Procuramos partir do contexto de atuação do capital inglês no município de São Paulo por meio da organização da empresa britânica Companhia City, assim como destacar as relações econômicas, sociais e espaciais com a cidade e o lançamento do Jardim América como bairro-jardim. Descrevemos o bairro em seu processo de transformação ao longo do tempo, sua acentuada caracterização como bairro-jardim e sua posterior descaracterização. Também analisamos o movimento de defesa do Jardim América e a conseqüente preservação de seu traçado e limites, bem como sua reunião aos bairros vizinhos, os quais assimilaram dele a característica de bairro-jardim. Esse movimento enfatizava o tombamento da região conhecida hoje como .Jardins., a primeira área urbana residencial a alcançar o estatuto de patrimônio paisagístico na cidade de São Paulo, com base na paisagem e no traçado urbanos. / The main object of this work is a part of Jardim America's history, which has begun with the first project proposed by the planners Raymond Unwin and Barry Parker, in England, until the process of its official registration as lanscape patrimony in the city of São Paulo. We seek to set the analysis from the context of performance of the English capital in the city of São Paulo by means of the organization of the British Companhia City, and to emphasize the economical, social and spacial relationships with the city and the release of Jardim America as garden quarter/district. We describe the city district during its transformation process along the time, its accentuated characterization as garden quarter/district and its subsequent decharacterization. We also analyze the movement in defense of Jardim América and the consequent preservation of its plan and limits, as well as its integration with the neighboring city districts, which have assimilated the garden quarter/district characteristics. That movement emphasized the official registration of the area known today as Jardins, the first residential urban area to get the statute of landscape patrimony in the city of São Paulo, based on the landscape and its urban plan.

Territórios de intermediação: uma hipótese para a cidade contemporânea / Territories in-between: a hypothesis for the analysis and the project of contemporary city

Este trabalho trata da atualidade e aplicabilidade à cidade contemporânea do conceito in-between territórios de intermediação-, desenvolvido inicialmente em pequena escala, dentro da crítica que a última geração dos ciam fez ao pensamento urbanístico modernista. Para tanto é realizado um mapeamento dos conceitos, condições e problemas enfrentados pelo urbanismo no último século. O percurso desenvolvido mostra a emergência de algumas figuras e temas na passagem da cidade moderna para a contemporânea, que se apresentam como possibilidades de experimentação fecunda no campo da arquitetura e do urbanismo. A malha teórica traçada é confrontada com os estudos de caso onde se exploram as possibilidades de aplicação desses conceitos a uma realidade determinada, analisando-se o caso do Projeto Recife-Olinda (2005- 2007) e articulando-se a análise a temas e materiais específicos de outros projetos relevantes que ajudam a iluminar o problema. Assim, a figura ou conceito territórios de intermediação (in-between) e o tema terrenos vagos são trabalhados como resultante expressiva dos dois movimentos de passagem da cidade moderna para a contemporânea: separar e distanciar e dispersar e fragmentar. Enquanto temas e materiais correlatos, foi pesquisado o desenho e articulação dos sistemas fundamentais da cidade mobilidade, habitação, centralidade e meio ambiente. Conclui-se que o in-between é atual, sim, para capturar determinadas necessidades do projeto urbano no contexto de uma cidade contemporânea marcada pela fragmentação, pelas mudanças rápidas e indeterminações próprias das redes desterritorializadas e a conseqüente ampliação das desigualdades territoriais / This work addresses the currentness and applicability to the contemporary city of the in-between concept intermediation territories developed initially in small scale, within the criticism that the last ciam generation made to the modernistic urbanistic thought. For this purpose, a mapping is performed of concepts, conditions, and problems faced by urbanism in the last century. The path developed shows the emergence of some pictures and themes in the transition from the modern city to the contemporary one, that present themselves as possibilities of fecund experimentation in the fields of architecture and urbanism. The theoretical mesh plotted is compared to case studies, where the possibilities of application of these concepts to a particular reality are exploited, analyzing the case of the Recife-Olinda Project (2005-2007), and articulating the analysis with specific themes and materials from other relevant projects that help throwing light on the problem. This way, the picture or concept intermediation territories (in-between), and the vacant lots themes are worked out as expressive resulting of the two movements of passage from the modern city to the contemporary one: separating and setting apart and dispersing and fragmenting. As correlate themes and materials, the design and articulation of the citys key systems were researched mobility, housing, centrality, and environment. The conclusion is that in-between is current, yes, to capture certain needs of the urban project, in the context of a contemporary city, marked by fragmentation, by quick change and indeterminations that are characteristics of deterritorialized networks, and the consequent expansion of territorial inequalities.

Le Programme National de Rénovation Urbaine (PNRU), initié au titre de la loi Borloo du 1er août 2003, a été explicitement conçu pour s’attaquer à des questions urbaines et sociales lourdes : obsolescence du parc de logements des organismes HLM, concentration de populations paupérisées dans des espaces qualifiés d’espaces de relégation, discriminations liées à la nationalité ou à l’origine géographique. Calibrée pour répondre aux problématiques des quartiers difficiles des grandes villes, sa diffusion à l’ensemble des territoires prioritaires et en direction de villes petites et moyennes témoigne du succès de la formule et, suis generis, d’une appétence particulière de ces dernières pour le changement, pour l’action et la communication autour de ces « maxi-projets urbains », parfois hors d’échelle.En inscrivant notre réflexion dans une relecture des théories de la transaction, nous avons interrogé les récits et les discours des acteurs décisionnaires engagés dans les opérations de rénovation urbaine d’envergure des villes moyennes à l’échelle de la région Bretagne. En somme, quand, comment et sur quoi se fonde l’engagement de la puissance publique dans le choix de la démolition et comment comprendre l’adhésion massive des villes moyennes à ce dispositif ? Il s’agit donc de s’intéresser, d’une part, aux conceptions de l’espace portées par ces opérations et, d’autre part, d’interroger les logiques de l’action sur lesquelles elles reposent. / The National Urban Renewal Programme (NERP), launched by the Borloo law passed on 1 August 2003, was explicitly designed as an answer to strong social and urban issues: housing obsolescence of the HLM, concentration of population in space which are considered as impoverished areas, relegation and discrimination according to nationality or geographical origin. Calibrated to address problems of the difficult areas of large cities, its diffusion to all priority areas and towards small and medium-sized towns reflects the success of the formula, and, by the way, a special appetite for action and communication about these "maxi urban projects" sometimes oversized.Mobilising a proofreading of transaction theories, we have analysed the stories and speeches of local actors and policy maker involved in large-scale operations of urban renewal in mid-sized cities across Brittany. In sum, we ask when, how and on what basis repose the commitment of the public authorities in the choice of demolition and how to understand the massive support of medium-sized cities in this device? This includes developing interest, on the one hand, about the concepts of space including in these operations and, secondly, to evalue and ask the logic of the action of the programme.

Dans un contexte de mutations urbaines, d’émergence de dynamiques nouvelles telles que la mondialisation et métropolisation et de multiplication des acteurs intervenant sur les territoires, la question de la cohérence des espaces et des actions qui y sont menées se pose de plus en plus fréquemment. Le projet urbain apparaissant comme l’outil incontournable de la ville contemporaine, cette réflexion pose l’hypothèse selon laquelle la cohérence du projet urbain global réside dans l’articulation des projets relatifs aux différentes échelles constitutives du territoire. Un des objectifs de la recherche est de mesurer l’impact de notre contexte contemporain d'incertitude sur la planification à travers la notion de projet urbain et les modes d’élaboration de projets. La réflexion s’intéresse donc aux outils émergents et à développer qui facilitent l’articulation des échelles et phases de projets, articulation identifiée comme élément indispensable de la cohérence du projet urbain. Cette articulation est identifiée comme cruciale pour atteindre une certaine cohérence urbaine car elle révèle les interactions des interventions opérationnelles les unes sur les autres, et permet d’évaluer leur degré de cohérence avec la planification globale. Cette question revêt un caractère particulier à Saint-Etienne car le territoire cumule les projets relevant d’acteurs multiples. La recherche sous forme de Convention Industrielle de Formation par la Recherche est l'occasion de tester l'élaboration d'un outil de lisibilité et mise en cohérence du projet urbain stéphanois appelé «Atlas du projet urbain» au sein du pôle urbanisme et développement de la ville elle-même et d'un processus de construction partenariale du projet en devenir : "Saint-Etienne horizon 2025". / In a context of urban transformations, emergence of new process such as globalization and "métropolisation" and increase in the number of actors taking place on territories, the question about the consistency of spaces and actions which are led inside, settles there more and more frequently. The urban project appearing as the inescapable tool of the contemporary city, this reflection asserts the hypothesis that the consistency of the global urban project lies in the joint of the projects concerning the various essential scales from the territory.    One of the objectives of the research is to measure the impact of our uncertainty contemporary context on the planning through the urban project notion and the method of projects development. The reflection is thus interested in emerging tools which facilitates the joint of scales and projects steps, joint identified as essential element in the urban project coherence. This joint is crucial to reach some urban coherence because it brings to light the interactions of the operational interventions together, and allows to estimate their coherence degree with the global planning.   This question has a particular character in Saint-Etienne because the territory combines projects coming within several actors. The research in the form of Industrial Agreement of Training by the Research is the opportunity to test the development of a legibility tool and the coherence of the urban project of Saint Etienne called " Atlas of the urban project " within the town planning and development pole of this city which is Saint Etienne.

Politiser l'action publique : une approche par les instruments : le cas du programme Constellation / Politicize public action : an approach based on tools : the case of the Constellation project

Les grands projets urbains sont devenus des éléments indispensables des stratégies de développement local, dans un contexte de compétition entre les territoires. Leur pilotage nécessite souvent une remise en question des formes organisationnelles convenues de l'action publique. Ainsi, le programme Constellation, opération toulousaine réunissant une zone industrielle et deux éco-quartiers, a été l’occasion de ré-instruire les connaissances et les pratiques urbaines locales. Ce processus se matérialise dans des instruments d’action délibérément mobilisés pour domestiquer l’incertitude générée par la mise à distance du fonctionnement traditionnel du système de fabrication de la ville. Ces instruments, qui peuvent être des chartes, des équipes-projets, des procédures de désignation d’urbanistes ou d’architectes, des normes qualité ou des bases-vie de chantier, mobilisent de nouveaux acteurs et de nouvelles formes managériales. Les usagers leur attribuent une capacité à transformer la culture du projet urbain. Cette thèse vise à comprendre comment les acteurs instrumentent leur action en situation d’incertitude. Elle montre que l’action instrumentée active quatre types de médiation, pragmatique, épistémique, interactive et symbolique, dont les combinaisons produisent quatre mécanismes de confinement des problèmes : la socialisation et la communalisation, la sélection et la socialisation. L’ensemble rend compte d’une politisation de l’action, dans la mesure où les instruments transforment la nature des échanges, passant d’échanges économiques à des échanges politiques. / Large urban projects have come to play an indispensible part in local development strategies, in the context of competition between areas. Their successful conduct often requires calling into question conventional ways of organizing public action. The Constellation project in Toulouse, including an industrial zone and two eco-neighborhoods, provides an occasion to re-examine local urban knowledge and practices. This process is seen in the tools used deliberately to calm the incertitude caused by departures from traditional ways of building cities. They can include charters, team projects, procedural designations of urbanists and architects, drawing up of quality standards and managing on-site locales. They mobilize new participants and new forms of management. Users of the site accredit them with an ability to transform an urban project’s culture. This doctoral thesis intends to provide an understanding of how participants use these tools in a situation of uncertainty. It shows how action involves four types of mediation: pragmatic, epistemic, interactive, and symbolic. Combinations of these produce four mechanisms for delimiting problems: association and community building, selection and socialization. The whole gives an account of the politicization of action insofar as the tools transform the nature of exchanges, from economic to political ones.

Este trabalho tem como objetivo analisar o papel dos concursos públicos de arquitetura e urbanismo na produção do espaço urbano da cidade de São Paulo, no período entre 1989 e 2004. Os concursos são entendidos como políticas públicas de ação sobre a cidade. Percorrendo quatro gestões administrativas, a partir da análise dos editais, dos processos de julgamento e dos projetos premiados, esta dissertação identifica modelos de desenho urbano e visões de cidade, tanto no que diz respeito ao projeto da cidade em si, quanto em relação à participação dos diversos atores sociais envolvidos. Os concursos, se por um lado podem refletir a vanguarda do pensamento urbanístico tanto do poder administrativo nas diferentes gestões, quanto dos profissionais de urbanismo, por outro podem estar completamente descolados da realidade, ora em relação à viabilidade executiva de suas idéias, ora no entendimento das realidades locais. De qualquer forma, os concursos se apresentam como uma forma de discussão sobre o espaço urbano e de exposição de conflitos. / This job has the purpose to analyse the public architecture and town planning (urbanism) contests targeted in the urban space of Sao Paulo city, during the period between 1989 and 2004. The contests have been perceived as changes by public politics concerning the city. Examining the four municipal administrations, from the analysis of the contest main documents, judging processes and the prized designs, this dissertation identifies the urban design models and city foresights, as much as the city project design in itself, as far as the various social players involved. The contests, on the one hand, can deflect the vanguard of the urban thought developed by the government authorities in the different administrations or by the urban planning professionals as well. On the other hand, should be entirely out from the reality of the executive viability or from the local social needs. In any case, the contests present themselves as the pattern of the discussion about the urban space and the exposure of its conflicts.

Esta dissertação consiste em uma contribuição ao estudo de caso Projeto Urbano Anhumas em Campinas SP, situado nas bordas do anel viário do centro expandido, em área de vazio urbano formado pela desativação do leito ferroviário, no ponto onde se forma o ribeirão Anhumas. Com o objetivo de propor diretrizes para a re-integração da área ao tecido urbano do entorno, considera o desenvolvimento urbano, a formação histórica da morfologia da cidade, bem como o estudo dos aspectos legais, ambientais e da dispersão urbana. A análise se dá nas escalas local e metropolitana, sob a perspectiva do desenvolvimento de novas centralidades situadas ao longo das antigas ferrovias. Tem como pano de fundo as recentes teorias do urbanismo contemporâneo, analisadas através de casos concretos das experiências nacionais e internacionais, confrontadas com a realidade local. / This dissertation consists of a contribuition to the case study of the Projeto Urbano Anhumas in Campinas SP, located at the outskirts of the beltline of the expanded center of the city, in a vacant urban area created by the desactivation of the railroad bed at the point where the Anhumas stream is formed.
