Desde 2005 quando os moradores da região do Butantã tomaram conhecimento que o poder público estava finalizando a elaboração da minuta do projeto de lei que regulamentaria a Operação Urbana Consorciada Vila Sônia, prevista no Plano Diretor Estratégico de 2002, os conflitos vieram à tona. Durante um longo período os moradores se reuniram a partir de associações e entidades representantes dos moradores dos diversos bairros que compõem a Subprefeitura do Butantã, como a AMAPAR e a Rede Butantã, como também criaram novos movimentos para representá-los diante do poder público e para organizar a população que ainda não tinha conhecimento das possíveis modificações que a OUVCS traria à região. Os embates foram longos e o resultado foi a paralisação desta operação urbana. Esta pesquisa procurou desvendar o contexto socioeconômico em que nascem e se firmam estas políticas públicas para a produção do espaço urbano, bem como analisar as razões que fizeram com que estes instrumentos urbanísticos, como as operações urbanas previstas no Estatuto da Cidade de 2001, ganhassem tanta primazia na metrópole paulistana em detrimento dos demais instrumentos, também previstos no Estatuto da Cidade, que poderiam amenizar as nossas desigualdades socioespaciais. Partimos do pressuposto que tais instrumentos urbanísticos veem contribuindo de forma mais acentuada para a realização do capital financeiro e imobiliário no espaço urbano, ao invés de trazer melhorias sociais e ambientais à população, como tem sido anunciado pelos discursos que tentam legitimá-las. No caso específico do Butantã, nos preocupamos em compreender a dinâmica da região na reprodução da metrópole paulistana, bem como analisar as estratégias de luta dos movimentos sociais da região e as estratégias e discursos do Estado na tentativa de implementar a OUCVS, abrindo caminho para mais uma frente de expansão para o setor imobiliário dentro da metrópole. / Since 2005, when the inhabitants of the region of Butantã learned that the government was finalizing the draft of a bill which would regulate the Vila Sonia Consortium for Urban Operation, foreseen in the Strategic Master Plan of 2002, conflicts have emerged. For a long period, the inhabitants of this region assembled in associations and representative organizations of residents of the several neighbourhoods which compose the Sub Prefecture of Butantã, such as AMAPAR and the Rede Butantã, and created new movements to both represent them in the public administration and organise the population who still didnt know about the modifications that the OUVCS (Vila Sonia Consortium for Urban Operation) would possibly bring to the region. The conflict was long, resulting in the paralysation of this urban operation. This research has tried to unveil the socio-economic context which gives rise and establish these public policies for the production of the urban space, analysing the reasons which have allowed urban instruments such as this one, alongside the urban operations foreseen in the 2001 Statute of the City, to reach such importance in the metropolis of São Paulo in detriment of other possible instruments, also foreseen in the Statute of the City, which could lessen our socio and spatial inequalities. We have worked on the assumption that such urban instruments have been contributing more markedly to the financial and real estate capital achievements of the urban space as opposed to bringing social and environmental improvements to the population, as it has been heralded in speeches which try to legitimate them. In the specific case of Butantã, we were concerned with understanding the dynamics of the region in the reproduction of the metropolis of São Paulo and analysing both the fighting strategies of the social movements in the region and the strategies and official speeches attempting to implement the OUCVS (Vila Sonia Consortium for Urban Operation), thus paving one more way to the expansion of the real estate sector in the metropolis.

Facilities Management: How Public Leadership is Responding to Crisis

This research presents the results of a qualitative and quantitative investigation to understand the challenges of public sector facilities management and maintenance to include the negative impact of deferred maintenance, it’s history, the current industry practices and the potential to reverse the negative impact of the current trend. History has been known to speak loudly, and with accuracy relative to the expansion of public facilities and the challenge to maintain them. The challenge to keep pace with the growing population and the ever-changing requirements for contemporary designs are felt in every sector of our public facilities. Regardless, we, the public trust that those responsible are managing these assets effectively and efficiently. Research indicates that this doesn’t appear to be the case. This study serves as a measurement against the historical performance of public facilities management practice. There have been decades of growth in public assets. During that time, innovation within operational practice and technology offer new opportunities for organizations to address issues of efficiency that translate directly in a measure of effectiveness. Given the continued outcry for additional funding, it seems that there are challenges that continue to exist despite the innovation offered. This study focuses on those challenges. Further analysis, based on successful models of public facilities management, provides insights as to what practices, if adopted, may drive the lesser achieving programs toward greater effectiveness. This paper also includes the results of a study that focuses on the current practices of public facilities management programs. The intent is to identify elements that either support or detract from efficiently operated, effective facilities departments. Given the nature of this industry, both objective and subjective elements were addressed. Objectively the organizational hierarchy and the associated communications pathways were identified. Subjectively, the lifecycle of the facilities mission was dissected and discussed throughout an interview process. Fifteen specified data points were addressed, which included questions related to accountability, effective communication, data driven program development, allocation of resources, documentation of work performed, continuous training and education and the use of technology. In order to reverse the declining momentum, we must first identify the most common areas that challenge facilities managers and understand how they currently address those challenges. This research will address the following questions: What do facilities managers perceive to be the greatest obstacles to ensuring their facilities are properly maintained? What factors do facilities mangers perceive to be the greatest challenge to ensuring sufficient resources are allocated to current maintenance? To what degree do facilities managers perceive that more effective communications would positively impact the effectiveness of facilities management and maintenance. The results of this research presents a comprehensive understanding of the challenges that face public sector facilities leadership teams, the history and creation of excessive deferred maintenance and finally, future opportunities that identifies best practices and presents an artifact that reflects a means to resolve those deficiencies identified within the current facilities management environment.

Vztahy mezi formou zpracování a mírou realizace strategických plánů / Relations between forms of processing and a rate of realization of strategic plans

Nowadays, there is quite a lot of attention dedicated to strategic planning in Czechia. This process is ended by a document which should indicate the direction of the area's development. A strategic plan is the document of a territorial development which is processed by municipalities and regions. To be able to fulfill the purpose of the strategic plan, it is necessary to use the document - which means to put projects approved in the document into practice. The strategic plan is processed in two basic ways - community method of processing and expert method of processing. The main purpose of this writing is to identify if one of these methods leads to a better success rate of the document. The success rate is indicated by the bigger amount of implemented projects or activities and also by a positive change in defined area which could not be possible to achieve with no strategic plan. The principal hypothesis is that community method of processing leads to the better success rate of the document. This hypothesis is based on concepts of social and human capital as well as on social networks which underline cooperation and the ability of consensus. The main goal of the thesis is to analyze a business project TamTam. The partial aim is to confirm respectively to refut the presumptions that were set by the co-founders of the project. Another goal is to evaluate the feasibility of the current strategic plan. If the current strategic plan shows to be unfeasible, an alternative strategic plan with a different business model will be proposed. The theoretical part describes the methods which are used in the practical part. The practical part analyzes the market with Vietnamese entrepreneurs. The companys financial position will also be evaluated with suggestions for improvement. In the last chapter, an alternative strategic plan is drafted and recommended. Analytical conclusion of the alternative strategic plan is measured against ROE, EVA, net present value and SWOT analysis.

This diploma thesis investigates the topic of strategic management of human resources in the selected healthcare organization. The aim of thesis is to define short-term and long-term strategic goals of human resources management connected to the basic mission and vision of the department in the healthcare organization. The development of appropriate strategic objectives will be based on the analysis of the internal environment and also will include the results of analysis of external environment. The theoretical part of the diploma thesis involves chapters about human resources as part of strategic management, its history and possible views on that. Other chapters define the human resources management in healthcare, what are the prerequisites for successful management and strategy development. This is also related to personnel management tasks. Afterwards, the specific relevant focus is on ensuring human resources from the point of view of the organization - human resources planning, recruitment and selection of employees, the subsequent adaptation process and staff evaluation. (in English): The theme of this thesis is a strategic plan for the University Library at The Technical University of Liberec for years 2012-2015. The first two parts give a detailed analysis of the present condition of the Library containing all the accessible statistical data and the research outcome of the users needs. Based on the collected data in the following text targets are set which when reached should increase the prestige of the Library and thereby the University. The next chapters outline the specific steps to reach the set targets. A part deals with changing the processes of Acquisitions and Cataloguing. Futhermore additional features as reference services, web sites, accessing Electronic theses, dissertations and organization. Potentially some new things should be considered such as an institutional Repository, a discovery system, expansion of RFID technology (Radio Frequency Identification), a selfcheck, providing e-books and other new electronic developments. L’objectif principal de notre travail consiste à interroger le rôle des espaces de consommation dans les stratégies pour l’attractivité des territoires. Comment la notion de consommation s’inscrit-elle dans la dynamique de développement territorial, en particulier, à travers la relation « image – marketing - attractivité »? Il s’agit de comprendre « le concept d’espace de consommation nouveau » tel qu’il est employé aujourd’hui par les territoires qui cherchent à renforcer leur attractivité. Pour mettre en évidence l’importance des espaces de consommation dans les politiques pour l’attractivité, nous illustrerons trois expériences territoriales suite à une partie théorique développant le thème de l’attractivité territoriale et celui de l’espace de consommation : 1. La ZAC de Paris Bercy et son espace de consommation, Bercy Village : On choisit comme exemple, le quartier de « Bercy Village » créé dans le cadre de la ZAC Paris Bercy à la fin des années 90. 2. Les projets et stratégies de régénération urbaine de Turin (Italie) : La ville de Turin est en quête d’attractivité en renforçant les domaines de la culture, des loisirs et du tourisme. L’importance de l’attraction du méga-évènement et de l’élaboration des démarches stratégiques globales pour la ville (en occurrence, le projet de Spina Centrale et le Plan Stratégique de Turin) est particulièrement soulignée dans cet exemple 3. Le projet de restauration de la rivière Cheonggye (Séoul, Corée du Sud) : La ville de Séoul, en restaurant une rivière oubliée dans un quartier commercial souffrant de l’encombrement du trafic et de la pollution, a réussi à créer une nouvelle promenade fluviale très attractive pour les citadins. / The principal aim of our work consists of questioning the role of consumption activities and spaces in local strategies for attractiveness. How is the concept of consumption involved in the dynamics of territorial development, in particular, in terms of the relation among “image,” “marketing” and “attractiveness”? How can we understand “the concept of new consumption space” such as it is employed by the cities that desire to reinforce their attractiveness? To emphasize the importance of consumption spaces in policies for local attractiveness, following a theoretical discussion (part one), we present three case studies (part two) exploring the questions of territorial attractiveness and consumption space: 1. Our first example is “Bercy Village,” a new Parisian consumption space created within the framework of the ZAC Paris Bercy at the end of the 1990s. 2. Second, we examine projects and strategies of urban regeneration in Turin, Italy. Turin is in search of attractiveness by reinforcing the aspects of culture, leisure and tourism. The importance of the attraction of mega-events and the development of global urban strategies (the Spina Centrale project and Turin’s Strategic Plan) is particularly stressed in this example. 3. Finally, we turn to the restoration project of the Cheonggye river (Cheonggyecheon). Seoul, the capital of South Korea, recently restored a forgotten river in an old commercial district, notorious for traffic jams and pollution. Through this project, Seoul was able to create a new attractive riverwalk for city users.

The main aim of this thesis was to analyze the cooperation between Local Action Groups in the Czech Republic. From the time perspective to determine, whether LAG is trying to cooperate more among themselves and thus gain even more financial resources to ongoing Cooperation projects. The other objectives of the second part is devoted to the thesis, which is specifically focused on the cooperation project called ?Rural Market II?, which was implemented under the cooperation of six participating LAGs. The mentioned project was based on the cooperation of six Local Action Groups and the main goal is to encourage local entrepreneurs in the territorial specific LAG. As an interim target was set an objective assessment of gaps in data collection in the catalog business, which was implemented under the Rural Market II.

The role of human resource management in supporting the strategic objectives of the Environmental Programmes Branch of the Department of Environmental Affairs

The study employed a quantitative research method, which is descriptive in nature, to determine the role of Human Resource Management in supporting the strategic objectives of the Department of Environmental Affairs. This interest was explored with particular reference to the Environmental Programmes branch of the Department of Environmental Affairs. Data was gathered from senior, middle and junior managers through self-administered questionnaires and it was then analysed using statistical methods and graphs. The findings reveal that the role of Human Resource Management in supporting the strategic objectives of the Department of Environmental Affairs is not efficiently elevated or viewed to have any influence on the desired goals of the Department of Environmental Affairs. As a result, the Human Resource Management component is not considered a strategic partner. Furthermore, the senior, middle and junior managers know very little about the Human Resource Management strategy and there exists a lack of emphasis on the development and implementation of joint strategic human resource management plans between the managers and the Human Resource Management component. / Public Administration / M.P.A.

A grant from the RDP can ask all rural areas in the Czech Republic, in addition to the capital.
