Veřejné investice státu a územně samosprávných celků jako stabilizátory hospodářského cyklu. / The size and role of central and local governments and their public investments as a stabilizators of business cycle

This work deals with stabilization policy of central Government and also local governments in the Czech republic, which is in present time very important question. There was made an analysis of available data on the central Government and local Government Levels. The analysis was made on time period 2001-2011. The data were compared with GDP growth for the central Government level or tax revenue from personal income for local governments. On the basis of this data, the conclusion has been made. Central and also local governments work as a stabilizator of business cycle and the hypothesis, that state and local governments work against business cycle, was confirmed.

THE DISTRIBUTIONAL AND COUNTERCYCLICAL EFFECTS OF PUBLIC CAPITAL INVESTMENT IN TRANSPORTATION INFRASTRUCTURE

While the long run productivity of federal highway infrastructure spending has been well researched, their short run effects and effects on income inequality. This dissertation explores those under-researched unconventional effects. In the first chapter, I investigate the effects of federal infrastructure grants on income inequality. I find that grants reduce inequality in both recipient and neighboring states. The reduction is driven by greater income among the bottom three income quintiles. I explore two mechanisms using person level data and find that the reduction in inequality is attributable to higher income for low-skilled workers and workers working in low-skilled industries. In the second chapter, I investigate the role of implementation lags in the ARRA. I find that the employment effects after six months were nearly twice as high in short lag counties compared to long lag counties. However, these effects quickly fade. I find no evidence of implementation lags impacting employment after one year. In the third chapter, I examine the effect of the business cycle on completion times of federally financed transportation infrastructure projects. I find that projects that begin construction during periods of economic slack are completed more quickly, suggesting an alternative mechanism for state dependent fiscal multipliers.

Varying data quality and effects in economic analysis and planning

Economic statistics are often taken as given facts, assumed to describe exactly, actual phenomena in society. Many economic series are published in various forms from preliminary, via revisions to definitive estimates. Preliminary series are issued for a number of central economic processes in order to allow for rapid, up-to-date signals. This dissertation focuses on qualitative aspects of available data, and effects of possible inaccuracy when data are used for economic modelling, analysis and planning. Four main questions are addressed: How to characterize quality of data for central economic time series? What effects may possible inaccuracies in data have when used in econometric modelling? What effects do inaccuracies and errors in data have when models are used for economic analysis and planning? Is it possible to specify a criterion for deciding the cost-effective quality of data to be produced as input for economic policy analysis? The various realizations of economic variables often show considerable systematic as well as stochastic discrepancies for the same quantity. Preliminary series are generally found to be of questionable quality, but still considerably better than simple trend forecasts. Compared with the situation in a few other industrialized countries, the variability of Swedish economic statistics is, though, not extraordinary. Illustrations of effects of using inaccurate data, especially of combining preliminary, revised and definitive observations in the same model, are presented. Such inconsistent combinations of various realizations are in actual fact found in many open sources. Inclusion of preliminary series tends to indicate stronger changes in the economy than when definite observations are used throughout. The study is concluded with a section on cost-benefit aspects of economic statistics, and a sketch model for appraising data of variable quality is proposed. / Diss. Stockholm : Handelshögsk.

Har ökad öppenhet påverkat den automatiska stabilisatorn? : -en makroekonomisk paneldatastudie

This paper investigates the automatic stabilizer and the underlying factors behind its function. The paper includes both a literature review and an empirical analysis. The literature review discusses the IS-LM and Mundell-Fleming models and different ways to quantify the automatic stabilizer. Based on the theory, the relationship between volatility in GDP and the size of the automatic stabilizers is then analyzed with the help of regressions. Our main result shows a negative relation between these two variables. This effect seems to be decreasing over time, which may be explained by an increased openness. However, it is hard to tell if the decreasing effect is a long-term development or just a result of the most recent financial crisis.

Zhodnocení možných stabilizačních efektů rozpočtové politiky obcí v ČR / Evaluation of Possible Stabilization Effects in the Budget Policies of Municipalities in the Czech Republic

This thesis is focused on identification and evaluation of stabilization effects of municipal budgetary policy. Stabilization policy of state and municipalities is outlined in the first part of this thesis. Its second part is concerned with relation between stabilization and regional policy and possibilities of Czech municipalities to raise financial support for their development projects within regional policy of Czech Republic. The third part is focused on instruments used by municipalities to reach their objectives within their stabilization and development policy. Particular attention is paid to budgetary policy of municipalities, their revenues and expenditures. The fourth and fifth part of this thesis deal with concrete municipalities, i.e. small village Sedlec and midsized town Hluboká nad Vltavou, their budgetary policy, their stabilization effects and development projects implemented by them. Finally, in the sixth part, important correspondences and differences between these two municipalities are recorded.
