Their introduction took place quite late in comparison with many Brazilian towns and cities (only in 1912 and 1924) and was preceded by some unsuccessful attempts. It was thanks to the determination of Governor João Machado that Parahyba do Norte, then small and backward, could have access to piped water and electricity, which ensures him an outstanding place in the modern history of the town. Assigned to an inefficient private company from São Paulo, electricity supply represented a problem until it became a State service, in 1933. Better results were achieved in the two other utilities, operated since the beginning by the State administration, as the best Brazilian expert in their field, Saturnino de Brito, conceived and executed both the extension of the water supply system and the sewerage system, assuring them modern and appropriate characteristics / Esta dissertação discute as primeiras décadas (1900-1940) da história de três infra-estruturas urbanas fornecimento de eletricidade, abastecimento d água e esgotamento sanitário na capital paraibana. A implantação delas teve lugar tardiamente em relação a muitas cidades brasileiras (apenas em 1912 e 1924) e foi precedida de algumas tentativas frustradas. Foi graças à determinação do presidente estadual João Machado que a então pequena e atrasada Parahyba do Norte pôde ter acesso à energia elétrica e à água encanada o que lhe garante um lugar de destaque na história moderna da cidade. Entregue a uma ineficiente empresa privada de São Paulo, o fornecimento de eletricidade constituiu um problema até sua encampação pelo governo estadual, em 1933. Melhores resultados foram obtidos com os dois outros serviços, operados desde o começo pelo Estado, uma vez que o maior especialista brasileiro nessas duas áreas, Saturnino de Brito, projetou e executou tanto a expansão do abastecimento d água como a implantação da rede de esgotos, garantindo aos dois sistemas características modernas e apropriadas

Kvalita vnitřního prostředí - Zimní stadion České Budějovice - účinnost opatření provedených na základě státního zdravotního dozoru / Quality of internal environment-Ice Arena in České Budějovice-measures taken due to the public health supervision

Internal environment is an environment in which we spend most of our time. That is the reason why it has a significant impact on our physical health and mental wellbeing. Yet, there are a number of factors that may pose health risks; and that is why this issue should not be underestimated. The objective of the diploma thesis at hand is to assess the results as they were recorded in a targeted public health supervision focused on the guality of internal environment. The said state supervision was imposed by the Chief Public Health Officer of the Czech Republic of 14th March 2007 on Regional Hygiene Authorities including Prague Hygiene Authority, directors of Regional Hygiene Authorities, and directors of health institutions. Based on the reports on measurements of selected quality indicators in the internal environment of the Ice Arena in České Budějovice and their outcomes regarding the quality of the internal environment, the author expects to come to a conclusion which would confirm that measures taken due to the public health supervision have been sufficient in terms of efficiency. The given objective has been confirmed in the chapter ?Outcomes?. The theoretical part of the diploma thesis observes findings dealing with atmosphere in general, internal environment, and state public health supervision. The research part of the thesis was completed employing a qualitative research. Methods employed in data collection were observation and documents analysis. The data collection was carried out by secondary data analysis. All data were gained, firstly, from the results of the measurements carried out by the Hygiene Authorities of the Health Institution after these had been assessed (in 2007 under the auspices of the Health Institute based in České Budějovice, and in 2011 under the auspices of the Health Institute based in Plzeň), and, secondly, studiyng in detail related file documents provided by the Regional Hygiene Authority of the Region of South Bohemia based in České Budějovice. Unfortunately, there are no papers or books available on the topic to compare the thesis with. This thesis may be utilized by professionals at the Regional Hygiene Authority of the Region of South Bohemia based in České Budějovice during further research, and even by general public when providing information on the quality of internal environment of this important sport facility.

The master thesis discusses the legal regulation of employment of the state administration and its comparison with the labour regulations in other areas with similar characteristics. The thesis analyzes the theory of public administration, its development and the segmentation within the Czech Republic and the current state of it. The thesis also includes analysis of the areas which are directly related to the topic, such as human resources management in the public administration. Finally, the thesis is showing a comparison of the main bills of the public service with the bills which are covering the employment private sector, i.e. Labour Code. Thesis provides an overview of positive and negative aspects of the current state of the bill of state administration.

I devote major attention to the Act no. 234/2014 Coll., of the Civil Service, which was accepted despite the veto of the President on 1st October 2014. I briefly characterize the law and in the practical part I analyze and interpret the process of making of this law through a theoretical concept "Multiple Streams Approach". Within the theory I focus on the context of agenda setting to the issue and simultaneously I take into account the role of Policy Entrepreneurs in the legislative process of the Civil Service Act. After reading the reader will have an overview of the process of making the Civil Service Act. The reader will be also familiar with the shortcomings of this Act, for which it was criticized. The theoretical part is used for introducing to the issue. In the theoretical part I outline the historical development of the civil service in Czech Republic and I also briefly characterize the Civil Service Act. Subsequently the reader gets the knowledge about the content of "Multiple Streams Approach" in this part. The practical part of diploma work is enriched by attitudes and opinions of two political actors, who directly attended of discussing the law in Chamber of Deputies. It will be possible to compare the data received from expert survey with the results of the analysis process of making law.

Factors regarding the extent of management in primary health care services by nurses, working relationships between them and their superiors, their optimal utilisation with regard to management and certain aspects of their managerial training, were identified as important components. Analysis of data indicated that nurses and their superiors differ from one another regarding their views on managerial functions of the nurses in charge. Working relationships between nurses in charge and their superiors were not always satisfactory. Nurses found the poor utilization of their management skills unacceptable. Certain aspects of the managerial training of nurses should receive attention. Local authorities should provide opportunities for ongoing managerial training for nurses. Recommendations to utilise nurses in charge of primary health care services optimally, were formulated. / Health Studies / M.A.

Designing an instructional leadership framework for underperforming secondary schools in the Free State Province

The challenge facing principals currently is to revisit their role to improve external examination results in the Republic of South Africa. Almost all schools in the Free State, in particular those in rural areas such as the Thabo Mofutsanyana Education District; the Xhariep Education District; part of the Motheo Education District (e.g. Botshabelo and Thaba-Nchu) and most urban areas, such as the Lejweleputswa Education District and the Fezile Dabi Education District, have schools which have had poor examination results for the past 20 years. To answer the challenges currently facing principals in the Free State, this research used a qualitative research framework and methodology to articulate research questions and arrive at constructive and instructive models to reveal and close the gaps between performing and underperforming secondary schools in the province. A particular group of principals was chosen, influenced by the performance and underperformance of their schools in the various education districts in the province. Research findings from unstructured interviews with doctoral candidates, and research on China, Finland and Singapore’s education systems with special reference to instructional leadership were conducted. The doctoral candidates’ ideas were confirmed by practical unstructured interviews with Sekgutlong and Beacon high school principals who visited Singapore with the MEC of the Free State Department of Education. In plenary and parallel encounters with principals of secondary schools in the Free State, it emerged that rote learning is prevalent in the Free State secondary schools. Therefore, was resolved by the majority of the principals that critical postmodern instructional leadership should be recommended as an instructional methodology to usher in critical thinking, innovation, creativity and self-reliance in Free State education. In addition, this will close the gap between performing and underperforming secondary schools. Finally, grounded postmodern instructional leadership as a leadership strategy will assist a contemporary secondary school learner’s generation to cope with the academic requirements of tertiary education. / Curriculum and Instructional Studies / D. This diploma thesis attends to personnel "purge" in the field of public administration in Czechoslovakia after World War II in a broader context. "The purge" of civil servants is presented in the context of the overall development of the Czechoslovak Republic in the period 1945 -1948 and with the general requests of the postwar "purge". The attention is paid to the status of civil servants, particularly in the Protectorate of Bohemia and Moravia and in the postwar period. The next part of this thesis is focused on the activity of the purgatory commissions, which operated on the basis of the Decree of the President. In the selected ministries is performed the analysis and the comparison of the model cases of "purge" of the civil servants.

Aplikace zákona a vyhlášky o kybernetické bezpečnosti na úřadech státní správy / Application of the act and subsequent regulation on cyber security at state administration´s offices

The thesis is focused on the Czech act no. 181/2014 Sb., on cyber security and subsequent regulations, introduces origin and importance of act, defines the state administration´s office which identifies important information systems according to regulations, and subsequently thesis detailed analyses act and regulation on cyber security in relation to the defined state administration´s office. Keynote of this thesis is show the real application of identified obligations of the act and regulation to the defined state administration´s office, especially a design, implementation and management of organizational and technical security measures, including the evaluation of real impact on information security. To achieve the set goals author of this thesis uses the analysis of legislation, and draws own conclusions from author´s position of a security technologist who actively participated in the design security policy, and implementation and management of security tools. The benefit of this thesis is complex overview of the security employees work at defined state administration´s office, overview of the real fulfilment obligations of the act and regulation of cybernetic security, and ultimately this thesis brings ideas for further development of technical security tools. This thesis can brings benefit to other important information systems administrators as a set of processes, proposals and recommendation for their own information security management system. This thesis is structurally divided into four main parts. The first theoretical part introduces origin, importance and impact of the act on state and private organizations. The second analytical part analyses act and subsequent regulations in relation to the defined state administration´s office. The third practical part shows the real application of organizational and technical security measures. The fourth last part evaluates the real impact of measures on information security.
