How effective are current drug education programs as a means of preventing illicit substance abuse in teenagers

Western Governments have been obliged to tackle illicit substance abuse by focusing on health issues, this has resulted in preventative policies that direct drug education through schools. As a consequence there are hundreds of drug education programs and the majority are competing for funding under the same auspice. Victoria's response has been to develop a prevention program known as Get Real and phase it into Victorian schools over a three year period. / The three year period ended in 1999 and due to a change of Government the Get Real program has been re-funded for another 12 months, this is despite the fact there have been no formal evaluations conducted about its success or otherwise. / This program has been examined in relation to its own objectives and juxtaposed against two other main programs operating in schools in Australia. The results suggest Get Real is on the road to achieving its objectives which are to provide students with a realistic knowledge hasp about drugs and their effects. However, its broader goal which is to prevent illicit substance abuse cannot be evaluated because there are no studies that show its success or otherwise. / Based on the hypothesis thill drug education programs prevent illicit substance abuse in teenagers, Get Real's curriculum was compared with other similar programs and the research done on these programs suggest drug education programs do not successfully prevent illicit substance abuse. / The best Get Real and other programs can hope to achieve, is to provide realistic information and develop children's social skills and empower them with the knowledge and self esteem to make their own decisions. And to know that they alone are responsible for their choices and the consequences that follow from these choices.

Evaluation of primary prevention of substance abuse program amongst young people at Tembisa

M.A. / The objective of the study was to evaluate the effect of a substance abuse primary prevention programme and ascertain its influence on three variables namely; attitude behaviour and knowledge of grade eight learners. The literature review revealed that there is a possibility that substance abuse awareness talk changes the behaviour and attitude of learners thus improving their knowledge about substance abuse effects. Whereas the United Nations indicated that for the success of the prevention programme it should be coupled with life skills. It was also revealed in the literature that the evaluation of prevention programmes was rarely done in South Africa due to lack of funding. The Elim Clinic as the organisation that deals with substance abuse treatment and prevention maintains that prevention is better than cure, therefore, all young people must be exposed to their substance abuse awareness talks. Peer educators of the secondary school presented the programme for grade 8 learners. A sample of thirty grade eight learners was systematically selected for this study in one of the secondary schools at Tembisa. The data were collected by means a of questionnaire based on background information of respondents, attitude, knowledge and behaviour of substance abuse. Due to the quantitative approach employed the Statistical Package for the Social Sciences (SPSS) was utilized to determine the difference between the pre-test and post-test results. The findings of the study clarified that the program had an effect on knowledge and no statistical significance on attitude and behaviour. It was concluded, too, that information given to young people cannot determine change in behaviour and attitude, and increasing their knowledge does not mean they will not abuse substances in the future. / Prof. B. Best practices in dealing with substance abuse in the workplace

The research study was to identify what strategies could be used by organizations in managing or containing substance abuse in the workplace. In solving the research problems, the following actions were taken: A literature study was conducted to identify the scope and impact of substance abuse in the workplace; A literature study was also conducted to identify the strategies to prevent and contain substance abuse in the workplace;The findings from the literature studies were integrated into a model of best practices for the management of substance abuse in the workplace; The model was used as a basis for the development of a survey questionnaire to determine which strategies and wellness activities the surveyed companies were using. The questionnaire survey was administered at 25 companies in Port Elizabeth. The empirical results revealed that substance abuse was common at all organizations and the size of the organization had no bearing on the extent of the substance abuse problem. The majority of the participants in the study indicated that they experienced substance abuse problems in their organizations with alcohol consumption being the main problem at these organizations. The results also revealed that companies were not doing enough in terms of education and awareness campaigns. The lack of campaigns and education material could pose a difficult challenge to deal with and could result in companies experiencing adverse performance. Another contributing factor in the prevalence of substance abuse in the workplace was that alcohol and tobacco were referred to as socially acceptable substances.

Regularized Greedy Gradient Q-Learning with Mobile Health Applications

Recent advance in health and technology has made mobile apps a viable approach to delivering behavioral interventions in areas including physical activity encouragement, smoking cessation, substance abuse prevention, and mental health management. Due to the chronic nature of most of the disorders and heterogeneity among mobile users, delivery of the interventions needs to be sequential and tailored to individual needs. We operationalize the sequential decision making via a policy that takes a mobile user's past usage pattern and health status as input and outputs an app/intervention recommendation with the goal of optimizing the cumulative rewards of interest in an indefinite horizon setting. There is a plethora of reinforcement learning methods on the development of optimal policies in this case. However, the vast majority of the literature focuses on studying the convergence of the algorithms with infinite amount of data in computer science domain. Their performances in health applications with limited amount of data and high noise are yet to be explored. Technically the nature of sequential decision making results in an objective function that is non-smooth (not even a Lipschitz) and non-convex in the model parameters. This poses theoretical challenges to the characterization of the asymptotic properties of the optimizer of the objective function, as well as computational challenges for optimization. This problem is especially exacerbated with the presence of high dimensional data in mobile health applications. In this dissertation we propose a regularized greedy gradient Q-learning (RGGQ) method to tackle this estimation problem. The optimal policy is estimated via an algorithm which synthesizes the PGM and the GGQ algorithms in the presence of an L₁ regularization, and its asymptotic properties are established. The theoretical framework initiated in this work can be applied to tackle other non-smooth high dimensional problems in reinforcement learning.

A Study of Collaborative Leadership in South Carolina Alcohol Enforcement Teams

In 2007 South Carolina funded 15 regional coordinators to work with local law enforcement agencies and alcohol and drug commissions to create 16 community alcohol enforcement teams to improve enforcement of underage drinking laws. Previous researchers have suggested that collaborative leadership is needed for effective teams, yet little is known about the factors that serve as barriers to and facilitators of, collaborative leadership in alcohol enforcement teams. The purpose of this phenomenological study was to explore the lived experiences of coordinators involved in leading the alcohol enforcement teams in South Carolina. The theoretical framework used was Cameron, Quinn, DeGraff, and Thankor's conceptualization of the competing values framework. Data were collected through in-depth interviews with a purposive sample of 12 alcohol team coordinators. These data were inductively coded and then subjected to a modified Van Manen and Vagle analysis. Key findings indicate strong support for the idea that existence of positive community relationships and supportive champions from community partners were crucial to building and maintaining successful teams. These findings were consistent with the theoretical framework. Recommendations include implementing leadership and collaboration training for the coordinators and team members. These findings have implications for positive social change by increasing awareness among policy makers about collaborative leadership factors, which in turn could lead to policies that generate more effectual teams, improve enforcement of underage drinking laws, and consequently, result in safer communities.

Adolescent alcohol abuse increases across the adolescent years. If left unchecked, alcohol abuse can give rise to delinquency, poor grades, and risky sexual behavior (Stueve & O’Donnell, 2005; Ellickson, Tucker, & Klein, 2003). Past research suggests that minimal parental oversight increases the risk for adolescent alcohol abuse. There is also evidence, however, that parents withdraw from oversight in the face of adolescent problem behaviors (Barber & Olsen, 1997; Hafen & Laursen, 2009). Each may vary according to the child’s physical development. The purpose of this study was to determine what influence scheduled phone contacts would have on the extent of follow-through of continuing care recommednations by participants after treatment. Continuing care recommendations associated with ongoing sobriety include going to another level of care (individual therapy, group therapy, outpatient treatment), attending twelve-step meetings and communicating with a sponsor. Continuing care recommendations are typically written and referred to as a continuing care plan.

Elementary school principals' knowledge and perceptions of research-based substance abuse and violence prevention programs

The Safe and Drug-Free Schools and Communities Act of 2002, which operates under the No Child Left Behind Act of 2001, requires school districts to implement substance abuse and violence prevention programs to prevent or reduce substance use/abuse and violence and to decrease risk factors and increase protective factors that contribute to healthy child development without providing adequate funding to implement the mandate. The inadequacy of funding does not support the most effective strand of programs: community and family-based or environmental programs. An on-line survey of 43 elementary school principals was conducted to establish their knowledge and perceptions of the implementation of science-based substance abuse and violence prevention programs. The responses produced mixed results. The participants reported generally positive experiences with the implementation process of research-base prevention programs, but they admitted a lack of skill regarding implementation of community and family-focused research-based prevention programs due to their inexperience with the environmental programs. The participating principals also stated that they experienced frustration with the lack of time and the lack of funds to properly implement the research-based prevention programs. The administrators indicated they were knowledgeable about these research-based substance abuse and violence prevention programs; however, some of their responses revealed their lack of knowledge in distinguishing the difference between actual research-based programs that are on the State Board of Education's approved list and other prevention programs that are marketed. The elementary school principals in this study generally reported positive perceptions of the implementation of research-based substance abuse and violence prevention programs, including the following advantages that were supported by the literature: science-based substance abuse and violence prevention programs prevent or reduce substance use/abuse and violence and student discipline problems, and these programs increase protective factors and decrease risk factors in the lives of students and/or their families. Stated disadvantages about the amount of time required to implement the research-based prevention programs, the lack of training, and the inadequacy of funding yielded some negative perceptions. Recommendations for educational administrators include providing extensive training for site principals and teachers in prevention science and in identifying at-risk students and their needs for prevention services. In addition, administrators were encouraged to collaborate more with their communities in an effort to provide the more meaningful and effective environmental strand: community and family-oriented research-based substance abuse and violence prevention programs.
