Die aard van pleegvaders se betrokkenheid by pleegkinders : ‘n verkennende studie binneChild Welfare Tshwane

Die doel van die studie was om die aard van die betrokkenheid van pleegvaders by pleegkinders te verken binne Child Welfare Tshwane. Om hierdie doel te bereik is ʼn kwantitatiewe benadering gevolg om op ʼn objektiewe wyse die aard van dié betrokkenheid te bepaal. Die studie is volgens ʼn nie-eksperimentele navorsingsontwerp uitgevoer, synde die korrelasie-ontwerp wat die konsep vaderlike betrokkenheid eenmalig gemeet en korrelasies tussen veranderlikes ondersoek het. Data is ingesamel oor drie konstrukte van vaderlike betrokkenheid, naamlike interaksie, beskikbaarheid en verantwoordelikheid. Data is deur middel van 'n self-geadministreerde vraelys ingesamel. Die bevindinge van die studie het getoon pleegvaders oor die algemeen hoë vlakke van betrokkenheid by hul pleegkinders getoon het ten opsigte van al drie die konstrukte. Die pleegvaders het beide ‘n instrumentele rol, byvoorbeeld voorsiening in die kinders se basiese behoeftes, en ‘n ekpressiewe rol, byvoorbeeld emosionele steun en aanmoeding van die pleegkinders, vertolk. Temas wat in hul eie beskrywing van hul rol as pleegvaders na vore gekom het, was diè van emosionele ondersteuning, sosialisering van die pleegkinders, die bied van ekonomiese sekuriteit en interaksie met die pleegkind en dat hul dus ‘n aktiewe byrae tot die uitvoering van die gesinsfunksies gelewer het. Hoewel die meerderheid van die pleegvaders bejaard was en bedags tuis teenwoordig was, het dit nie betekenisvol verskil van die betrokkenheid van pleegvaders wat voltyds gewerk het nie. Daar is tot die gevolgtrekking gekom dat maatskaplikewerkdienste ook die pleegvader behoort in te sluit en daarop fokus om pleegvaders te motiveer om betrokke te wees by die versorging van pleegkinders. Despite Africa’s exceptional FDI performance during the past decade, the majority of FDI inflows have been directed to a few selected countries. As investors face many risks when investing in developing countries it is argued that risk perception plays a vital role in the FDI inflows into Africa. This thesis focuses on the relationship between risk and FDI. A structural equation model is used to analyse this relationship with a dataset of ten risk categories and FDI data from 42 African countries. The importance of SEM for this study lies in the capability of modelling data from multiple groups. Hence, the four sectors used comprise metals, automotive, communications and the real estate sector. Overall results indicate that government effectiveness and legal and regulatory risks produce the biggest concern for investors. The conclusion is that there are different risk patterns regarding FDI in Africa. The design and management of surface mine haul roads

Unpaved mine haul roads provide the principal means of material transport on surface strip coal mines. With the expansion of surface mining in South Africa and in particular coal strip mining, the use of ultra-heavy off-highway trucks, currently capable of hauling payloads in excess of 160t, has become commonplace. Design and management of these roads was based primarily on local experience and adopted empirical guidelines. This design method served its purpose in an era when off-highway trucks were lighter and less financial outlay was required, both in terms of initial pavement construction costs, ongoing road maintenance costs and vehicle maintenance costs. As the trend in increasing truck size continues, these current pavement design and management systems proved inadequate. Not only would the maintenance costs of existing roads increase, vehicle operating and maintenance costs would also increase prohibitively. The primary objective of this research was the development of a portable and practical total haul road design and management methodology that encompasses both pavement strength, wearing course functionality and road maintenance management components. The structural design concerns the ability of a haul road to carry the imposed loads without the need for excessive maintenance. A revised mechanistically derived structural design is presented together with the associated limiting design criteria and recommended target effective elastic modulus values for the construction materials available. The placement of those materials as pavement layers, such as to optimise their performance both as individual layers and over the entire structure is analysed. Functional design aspects refer to the ability of the haul road to perform its function, i.e to provide an economic, safe and vehicle friendly ride. This is dictated to a large degree through the choice, application and maintenance of wearing course materials. The development and analysis of suitable material selection guidelines for use in haul road functional design was allied to the development of a qualitative defect assessment and ranking methodology in order to assess the utility of established performance related selection guidelines and as a basis for revised functional performance parameter specification. A revised range of parameters was derived based on road-user acceptability criteria. By "analysing the trends evident in the individual defect rankings, the predictive capability of the specification was enhanced by depicting the typical functional defects arising when departures are made from the recommended material property limits. Maintenance design concerns the optimal frequency of wearing course maintenance commensurate with minimum vehicle operating and road maintenance costs. A qualitative road roughness evaluation technique was developed as a precursor to the development of a model for roughness progression. Expressions were developed to enable direct comparison to be made between the qualitative roughness defect score and International Roughness Index (IRI). The second element of a maintenance management system was based on models of the variation of vehicle operating and road maintenance costs with a road roughness model. The combination of these models enabled the optimal maintenance strategy to be sought based on the minimisation of these costs. Sub-optimal maintenance strategies were seen to be associated with unwarranted expenditure on total road-user costs. This thesis makes a contribution to the state of knowledge through the development and synthesis of structural, functional and maintenance management aspects of haul road design. The adoption of these revised and improved haul road design methodologies are associated with potentially significant cost savings and operational improvements. Because the development of resources in any language is an expensive process, many languages, including the indigenous languages of South Africa, can be classified as being resource scarce, or lacking in tagging resources. This study investigates and applies techniques and methodologies for optimising the use of available resources and improving the accuracy of a tagger using Afrikaans as resource-scarce language and aims to i) determine whether combination techniques can be effectively applied to improve the accuracy of a tagger for Afrikaans, and ii) determine whether structural semi-supervised learning can be effectively applied to improve the accuracy of a supervised learning tagger for Afrikaans. In order to realise the first aim, existing methodologies for combining classification algorithms are investigated. Four taggers, trained using MBT, SVMlight, MXPOST and TnT respectively, are then combined into a combination tagger using weighted voting. Weights are calculated by means of total precision, tag precision and a combination of precision and recall. Although the combination of taggers does not consistently lead to an error rate reduction with regard to the baseline, it manages to achieve an error rate reduction of up to 18.48% in some cases. In order to realise the second aim, existing semi-supervised learning algorithms, with specific focus on structural semi-supervised learning, are investigated. Structural semi-supervised learning is implemented by means of the SVD-ASO-algorithm, which attempts to extract the shared structure of untagged data using auxiliary problems before training a tagger. The use of untagged data during the training of a tagger leads to an error rate reduction with regard to the baseline of 1.67%. Traditionally, organisations have focused efforts in developing their people towards improving so-called areas of deficiency, identifying the flaws of employees and putting intervention structures in place to rectify and redress these areas. Limited efforts have seen the accentuation of employees‟ strengths as a means of developing those employees‟ full potential, as prescribed in the Positive Psychology. In a balanced organisational development approach, both areas of strength and deficit should be developed in order to harness optimum human potential and growth. This balanced approach is critical, as it provides for full spectrum development of the individual and creates opportunity for the attainment of positive work-related outcomes, such as work engagement. The objective of this research study was to test a structural model of job resources in the form of organisational strengths use and organisational deficit improvement; personal resources in the form of individual strengths use and individual deficit improvement; and work engagement; to relate the conceptualised job- and personal resources to established job- and personal resources in the nomological net and to investigate possible structural paths between job- and personal resources and work engagement. This study was conducted in order to gain more knowledge and a better understanding of the outcomes of following a balanced strengths use and deficit improvement approach (SDBA), both from an organisational (job resource) and individual (personal resource) perspective. Participants in the research were sport coaches from primary and secondary schools. The Mplus and SPSS programmes were utilised for purposes of statistical analysis. A cross-sectional research approach was used. An availability sample (N = 364) of teachers who act as sport coaches in Gauteng, North-West and Free State based schools was used. Competing measurement models were used to confirm factor structures for adapted versions of the Strengths use and Deficit Improvement Questionnaire (SUDIQ), as well as the Utrecht Work Engagement Scale (UWES). These measurement models confirmed a four-factor and one-factor model structure for the adapted versions of the SUDIQ and UWES respectively. After factor structures had been confirmed, reliability of the adapted measures was assessed by means of Cronbach alpha coefficient values. The relation of the conceptualised job resources of organisational strengths use and organisational deficit improvement to established job resources was assessed by incorporating the job resources of opportunities for learning and independence at work into the study. In the case of the conceptualised personal resources, individual strengths use and individual deficit improvement were related to self-efficacy and self-esteem. This was done in order to theoretically relate these variables in the nomological net of other job resources and personal resources. Subsequently, structural equation modelling was used to investigate the relationship between the job resources of organisational strengths use and organisational deficit improvement, personal resources individual strengths use and individual deficit improvement; and work engagement. Through categorical estimation the research found individual strengths use to be the strongest predictor of work engagement, followed by individual deficit improvement and organisational strengths use. Organisational deficit improvement was proven as a statistically insignificant predictor of work engagement. India is fast becoming one of the largest economies worldwide, with expectations of becoming the second largest economy by 2050. The growth this country is demonstrating is accompanied by integration with other economies with active engagement in trade and investment in the world economy. Analysts and researchers strive to understand the possible effects of the rise of India on the global economy. The influence of India’s rise on Africa is an arguable topic. The Indo-Africa relationship has a strong political and socio-economic history. This relationship has undergone some changes since 1990 when India started a new approach that included internationalisation. In the modern economy the trade and investment from India to Africa have illustrated fast growth rates. It is claimed that India’s main interest in Africa is to gain access to Africa’s abundant resources with the intention of supporting its economic growth. This creates some concern on the nature of India’s involvement in Africa; whether or not it will increase the development and whether it will put pressure on Africa’s control of its resources. This study focuses on understanding the extent of Indian FDI in Africa and the factors that determine this involvement. Africa is known as the poorest continent worldwide; hence the development should be managed and controlled in order to sustain the growth. The flows of FDI to this continent can provide some advantages that include growth and development, while FDI can also prompt some disadvantages such as resource extraction. Profiling the determinants of Indian FDI in Africa provides an understanding of the influence India may have on Africa. Profiling the determinants of Indian FDI in Africa is done by means of a literature study that identifies the determinants that are applicable to African FDI. These determinants include natural resources, market size, political instability, macro-economic instability, weak policies, inflation, good governance, investment, GDP, growth, openness and oil production. Following the literature study an analysis is done on the trend of FDI worldwide and especially between India and Africa. The overall amount of FDI flows illustrates large increases globally and developed regions account for the majority of FDI flows. The trends of flows illustrate some changes that highlight the prominent role developing countries are starting to play. Africa is classified as a developing region that accounts for a fairly small amount of the total flows to the developing regions. It is noted that Africa’s share is steadily increasing and is expected to keep on rising. Indian FDI to Africa has demonstrated some staggering increases, while India claims to further increase its involvement. India’s FDI mainly flows to the resource sectors such as oil, coal and gas. India also states to expand its FDI involvement into African sectors such as the infrastructure, information technology, computer software, services and telecommunication. Identifying the specific determinants of Indian FDI in Africa is established by estimating models using the Structural Equation Method (SEMs). A combination of a factor analysis and regression analysis is estimated. The specific determinants that influence Indian FDI in Africa include government effectiveness, control of corruption, crude oil price, school enrolment and exports. The level or value of the investments is influenced by the government effectiveness and rule of law. This study concludes that India’s involvement in Africa is increasing.
