The "Ethical standards of Public Administration" diploma thesis looks at the application of the Code of Ethics in central government administration and the civil service. The objective of the thesis is to evaluate the collected data, to determine the level of use of a single document, which addresses the ethical values within the administrative authorities, to identify problem areas and to propose possible solutions. The problem is defined and graphically displayed using a structured tree chart in the introductory part of the thesis. The next part of the thesis is dedicated to the subsequent identification of the problem and to the theoretical solutions, including the outline of a problem of applying ethical standards within the context of reform in government administration. This is followed by a brief description of the changes in the employment of civil servants in the government (public) administration authorities in neighbouring countries. The empirical part of the thesis is dedicated to an assessment of the research of the Code of Ethics implemented in individual government administration authorities and using interviews conducted with experts, the problem areas of implementing ethical standards are identified. Political reality of local government service provision in the Free State Province

Tech.(Public Management)) -- Central University of Technology, free State, 2011 / The Constitution of the Republic of South Africa, No. 108 of 1996 (SA, 1996) brought about a new system of government comprised of the national, provincial and local government spheres. In terms of the Constitution, these spheres of government must establish effective, transparent and accountable government. Local government is specifically responsible for the provision of democratic and accountable government to local communities, and for ensuring that municipal services are rendered to the community. As in the case of the national and provincial spheres of government, local government has a distinctive political nature and character. Councillors are elected to represent the voters who participate in municipal elections, as well as the relevant political parties, on municipal councils. The decisions of municipal councils are influenced by political considerations, as well as by the policy directives of the ruling party. The Constitution also establishes and describes the various governmental bodies that exercise the powers of the state. These governmental bodies represent the state and can be classified in terms of three primary groups, namely legislative, executive and legal structures. In a bona fide democracy, the doctrine of separation of powers, also known as the trias politica, is of fundamental importance in order to prevent autocracy and ensure civil liberty. The provision of viable municipal services is the most crucial reason for the existence of local government. The community has a legitimate expectation with regard to the provision of appropriate municipal services; and in terms of the Municipal Systems Act, No. 32 of 2000 (SA, 2000c) municipalities must supply basic municipal services in order to ensure an acceptable quality of life. However, inadequate levels of municipal service provision are encountered in South Africa in general, and in the Free State in particular. Such inadequate service provision has led to several violent community-protest actions in the country. These protests are an indication that municipal service provision does not meet the expectations of the communities. Various factors tend to have a negative effect on local government in the Free State, including capacity shortages, such as the lack of professional and experienced staff; financial shortages; and the extensive quantity and complexity of local government legislation. Political challenges that influence local government service provision include factors such as the absence of the political will to provide services, political in-fighting within the ruling party, the selection criteria for the appointment of municipal employees, and political interference in municipal administration. It is also essential that the ruling party should put acceptable mechanisms in place to ensure that the public sector becomes an effective instrument for carrying out the ruling party‟s mandate, rather than allowing political interference to affect the day-to-day activities of government. In order to meet the needs of the community with regard to service provision, it is essential that the three spheres of government should function as a coherent unit. Intergovernmental relations therefore play a central role in ensuring that the joint functions of government are effectively carried out. The national and provincial departments have a specific responsibility to support and strengthen local government capacity, and also to ensure the effective execution of municipal functions. However, various intergovernmental challenges need to be dealt with, namely ineffective co-ordination and integration, as well as the absence of the political will to promote intergovernmental relations. Therefore, the aim of this study is to identify specific actions and strategies that can be implemented by the government in order to address the challenges that have a negative influence on local government service provision, with specific reference to the political challenges.

Exploring practices determining the effectiveness and improvement of secondary schools in the Free State Province

Globally, there are numerous debates on what constitutes an effective school. Parents strive to choose what they regard as the best school for the education of their children. Historically, school effectiveness is a phenomenon associated with learner attainment. Yet, school effectiveness is measured and conceptualized differently throughout the world. The aim of this research was to determine and define the factors contributing to the effectiveness of secondary schools in the Free State Province of South Africa. A case study was conducted on six schools selected in the Free State Province. Data were collected qualitatively by means of semi-structured and focus-group interviews with principals, SMTs, teachers, SGBs, learning facilitators and school-management and -governance developers. A documentary analysis was carried out to triangulate data from interviews. The data collected were triangulated and supported by an extensive literature review on school effectiveness and improvement. In particular, the literature review encompassed the policy context of school effectiveness in South Africa, definitions of the concept of school effectiveness, models of school effectiveness, methods of evaluating school effectiveness, the relationship between school effectiveness and school improvement, change and school improvement, approaches to school improvement and the characteristics of effective schools. The legislative framework for both teacher and school evaluations is highlighted and their effectiveness critically reviewed with reference to current investigations in the field. These empirical investigations, which, form part of this larger qualitative research project, show that effective schools exhibited high learner attainment, effective teaching and learning, as well as a highly effective leadership and management. Management, leadership and administration, curriculum, school governance and VI school support structures were confirmed as very instrumental as far as school effectiveness and improvement are concerned. Furthermore the study indicates that the current policies are not enhancing school effectiveness and improvement, thus the study recommends the index of school effectiveness and improvement (ISE&I). The Index of School Effectiveness and Improvement, which is a document that schools can use to review and enhance their effectiveness, is a model developed in the course of this study to assist schools in improving their effectiveness. Unlike the WSE review, which takes place every five years, the index suggests a continuous and regular review process by schools carried out by all stakeholders. - Remonstrance Proceedings The thesis is focused on the remonstrance and the following special administrative proceedings. The remosntrance represents an ordinary appeal, which can be used to challenge the first instance decision that has not already become enforceable and has been issued by the central administrative office, by the minister or by the director of other central administrative office eventually by the state secretary. Whereas there is no existence of the superior administrative authoritites in the organizational structure of the state administration, the same body that issued challenged decision decides on it. It is obvious, that appeal procedure contains a lot of variances and peculiarities, which the thesis points out, compared to the appeal procedure. The remostrance is limited to one paragraph and its five sections by the valid and effective legislation of the Administrative Code. The more this relatively brief provision often remains unkonwn to the general public, the more attention it attracts among the experts. Proces překladu pro ústřední orgány české státní správy / Translating at Central Government Bodies of the Czech Republic

This thesis deals with the translation process in Czech central state administration bodies - more precisely in the ministries. The theoretical part of the thesis presents a definition of the terms institution and institutional translation and specifies the activities and functions of individual ministries. Ministries can be divided into two groups based on the presence of a translation department in their organizational structure: ministries with a translation department and ministries without a translation department. After that, selected publications on institutional translation in national institutions and in the institutions of the European Union are summarized and a model of translation process in institutions is created based on these publications and adjusted to every ministry individually. The empirical part focuses on the results of the survey and structured interviews conducted in the ministries. The conclusions are presented for every ministry individually and then for the whole group. The models of translation process are compared and commented on. Justice of the First Czechoslowak Republic follows on from the justice of Austor-Hungarian Empire. The theoretical part of the presented thesis illustrates how the criminal law has changed and what the system of a judiciary organization was. The second part of the thesis, based on the research of archival sources, focuses on district court and cases which falling within their jurisdiction on the example of the town Lišov in South Bohemia in the years 1918-1939. Attention is payed on a local municipal police, as well as the persons of judges and notaries.

We live in the time when humanity is often threatened by exceptional affairs, which affect health or lives all of us. To stop or overcome dangerous impacts of these exceptional affairs in society logistic system is built, which eliminated these impacts. This thesis is focused just on this system which is prepared to solve exceptional affairs its devices and resources. In the Czech Republic it is secured solution of the affairs by public administration, which provides basic logistic support. The Fire Rescue Brigade of the Czech Republic is a basic link of a logistic chain. Last years the population of the Czech Republic could make sure about need of logistic support either during devastating floods or tragic accidents. The knowledge of procedures and practical skills of an activity of precautions of protection of population is one of the basic conditions its successful realization while an exceptional affair occurs. The aim of the thesis was to find out and to evaluate the state of a logistic support in a section of protection of the population in public administration with a focus on municipalities with extended activities on a base of crisis management department staff and inhabitants given municipalities. The whole research was aimed so, that after accomplishment of research with the aid of conducted interviews with public administration staff was obtained information about logistic support of particular towns. The view of knowledge and awareness of inhabitants of particular towns was gained by analysis of data obtained by questionnaire survey. Simultaneously this information reflects a general view of a real state of awareness of these inhabitants from the side of council halls. The municipalities with extended activity Týn nad Vltavou, Písek and Tábor include lots of other municipalities. If the thesis should dedicated all of them in a detail, the work would be very comprehensive. That is why it is focused with only particular towns. The methodology of work consisted of collecting theoretical information obtained especially from professional literature, websites and valid laws. In order to find out logistic support and state of awareness of inhabitants conducted interviews (included 21 questions) with crisis management department staff were accomplished. Afterwards the questionnaire, which focused on this issue, was handed over chosen inhabitants.

There are described contents and possibilities of using individual maps, including their availability. In practical part of master's thesis are describes the maps used in the Land consolidation from different viewpoints.
