its objectives were to test the communication skills of the parliamentary supervisors in various divisions; to investigate communication satisfaction amongst employees; to establish communication channels to get the message through, and to discover how often feedback was provided. This study sought to achieve the research objectives by using a quantitative research methodology in order to measure the level of communication skills. The researcher collected data using questionnaires as a measuring instrument in order to determine the levels of communication satisfaction. Questionnaires were distributed to 45 participants in all divisions irrespective of race, gender or age. The results of the study revealed that communication at Parliament needed to be aligned. It was also revealed that employees and supervisors were not familiar with the vision of the institution. It was recommended that Parliament needed to conduct SWOT analysis before bringing about any changes. Employees should be provided with communication skills training. Managers should pay serious attention to internal communication. There should be constant feedback regarding progress when a process of change is embarked upon. It was also recommended that Parliament, as the highest democratic institution in the country, should lead in putting strategic internal communication in place in order to set an example for other institutions.
