Organizational Responses to Educational Telecommunications Policy in Three States: Oregon, Colorado, and Utah

Prior research on statewide educational telecommunications has focused on cataloging initiatives in various states, describing activities in individual states, or in exploring telecommunications policy from a planning-level perspective. In these studies, it is recognized that policies and implementation behaviors vary across individual states; however, a theoretical basis for how and why policy and implementation models differ among states has not been provided. Research also suggests that many states are moving toward the adoption of successful models from other states, and that there is a need for policy research to assist states in developing policies. This dissertation attempts to apply the systems perspective in organization theory (Thompson 1967; Mintzberg 1983) and concepts from political feasibility analysis (Meltsner 1972; Webber 1986) to qualitative data on educational telecommunications systems in three western states: Oregon, Colorado, and Utah. The research will provide descriptions of activities that can be referred to by state policy makers in evaluating the feasibility of adopting another state's planning model, and in developing their own policies. The research also will contribute to the growing literature on state policies and implementation models for distance education. The three states represent models of educational telecommunications systems prevalent in the U.S., and each differs in the level of statewide planning, governance, finance, and delivery of educational telecommunication represented by its model. Interviews with policy makers and practitioners in each state, combined with documentary evidence and prior research, provide descriptions of organizational responses to statewide policy and planning for distance education. Conclusions indicate that state policies are lagging behind technological change, and that variations in policy and planning among states result from constraints and contingencies imposed on institutions by contextual variables peculiar to each state. States that engage in careful planning for statewide telecommunications, taking into account the political culture, organizational behaviors, and historical relationships between higher education and state government, will have the greatest success in developing and implementing policies.

October, 2016 / The role played by a governing authority is crucial to the long term survival and development of its governed unit, irrespective of the size and function of the said unit. In the event that a government fails to protect the interests of its governed, a state of wide-spread dissatisfaction and palpable frustration becomes inevitable. Through the application of an Interpretive Research Paradigm, this study assessed the role of the Nigerian government in one of the country’s most promising industries; The Mobile Telecommunications Industry. The study aimed to expose the predominant role of the Nigerian government in this industry with a focus on the relevant issues of Cybercrime and Mobile Broadband. This research enquiry applied the Qualitative Research Approach. As such, the researcher analyzed relevant policy documents on telecommunications and elicited the expert opinions of key industry players. In all, 18 industry representatives were questioned about the happenings in the Mobile Telecommunications Industry. The interview respondents for this research study included representatives of the Ministry of Communications, individuals within the Nigerian Communications Commission, and Mobile Telecommunications service providers/operators. To further validate the information gathered from these individuals, various industry reports were also examined. After a thorough analysis of the research data gathered from multiple sources, the conclusion drawn by this study was that the Nigerian government has failed to do what is necessary to ensure the long-term growth and development of the country’s Mobile Telecommunications Industry. The study proved that the government has constantly taken a somewhat lackadaisical stance with regard to the implementation of the policies and initiatives governing the industry and has subsequently given no explanations or justifications for its actions, or more appropriately, inactions. Conclusively, this research study recommended that the governing environment of the Nigerian Mobile Telecommunications Industry be restructured to include a government that not only formulates telecoms development strategies and expansion initiatives, but also executes these plans whilst maintaining an unwavering accountability for its actions and decisions. / MT 2017

Joint multiple parameter estimation and channel decoding for physical-layer network coding and multiuser detection.

Both of PNC and MUD can take advantages from the simultaneous transmissions by multiple users. However, the superimposition of multiple transmissions brings with it new challenges for signal processing. The first major challenge is the estimation of the multiple parameters at the receiver. The second major challenge is how to compensate for system impairments caused by these parameters. This thesis consists of two parts that tackle these challenges: The first part is related to PNC systems and the second part is related to MUD systems. / Part I: The first part of this thesis addresses the problem of joint channel estimation and channel decoding in PNC systems. In PNC, multiple users transmit to a relay simultaneously. PNC channel decoding is different from conventional multiuser channel decoding: Specifically, the PNC relay aims to decode a network-coded message rather than the individual messages of the users. Although prior work has shown that PNC can significantly improve the throughput of a relay network, the improvement is predicated on the availability of accurate channel estimates. Channel estimation in PNC, however, can be particularly challenging because of 1) the overlapped signals of multiple users; 2) the correlations among data symbols induced by channel coding; and 3) time-varying channels. We combine the expectation-maximization (EM) algorithm and belief propagation (BP) algorithm on a unified factor-graph framework. In this framework, channel estimation is performed by an EM subgraph, and channel decoding is performed by a BP subgraph that models a virtual encoder matched to the target of PNC channel decoding. Iterative message passing between these two subgraphs allows the optimal solutions for both to be approached progressively. We present extensive simulation results demonstrating the superiority of our PNC receivers over other PNC receivers. / Part II: The second part of this thesis investigates a channel-coded MUD system operated with orthogonal frequency division multiplexing (OFDM) and interleaved division multiple-access (IDMA). In general, there are many variations to MUD systems. Our choice of the combination of OFDM and IDMA is motivated by its ability to achieve multiuser diversity gain in frequency-selective multiple-access channels. However, to realize this potential advantage of OFDM-IDMA, we must first solve the frequency asynchrony problem induced by the multiple carrier frequency offsets (CFOs) of the signals of multiple users. This part of the thesis tackles the following two major challenges. The first, as in PNC systems, is the estimation of multiple channel parameters (e.g., CFOs and channel gains). A particular challenge is how to contain the estimation errors of the channel parameters of the multiple users, considering that the overall estimation errors may increase with the number of users because the estimations of their channel parameters are intertwined with each other. The second is how to compensate for the multiple CFOs. A particular difficulty is that, different from a single-user receiver for which there is only one CFO, it is not possible for our multiuser receiver to compensate for all the multiple CFOs simultaneously. To tackle the two challenges, we put forth a framework that solves the joint problem of multiuser channel-parameter estimation, CFO compensation, and channel decoding iteratively by employing the space alternating generalized expectation-maximization (SAGE) and expectation-conditional maximization (ECM) algorithms. Our study reveals that treating the data rather than the channel parameters as the hidden data in ECM will lead to better performance. We further show that Gaussian message passing is an effective complexity reducing technique. Simulations and real experiments based on software-defined radio (SDR) indicate that, compared with other approaches, our approach can achieve significant performance gains. / Overall, this thesis puts forth two frameworks (EM-BP for PNC, SAGE-ECM for MUD) to address the problem of multiple parameter estimation and channel decoding. Participation in Technology Standards Development: A Decision Model for the Information and Communications Technology Industry

There is a dearth of decision-support models or frameworks to aid managers in the Information and Communications Technology (ICT) industry in uniformly assessing the key factors in the decision to standardize innovative technologies. Making the proper decision is consequential and potentially fraught with risks for the firm such as competitive exposure, high expenditures with inadequate returns, restrictive inbound or outbound patent licensing obligations, and related complications. This study presents a framework to guide managers in the ICT industry in assessing the factors that inform the decision to participate in the development of technology standards. Using multi-criteria decision analysis and judgment data from panels of experts, a robust model is developed that comprehends the essential criteria and outcomes within the context of computer interconnect technologies. The resultant, generalizable model is validated against the case of the extant Universal Serial Bus (USB) interconnect standard and found to be congruent with the assessment of the experts. Scholarship on technology standards development is rich and multifaceted--spanning numerous streams of inquiry. This research contextualizes technology standardization within the economic, strategic, organizational, and legal perspectives. The resultant model demonstrates that strategic planning is regarded by the experts as the principal driver in the decision to participate in a technology standardization effort. Furthermore, the primacy of commitment and leadership within the standards-setting organization is unambiguously established through rigorous quantitative analysis. The proposed model verifies that the firm's desire to align its product roadmap to the emerging standard is the chief criterion in the decision to contribute to the standards development effort. Other criteria of high interest include the leveraging of network externalities to glean disruptive trends within the ecosystem, the exploration of opportunities to expand the total available market for the firm, and the availability and terms of IP licenses. Sensitivity analysis affirms the overall predictive strength and robustness of the model and its widespread applicability. Future research on model expansion and application to other technologies, as well as the development of uniform patent valuation methods will further enrich the knowledge base.
