STATE EVALUATION OF TELEMETRY SYSTEM

Generally speaking, it’s easy to judge whether the system operation is successful or not. But when it is running normally, it is not easy to evaluate the medium state (between success and fail) of the telemetry system, likes a man’s spirit state. In this paper, a method with fuzzy theory is brought forward to evaluate the “Spirit State” of the telemetry system. This method can be used to evaluate the telemetry system, or to evaluate other important system states. By this method, the estimation to the mission will be very exact and reliable.

Fault Lines: the View from California’s Core Districts as a Local Response to Federal Accountability on a Shifting Educational Policy Landscape

The purpose of the study was to describe and examine how the constraints on urban school districts led to the establishment in 2010 of a consortium of California’s largest urban school districts that included structures of mutual accountability in response to neoliberal school reforms and top-down accountability since the implementation of No Child Left Behind. Using a qualitative case study research design and critical policy analysis as an analytical framework, this study examined how California’s CORE districts (i.e., Fresno Unified School District, Long Beach Unified School District, Los Angeles Unified School District, Oakland Unified School District, San Francisco Unified School District, and Santa Ana Unified School District) experienced, negotiated, and responded to the shifting landscape of education policy resulting from the expansion of privatization and neoliberal school reform. The expansion of the top-down high-stakes accountability and neoliberal school reform policies since No Child Left Behind has impeded the work of districts, by narrowly focusing their work on accountability and limiting their flexibility in determining how to allocate resources to support improvement. These top-down reform policies have also limited opportunities for collaboration and diminished ownership and responsibility at the district level. Urban district leaders not only in California, but in urban districts across the United States, have felt the impact of competing social, political, and economic forces, such as the high-stakes, top-down federal accountability of No Child Left Behind, neoliberalism, and privatization. To better understand the conditions that led to the creation of the CORE districts and their subsequent impact on urban school district leaders in California, the following research questions guided the study: 1. What social, political, and economic forces led to the creation of California’s CORE districts? 2. What are the governance and leadership models that characterize the CORE districts? 3. What impact have the CORE districts had on the urban education policy landscape in California? An examination of these questions not only helps us understand the circumstances that led to the establish of the CORE districts, but how their work impacted the policy landscape in California and supports the learning of other district leaders.

The effective use of instruction time at secondary schools : a case study in the Northern Free State

The research study has focussed on the optimal use of instruction time to arrange for improved learner performance. A qualitative investigation was conducted using individual interviewing with six school principals and focus group interviewing with fifteen Heads of Department of six selected secondary schools. The findings revealed that the establishment of a sound culture of teaching and learning in which instruction time is used optimally is the joint responsibility of the school principal and staff in collaboration with learners and parents. Instruction time is lost owing to timewasters such as teachers who are unprepared for lessons, teacher and learner absenteeism and teacher and learner tardiness. Intervention strategies to counter the negative influence of timewasters on available instruction time relate to prior planning and preparation for lessons, managing teacher and learner absenteeism and the scheduling of extra classes. The study contributes to the discourse on effective teaching and learning for acceptable learner performance. / Educational Leadership and Management / M. Ed. (Education Management)

O interesse ao realizar esta pesquisa está no fato de o SAEJINHO ser um sistema capaz de sinalizar quais os alunos e as turmas que apresentam dificuldades a cada bimestre. Este sistema de avaliação permite ajustes no planejamento do professor para que o aluno com dificuldade seja atendido assim que são divulgados os resultados. Durante o ano letivo o aluno tem possibilidades de melhorar a sua aprendizagem com as ações estabelecidas pela escola a partir dos resultados do SAERJINHO. Foram aplicadas entrevistas aos Diretores de duas escolas, aos professores de Língua Portuguesa e Matemática, ao IGT (Integrante do grupo de trabalho) e Diretora Pedagógica da Diretoria Regional Pedagógica Centro Sul. Para este caso foram levantadas informações através de entrevista semiestruturada e documentos oficiais da Secretaria de Educação do estado do Rio de Janeiro, de pesquisas nos sites da SEEDUC/RJ (Secretaria de Educação do Estado do Rio de Janeiro), do MEC (Ministério da Educação e Cultura), do INEP (Instituto Nacional de Educação e Pesquisa) e site Todos pela Educação, entre outros. Complementando as referências foram utilizados textos de ARRUDA (2012), CAMPOS (2012), CONDÉ (2011), BONAMINO (2007), BROOKE (2008), LUCK (2012) e SILVA (2010), entre outros. Descrito e analisado o caso de gestão aqui em estudo, é apresentado, ao final da descrição, um Plano de Ação Educacional, para superar os problemas detectados no início de implantação ao longo do processo de execução do SAERJINHO no estado do Rio de Janeiro em 2011/2012. Destaco aqui, em especial, a criação de um GUIA de Planejamento para o Diretor, com o qual poderá traçar ações antes, durante e após a divulgação dos resultados do SAERJINHO em cada bimestre, ajudando os diretores e sua equipe na organização desse sistema de avaliação aplicado em cada bimestre. / The present dissertation aims to analyze the role of the school principal in the implementation of the SAERJINHO in the state schools of Vassouras- RJ and verify how he contributed to this process along with the teachers, concerning the school dimension of management. SAERJINHO consists of an diagnostic evaluation policy which takes place every two months in the state schools of Rio de Janeiro and composes a stage of SAERJ (evaluation system of the state of Rio de Janeiro), an external evaluation policy applied annually since 2008. The justification of such research resides on the fact that SAERJINHO is a system capable to detect which students and classes present difficulties every two months. This evaluation system allows adjustments in the teacher’s planning so that the student presenting difficulties may be addressed as soon as the results are released. Throughout the school year the student has possibilities to improve their learning with the actions established by the school based on the results of SAERJINHO. Interviews were conducted with principals of two schools, with Portuguese Language and Mathematics teachers, with IGT (Work Group Member, in Portuguese) and with the Pedagogical Coordinator of the head of the Pedagogical Regional Center South. In order to describe such case we have raised information through semi-structured interview and official documents of the Department of Education of the state of Rio de Janeiro, through searches on the websites of SEEDUC/RJ (Rio de Janeiro’s Department of Education), of MEC (Ministry of Education and Culture), of INEP (National Institute of Education and Research) and the All for Education website, among others. Complementing the references we utilized texts by ARRUDA (2012), CAMPOS (2012), CONDÉ (2011), BONAMINO (2007), BROOKE (2008), LUCK (2012) and SILVA (2010), among others. Once described and analyzed the management case here studied, it is presented, towards the end of the dissertation, an Educational Action Plan, in order to overcome the problems detected at the beginning of the implementation and throughout the process of execution of SAERJINHO in the state of Rio de Janeiro in 2011/2012. We highlight here a Planning Guide to the principal, with which they may trace actions before, during and after the release of SAERJINHO’s results every two months, helping principals and their teams in organizing this evaluation system.

Wide Area System Islanding Detection, Classification, and State Evaluation Algorithm

An islanded power system indicates a geographical and logical detach between a portion<br />of a power system and the major grid, and often accompanies with the loss of system<br />observability. A power system islanding contingency could be one of the most severe<br />consequences of wide-area system failures. It might result in enormous losses to both the power utilities and the consumers. Even those relatively small and stable islanding events may largely disturb the consumers\' normal operation in the island. On the other hand, the power consumption in the U.S. has been largely increasing since 1970s with the respect to the bloom of global economy and mass manufacturing, and the daily increased requirements from the modern customers. Along with the extreme weather and natural disaster factors, the century old U.S. power grid is under severely tests for potential islanding disturbances. After 1980s, the invention of synchronized phasor measurement units (PMU) has broadened the horizon for system monitoring, control and protection. Its real time feature and reliable measurements has made possible many online system schemes. The recent revolution of computers and electronic devices enables the implementation of complex methods (such as data mining methods) requiring large databases in power system analysis. The proposed method presented in this dissertation is primarily focused on two studies: one power system islanding contingency detection, identification, classification and state evaluation algorithm using a decision tree algorithm and topology approach, and its application in Dominion Virginia power system; and one optimal PMU placement strategy using a binary integral programming algorithm with the consideration of system islanding and redundancy issues. / Ph. Virbalgirio botaninis-zoologinis draustinis užima 364 ha, sudarydamas atskirą kompaktišką miško masyvą, susidedantį iš 7 kvartalų. Tarp miško masyvo išlikę nedideli įsiterpusių pievų plotai. Miško pakraščiai ribojasi su dirbamaisiais laukais. Efektyvi draustinio gamtosauga neįmanoma be biotos tyrimų. Atliktais augalijos tyrimais (2000-2003) buvo nustatyta vyraujančios draustinyje miškų (Querco-Fagetea sylvaticae Br.-Bl. in Br.-Bl. et al. 1939) klasės, liepyninių skroblynų (Tilio Carpinetum betuli) asociacijos bendrijos. Norint išsaugoti ar pagerinti esamą ekologinę draustinio būklę būtina parengti gamtosauginio tvarkymo planą. Norint nustatyti teritorijos vertę reikalingas ekologinis vertinimas. Pagal nustatytus kokybinius ir kiekybinius kriterijus išskirtinį dėmesį būtina skirti Tilio Carpinetum bendrijom, į Buveinių direktyvos I priedą įtrauktom Europinės svarbos buveinėm: skroblynam ir pelkėtiem lapuočių miškam, draustinyje išskirtom dviejų tipų Kertinėm miško buveinėm: upės šlaitam bei plačialapių miškam, bei retiems draustinyje esantiems augalams (dvi iš jų saugomos tarptautiniu mastu) ir gyvūnams (visos saugomos tarptautiniu mastu). The total area of Virbalgiris botanical-zoological reserve is 364 hectares. Almost the whole territory of reserve is covered with forest. The reserve has 7 blocks. Small meadows are inserted into the reserve woods, and it is surrounded by agricultural fields. Effective management of the reserve is impossible without the researches of biota. The researches of flora were made in 2000-2003 in Virbalgiris botanical-zoological reserve. These researches show the forest communicaties dominate in the reserve. The most common communicaties belong to Tilio-Carpinetum association, Querco-Fagetea class. It is necessary to make an environmental management plan to keep or make better situation in the reserve. Ecological evaluation is required for setting the value of the protected area. The importance of the evaluation of public policies in this context consists in a possible control tool, monitoring and necessary adjustments to the government to make the necessary changes. Given this reality, it is thought the research problem: how Mossor? (RN) city has implemented his public security policy? In general guideline of the research, we work with the following hypothesis: the own formulation of the National Policy of Public Safety there are elements that hinder the implementation of a public policy of municipal security in Mossor?. The objective of this research is to evaluate the existing security public policy in the city of Mossor?, by the elements that facilitate and/or hamper its implementation, through the actions of municipal government in the activities of the Mossoro Civil Guard (GCM). For this, a review of the implementation process was conducted, specifically its subprocesses of selection, training, and logistical or operational. Was used bibliographical research, documental primary and secondary, and field research, with conducting of interviews. It was found that with a staff of 197 guards, and with five years of creation, the actions developed by this institution refer to an early implementation of the municipal security policy. The guard has the basic pattern selection, part of function relocation and part of public tender. The formation occurs in an introductory way, however, not complete and specific, for the function performance. Its operability is limited by the number of existing effective and by the physical structure that has not matching the demand yet, which touches on the municipal budgetary reality of direct resource intended to safety. It was found the absence of a municipal plan of public security with principles, guidelines and goals that could direct the actions of the guard. It is concluded that despite of the implementation of the GCM Mossor? have not achieved, within the parameters of efficiency, efficacy and effectiveness have played their actions, projects and programs, it could trigger a process of opening for construction of a municipal security policy. Essays in Development Economics

This dissertation consists of three essays that explore the interplay between economic shocks and local context. The first chapter studies the role of Korea's unique social fractionalization in explaining a 60% growth in agricultural productivity during the 1970s. Social fractionalization along dimensions like ethnicity or class can stunt economic development. This paper investigates how fractionalization affects a group's ability to respond to economic shocks by studying rural South Korea in the 1970s. Social groups in rural Korea were defined by one dominant characteristic: extended kin network identified by family name. Some villages displayed high homogeneity, with up to 90% of households sharing the same family name. This unique social context offers a reliable measure of social fractionalization that is otherwise difficult to measure. I combine this cross-sectional variation with the time variation in market access created by the construction of a new bridge, the Namhae bridge, in 1973. I find that homogeneous villages displayed higher agricultural investments and productivity growth than heterogeneous villages following the bridge construction. Homogeneous villages capitalized on the opportunities created by the bridge by providing complementary local public goods more effectively than heterogeneous villages. This paper highlights the critical role of social homogeneity in enhancing a community's ability to capitalize on new opportunities in the face of external shocks, such as improved market access. In the second chapter, I investigate the impact of expanding access to education on the quality of pre-existing schools, using India's Rashtriya Madhyamik Shiksha Abhiyan (RMSA) national secondary school construction program as a case study. I use a difference-in-differences strategy to assess the effects of new school construction on existing schools' enrollment, facilities, and the number of students taking and passing the nationally administered exam at grade ten and twelve. The analysis utilizes school-level data from the Secondary Education Management Information System (SEMIS) database, which tracks all secondary schools in India between 2009 and 2020. I find that while opening new schools increases the number of students taking and passing exams, it does not necessarily lead to improvements in the quality of education, as measured by the proportions of students taking and passing exams. This suggests that constructing new schools alone may not be enough to enhance educational quality through increased competition, and other factors or interventions may be necessary. This paper highlights the potential trade-off between expanding access to education and maintaining the quality of education provided by pre-existing schools. In the third chapter, I empirically test ``learning-by-exporting'' by examining the long-term performance of Indian IT firms after their exposure to the temporary export shock created by the Y2K bug. The Y2K bug was a computer software glitch that misinterpreted the year 2000 as 1900 due to the widespread use of two-digit date representations in computer systems at the time. As the new millennium approached, concerns grew that this programming oversight would lead to widespread system failures and potential global disruptions. This uncertainty prompted extensive efforts to identify and fix potential issues before 2000, resulting in a surge in outsourcing to Indian IT companies. However, by the year 2000, concerns proved to be largely overstated as few major problems materialized. This event represented an unexpected yet short-lived export boom for Indian IT firms. I use two exposure measures: IT firms with a history of exporting before 2000 and the Bartik instrument, which leverages regional variation in IT sector employment share. Overall, I find that exposure to the Y2K export shock had a positive and statistically significant effect on the long-term performance of Indian IT firms, supporting the concept of ``learning-by-exporting.'' Event study analysis shows that firms exposed to the Y2K shock experienced improvements in sales, export share, and total compensation paid to employees. However, the 2SLS results using the Bartik instrument reveal statistically insignificant findings, suggesting a potential weak instrument problem. This highlights the need for more accurate measures of Y2K shock exposure and further exploration of alternative estimation strategies.

Florida's performance accountability system and the effectiveness of workforce education providers

This study investigated performance based accountability in Florida's system of workforce education in Florida's state colleges and school districts. In Florida, workforce education is governed by Florida State Statute (K-20 Education Code Chapter 1004). The purpose of this study was to determine the cost-effectiveness of Florida's performance accountability policy as applied to workforce education. Additionally, it analyzed the impact of performance accountability on performance by the providers of workforce education - state colleges and school districts, and the value for investment achieved by the policy over the time period. The study was guided by three questions: (a) What is the relationship between effectiveness and year? (b) Is the relationship between effectiveness and year moderated by each of the contextual variables? (c) To what extent does each of the contextual variables predict performance and effectiveness? This study utilized a non-experimental quantitative research design and a costeffectiveness analysis framework. The unit of analysis was the providers of workforce education in the State of Florida. This study was framed by the outputs and outcomes the workforce education service providers achieve and the alterable and unalterable variables which might influence the provision of workforce education. Performance was measured through two measures: quantity of outputs, and quality of outcomes. The alterable and unalterable variables included: the type of institution delivering the service, either state college or school district; the delivery model used in each delivery area, either single or dual-delivery; and population characteristics, the percentage of students economically disadvantaged, the percentage of minorities, and the percentage of males. The study used correlation and regression techniques to analyze the longitudinal impact of the performance accountability system. / by Richard G.
