Disertacijoje nagrinėjamos verslo valstybinio reguliavimo rūšies – valstybinio subsidijavimo įtakos verslui problemos bei galimybės padidinti verslo reguliavimo efektyvumą. Pagrindinis tyrimo objektas yra valstybinis subsidijavimas įmonėms, kaip valstybės intervencijos į rinkos funkcionavimą forma. Autoriaus atlikta tyrimo objekto analizė leido nustatyti svarbiausius subsidijų parametrus, lemančius jų įtaką verslui, pasiūlyti naują verslo reguliavimo priemonių vertinimo modelį. Pagrindinis disertacijos tikslas – nustatyti valstybinio subsidijavimo įtaką verslui. Darbe sprendžiami šie pagrindiniai uždaviniai: nustatyti subsidijų poveikiui didžiausią įtaką turinčius parametrus, parengti rekomendacijas subsidijų dydžiui ir formai, kurie leistų siekti didesnio subsidijų efektyvumo, bei suformuluoti pasiūlymus tiek tolimesniems tyrimams, tiek ir verslo reguliavimo priemonių vertinimui. Disertaciją sudaro įvadas, keturi skyriai, rezultatų apibendrinimas, naudotos literatūros, autoriaus publikacijų disertacijos tema sąrašai ir šeši priedai. Įvadiniame skyriuje aptariama tiriamoji problema, darbo aktualumas, aprašomas tyrimų objektas, formuluojamas darbo tikslas bei uždaviniai, aprašoma tyrimų metodika, darbo mokslinis naujumas, darbo rezultatų praktinė reikšmė, ginamieji teiginiai. The main object of analysis is state subsidising to companies as a form or state intervention to market functioning. The author‘s conducted research object analysis allowed the identification of subsidy parameters influencing the effect on business and propose new model for evaluation of business regulation measures. The main aim of dissertation – determine the effect of state subsidising effect on business. Budoucnost slunečních elektráren v Čechách / The future of solar power plants in the Czech Republic

The thesis called "The Future of Solar Power Plants in the Czech Republic" is oriented to the characteristics of production of electric energy in solar power plants which are supported by many legislative incentives. We are currently standing in the situation of reducing energy tariffs for production of electricity from solar power plants in most European countries because of their unbearable impact on consumers and national budgets. The aim of this thesis is to analyze impacts of the energy tariffs for solar energy and to explain increase of installed capacity of solar power plants by forming a model for calculating financial return of an investment in construction of solar panels. The thesis points out that the incentives are still very high and interest in construction of solar power plants will probably endure even in the future as long as these favorable legislative conditions are set. This situation will result in bringing more additional costs for the end-users of electric energy.

State subsidizing private media in Republic of Moldova : A potential way to correct media market failure and promote Quality of Government? / Statligt stöd till privata medier i Moldavien : Ett potentiellt sätt att korrigera mediemarknadens misslyckande och förbättra styrningskvaliteten?

2017 has been described as a decisive year for the Republic of Moldova. Following years of economic and political turmoil, it is more urgent than ever before that crucial reforms are not only adopted, but fully implemented – primarily within justice, media and banking sectors. Using a theory of impartial institutions and two central theories of state intervention into media markets, this counterfactual deductive thesis sets out to investigate arguments for and against a system of state subsidies to private media as a tool to increase Quality of Government in Moldova. Through analyses of qualitative interviews with six country experts within relevant fields as well as secondary data, the conclusion of this single case study is primarily confirming previous research indicating on the one hand, that a more social responsible role of the state within Eastern European media markets is a realistic future path, on the other hand that it can hardly be expected soon. Further, the possibility of media to improve Quality of Government is perceived as low – even with sufficient financial resources – due to lack of other prerequisites such as accessibility, accountability and responsiveness; as well as low scores on crucial indicators such as corruption, law and order and quality of bureaucracy. Just like democratic institutions can be destabilizing under wrong circumstances, state subsidies given to wrong beneficiaries within a media market, could undermine democratic legitimacy and accountability. Both findings of previous research – related to state governance on the one hand and media governance on the other – are perceived as particularly relevant in this study of Moldova. However, there have been promising signs lately on economic structural reforms improving the conditions for civil society and media in Moldova, indicating for reevaluating the potential of state support in the future. Further, I recommend greater emphasis put on the distinction between political and non-political owners when examining the effects of media ownership concentration and its effects on governments and societies at large.

Party membership and state subsidies : a comparative study

This thesis tests the hypothesis that increasing state subsidies to political parties cause a declined party membership. The theory that predicted this development was constructed by Epstein in 1967 and presented in his book Political Parties in Western Democracies. The theoretical propositions have been debated by political scientists since then, but no thorough test has been conducted.  In order to test the hypothesis state subsidies data and party membership data was collected for the national parties from eight states. The data was then analysed by use of the panel data models. Panel data models make use of the regression analysis technique. Examples of specialized such models are analysis through the fundamental parameter of change, first differencing and pooled analysis. The results provided by the models proved to not give a straight answer. Instead, the results pointed in different directions.  The most likely interpretation of the results is that increasing state subsidies to political parties does not cause a decline in party membership. To validate such a result would require that most of the results pointed in the same direction. Thus, the hypothesis of the investigation should be considered falsified. Instead the focus of future studies should probably be directed at the supply side of party membership. When party membership decline is explained by the supply side this means that the decline is explained by people stop having motive to become party members. However, it is important to remember that other interpretations of the results are possible as well.
