An assessment of the supply chain management policy: the case of the King William's Town district municipality period 2009-2011Mazibu, Vuyisile January 2013 (has links)
The intention of the study was to assess the supply chain management policy at the King William’s Town District Municipality. It became apparent from the Literature review that any municipality to play a meaningful role in ensuring that South Africa achieves the goal of becoming a developmental state, capable of confronting service delivery challenges, there needs to be a proper implementation of the supply management system policy. The study was also aimed at identifying the factors that support or hinder the implementation of the supply chain management within the King William’s Town District Municipality. In order to achieve this objective, interviews and self-administered questionnaires were conducted with various respondents in the municipality. The respondents insured the councillors from the five political parties comprising the municipality, municipal manager and section 57 managers, supply chain practitioners. It would therefore be critical important for the management of the King William’s Town District municipality to take into account the results of this study and its recommendations so as to ensure that there is a proper implementation of the supply chain management system within the municipality.

The application of integrated environmental management to improve storm water quality and reduce marine pollution at Jeffreys Bay (South Africa)Seebach, Rudi Dieter January 2006 (has links)
It is projected that by 2025 three-quarters of the world’s population will live in the coastal zone. This is an alarming statistic, with a consequently significant impact on small coastal towns and the adjacent marine environments. Developing communities within the coastal zone of South Africa have proved to be a significant pollution source of storm water. Studies have shown that storm water that is deposited in the ocean will be trapped in the near shore marine environment causing poor seawater quality over a large distance. Furthermore, this can pose a significant threat to the health of recreational users and important marine ecosystems. In Jeffreys Bay storm water quality is thought to pose a threat to the maintenance of the international Blue Flag status for its beach. The aim of the current project was to investigate the main sources of storm water and subsequent marine pollution at Jeffreys Bay and to develop an appropriate management strategy using the integrated environmental management framework. In order to achieve this objective, it was also necessary to determine the current quality of water at various points within the catchment and near shore marine environment. Even though the storm water was found to be severely contaminated no evidence existed for a negative impact on the marine environment. None the less, a precautionary approach was adopted and a risk assessment employed in order to consider potential impacts on the marine and aquatic environment, human health and socio-economic welfare within the town. Significant sources of storm water contamination included grey water, domestic solid waste disposal and informal ablution. These significant aspects were investigated further and it was found that solid waste management in the catchment was poor with significant quantities of waste, primarily (76%) from domestic sources, being disposed of illegally. A study of sanitation management showed inadequacies where up to 58% of the residents from the informal settlements disposed of their grey water into open spaces. The ratio of residents to toilets in these areas was 28:1, therefore supporting the outcome of the risk assessment. Due to the fact that all the significant aspects were related to anthropogenic waste, an integrated waste management plan (IWMP) was developed that would not only facilitate the reduction of pollution of storm water, but would also allow for sustainable community-based development.

Towards sustainable development : a participatory model for the water services sector in South AfricaNtsime, Patrick Thipe 09 1900 (has links)
This study is non-empirical and its design is based on three forms of analysis:
conceptualisation, theoretical justification and strategic considerations for a participatory
model in the water services sector in South Africa. In terms of the conceptualisation, the
study addresses the old and new paradigms of sustainable development. First, it argues that
for many years the concept of sustainable development has long dominated the development
discourse. Second, the theoretical justification traces the evolution and meanings of
sustainable development and also patterns and trends of the legacies of colonialism and
apartheid. The descriptive analysis of apartheid and colonialism suggests a new development
path for inclusive people-centred development. The study therefore postulates that in the
South African context, sustainable development is both a political and a historical construct.
This is the basis within which sustainable development should be understood.
Third, the study concludes that context plays an important part in understanding and
challenging the immoral and unjust practices of colonialism and apartheid which have
militated against sustainable human development. The study further provides a description of
the local government and water sectors and their underpinned legislative and policy
framework, and notes impressive results in the delivery of basic water supply since 1994.
However, the study argues that in order for municipalities to fulfil their constitutional
responsibilities as water services authorities, they need to adopt a participatory model
towards sustainable development since this is currently lacking. In doing so, the water
services sector needs to overcome dangers of parochialism which were more evident from the
supply-driven policy of the government. The study therefore draws lessons from three Latin
American countries: Chile, Bolivia and Nicaragua, and proposes a new developmental path
which conforms to the principles of sustainability. This development path is represented in
the form of a dynamic, diagrammatic model for participatory sustainable development. This
model displays successive stages and cycles of transaction between stakeholders. The model
represents a decision support system which provides a conceptual framework for the
diagnosis, consolidation and analysis of information. The model is thus a useful tool which

Text in Afrikaans / In this study the relationship between political decision making, spatial change and
provision of selected municipal services was investigated. Legislation and policy,
spatial demarcation and local government structures are determined by political
decision making on various government levels. The international system as well as
the local history and factors leading to spatial change impact on municipal
demarcation and service delivery. Demographic change due to re-delimitation of
boundaries, densification within the area of jurisdiction and immigration imply that
service requirements change.
In 1994/5, the rural and residential areas were incorporated to the former
Verwoerdburg and formed the Southern Pretoria Metropolitan Substructure
(Centurion). In December 2000 Centurion lost its autonomous status and was
incorporated as administrative unit into the larger Tshwane Metropolitan Municipality.
Restructuring have implications for the political representation of communities, the
spatial extension of service networks, priority areas, and the location of service
provision points. / In hierdie studie is die verband tussen politieke besluitneming, ruimtelike verandering
en die lewering van geselekteerde munisipale dienste ondersoek. Wetgewing en
beleid, ruimtelike afbakening en plaaslikeowerheidstrukture word deur politieke
besluitneming op verskillende regeringsvlakke bepaal. Die internasionale sisteem,
asook plaaslike historiese gebeure en aanleidende faktore tot ruimtelike verandering
het 'n impak op beide munisipale afbakening en dienslewering. Demografiese
verandering as gevolg van die herbepaling van grense, verdigting binne die
regsgebied en immigrasie impliseer dat diensbehoeftes verander.
Landelike en residensiele gebiede is in 1994/5 by die voormalige Verwoerdburg
geinkorporeer om die Suidelike Pretoria Metropolitaanse Substruktuur (Centurion)
te vorm. In Desember 2000 het die Stadsraad van Centurion sy outonome status

This study explores participatory development methods which may
be engaged with a smaller community interest group to create an
environment conducive to free and effective participation towards
empowering more participants in rural communities. The study was
conducted in Makhuduthamaga Municipal area in Sekhukhune
District of Limpopo Province. The data was collected through
participants observation during application of Participatory Rural
Appraisal techniques , community groups, documents reviews, and
groups and individual interviews. The study looked into
participation procedures and pattern during Participatory Rural
Appraisal techniques, groups' institutionalisation and internal
participation environment. The study also conducted comparative
analysis between community interest groups and organisational
linkage structures, in order to establish how free and conducive the
groups' internal environments are between the cases.
The study found that: interest groups are more common, accessible
and empowering in rural communities than organisational linkage
structures. People participate and attain self-esteem and selfreliance,
making them participate and develop a sense of
responsibility and ownership. The findings will therefore inform
development agents in government departments and NGOs about the
elements to consider in the implementation of development
programmes, and to make appropriate choice of partic ipatory
models for effective partic ipation and empowerment. The stud y's
theoretical contribution is in sustenance participation theory,
which argues that for people to effectively participate in their
development, they should be made to participate by being given
responsibilities which may motivate them to participate in finding
solutions, own the outcomes, and participate toward sustaining

The aim of this study is to determine the role that innovation plays in economic development and how an economic environment can be created that is conducive to innovation. The urgent need for development in large parts of the world indicates the importance of the increase in innovative activities because innovation is indicated as the “engine of growth and development”.
It was found that innovation takes place within an innovation system and should be studied from a system perspective. The system perspective implies that there are different participants and that these participants function individually but that they also interact (wittingly or unwittingly) with one another. The innovation system is defined as a system that includes the participants or actors and their activities and interactions, as well as the socio-economic environment within which these actors or participants function, which determine the innovative performance of the system. A system approach is therefore necessary to study the influence of innovation on development.
The role that innovation plays in economic development has been established by means of the historical patterns of economic development and major innovations as well as an analysis of literature of empirical studies. The historical pattern indicates the importance of innovation for economic development, but literature revealed the complexity of the relationship due to the non-linear relationship among different actors or participants in an innovation system. The main determinants of innovation was identified and a conceptual, descriptive model for an innovation system was developed, indicating the different participants, their roles, the interaction among them, and the economic environment within which the participants function. The model was applied to the Mpumalanga province in South Africa as case study. Strengths and weaknesses were identified in the Mpumalanga innovation system and recommendations were made for the improvement of the Mpumalanga innovation system which in turn should lead to an improvement in the economic development of the province. / Economics / D.Comm. Environmental degradation is a global challenge that affects all. One of the most prominent impacts of environmental degradation is the climate change phenomenon. The adverse impacts of climate change have given rise to responses aimed at retarding, halting and learning to live with the already present effects of climate change. These responses to climate change fall into two broad categories: mitigation and adaptation. Mitigation addresses the climate change challenge through seeking a reduction or elimination of anthropogenic generated greenhouse gas emissions into the atmosphere. Adaptation on the other hand addresses climate change through reducing the adverse impacts of climate change as well as exploiting economic and social opportunities presented by climate change. Green procurement has been identified as one of the climate change intervention measures. This is because research shows that procurement policies and practices of both the public and private sectors have the potential to influence environmentally friendly modes of production and the provision of ‘greener’ goods and services that include infrastructure. In many developing countries the big spending power of the public sector, particularly municipalities, makes them influential players in the nature of goods and services production and provision.
Against this background, this study investigates the role of South African metropolitan municipalities in addressing environmental decay through green procurement. Specifically, the study aims to assess the levels of green procurement practices of goods and services within South Africa metropolitan municipalities. This is achieved through; (i) determining the level of understanding of sustainable development, and (ii) determining the extent to which green procurement is practiced in South African metropolitan municipalities, and identifying policy and legislative requirements (if any) that support green procurement practices. Given the complexity of means, policy and practices around the green procurement drive; the study employed a mixed method approach. The mixed method approach employed three methods namely: document analysis, interviews and the use of a questionnaire. Analysis of data included content analysis, inductive thematic analysis and basic numerical analysis of the questionnaire, using MS Excel.
The study made two broad findings; (i) there is generally a good understanding of the sustainable development discourse among South Africa’s metropolitan officials; and (ii) policy response to green procurement shows that the older metropolitans that include the City of Cape Town, City of Johannesburg, City of Tshwane, Ekurhuleni, eThekwini and Nelson Mandela Bay have made greater progress making explicit reference to green procurement in different policies compared to the younger metropolitans such as Buffalo City and Mangaung. Despite the general understanding of the sustainable development discourse and evidence of explicit reference to green procurement in some metropolitan policy documents there is a general lack of comprehensive implementation of green procurement practices across all the metropolitan municipalities. The current implementation is sporadic and largely through a number of projects that are not always linked to give rise to effective synergies. The study concludes that there is limited implementation of green procurement policies and strategies in all metropolitans. This may be attributed to limited policy understanding and lack of education and training around green economy transition and green procurement issues. The study recommends the mainstreaming of the green procurement concept into already existing policies and to establish new policies where there are none. There is a need to translate the policies into legislation and regulations that carry incentive to reward and encourage the desired green procurement practices. This research is an examination of the practical application of intergovernmental
relations (IGR) and co-operative government at the City of
Tshwane Metropolitan Municipality (CTMM)’s Department of Housing and
Human Settlements. By use of questionnaire and direct interviews, the
research extracted responses from methodically selected employees and
officials at the Department of Housing and Human Settlements in the CTMM.
Literature study was combined with document analysis and a part of
participant observation to gather data and information that has been examined
and analysed in the study that has established the need for training and
skilling for officials and employees in financial and project management.
The need for the rolling back of political interference, regular review of
legislation to keep abreast with the changing environment and international
standards and improved institutional communication are but some of the
observations and arguments that the research has established from a careful
reading of data gathered. The enabling policies, laws and regulations that are
in place remain largely good on paper, but still limited in their practical
application. It is argued in this research that housing and human settlements
are a provision that is central in the democratic and development life of the
Republic of South Africa, and that the provision of sustainable human
settlements enriches the livelihoods of communities in so far as other services
such as education, recreation, health care, electricity, economic opportunities,
safety, transport and communication are also dependent on the availability of
sustainable human settlements and the amenities that comes with it. It is the
recommendation of the present research that if the policies, regulations, laws
and goals that govern the IGR towards the delivery of sustainable human
settlements are to achieve maximum fruition, there is a need for vigorous
monitoring and evaluation mechanisms that will ensure that budgets are
efficiently used, that standing decisions are implemented and that partisan
politics and corruption and opportunistic tendencies are eliminated as these

Comparative analysis of environmental impact assessment compliance by two developers in the Northern Cape Province, South AfricaShubane, Mahlatse Juddy 06 1900 (has links)
The study was undertaken to investigate the following: limiting factors faced by the developers in complying with the EIA conditions and to determine whether the various developers comply with the conditions. The study was undertaken by use of questionnaires, site visits, meetings, photographs, group interviews. Trained fields assistants were also used to administer the questionnaires in order to collect data.
Data from two sites were collected between 2012 and 2014 and were intentionally collected in order to provide information regarding the implementation of mitigation measures. The collected data was subjected to SAS (statistical software). Chi-square test for independence was performed in order to compare the differences (Snedecor & Cocharen, 1978) between the two sites.
Based on the results of the study, it is therefore recommended that competent authorities should consider drafting and supplying follow-up guidelines and these guidelines should also apply to all the relevant role players involved. / Environmental Sciences / M. Sc. (Environmental Management)
