A Business Model for a Red Oak Small Diameter Timber Processing Facility in Southwest Virginia

The conversion of red oak small diameter timber (SDT) into solid wood products was investigated. The objectives of this research were to 1) determine the yield of lumber, pallet and container parts, and residues from SDT and the market potential for these products; 2) determine the economic feasibility of a SDT sawmill and pallet part mill located in Southwest Virginia; 3) develop a business plan for a SDT sawmill and pallet part mill located in Southwest Virginia. The methods for this research consisted of resource, yield and economic analyses, and the development of a business model. The resource analysis indicated an ample supply of red oak SDT available in Southwest Virginia. The yield analysis used red oak SDT logs, which were manufactured into lumber, container parts and wood residues. The yield of 3" wide container parts from cants varied from 63% to 66%. The 1" nominal lumber produced was mainly 2A and 3A, 74%, and 24% was 1 common. The economic analysis utilized break even, net present value and internal rate of return analyses to determine the economic feasibility of utilizing red oak SDT. The results of the study indicated that the sawmill-only processing level scenario is not economically feasible given the specified conditions and assumptions. However, the results showed that the sawmill and pallet part mill, actual yield scenario at $35/ton delivered log cost is economically feasible. The hypothetical business model for Southwest Custom Hardwoods was economically feasible. The final net present value was calculated to be over $750,000 and the final internal rate of return was 11%. Future yield studies should weigh logs so that the yield of residues and solid wood products can be directly compared. Future research into the utilization of hardwood SDT should include yield studies of other species and other product mixes. / Master of Science

Non-Timber Forest Products Marketing Systems and Market Players in Southwest Virginia: A Case Study of Craft, Medicinal and Herbal, Specialty Wood, and Edible Forest Products

Non-timber forest products (NTFPs) are important in rural southwest Virginia as a source of household sustenance and supplemental income. The trade in NTFPs from this region is centuries old and now helps supply growing worldwide demands. Although marketing is a vital part of optimizing the value of these products, it has been ignored in rural natural resource development. This research analyzes marketing systems for selected NTFPs in southwest Virginia by describing marketing chains, interpreting data on important marketing elements, and comparing results within and between different groups of NTFPs. Product categories selected for emphasis are crafts (grapevine wreaths, baskets, furniture, and birdhouses), medicinal and herbal products, specialty wood products (musical instruments), and edible forest products. This qualitative, exploratory study utilizes direct interviews with fifty market players at various levels in marketing chains. Results provide information on NTFP products, value addition, market outlets, pricing, promotion, distribution, and marketing chains. Hundreds of people are involved with the NTFP trade in southwest Virginia and marketing can help ameliorate negative effects of job scarcity. The greatest opportunity for local level marketing exists for market players of crafts and specialty wood products. Medicinal and herbal products are the only category which very little local value addition takes place within the region and as a result, market players have minimal control over marketing. Edible forest products are not marketed but are collected only for consumption in the household. Several opportunities for marketing include improving market access for crafts and specialty wood products, increasing production through cultivation for medicinal and herbal products, and developing capacity for edible product cultivation. / Master of Science

Knowledge, Perceptions, and Practices: Mosquito-borne Disease Transmission in Southwest Virginia

Virginia's temperate climate is suitable for several mosquito species capable of transmitting pathogens to humans. In southwest Virginia, La Crosse encephalitis and West Nile fever are most prominent. The objective of this research, which uses the Health Belief Model (HBM) as a theoretical framework, is to assess knowledge of mosquito-borne disease in southwest Virginia, as well as perceptions and practices of mosquito prevention. Given that several cases of La Crosse encephalitis have been reported in Wise and Tazewell counties, they were selected as study sites to conduct surveys. Five demographic and socioeconomic variables (gender, age, income, education level and length of time one has lived in the county) were used as predictor variables in logistic regression analyses. Gender, age, and length of residence time in the county were found to be statistically significant predictors of specific health-related behaviors. Within the framework of the HBM, barriers to removing standing water around the home and wearing insect repellent were highlighted. Knowledge of mosquito-borne diseases within the area was generally low, with only one individual correctly identifying La Crosse encephalitis as a threat in the region. Higher numbers (6%) were aware of West Nile virus, while 4% reported malaria in the region, demonstrating a disconnect between actual and perceived risk. These results can enhance existing public health programs by increasing knowledge, addressing public uncertainty about insect repellent safety, and addressing ways to make recommended practices more effective with the knowledge of how different aspects are perceived by varying groups within the community. / Master of Science

Agricultural Cooperation and Horticultural Produce Marketing in Southwest Virginia

Agricultural production in Southwest Virginia is characterized by numerous small, geographically disperse farms dedicated to traditional practices of producing tobacco and cattle. Community leaders have expressed the desire to diversify the region's agricultural production base to include potentially more profitable commodities such as horticultural crops. In order for the small growers to penetrate the fresh horticultural market and compete with the larger production regions, they must organize themselves into a farmer cooperative that allows them to pool resources, reduce costs, and share risk. A successful cooperative will increase farm incomes for the region's producers. The co-op will strive to obtain a higher price for the commodities produced than that price which can be obtained by growers acting independently. The increase in farm incomes should offset forecasted decreases in agricultural incomes resulting from declines in the region's traditional production activities. Increased farm incomes for a large number of small growers should have a substantial impact on agricultural producers, marketers, and equipment suppliers and lead to economic development for the region as a whole. Several past horticultural cooperative efforts have been publicly financed and eventually failed for a wide variety of reasons. The methodology used in this research include surveying and interviewing marketing specialists, co-op managers, growers, extension agents, horticulturists, and other experts involved with both successful and failed cooperative efforts. The data gathered from these interviews has been used to identify key factors that have contributed to the success or failure of the other cooperative efforts. Based on the key factors identified from the research, a specific cooperative structure has been developed for the Southwest Virginia growers. This organizational structure incorporates into its legal documentation (bylaws, business plan, and marketing agreement) the critical factors that must be carried out by members, management, extension, and marketers in order to increase the probability for the cooperative's long-term survival and profitability. / Master of Science

With I-81 constructed just 19 years earlier, this helped open the region up to many new travelers. This maps highlights some of the historic areas to visit, many of which still serve as area attractions today. These include Roan Mountain State park, Tipton-Haynes Farm and Davy Crockett's Birthplace. Also of note is the spelling of Jonesboro, which later reverted back to the original spelling of the town as Jonesborough. We don't want them in our schools: Black School Equality, Desegregation, and Massive Resistance in Southwest Virginia, 1920s-1960s

This project examines the activism of Black parents, students, and citizens who fought to obtain school equality and desegregation from the 1920s until the 1960s in southwest Virginia and consequently the resistance from White residents and officials. Resistance to the status quo of inequality between Black and White schools in Pulaski County, Virginia began as early as the 1920s. This activism continued through the 1930s and 1940s, with it finally leading NAACP attorneys Oliver Hill and Spottswood Robinson collaborating with Pulaski citizens in 1948 to file a discrimination lawsuit in the case Corbin v. School Board of Pulaski County. The activism did not end here as once the Supreme Court ruled in Brown v. Board of Education that segregated schools were unconstitutional, Black residents in southwest Virginia localities such as Floyd, Galax, Grayson, and Pulaski worked together with NAACP attorney Reuben Lawson to file multiple lawsuits so Black students could attend White schools. Many of these lawsuits faced staunch resistance from White residents of these localities, even with the threat of closing schools due to Virginia's policy of Massive Resistance. I argue that looking at localities such as Pulaski, Floyd, Galax, and Grayson helps situate southwest Virginia into the larger context of Virginia history in terms of examining resistance, fighting for equality, and pushing desegregation in the area during the middle of the twentieth century. Black citizens in the western part of Virginia faced resistance from the White citizens, but they persevered with their activism in the courts and hometowns which ultimately contributed to the dismantling of segregated schools in Virginia. They pushed for equality within segregation and then for desegregation in the middle decades of the twentieth century. Examining the historiography of school equality and desegregation in Virginia demonstrates that there is an overgeneralization about the resistance which occurred in the western half of the state. Historians argue that the eastern part of the state saw more modes of resistance, especially Massive Resistance, due to the higher population of Black residents. On the other hand, they ignore the western part as they believe the same resistance did not occur due to a lower population of Black residents. I reject these notions as Massive Resistance found its way into southwest Virginia through either the threat of or action of closing schools. Teacher Resilience in High Poverty Elementary Schools of Southwest Virginia

Teacher attrition is a state and local concern. Teachers leaving the profession before they reach the age of retirement is costly to school divisions, hinders school achievement, and negatively affects student success. Studies of teacher attrition and retention state teachers are leaving the workforce and pointing to adverse working conditions of teaching in the schools as the main stressor. Increasing teacher resilience may be a pathway to increasing teacher retention in schools. The negative factors associated with teaching in high poverty elementary public schools present challenges that are driving away teachers in their beginning years as well as those with the most experience. Currently, resilience studies have taken on a profession oriented lens. Teacher resilience is how teachers overcome personal and job related challenges to become more resilient and therefore more equipped to manage stress associated with teaching in today's schools. This study uses a survey and the Connor-Davidson Resilience Scale-25 to measure and compare the resilience of two groups of elementary teachers in Southwest Virginia. Teachers from high poverty (≥90%) and lower poverty (≤50%) elementary public schools were identified by their levels of Free and Reduced Price Lunch and qualification for the Community Eligibility Provision. The CD-RISC-25 resulted in statistically insignificant differences between the mean resilience scores between the two groups of teachers, however, the interviews with ten elementary school principals described and delineated the differences between the challenges faced by teachers in high poverty schools compared to teachers in lower poverty schools. / Doctor of Education / The number of teachers leaving the profession before reaching the age of retirement is a state and national concern. The cycle of replacing teachers who leave the classroom is costly to school divisions, negatively influences teachers' working conditions, functions as a barrier to consistent student achievement, and hinders the overall success of the school. Studies of the conditions influencing teachers who leave the profession indicate adverse working conditions as the primary concern. The negative factors associated with teaching in high poverty elementary public schools places additional stress and a litany of challenges for teachers to overcome before they are able to start the instructional day as well as maintain a status quo in the classroom. Currently resilience studies are taking on a profession oriented lens. Teacher resilience results from their capacity to overcome personal and job related challenges to become more resilient and therefore more equipped to manage stress associated with teaching in today's schools. Teachers have a complex set of internal systems (parent, spouse, daughter/son, sibling) interacting within a highly stressful professional environment ( high poverty elementary schools) using multiple skill sets (instruction, behavior management, record keeping, and counseling) at varying degrees of expertise (beginning teacher, experienced teacher, and master teacher). This study investigates the resilience of two groups of teachers working in Southwest Virginia public elementary schools. The first group of teachers were from high poverty elementary schools while the second group of teachers were from lower poverty elementary schools. A survey and the Connor-Davidson Resilience Scale-25 (CD-RISC-25) measured individual teachers' resilience for comparisons between the two groups of teachers. Findings showed there were no statistically significant differences between the resilience of teachers in high poverty elementary schools and lower poverty elementary schools. In addition, there were no statistically significant relationships between teacher resilience, teachers choosing to remain in the profession, and teachers deciding to leave the profession. In contrast to the survey and CD-RISC- the differences between these two groups of teachers derived from the interviews with ten elementary school principals. The comments provided an in-depth perspective to the challenges of working in a high poverty elementary school as compared to a lower poverty elementary school. Understanding the role of resilience in Southwest Virginia teachers in both the high poverty and lower elementary schools may add to plausible policies, workable practices, and engaging professional development dedicated to increasing teachers' abilities to withstand the stressors associated with teaching in a public or private school.

A Cohort Evaluation of the Effectiveness of the Student Support Services Program at Southwest Virginia Community College

The Student Support Services Program is one of five federally funded “TRIO” programs provided for by Congress and administered by the Department of Education that are designed to improve grade-point averages and the retention and graduation rates of low-income individuals, firs t-generation college students, and students with disabilities. The purpose of this study was to determine if the students who participated in the Student Support Services Program at SVCC achieved higher grade-point averages, retention rates, and graduation rates than did non-participants. There were no significant differences in grade-point averages between Student Support Services (SSS) Program participants and non-participants, The Student Support Services Program participants did have significantly higher retention rates. Student Support Services participants also demonstrated higher graduation rates Findings in this study could serve as a baseline for further study to guide additional improvements in Student Support Services programs at SVCC and other community colleges in the nation.
