The effectiveness of local economic development unit in improving South African local economies : a case of Polokwane Local Municipality in Limpopo ProvinceMashabela, Chungu Mamahlodi January 2021 (has links)
Thesis (MPAM.) -- University of Limpopo, 2021 / The purpose of the study was to assess the impact of Local Economic Development
(LED) in South African municipalities. LED is meant to address socio-economic
injustices inherited from the apartheid regime and provide economic emancipation for
all in South Africa. It has been two decades since the inception of LED in South Africa;
however, the objectives of LED are seemingly declining. The country is currently
experiencing weak economic growth with high unemployment and poverty rates in its
communities. The study investigated the nature and role of LED unit as well as
strategies in place for implementing LED in local economies. It also investigated the
challenges that LED official encounters in the implementation process of LED. The
opportunities of the local economy have been identified in order to provide a platform
for local economic policy reforms that can be used to recover economic bottlenecks.
The study is empirical and used Polokwane Local Municipality as its study area. Both
qualitative and quantitative research methodologies were employed in the study in
which interviews and questionnaires were used to collect primary data. The target
population of the study included LED officials in Polokwane Local Municipality and
individuals who benefit from LED strategies. The population was sampled randomly
and purposefully based on the participants' contextual experience on the objectives of
the study. The study found that LED unit in Polokwane Local Municipality is not
effective in its implementation of LED. There are LED initiatives in place; however,
such initiatives are not entirely effective. The study argues that the role and strategies
of LED unit are sound on the paper; however, it lacks maximum impact. The study
therefore, provided a number of recommendation that could enhance the effectiveness
of LED. The following are some of the recommendation: the LED unit should establish
LED awareness that will educate and inform community members of LED; the LED
unit needs to have adequate measures to regulate informal trading that is inclusive of
foreign traders; LED unit formulates LED policies and strategies in line with
opportunities of LED in the municipality; sufficient skills development programmes in
the LED unit; the LED unit must provide adequate infrastructure that is suitable for
economic growth and should undertake available economic opportunities in each
community.

The impact of strategic orientation and networking on the sustainable performance of Small and Medium Business in Polokwane Municipality, Limpopo ProvinceMankgele, Khutso Pitso January 2021 (has links)
Thesis (M. Com. (Business Management)) -- University of Limpopo, 2021 / The main objective of this study was to investigate the impact of strategic orientation
and networking on the sustainable performance of SMEs. A quantitative approach was
used, and a self-administered questionnaire was employed during the data collection
process. A four-section questionnaire covering demographic information, strategic
orientation variables, networking variables and sustainable performance variables was
prepared and distributed randomly to a selected sample of 300 SME owners in
Polokwane Municipality in Limpopo Province. A total of 140 questionnaires were
returned. The software used to analyse information gathered and to ensure accuracy
and reliability of the study results was Statistical Package for Social Sciences (SPSS)
version 26.0. Correlation and regression analyses were performed to determine the
relationship between strategic orientation and sustainable performance, and the
relationship between networking and sustainable performance. The Cronbach’s alpha
was used as a measure of reliability. The results of the study revealed that both
strategic orientation and networking positively impact on the performance of SMEs.
Recommendations to improve the strategic orientation and networking of SMEs are
suggested. These recommendations offered meaningful insights into SME owners,
government, non-government organisations and other organisations for the
improvement of their businesses while providing room for future research studies.

Sustainable economic development challenges faced by managers of small, medium and micro enterprises (SMMEs) at Lepelle Nkumpi Municipality in the Limpopo ProvinceMashilo, Kakaru Sinah January 2022 (has links)
Thesis (M.Dev. (Planning and Management)) -- University of Limpopo, 2022 / Unemployment in South Africa has prompted the government to shift focus in terms
of employment creation resulting in encouraging citizens to become entrepreneurs.
This took effect after 1994 and small, medium, and micro enterprises (SMMEs) have
since been the important drivers of the economy. They have provided jobs to many
unemployed people and reduced poverty in many communities. Despite their
importance, these enterprises encounter challenges that threaten their sustainability
and growth. The purpose of the study was to investigate the internal and external
factors affecting SMMEs. To get a clear understanding of the challenges confronting
managers of SMMEs in Lepelle Nkumpi Municipality (LNM), a comprehensive
investigation of this problem was conducted through a literature review. The study
adopted a mixed method approach, where the researcher used both qualitative and
quantitative methods to elicit information from the participants. The study also
adopted the interpretivism and positivism paradigms. Data were collected through
the usage of structured questionnaires and semi-structured interviews from the
respondents who were selected purposively. Analysis of quantitative data was done
through SPSS and presented in tables, graphs, and pie charts. For qualitative data,
thematic analysis was used. The findings confirmed what was reviewed in the
literature, namely, that managers of SMMEs encounter operational difficulties; and
inaccessibility of funding is a major challenge. The study revealed that 78% of the
respondents used personal savings and some borrowed from friends and family,
whilst only 22% received funding as a form of government grants and bank loans.
To confront the challenges of funding, government and parastatals should ensure
that SMMEs receive funding in an impartial manner; and government should also
serve as collateral for SMMEs with financial institutions in cases where government
could not offer funding since lack of collateral proved to be a blockade for SMMEs.
Chapter 5 of this research report provides a conclusion and recommendations
arising from the data collection on the improvement and accelerated support to
ensure the sustainability and growth of SMMEs.

The operation of informal motor vehicle mechanic small enterprises in the Tzaneen Central Business District, Limpopo ProvinceMulaudzi, Mashau Welly January 2016 (has links)
Thesis ((MBA.) -- University of Limpopo, 2016 / The positive role and fundamental contribution of SMMEs on a global and national level is key to economic growth. Various perspectives and opinions exist in terms of the role, extent and nature of the contribution made by SMMEs in the local economy. The main aim of this study was to investigate ways in which the informal motor vehicle mechanic businesses operating in Tzaneen CBD can be assisted to become formalised businesses for long-term sustainability and contribution to the local economy.
The research was qualitative in nature. Group interviews were conducted with motor mechanics operating opposite Tzaneen bus rank in the town of Tzaneen, Limpopo Province as well as with their representatives (i.e. their executive committee). The purpose of the interviews was to find out what they thought about possibilities of being formalised and what their needs are. In addition, questionnaires were designed and handed out to officials from GTM LED, SEDA and GTEDA. The purpose of the questionnaires was to explore what these institutions have done previously and what they were willing to offer to help formalise the informal motor mechanic operations.
The research results show that the motor mechanics understand what formalising their enterprises entails and they are willing to cooperate with the government organisations to convert them into sustainable enterprises. The representatives from government agencies showed willingness to support these motor mechanics, they are also willing to prioritise and develop necessary support programmes.
The study recommends that the motor mechanics be helped with infrastructure; registering their businesses; mentoring and coaching be offered to them; marketing their business; and training and development occurring on a continuous basis.

The investigation used the Ecological Footprint as an educational tool to assist Environmental Management and Water Care learners at Technikon Northern Gauteng, Soshanguve learners in gaining insight in their consumption of natural renewable and non-renewable resources and generation of wastes. In addition, it also aimed to assist them in understanding the ecological impacts of their behavior on the available international and national productive land and thus on planet earth.
The results of the investigation indicated a significant decrease in the post-test questionnaire knowledge, attitude, and behaviour scores of the learner group. The implication however was clear; the Ecological Footprint did not directly have an effect on the attitude and behaviour of the learners but indirectly influenced the knowledge base of the learners, which then should have an impact on their attitude and behaviour over time.
The Ecological Footprint could thus be an educational tool that could be incorporated into the curricula of the two academic programs at TNG, viz Water Care and Environmental Management for increasing knowledge and improving the attitude and behaviour of learners towards a more sustainable lifestyle. / Educational Studies / M.Ed.(Environmental Education)

South Africa, emerging from the yoke of colonialism and imperialism embarked on an ambitious land reform programme during the 1990’s. It was anticipated that land reform would take place effectively and sustainably.
However, evidence to date revealed that land reform has been a failure and the cause thereof can be attributed to the lack of post settlement support.
The focus of the research was to find out whether post-settlement support is the reason behind successful projects and if so to highlight the necessity of post-settlement support in land reform projects.
The methodology used was through review of literature, legislations and policies on land reform and analysis of case studies.
Outcome of the research indicates an intricate relationship between land reform and post-settlement support. The transfer of land to land reform beneficiaries must go hand in hand with the effective provision of post-settlement support for projects to be success and sustainable. / College of Law / LL.M

Crime as deterrent to sustainable tourism growth? : perspectives on the impact of crime on tourism in the Western CapeDalhousie, Landi 12 1900 (has links)
Thesis (MPhil)--Stellenbosch University, 2005. / ENGLISH ABSTRACT: This study analyses the impact of crime on sustainable tourism growth in the Western
Cape. It investigates tourists' perceptions of crime in the province and the role of the
media in creating or influencing these perceptions. This study also provides an
overview of the most important government initiatives and policies that have been
undertaken and implemented at local, provincial and national levels. These policies
are discussed and evaluated to determine whether it has in fact brought or encouraged
sustainable tourism growth in the Western Cape.
A survey, with a sample size of 25 respondents was undertaken during the period of
April to June 2005 and comprised 13 tour operators, eight tourism bureaus and four
travel agencies, which are all based in the Western Cape. The aim of the study was to
gain insight into the travel motivations and patterns of the thousands of tourists that
visit the province every year and their perceptions regarding crime, from the
viewpoint of these primary producers (i.e. the travel intermediaries) in the tourism
production system.
Crime does not only affect residents, but also has an impact on tourist behaviour and
deters visitors from visiting a country, as most tourists are risk-aversive and consider
such factors when deciding on a destination. Only a small number of tourists are
disappointed with the crime situation when visiting the Western Cape, but the
majority of tourists still regard it as a serious problem, and possible deterrent, of the
province. These perceptions do have a tendency to change more positively once
tourists have visited the area. Nevertheless, respondents feel obliged to warn tourists
against crime or give them advice about their safety and security.
The various levels of government are committed towards improving safety and
security in South Africa and numerous policies and initiatives have been developed
and implemented. However, most do not specifically focus on crimes against tourists.
Safety and security is considered as a prerequisite for a successful tourism industry,
thus both local residents and tourists should receive equal attention with regards to
safety and security from the government. However, many respondents are unaware of
the existence of the government's initiatives to combat crime, which raises doubts about the effectiveness of these initiatives, their implementation and their intended
benefits. The government should formulate comprehensive and constructive
provincial policies in order to address the potentially detrimental impacts of crime on
sustainable tourism growth in the Western Cape. / AFRIKAANSE OPSOMMING: Hierdie studie analiseer die impak van misdaad op volhoubare toerisme groei in die
Wes-Kaap. Dit ondersoek toeriste se persepsies van misdaad in die provinsie en die
rol van die media om hierdie persepsies te beinvloed. Die studie gee 'n oorsig oor die
belangrikste regeringsinisiatiewe en -beleide wat geimplimenteer is op plaaslike,
provinsiale and nasionale vlakke. Hierdie beleide word bespreek en geevalueer om
vas te stel of dit daadwerklik volhoubare toerisme groei in die Wes-Kaap
bewerkstellig en aanmoedig.
'n Opname met 'n steekproef van 25 respondente was onderneem gedurende April tot
Junie 2005. Die steekproef sluit in 13 toer operateurs, agt toerismeburo's en vier
reisagentskappe, almal gebasseer in die Wes-Kaap. Die doel van die studie was om
insig te kry oor die motivering en reispatrone van die toeriste wat jaarliks die
provinsie besoek, asook wat hul persepsies oor misdaad is soos waargeneem deur die
primere produsente (d.w. s. reisbemiddelaars) in die toerisme produksiesisteem.
Misdaad affekteer nie net inwoners nie, maar het ook 'n impak op toeriste se gedrag
en kan selfs toeriste weerhou daarvan om die land te besoek, want veiligheid en
sekuriteit is van die belangrikste oorwegingsfaktore wanneer daar besluit word om 'n
land te besoek. Slegs 'n paar toeriste is teleurgesteld met die misdaad situasie wanneer
hulle die Wes-Kaap besoek, maar die meerderheid beskou dit steeds as 'n ernstige
probleem, of selfs afskrikmiddel, in die provinsie. Hierdie persepsies is geneig om te
verander nadat die toeriste die area besoek het. Respondente beskou dit egter steeds as
hul plig om toeriste teen misdaad te waarsku.
Op verskeie vlakke van regering word daar voortdurend gestreef na veiligheid en
sekuriteit in Suid-Afrika te verbeter. Verskeie regeringsbeleide en inisiatiewe is al
ontwikkel en geimplimenteer, maar die meeste fokus nie spesifiek op misdaad teen
toeriste nie. Veiligheid en sekuriteit word beskou as 'n voorvereiste vir 'n suksesvolle
toerisme industrie, daarom moet beide inwoners en toeriste dieselfde aandag met
betrekking tot veiligheid en sekuriteit van die regering ontvang. Dis egter
kommerwekkend dat meeste van die respondente onbewus is van hierdie inisiatiewe
om misdaad te bekamp. Die regering moet fokus daarop om 'n omvattende en konstruktiewe provinsiale beleid te formuleer om sodoende die nadelige impak van
misdaad op volhoubare toerismegroei in die Wes-Kaap aan te spreek.

The meanings of sustainable community wellness in Grabouw : exploring intersections of sustainability and wellness from a complexity thinking perspectiveVan Den Berg, Wessel Jan 03 1900 (has links)
Thesis (MPhil)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: An exploration of the integrated nature of sustainable development planning and health care was done
in the context of people living and working in the town of Grabouw in the Western Cape. The problem
that was investigated was that people working within local government and community health
networks treated sustainable development planning and health care as separate issues.
The notion of wellness, as different from health, was used as a central theme in the study. It allowed
for an acknowledgement of the multidimensionality and contextual nature of human well-being. The
notion of sustainable community wellness was used to guide the research, and was viewed as a
complex phenomenon. The meanings of sustainable community wellness to people who work and live
within local government and community health networks in Grabouw were observed and documented.
Complexity theory was then used to discuss the observed perspectives on sustainable community
wellness.
Two factors informed the selection of Grabouw as a research site: Firstly, a comprehensive
sustainable development programme was being carried out in the town of Grabouw during the
research. Secondly, a few community health care initiatives were also being implemented at the time.
Community care workers who worked in one of the community health organisations participated as
primary research participants.
The research combined conceptual and empirical research. The conceptual research consisted of a
literature review of perspectives on wellness in Grabouw. The empirical research methods that were
used combined ethnography in the form of participant observation, and participatory action research in
the form of participatory photography. The researcher accompanied community care workers on their
daily visits to patients. The care workers took photographs of aspects of their surroundings that
represented sustainable community wellness, or the lack thereof, to them. Photographs were analysed
through focus group discussions and pertinent themes were subsequently identified.
Three meanings of sustainable community wellness were discovered. The first was the structural,
governmental meaning that gave importance to health and socio-economic statistics, based on the
mortality profile of the area. Wellness was seen from this perspective as a challenge that could be met
with strategic planning. The second meaning was the community-based experience of environmental
factors in Grabouw that had an impact on wellness, such as water, community forums and living
spaces. In this case, wellness was experienced as a rich and diverse set of factors, both social and
environmental. The third meaning was observed as instances where the apparent separate entities of
local government, the community, and the physical environment were seen as one socio-ecological
system, of which sustainable community wellness was an emergent property.
These instances demonstrated the importance of managing the quality of relationships within the
system, the need to enhance the autonomy of people working in the system and the potential of
community care workers to be agents of sustainable community wellness. / AFRIKAANSE OPSOMMING: Ondersoek is gedoen na die geïntegreerde aard van volhoubare ontwikkelingsbeplanning en
gesondheidsorg in die konteks van mense wat in die dorp Grabouw in die Wes-Kaap woon en werk.
Die probleem wat ondersoek is, is dat mense wat in plaaslike regerings- en
gemeenskapsgesondsheidnetwerke werk, volhoubare ontwikkelingsbeplanning en gesondheidsorg as
afsonderlike sake beskou.
Die begrip ‘welstand’, wat in betekenis van ‘gesondheid’ verskil, is as 'n sentrale tema in die studie
gebruik, en is soortgelyk aan die begrip ‘welwees’. Dit het erkenning verleen aan die
meerdimensionele en kontekstuele aard van menslike welwees. Die begrip volhoubare gemeenskapswelstand
wat as 'n komplekse verskynsel beskou is, het die ondersoek gerig. Die betekenis van
volhoubare gemeenskaps-welstand vir mense wat in plaaslike regerings- en
gemeenskapsgesondheidnetwerke in Grabouw woon en werk, is waargeneem en gedokumenteer.
Kompleksiteitsteorie is voorts gebruik om die waargenome perspektiewe op die volhoubare
gemeenskaps-welstand te bespreek. Twee faktore het die besluit om Grabouw as 'n navorsingsgebied
te gebruik, beïnvloed: Eerstens was daar tydens die navorsingstydperk reeds 'n omvattende
volhoubare ontwikkeling program in Grabouw aan die gang. Tweedens was 'n paar
gemeenskapsgesondheidsorg-inisiatiewe ook in dié tydperk aktief. Gemeenskapgesondheidswerkers
wat in een van die gemeenskapsgesondheidsorganisasies gewerk het, was primêre deelnemers aan
die navorsing.
In hierdie ondersoek is konseptuele en empiriese navorsing gekombineer. Die konseptuele navorsing
het uit 'n literatuuroorsig van perspektiewe op welwees in Grabouw bestaan. Die empiriese
navorsingsmetodes wat gebruik is, het etnografie in die vorm van deelnemende waarneming, asook
deelnemende-aksie-navorsing in die vorm van deelnemende fotografie, behels. Die navorser het
gemeenskapsgesondheidswerkers op hul daaglikse besoeke aan pasiënte vergesel. Hierdie werkers
het foto's geneem van die aspekte van hul omgewing wat na hulle mening die volhoubare
gemeenskaps-welstand, of die gebrek daaraan, verteenwoordig. Foto's is tydens
fokusgroepbesprekings ontleed en relevante temas is daardeur geïdentifiseer.
Drie betekenisse van die volhoubare gemeenskaps-welstand het tydens die ondersoek na vore
gekom. Die eerste is die strukturele, regeringsverwante betekenis wat bestaan het uit gesondheidsen
sosio-ekonomiese statistiek, gebaseer op die sterftesyferprofiel van die gebied. Welstand is vanuit
hierdie perspektief gesien as 'n uitdaging wat deur middel van strategiese beplanning aangepak kon
word. Die tweede betekenis is die gemeenskapsgebaseerde ervaring van omgewingsfaktore wat 'n
uitwerking op welstand het, soos water, gemeenskapsforums en leefareas in Grabouw. Welstand is in
hierdie geval ervaar as bestaande uit 'n reeks ryke en diverse faktore wat beide sosiaal en
omgewingsverwant is. Die derde betekenis is waargeneem deur die identifisering van die gevalle wat
die kompleksiteit van die stelsel wat bestudeer is, verteenwoordig het. In hierdie gevalle is die
oënskynlike aparte entiteite van plaaslike regering, die gemeenskap, en die fisiese omgewing gesien
as 'n sosio-ekologiese sisteem waarvan volhoubare gemeenskaps-welstand 'n ontluikende element is. Deur hierdie gevalle is daar aangetoon dat dit belangrik is om die gehalte van die verhoudings binne

Developing a scorecard for sustainable transport : a Cape Town applicationDu Toit, Rudolph 03 1900 (has links)
Thesis (MPhil (Sustainable Development Planning and Management))--University of Stellenbosch, 2009. / Globally, transport and its associated ills are creating urban landscapes that can best
be described as unhealthy, unfriendly and unsustainable. The unsustainable nature of
current transportation practices are most keenly displayed in four key areas, namely:
the pending oil peak; global climate change; environmental degradation and social
deprivation. South Africa is no exception to these impacts, but also suffers an extra
disadvantage of demonstrating very little knowledge of more sustainable
transportation option in terms of its planning regime.
This study endeavours to improve the state of sustainability in transportation planning
by developing a user-friendly and pragmatic transportation sustainability appraisal
mechanism and testing this mechanism on a real-life case. In order to develop such an
appraisal mechanism, the theory of sustainable development is firstly examined to
provide direction to the study, followed by an attempt to distil the most pertinent
principles of sustainable transport from the literature. These principles form the
objectives which the appraisal mechanism aims to measure sustainability against.
Owing to the poor level of awareness regarding sustainable transport practices in
South Africa, a discussion on selected benchmark sustainable transport practices is
also included in the study and consequently added to the appraisal mechanism. To test
its operability, the appraisal mechanism is finally applied to Cape Town’s Draft
Integrated Transport Plan (ITP) 2006-2011.
The study indicates that the ITP is a reasonably sustainable transport plan, with the
exception of its affordability and public participation aspects. These exceptions are attributed to the ITP either not properly addressing these aspects, or due to the ITP not
providing enough information on these aspects. Finally, the study found that the
developed appraisal mechanism is operable in the field of transportation planning, but
suggests that the mechanism be further developed and refined to improve its value and
effectiveness. A transdisciplinary process involving the input of community
stakeholders and specialists is identified as major area for such development / Centre for Renewable and Sustainable Energy Studies
