Programa de Pós-Graduação em Educação Profissional em Saúde. / A dissertação tem como objetivo analisar as políticas culturais brasileiras no período compreendido entre os governos de Getulio Vargas (1930-1945) e Dilma Roussef (2012-2014), no que tange ao livro, à leitura e às bibliotecas. Para tal, o capítulo introdutório discute a construção do Estado Capitalista e da Indústria Cultural, de forma a compreender as políticas públicas culturais contemporâneas e, em particular, o livro, a biblioteca e a leitura neste contexto. O capítulo 2 apresenta um panorama histórico das políticas públicas culturais, com ênfase no livro, na leitura e na biblioteca, do período Vargas (1937-1945) ao governo Fernando Henrique Cardoso (1995-2002). O capítulo 3 analisa o governo Lula da Silva (2003-2011) e Dilma Rousseff (2012-2014), que, embora marcados por perspectivas democratizantes de inclusão de segmentos subproletarizados da classe trabalhadora, dão continuidade à lógica desigual de incentivo à cultura dos governos anteriores. Nessa terceira etapa, demonstra-se como as políticas culturais alimentam, em última instância, a indústria cultural - aprofundando a lógica da cultura como mercadoria – e se mantêm, em linhas gerais, restritas aos programas de fomento representados pelos editais, podendo impedir políticas culturais efetivamente universais. Para concluir, afirma-se que a atuação do Estado brasileiro no campo cultural, durante os governos Lula da Silva e Dilma Rousseff, ambos sob o signo do denominado “lulismo”, de fato ampliou o acesso ao consumo cultural e incentivou a participação cultural de novos segmentos sociais. Contudo, a lógica do capital permanece determinando o livro, a leitura e as bibliotecas, reproduzindo a desigualdade brasileira na formação educacional e cultural – ou “humana”. / This dissertation aims to analysis the cultural policies on Lula da Silva (2003-2011) and Dilma Rousseff (2012-2014) government, about books, reading and libraries. In this case, the introductory chapter discusses the construction of Capitalist State and Cultural Industry, in order to understand the contempory cultural public policies and, in special, the book, library and reading, in this context. Chapter 2 presents a historical overview of cultural public policies, with an emphasis on book, reading and library from Vargas (1937-1945) to Fernando Henrique Cardoso (1995-2002) government. Chapter 3 analysis Lula da Silva (2003-2011) and Dilma Rousseff (2012-2014) government, that although are marked by democratizing prospects includes (subproletarizados) threads of working class, gives continuity to the unequal logic of cultural incentives of old government. On chapter, demonstrates how these policies feed, by ultimately, the cultural industry – deeping the cultural logic as commodity – and remains, in general, restricted tothe development programs represented by (editais) – can effectively prevent universal cultural policies. Therefore, the dissertation concludes statementing that the performance of brazillian State on cultural field, during Lula/Dilma Rousseff governments, both under the sign named “lulismo”, indeed enlarged access to cultural consume and encouraged cultural participation on new socials threads; however, the capital logic remains determining the book, reading and libraries, reproducing the brazillian inequality on educational and cultural upbringing – or “human”.

Observa-se que, se por um lado houve uma crescente ampliação em termos de investimento e institucionalização de órgãos, legislações, programas e ações voltadas para as culturas populares, por outro, há uma dificuldade significativa por parte de alguns representantes deste “segmento da cultura” em ter acesso às políticas culturais que passaram a lhes ser destinadas. Buscando se adequar aos chamados “preceitos republicanos” de isonomia, democracia e transparência na aplicação dos recursos públicos, o poder público em suas diferentes esferas passou a instituir uma série de mecanismos burocráticos relacionados às atuais políticas de fomento à cultura. As atuais mudanças, no entanto, se por um lado, parecem ter sido necessárias para tentar garantir uma maior justiça e eficácia na aplicação dos recursos públicos, por outro, tem engendrado grandes dificuldades e desafios para aqueles que não estão muito habituados com trâmites recentemente instituídos. Através deste estudo, portanto, procurei compreender como se dão as relações dos maracatuzeiros com o Estado na contemporaneidade. Para isto, utilizei diferentes estratégias, realizando movimentos que ora me trouxeram ao campo do Estado, ora me aproximaram mais do universo dos representantes das culturas populares. Pelo que pude perceber, os atuais mecanismos além de parecerem ineficazes quanto aos seus objetivos, são incompatíveis com a tradição de muitos grupos populares. O maracatu - como afirmam seus representantes - é uma “brincadeira pesada!”. Suas práticas e representações parecem estar mais próximas a uma dinâmica que envolve ao mesmo tempo brincadeira, sacrifício, dádiva, ritual e espetáculo, ao que os próprios maracatuzeiros chamam genericamente de “cultura do baque solto”. Ainda que a relação com Estado seja uma dimensão importante na contemporaneidade, seus representantes parecem não se adequar plenamente ao “mundo da burocracia. / The aim of this work is to understand the current relationship between maracatus de baque solto and the state. It is observed that, on the one hand there was an increasing expansion in terms of investment and institutionalization bodies, laws, programs and actions for popular cultures, on the other, there is a significant difficulty by some representatives of this "culture of segment" to have access to cultural policies that have come created to them. Trying to suit to so-called "republican principles" of equality, democracy and transparency in the use of public funds, the government in its different spheres began to introduce a series of bureaucratic mechanisms related to current support policies and culture. The current changes, however, if on the one hand, appear to be necessary to try to ensure greater fairness and efficiency in the use of public funds, on the other, it has engendered great difficulties and challenges for those who are not very used to recently instituted procedures . Through this study, therefore, I try to understand the contemporary relations between maracatuzeiros and the state. For this, I used different approach strategies of the field of public policies, performing movements that sometimes brought me to the state field, now they approached me more of the universe of popular cultures. From what I perceived, the current mechanisms in addition to seem ineffective as to their goals, are incompatible with the tradition of many popular groups. Maracatu - as stated by their representatives - is a "heavy tradition". Their practices and representations appear closer to a dynamic that involves both play, sacrifice, gift, ritual and spectacle, to the maracatuzeiros themselves generally call the "cultura do baque solto". Although the relationship with the State is an important dimension in contemporary society, its representatives do not seem to fully suit the "bureaucracy world

Alternativní kultura v České republice po roce 1989 / Alternative Culture in the Czech Republic after 1989

This thesis describes the phenomenon of alternative culture in public policy. The first part seeks to define what alternative culture means and builds on the research mainly from sociology and cultural studies. Very useful are then specific theory of social deviance, the theory of subcultures and postsubcultures. At the same time, the paper looks into the past, before 1989, when the alternative culture phenomenon was clearly defined, standing outside the mainstream culture and the alternative culture was illegal. Through the analysis of some events and political cases from the recent past, there could be seen both differences between alternative culture and an attitude to it before 1989, but also some important parallels with the current situation of alternative culture. Alternative culture is later specified by current alternative underground subcultures: freetekno - DIY, squatting and street art. In the case of these three controversial subcultures, the paper deals with an attitude of public policy to these subcultures through the extremism policy. The next part the paper deals with the contemporary cultural politics in the country. Briefly, it describes and outlines the current situation and possible areas for innovation in the context of alternative culture. In the last phase this thesis deals...
