Evaluating managerial competence of small, medium and micro entrepreneurs to ensure sustainable economic development in eThekwini Municipal area

Submitted in fulfilment of the requirements for the Degree of Master of Business Administration, Durban University of Technology, 2017. / This study was premised on the knowledge that the democratic government of South Africa has availed a lot of funding for SMMEs to start or develop their ventures. This is because it is an accepted fact that this sector has the ability to grow the country’s economy. The study then aimed to ascertain the extent to which the competence of Small, Medium and Micro Entrepreneurs (SMMEs) can impact sustainable economic development in eThekwini Municipal Area of South Africa. The study scrutinized the ability of the SMME managers and operators on how they can utilize available resources effectively and efficiently to ensure that their enterprises contribute to sustainable economic growth. Also, the factors that militate the growth and performances of SMMEs in eThekwini Municipal Area were examined. The basis through which this study was undertaken was that of human behaviour of SMME managers, operators and business owners as to how they can contribute to the economic development and survive in the competitive market. Using simple random sampling, data was collected from various SMMEs in the eThekwini Municipal Area. A total of 229 entrepreneurs responded to the questionnaire, which made the sample of the study. This data was captured and analyzed on SPSS (version 24) and yielded both descriptive and inferential statistics. The key findings of the study were that the entrepreneurs alluded to the fact that knowledge, skills, value judgments, behavioural characteristics and social networks were all very important in establishing and running a successful business. A challenge that emerged from the respondents was that they were not well equipped to identify business opportunities. They were, however, taking good care of their environments and were using their businesses to employ community members. Some of them did contribute to community development programmes. The main recommendation that is made here is that potential entrepreneurs must be assisted with tools on how to identify business opportunities. This could also be an avenue for further research. / M

Hazard assessment and disaster preparedness towards sustainable development in Mpumalanga (South Africa) coal-mining areas.

PhD (Environmental Management) / Mining and mining-related activities remain the world’s most intensive, primary industrial activity undertaken with severe environmental impact. Coal mining falls within these primary undertakings, while coal burning for energy use further adds to environmental degradation. Coal burning is by far the least expensive and thus the most affordable means of energy supply to the South Africa low-income communities. It is likely that this status quo will continue indefinitely. The use of coal as an energy source in South African communities has been inherited with its resultant environmental (physical), social and economic implications. The physical implications are the actual hazards associated with coal during and after mining activities. “Physical hazards” include processes generating coal dust, coal ash and gaseous emissions, and hazards that manifest themselves from the existence of coal mining at a particular site, such as spontaneous combustion, surface instability and acid mine-water drainage. “Social hazards” are mostly the social and economic effects that are related to health. Social hazards associated with coal mining, coal processing and coal usage include dilution of cultural values, ethics, norms and the growth of informal sectors, for example, settlements and trade. Some of these hazards are immediate, while others are long-term and cumulative. Emphasis was placed on the cumulative effects of mining activities and the need to address issues relating to communities that live close to mining operations. This process of addressing community concerns is known as “creating a sustainable mining community”. South Africa hosted the 2002 World Summit on Sustainable Development and is a signatory of the working plan of action known as the Johannesburg Plan of Implementation. Therefore, one would expect to see that mining communities in South Africa are acting on and benefiting from this plan of action. The aim of this research is to assess the effectiveness of the 2002 World Summit on Sustainable Development and the Johannesburg Plan of Implementation in promoting sustainable mining and sustainable communities through changes in practices, perceptions and community participation in decision making. The research, undertaken during February to June 2007, examines the role of stakeholders and local authorities in basic environmental decisions. Environmental decisions examined were the provision of education and information to the community, uplifting community welfare through corporate social investment and corporate social responsibility. The surrounding communities of eMalahleni (formerly Witbank) in the Mpumalanga (Highveld) coal-mining region – were identified as a suitable area for this case study. Social research tools, comprising multiple-choice and open-ended questions administered to 6 790 respondents (3 930 learners and 2 860 general adult population), 650 voluntary comments, six individual interviews, and a 20 member focus group discussion, were used. Photographic images and personal observation provided meaning to results by presenting the quantitative and qualitative data visually. A blended methodological approach was used to analyse the data using descriptive statistics and a t-test for variance. Tables, bar graphs and pie charts were the various representative techniques deployed during the analysis. Data were analysed comparing statistical input and responses of the learners and the general population. Results presented show that the studied community is aware of some hazards associated with coal from the mining process to indoor combustion. The community studied is aware of the need for pro-active measures to protect their community. Members of the community are not aware of company decisions affecting the community with regard to coal hazards. They are also unaware of the existence and application of environmental legislation. Awareness was not linked to education or information obtained from a reliable source, such as a mining company or a local authority. It was based on personal experience, longevity of dwelling in the community and observation of the health conditions of relatives and friends. Some voluntary comments from the respondents and photographic images are included to support the community’s outlook. The research concluded that there are more unidentified hazards in the community than were covered in the structured questionnaires. The responses received to the questionnaires exposed the mining industry as being dismissive when it came to applying the law. This evasive behaviour emanates from the laxity of the enforcement departments and responsible authorities. More needs to be done to attain the requirements of the Johannesburg Plan of Implementation as agreed upon at the 2002 World Summit on Sustainable Development.

A systems approach to mainstreaming environment and sustainability in universities : the case of Rhodes University, South Africa

This study is influenced by the objectives of the Mainstreaming Environment and Sustainability in African Universities Partnership which aims to enhance the quality and relevance of university education through implementation of Environmental Education and sustainability across university functions and operations. It contributes to Education for Sustainable Development through the development of tools to assess sustainability in higher education, investigating sustainability practices in universities and proposing strategies for improving mainstreaming of sustainability. It also contributes to systems approaches in mainstreaming contextual sustainability challenges in university functions and operations. The aim of the study was to investigate how universities can mainstream sustainability in their functions and operations in response to contextual sustainability challenges in a changing environment using a systems approach. The research was a case study of Rhodes University in South Africa, which is situated in the impoverished Eastern Cape Province. The study involved 12 teaching departments (representing all faculties at the university), four research units and institutes, five managements units, the Estates Division and the Student Representative Council. The theoretical framework of the study draws from a critical realist ontology and systems thinking epistemology. Systems thinking emphasises the interdependencies of phenomena, thus providing the methodology and tools for a systems view of relationships between education and the environmental context in which it is embedded. Critical realism was employed as an underlabourer to systems thinking as it provides for some of the dimensions absent in systems thinking including its depth ontology which facilitates isolating causal factors influencing empirical reality. It recognises that explanation of phenomena can be embedded in history and acknowledges the fallibility of knowledge. The data collection methods employed in the study include a sustainability assessment using a Unit-based Sustainability Assessment Tool developed as part of the study, interviews, content analyses and observations. Data analyses were performed through employing morphogenetic analysis, and inductive, abductive and retroductive modes of inference. The morphogenetic analysis of social transformation/reproduction was employed to trace the historical emergence of sustainability initiatives at Rhodes University. Induction facilitated reorganisation of the data into themes which particularly represent the main sustainability activities at Rhodes University. Abduction, through recontextualising data in a systems thinking framework, enabled further insights into the phenomena. In the study, it enabled use of systems lenses as a framework and led to identification of systemic issues affecting mainstreaming and later, the development of systems thinking approaches in mainstreaming sustainability. Retroduction enabled identification of causal mechanisms which influenced the emergence of sustainability initiatives at the university. The study established that the emergence of sustainability initiatives at Rhodes University followed the 1990 Talloires Declaration and paralleled international institutional developments in relation to environmental and sustainability challenges. Since then, sustainability initiatives have continuously been emerging in various operational dimensions of the university in line with emerging sustainability challenges which resulted in a morphogenetic cycle. The study revealed that Rhodes University has mainstreamed sustainability across the functions and operations of most of the departments/divisions/units forming part of the study, especially in functions like teaching, research, community engagement and operations. There were a few exceptions like the Human Resources Division and to an extent the Research Office/Management Division which are not yet considering sustainability in their operations. While most of the teaching departments had sustainability initiatives in teaching, research and community engagement, there was diversity in the dimension(s) of sustainable development that the departments addressed and this seemed to relate to the disciplinary content of their subjects. In the Estates Division sustainability initiatives included sustainable landscaping, campus environmental management, water and energy conservation initiatives, waste recycling, use of biodiesel, to mention a few. Students were also involved in various sustainability activities especially through voluntary community engagement initiatives. Sustainability initiatives at the university were also discovered to be embedded within and responding to sustainability challenges of the immediate university environment of Makana District. The study unearthed the causal mechanisms enabling and constraining mainstreaming activities at the university. These were found to be embedded in the history and context within which the university is operating, and other factors related to university structures and agency of lecturers, other employees and students. Examples of these factors are unsustainable patterns in society, policies and the need to redress past inequalities. The study noted the existence of systemic issues at the university which need to be addressed to enable and enhance the promotion of a systems approach to mainstreaming: notably, complexity owing to diversity of approaches employed in mainstreaming, the absence of clearly defined university sustainability goals, problems of institutional support and in some cases, disciplinary governing rules which do not leave room for mainstreaming sustainability. The study established the possibility of improving mainstreaming of sustainability through the adoption of more explicit systems approaches. It suggests use of systems models including the systems-environment model, the functions/structure model and the motion picture model in the process. It recommends making the goal of mainstreaming more upfront, developing a shared understanding of sustainability and mapping out/defining contextual sustainable development issues to grapple with. The study also recommends adopting a holistic approach in mainstreaming, making it a campus-wide initiative, involving all students and developing interdisciplinary curricula. It suggests setting up of supporting mechanisms to strengthen, extend and spearhead mainstreaming and enhancement of collaborative work in sustainable development issues.

An investigation of the sustainability of the Imbewu Project at Phiwe Primary School

Sustainable development and projects are relatively new terms In the South African context. This study explores these concepts as they relate to a school that is piloting a project in the Eastern Cape. A number of projects have been introduced in disadvantaged schools to redress imbalances of the past. Funders invest a lot of money, but when they leave, schools struggle to sustain these initiatives. This study aims to investigate whether the Imbewu Project, an educational development pilot project meant to improve schools in the Eastern Cape, made provision for long-term sustainability and whether the school sustained the project. Very little research seems to have been conducted on sustainability, especially in South Africa (SA). The study is conducted in the interpretive paradigm. A single case study involving a number of stakeholders at Phiwe Primary School (PPS) was conducted through observations, interviews, focus groups and document analysis. The study found that the action research strategy intended for the project was constrained by the limited time allowed. In addition, the approach did not address processes which are important for sustainability. Also, the cascade approach to learning is not successful in organisations that have not reached the status of being learning organisations. PPS is still struggling to change its culture and therefore one can say that they cannot sustain the changes that are brought by the project. Firstly, they did not involve the parents in most modules as the project suggested. Secondly, some facilitators did not understand the project. Thirdly, although the project provided for monitoring and support, the study found that there was inadequate support from the project team and district officials. There was a shortage of district officials because the Eastern Cape Department of Education did not invest in appointing people that could sustain the project. However, there are areas where the school is doing an outstanding job despite the fact that there was very little support. The school performed well in implementing and sustaining the project in the following areas: learner welfare, community involvement and involvement of staff members in committees.

Learning pathways of key occupations relevant to sustainable development in Makana Municipality

This study presents results to be contributed to the field of Environmental Education. It is a new arena for qualifications development and implementation in the South African Education and Training system. The study is located in the context of a joint research programme focusing on understanding issues of articulation and learning pathways development for sustainable development, established between the South African Qualifications Authority (SAQA) in partnership with Rhodes University, Environmental Learning Research Centre (ELRC). Phase 1 of the SAQA/ELRC research showed that researching workplace learning requires an understanding of learning pathways, if it is to be meaningful. It is for this reason that this research in phase 2 focuses specifically on learning pathways in the context of a local municipality in Makana. Using a case study research approach and qualitative data, this study investigated learning pathways for three occupational categories at different levels in the Makana Municipality: 1) key managerial occupations; 2) key supervisory occupations; and 3) key workers occupations relevant to sustainable development and how they are shaped and experienced. It also identified system and structural factors influencing articulation and access issues relevant to progress in learning pathways relevant to these key occupations. The study was designed using a case study research. Primarily, qualitative research techniques were employed to generate data, including observations, interviews and document analysis. The study used inductive, abductive and retroductive modes of inference to interpret and analyse data, using critical realist and systems perspectives. The findings on worker learning pathways show that there is a discrepancy between the Training Policy and the Environmental Training and Education Strategy of Makana Municipality. The issue of complexity in learning pathways and social structural factors such as inequality emerged as factors that strongly influenced learning pathways for workers. Learning pathways for workers involved in sustainable development practices hardly existed or simply did not exist. Interesting transitions associated with learning pathways such as from home, to work or no schooling in the case of the workers, showed a pattern of emergence. These showed that learning pathways are not accessible and equally available to everyone as can often erroneously be assumed. The findings on supervisor learning pathways show diverse complexities as well as related issues, when compared to the worker’s learning pathways. Issues such as overlapping of study and work emerge as influential to supervisor learning pathways. Lack of support is, however, an influencing factor, but in a different context compared to the workers, and mainly focuses on lack of bursaries, highlighting training policy issues. This aspect was found to also relate to lack of proper resources in order to enable them to learn and do their job better; an issue raised by the workers too. This challenge of lack of support in various forms posed a barrier to learning pathways. Findings related to the manager’s learning pathways show a noticeable gap between the workers, supervisors and managers. The manager’s generally have higher education qualifications related to sustainable development, and in certain cases managers have had exposure to international training related to sustainable development. Factors such as ample opportunities for learning, mentoring, association on professional bodies, and decision making powers influenced the manager’s learning pathways. It was also notable that while managers receive occupationally directed training, it is not necessarily sustainable development related. In theory, the results highlighted a need to understand systems as a whole and how their integration is important in influencing learning pathways. There were also underlying mechanisms and structures identified which needed to be unravelled and understood as these were found to influence learning pathways in this study. The study highlighted critical insights in understanding how learning pathways in a local municipality context (the case of Makana Municipality) are constructed by both systems and structural factors in the workplace, while also identifying ways in which agency of those engaged in learning for sustainable development in workplaces is enabled and /or constrained by such factors. It also showed the persistence of deep-seated inequalities of opportunity, especially for workers, to access and participate in sustainable development learning pathways.

An analysis of alternative objective measures of economic performance and social development.

The measurement of economic performance and social development has become increasingly important as societies have evolved and become more complex. At present nations do not only seek to improve economic performance but are also compelled to improve social development through improvements in socially and environmentally sustainable initiatives. Traditional measures such as Gross Domestic Product (GDP) which is derived from United Nations’ System of National Accounts (SNA) have been criticised given the inability to adequately account for these social and environmental aspects of social development. Given these perceived deficiencies in the conventional measures, several alternative objective measures have been proposed in an attempt to address these shortcomings. Therefore the primary aim of this study is to analyse, via a literature survey, these alternative objective measures of economic performance and social development. The alternative measures that constitute the survey are the Index of Sustainable Economic Welfare (ISEW), the Genuine Savings (GS), and the United Nations’ Human Development Index (HDI). Upon the completion of the literature survey, sustainable development theory is used to evaluate the extent to which the National Accounts and the alternative objective measures are consistent with Hicksian and Fisherian definitions of income and capital, which embody the concepts of sustainability and sustainable development. The evaluation reveals that the National Accounts neither conform to the Hicksian nor the Fisherian definitions of income, thus could not be viewed as a measure of sustainable income. It is found that the ISEW is consistent with the Fisherian definition of income and is also a partial indicator of sustainable development. The evaluation of the GS measure reveals that it is consistent with the Hicksian definition but not the Fisherian definition. In terms of overall sustainability, it is argued that GS is a partial measure of weak sustainability. The HDI is similar to the National Accounts, in that it is neither consistent with the Hicksian nor the Fisherian definitions of income and is also not a measure of sustainability. In summary, the study demonstrates that despite GDP's shortcomings as a measure of economic performance and social development, currently, there is no alternative approach which simultaneously addresses every flaw in GDP. However, all the alternatives yield a much better approximation of social development than GDP.

A critical analysis of the role of public participation in governance and service delivery with specific reference to the Buffalo City Municipality

This study undertook a critical analysis of the role of public participation in local governance and service delivery, with specific reference to the Buffalo City Municipality. The main aims of the study were to identify possible deficiencies in public participation processes, the development of strategies to enhance public participation, the development of mechanisms to ensure coordinated, integrated and focused public participation initiatives and the development of a normative model for improved public participation. The triangulation research methodology was employed with emphasis on the quantitative and qualitative methodologies. The sample comprised of councillors, officials and ward committee members. Questionnaires, with open and closed questions, were employed for the councillors and focus group interviews were conducted with ward committee members. Statistical procedures were utilised to interpret and analyse the quantitative data to determine the results using the Statistica package for data analysis. The qualitative data analysis involved thematic content analysis. Findings suggest that the current public participation strategies are inadequate. The correlation of results further reveals that a significant negative relationship exists between the councillors, officials and ward committee members. Despite various legislative prescriptions pertaining to public participation requirements in local government, the results imply that the Buffalo City Municipality has not fully complied with such prescriptions and national policy directives. The thesis proposes specific recommendations on how the Buffalo City Municipality can address the current short comings in terms of its public participation programmes and strategies. Recommendations include the establishment of a centralised Public Participation Unit, the empowerment of ward committee members and ward councillors, adequate resource allocation for ward committees, enhanced coordination between the various community structures, improved interaction with local communities, enhanced public participation initiatives and the need for additional anti-fraud and anti-corruption strategies within the municipality. A normative model, for enhanced public participation in local government, is also proposed in the thesis.

The survival strategies of unemployed rural women : a case study of Wooldridge

Despite decades of gender research and public action by civil society, policy makers continue to neglect the role of women as breadwinners who work at improving the socio-economic conditions in rural areas such as Wooldridge, a traditional rural village in the Amathole district of the Eastern Cape Province. The apartheid system created an environment that continues to perpetuate both poverty and gender inequality in rural areas. Hence, rural women in Wooldridge still experience poverty, despite welfare benefits. They are located in a poverty-stricken area without basic infrastructure and with little or no access to economic assets. They use primitive methods and indigenous knowledge to develop survival strategies. This study argues that unemployed rural women in Wooldridge cannot survive without assistance from government. Indigenous knowledge and agricultural as well as non-agricultural activities are critical to household livelihoods in Wooldridge. These activities are an important route through which these rural women can escape poverty. The primary objective of this research was to obtain a better understanding of how unemployed rural women survive in Wooldridge. Furthermore, the necessary conditions required to sustain livelihood in the rural areas were identified. This was mainly done to help alleviate the plight of rural women in Wooldridge and to improve the quality of life of the rural population. The aim is to generate a policy response to rural women that is economically development-oriented. The study was based on five research objectives. The first objective was to identify the survival strategies of unemployed rural women in Wooldridge; the second to ascertain what can be done to alleviate the plight of rural women in Wooldridge. The third objective was to ascertain what has been v done to address the needs of rural women in the Wooldridge area by actors of development, such as government and non-governmental organisations. The fourth objective was to identify the constraints faced by unemployed rural women in Wooldridge in achieving food security and generating income, with the last objective to make recommendations regarding policies that can enhance rural economic development and assist unemployed rural women to reduce poverty. The main finding in terms of the first research objective is that the survival strategies of unemployed rural women are welfare benefits, the selling of assets, remittances, handicraft production and vegetable gardens. In terms of the second research objective, the main finding is that investment in human capital through the empowerment of women will assist them in improving the quality of life of the Wooldridge community. Empowerment involves skills and training, education and access to basic services, expertise regarding credit, land, the growing of vegetables and income-generating projects. The main finding in terms of the third research objective is that the Peddie Women Support Centre that is located in the city centre of Ngqushwa does not have the capacity to reach out to rural areas. Rural women in Wooldridge have not received responses to their plights from government or from development practitioners. These actors of development play an important role in empowerment. In terms of the fourth research objective, the main finding is that structural constraints hinder the economic activity of rural women in Wooldridge. Government policy that encourages investment in infrastructure using labour-intensive methods will eliminate service backlogs in underserviced areas such as Wooldridge. The main finding in terms of the fifth research objective is to ascertain the impact that new legislation can have to ensure that rural women have the same access and entitlement to land and resources as women from urban areas. Furthermore, service-improvement programmes should be developed and micro-enterprises and agricultural and non-agricultural activities that will generate income and employment should be encouraged in order to reduce poverty in Wooldridge.

The socio-cultural factors affecting the participation of women in agricultural development: Khezana village in Alice district

The study sought to investigate socio-cultural factors that contribute to the invisibility of women in agricultural activities at Khwezana village, Alice district. The present study was underpinned by a people’s –centered developmental approach paired with the feminist perspective based of ethnographic research methods, participant observation and basic individual interviews. The study mainly focused on female residents of the village, those who are active in agriculture and also those who are not practicing crop production. Rural women of South Africa have historically played a significant role by contributing in the sustainable livelihoods of the country as well as their communities. However, it has been revealed that there are factors that impede the participation of women in agricultural development. The study revealed that socio-cultural factors such as limited access to land, access to credit (due to tradition and culture circumstances), limited education and culture change in general are the major factors that significantly influence the low agricultural activity in the study village.
