Analýza vybraných strategických plánů / The analyse of selected strategic documents

This diploma thesis researches which activities state cities in their strategic or action plans. In the thesis is tested if these activities correspond with questions solved in analytical parts, especially SWOT analyzes. Selected cities are: Hodonín, Krnov, Nový Jičín, Sokolov, Havlíčkův Brod, Klatovy, Jindřichův Hradec, Žďár nad Sázavou, Brandýs nad Labem - Stará Boleslav, Otrokovice, Bílina, Rakovník, Dvůr Králové nad Labem, Česká Třebová and Varnsdorf. The main method used in this diploma thesis is the in-depth analysis of strategic and action plans. On the basis this method was found that the activities mostly correspond to the analytical part. But preferentially are realised projects, for which can be used funding from grants, some cities state it directly in their strategic documents. The researching cities focus on the transport, the public administration and the communication with the public and the recreation and the tourism. By contrast, neglected areas are health services, the environment and the culture. Based on the focus of their strategic plans, cities were divided into four groups, these groups were then tested on effects of various factors. Content Analysis of National Strategic Plans on HIV/AIDS and Global AIDS Response Progress Reports from Eight Southeast Asia Countries

The purpose of this study is to explore the national policies, strategies, and programmatic responses on HIV/AIDS in eight Southeast Asia Countries by analyzing the contents of the National Strategic Plans on HIV/AIDS (NSPs) and biennial country progress report to UNAIDS from these countries. METHODS: Thematic content analysis method was used to analyze a total of 24 documents of the National Strategic Plan on HIV/AIDS and Global AIDS Response Progress Report submitted to UNAIDS from Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Thailand and Viet Nam. NVivo10 qualitative analysis software was used for coding and organizing documents. RESULTS: 28 main categories with sub-categories emerged from coding and analysis of NSPs and country progress report documents from eight SEA countries. NSPs from all countries significantly failed to tackle key topics in policy, social and economic environment around HIV control such as women empowerment, illiteracy, armed conflicts, natural disaster and humanitarian emergencies. CONCLUSION: In order to align with the global HIV strategy to reach Millennium Development Goals to stop the spread of HIV by 2015, SEA countries should improve their NSPs and progress reports by addressing the political, social, cultural, and economic factors which urgently need to be addressed. New technologies and approaches are important for developing HIV interventions to stop the HIV epidemic, but addressing policy, economic and social environment around HIV epidemic and control in SEA regions is a key for those HIV intervention strategies and programs to be effective in controlling for HIV.

The aim of this thesis was to present an overview of the Regional policy of the European Union and of the effects of this policy in relation to selected the town. The main aim was to evaluate the finances resources of the EU funds gained by the town of Písek in the period 2007-2013. Reaching the target was preceded by a theoretical basis, which explains basic terms related to cohesion policy and describes of effects of this policy in connection to the development of regions EU. On the main aim were followed sub-goals, who were achieved accross of the selected methods and procedures in a particular parts of thesis. The main goal and sub-goals were fulfilled. Sub-goals were to describe and analyze implemented projects to town of Písek, to analyze the use of finances from the funds of EU and to assess whether the projects were implemented in accordance with the aims of strategic plan of development town Písek. The last sub-goal of the formulation own proposals for the future of town of Písek were presented at the end of thesis.

The aim of the diploma thesis "The role of LAG Blanský les Netolicko in regional development and its contribution to stakeholders" generally was to prove the role of the LAG in regional development, and specifically to evaluate the usefulness and efficiency of activity of this particular LAG. It was based on the analysis of the activities of the local action group Blanský les Netolicko, namely activities consisting in identifying the needs and interests of the whole area, creation of strategic documents, setting goals and with these related measures and challenges involving the selection and implementation of projects, but also in terms of its own activity beyond the Strategic plan "LEADER". The theoretical part focused on the findings of regional development, rural development policy, Strategic plan "LEADER" and also at the concept of a local action group and the possibility of cooperation between municipalities. The following practical part dealt with the characteristics of the local action group Blanský les Netolicko, socio-economic analysis of the area, LAG strategic documents, completed projects and their evaluation in relation to the fulfillment of the Strategic Plan "LEADER", other LAG activities and especially the final evaluation of work efficiency of the LAG Blanský les Netolicko, which was based on current activities of the LAG it was supported by information obtained through a questionnaire survey among mayors of member municipalities.

O modelo de análise foi elaborado a partir de uma revisão da literatura sobre o tema fatores habilitadores e inibidores do alinhamento estratégico com a TI. O modelo foi fundamentado nas pesquisas de Luftman et al. (1999) e serviu como base de investigação, combinada com aspectos qualitativos dentro de uma pesquisa exploratória na Univasf. Para a coleta de dados, foi desenvolvido um questionário eletrônico que foi respondido por nove gestores ligados ao Planejamento Estratégico da instituição, bem como gestores ligados ao setor de TI, além de uma entrevista com os principais gestores do planejamento estratégico e do setor de TI. Os resultados obtidos permitiram a identificação de práticas que facilitam e inibem o desenvolvimento de um planejamento estratégico de TI alinhado com os objetivos institucionais. Tais práticas demonstram que a alta gestão da universidade precisa demandar esforços em relação a esses fatores a fim de promover melhorias efetivas no processo de planejamento estratégico de TI da instituição. / Over recent years, Information Technology (IT) has occupied an important role in Brazilian public organizations and its usage as a strategic plan tool has achieved a distinct position. This research aims at identifying the limiting and inhibiting factors for the establishment of a Strategic Plan for Information Technology in consonance with the Institutional Developing Plan of the Universidade Federal do Vale do São Francisco (Univasf). The analysis model used in this study was based on a review of the specialized literature about the topic “enabling and inhibiting factors for the strategic alignment with IT.” The analysis model was developed according to the studies of Luftman et al. (1999) and such model was used as the basis of this investigation, combined with qualitative aspects of an exploratory research carried out at Univasf. By means of data collection, an electronic questionnaire was created and answered by nine managers associated with the Strategic Plan of Univasf, as well as managers associated with its IT sector; in addition, an interview with the main managers of its Strategic Plan and IT sector was carried out. The results that this study found out allow the identification of practices that facilitate or inhibit the development of an IT strategic plan in consonance with the university’s institutional objectives. Those practices demonstrate Univasf’ top management should gather efforts, regarding such factors, to promote effective improvements in its IT strategic plan process.

The aim of the diploma thesis is to analyse and evaluate the activities of the selected local action group (LAG) within the region. This paper does not evaluate only the current effectiveness of the LAG's work, but also its impact on regional development. The theoretical part focuses on regional policy, rural development policy, municipal cooperation and explains concepts such as LEADER method or local action group. The practical part describes both the basic characteristics of the LAG's functioning and outlines realized projects, explaining the principle and possibilities of financial support. Based on the questionnaire, the participation of municipalities in the area will be analysed. The answers of representatives of municipalities will outline the effectiveness of selected LAG and outline the impact of interregional cooperation. According to the findings and results, possible improvements will be proposed. The result of this work will be the analysis of the influence of regional cooperation of the selected LAG on the development of the region.

The alignment of Faith - Based Organisations’ (FBOs) services with the HIV and AIDS National Strategic Plan (NSP) 2007 - 2011 in Ekurhuleni Metropolitan Municipality (EMM)

The HIV and Aids pandemic and its impact on socio-economic development in South Africa led to the development of the broad National Strategic Plan (NSP 2007-2011) with the aim to guide the country’s response to the pandemic. This document was the second plan post 1994, to deal with the pandemic, the first one being the NSP 2000-2005. However, despite addressing the HIV and Aids pandemic since the 1990s, national statistics indicate that the country still grapples with curbing the spread of new HIV infections. The goal of the study was to investigate the alignment of the FBOs HIV and Aids service delivery with the NSP 2007-2011 in Ekurhuleni Metropolitan Municipality (EMM). To achieve this goal, the study conceptualised and analysed the NSP 2007-2011 with regards to its implications for partnerships in addressing the HIV and Aids pandemic within the context of the social development approach. The study investigated the Faith-Based Organisations (FBOs) HIV and Aids service delivery, the main partners in the field and policy implementation, to establish the extent of their service alignment with the NSP 2007-2011 and to identify and describe elements required for service delivery necessary for alignment to the policy. A qualitative research approach, using a collective case study design was utilised for the study. Data was gathered by means of two focus group interviews with the HIV and Aids Projects’ managers/coordinators in the employment of the Christian-based FBOs in Ekurhuleni. Findings showed that most FBOs HIV and Aids service delivery focus on the management of the disease, and as a result neglect the grassroots and fundamental integrative prevention services. Some difficulties in the partnership between FBOs and government were found by the study, coupled with poor communication between government and FBOs leading to the isolation of FBOs in rendering HIV and Aids services. Research findings further revealed poor application of the NSP 2007-2011 elements of effective communications, partnerships, service coordination, monitoring and evaluation including provision of support through financial resources by government to enhance FBOs HIV and Aids service delivery. The study concluded that the FBOs service delivery in the field of HIV and Aids in EMM is not in full alignment with the NSP 2007-2011. Furthermore, it was established that without an application of the developmental approach to facilitate the implementation of the NSP elements, FBOs HIV and Aids service delivery in alignment with the NSP 2007-2011, will be difficult to achieve. The study recommended that the NSP implementation must be based on the social development model to facilitate HIV and Aids service delivery linkages amongst government departments on a broad range of the interrelated development issues caused by the pandemic. It was also recommended that future National Strategic Plans should include social developmental themes, to ensure improved alignment of FBOs HIV and Aids service delivery, namely, a rights-based approach; partnerships; economic and social development; participation and a macro and micro focus. In particular, it was noted that government needs to strengthen its partnership with the FBOs and to provide intensified funding towards HIV and Aids service delivery. The aim of my graduation theses is the analysis of spatial planning legislation in the Czech Republic between 1945 and present. In the theoretical part I have explained basic terms and the legal regulation of spatial planning and I have presented individual concepts of spatial planning legislation since 1945. Besides the comparison of the basic concepts of spatial planning, the practical part mainly deals with the analysis of the relation of spatial and strategic plans. I have defined the main differences between these documents and compared whether it is advantageous for the municipality to start with a spatial plan or a strategic plan. Furthermore, I have focused on the creation and the content of the spatial plan of Domažlice, focusing on the compliance of legislation in the area of spatial planning, as well as the advantages and disadvantages of current legislation and the weaknesses of the spatial plan in Domažlice. Finally, I have indicated my own suggestions on how to improve the situation.

Another aim of this thesis is to explore the surroundings of the company, especially its existing competitors. The thesis is divided into two parts. Theoretical, where I describe the definition of the strategic planning process and its parts as well as determination of the company's vission and mission, strategic analysis and specific types of possible strategies, all by usining the literature sources. The second part is a practical part where I apply the theoretical principles of marketing planning to specific example of our travel agency.
