Thesis (MPA.) --University of Limpopo, 2011 / The public sector is faced with increased demands for public goods and services from communities. Public institutions have limited resources which should be managed effectively for effective and efficient service delivery. The South African government initiated and implemented financial management reforms since 1994 with the aim of improving public service delivery. The Public Finance Management Act, 1999(Act 1 of 1999) was promulgated to regulate financial management. The object of Public Finance Management Act is to secure transparency, accountability and sound management of revenue, expenditure, assets and liabilities of the public sector. The aim of the Public Finance Management Act is to enable public sector managers to manage and be more accountable with the purpose of eliminating waste and corruption in the use of public resources. A Supply Chain Management system was introduced by the South African government in 2003 to ensure effective procurement and improve financial management in the public sector. The introduction of Supply Chain Management led to procurement reforms which resulted in government decentralising and delegating authority for procurement to public institutions. Supply Chain Management forms an integral part of financial management. The process integrates general financial practices with budgeting, procurement and asset management. Supply Chain Management is currently not correctly implemented by some public institutions and this lead to irregular, fruitless and wasteful expenditure. Accounting officers should recognise the importance of Supply Chain Management in order to ensure effective procurement, sound financial management and improve service delivery. The study highlights the important of implementing Supply Chain Management in an institution. The implementation of adequate Supply Chain Management practices will promote efficiency, effectiveness, transparency, openness, accountability and fairness in procurement and improve ethical conduct of officials.

Procurement dimensions in the Australian manufacturing sector: flexibility issues in a supply chain perspective

The manufacturing sector is a highly dynamic environment subject to continuous change and environmental uncertainty as parts, components and materials are procured and sourced globally. To be competitive, manufacturers must respond to such uncertainties rapidly and with the greatest flexibility in order to procure and maintain the supply of raw materials resources to sustain their manufacturing operations. Thus, the understanding and measuring of the procurement flexibility are key steps in maintaining a competitive advantage. So, the present study examined the theoretical concepts of procurement flexibility and proposed a generalisable measurement scale for manufacturing procurement flexibility. The scale was based on five supplier-manufacturer procurement dimensions of information exchange, supplier integration, product and component delivery, logistics and organisational structure. Further, each of these dimensions was divided into three flexibility elements of range, uniformity and mobility. A measurement scale was developed fiom a review of extant literature on flexibility relationships, purchasing, procurement and supply chain management using Q-Sort methodology. A mail survey of the major industry groups in the Australian manufacturing industry was undertaken. Principal component analysis and multiple regressions were used to examine the relationships between the flexibility dimensions and their elements. The results indicate that there is still much theory formulation and research to be conducted on procurement flexibility measurement scales. The results also revealed that Australian manufacturers have a limited experience with the flexibility issue and in some cases do not have even a procurement strategy. / These results provide important practical information and establish a range of relevant implications for the Australian manufacturing sector and its future competitiveness. This study also provides a basis for the continued development and distillation of procurement flexibility measures. One of the interesting outcomes of the Supplier Manufacturer Procurement Flexibility (ProcFlex) dimensions and the implication for overall Supply Chain Management (SCM) objectives and strateges is that ProcFlex is cumulative. Any inflexibilities and constrictions, like excess and lack of inventory, in procurement activities is accumulated and increases along the supply chain. It is like a 'stock-whip' effect that runs from suppliers to customers as to the reverse of the 'bull whip' effect.

Contrairement à un système d'identification plus traditionnel tel que le code à barres, la nouvelle technologie RFID (Radio Frequency IDentification) utilise des ondes radio fréquence pour transmettre des données entre une étiquette et un lecteur pour pouvoir identifier, localiser ou suivre une entité dans une chaîne d'approvisionnement. Cette propriété lui procure certains avantages (facilité d'accès à l'information, suivi continu, amélioration de l'exactitude des données, détection du vol et de la contrefaçon, etc..) par rapport à d'autres systèmes d'identification et de capture de données. Nous partons du constat que l'utilisation de cette nouvelle technologie permettra aux acteurs de la chaîne logistique de pouvoir partager une information de meilleure qualité, plus exhaustive et fiable concernant le flux physique et le suivi de la localisation produits. Or, l'hypothèse implicite considérée dans la plupart des modèles classiques de gestion de stock est que l'on a une connaissance parfaite du flux entrant et sortant. L'objectif de recherche sera d'intégrer dans ces modèles des dégradations venant fausser le flux nominal et d'en analyser les conséquences (en termes de coût additionnel). Un accent fort sera mis sur le développement de solutions combinant efficacité et simplicité. L'accent sera mis aussi sur le mode de partage du coût de cette technologie entre plusieurs acteurs de la chaîne logistique : serait-il mieux de partager les bénéfices de cette technologie dans un environnement de coordination ou dans un environnement de compétitivité entre acteurs? Les résultas de cette thèse porte sur l'élaboration de modèles théoriques -de type gestion de stock – concernant la production, la distribution et l'approvisionnement dans une chaîne logistique et faisant intervenir et le coût et les gains potentiels de cette nouvelle technologie d'identification automatique.

Natural disaster can not be stopped but we can minimize the volume of devastation and destruction caused by the disaster. Especially, in third world countries the level to respond the disaster is limited and narrow, so these countries have to suffer more then the developed countries, where as in developed countries valuable recourses and effective planning are existed to deal with natural disasters. So this thing insists me to write something just to get know how about all humanitarian and relief activities.I have utilized the SCM Supply chain management practices and techniques in order to conquer barriers faced by logistician of humanitarian response/ relief operation during disaster. I will use methodology of empirical data technique, barriers will be discovered and analyzed then proposed solutions would be picked up from the literature of supply chain management for the barriers to effective humanitarian logistics.There is a mixture of SCM principle from various organizations such as military, private sector and nonprofit organization in order to provide a utility to disaster/ response operations. <p>Radio Frequency Identification RFID är en teknologi för att kunna identifiera produkter via radiovågor, detta med hjälp av radiosändare. Denna uppsats intresserar sig för hur RFID kan användas i tillverkningsföretag och om tekniken kan förbättra och förenkla materialflödesprocesserna. RFID är en relativt komplicerad teknik därför har denna uppsats som syfte att ge företag praktiska tips inför en implementering. För att kunna besvara problemformuleringen har Hästens Sängar AB används som praktikfall. Intervjuer har även gjorts med RFID leverantörer och av företag som idag använder RFID, för att få det praktiska perspektivet.</p><p>RFID används mer och mer i tillverkningsföretag även om utvecklingen har gått långsammare än förväntat. Tekniken kan enligt teorin förbättra kontrollen i följande processer: beställning & lager, tillverkningsprecision, plockkvalitet och leveransprecision.</p><p>Tekniken kan förbättra kontrollen och därmed effektivisera arbetsprocessen vilket i sin tur genererar tidsbesparing och ökad lönsamhet. Det finns dock risker med RFID, såsom höga kostnader, bristen på standarder och ökad sårbarhet.</p><p>Det bör göras uträkningar på avkastning på investeringen innan RFID implementeras. Tidsbesparing och ökad vinst av kontroll är något som behövs räknas ut och analyseras. Efter det börjar implementeringsfasen. Det är viktigt att tänka på att RFID måste vara individuellt utformat för att fungera optimalt. RFID är inget ”plug and play” system, det kommer att behövas en lång testperiod med justeringar efter att systemet är implementerat. Det är även viktigt att ha en noga utformad kravspecifikation och uppsatta mål som utfallet kan jämföras mot.</p><p>För att RFID ska kunna öka kontrollen krävs det att systemet fungerar felfritt. Det finns dock externa material som kan försämra användningen. Metall och vätska kan försämra taggarnas radiovågor. Även utomhusklimat som inkluderar hög/låg temperatur, fukt och dimma försämrar taggarnas sändningsförmåga. Det kan även finnas högspänningsledningar hos företagen som försämrar taggarnas funktion. Det är därför viktigt att analysera dessa problem innan en implementering utförs. För att motverka sådana komplikationer kan olika sorters taggar användas och även olika frekvenser på radiovågorna.</p><p>RFID är en teknik som om den fungerar till fullo kan öka möjligheten till kontroll och jämförelse vilket i sin tur kan leda till ökad kvalitet även till ökad effektivitet vilket leder till ökad lönsamhet.</p><p>Nyckelord: RFID, Supply Chain Management, implementering, processförbättring</p>

A Robust Optimization Approach to Supply Chain Management

We propose a general methodology based on robust optimization to address the problem of optimally controlling a supply chain subject to stochastic demand in discrete time. The attractive features of the proposed approach are: (a) It incorporates a wide variety of phenomena, including demands that are not identically distributed over time and capacity on the echelons and links; (b) it uses very little information on the demand distributions; (c) it leads to qualititatively similar optimal policies (basestock policies) as in dynamic programming; (d) it is numerically tractable for large scale supply chain problems even in networks, where dynamic programming methods face serious dimensionality problems; (e) in preliminary computation experiments, it often outperforms dynamic programming based solutions for a wide range of parameters. / Singapore-MIT Alliance (SMA)

A Resource-Based Perspective on Green Supply Chain Management and Firm Performance

Due to the perceived performance implications of green supply chain management, research in this area has grown in recent years. However, the literature is limited on the determinants of green supply chain management and its performance implications. Thus, the literature has yet to furnish an accepted explanation for why green practices are manifested in supply chain management and, whether a positive relationship exists between green supply chain management practices and firm performance. This dissertation responded to these challenges through exploring the antecedents and consequences of green supply chain management. This dissertation built on the theoretical base of the resource-based view of the firm (RBV) and investigated two potentially important determinants of green supply chain management practices, and how such practices, in turn, shape firm performance. Specifically, a theoretical model was developed that offered hypothesized relationships among the resources of an environmental orientation, a supply chain orientation, and green supply chain management practices, and how these resources relate to firm performance. Significant results and good fit indices tested with structural equation modeling generated a number of interesting theoretical implications for scholars and practical implications for supply chain managers. The results challenge the current theoretical and operationalization of the green supply chain management construct. The results also show the strategic implications of firm orientations. Finally, for executives and strategists who are concerned about better managing their supply chains, this study provides insights for how firms can develop a competitive edge through the implementation of green supply chain management practices.
