非政府組織反多邊投資協定運動之研究 / A study of NGO campaign against the multilateral agreement on investment

1998年在全球各地環保團體、消費者團體、社會正義團體等非政府組織跨國串聯反對下,擊敗了正在經濟合作暨發展組織為了一致化外國直接投資規則進行的多邊投資協定談判,這是非政府組織成功在全球經濟治理領域發揮影響力的重要案例。本論文的研究目的在於探討:第一、反對多邊投資協定談判的非政府組織跨國倡議活動為什麼成功及如何成功;第二、他們反對的理由是什麼;第三、從這個案例來看非政府組織倡議活動正在或將對國際政治經濟決策過程帶來何種程度的衝擊。這個個案研究使用Margaret E. Keck與Kathryn Sikkink的跨國倡議網絡(transnational advocacy network, TAN)理論,分析公民反抗行動如何成功影響在全球層次的政治決策,TAN理論強調議題共鳴、網絡密度、與目標對象脆弱性三種因素的重要性。本論文除了用這三種因素檢視反多邊投資協定運動過程,並發現非政府組織的倡議活動是否能夠與政府力量取得連結的重要性,作為TAN理論的補充。其次,本論文發現反多邊投資協定運動策略性地轉變為以國內為基礎的運動,透過國內爭議政治的傳統反抗手法向政府表達公民的訴求,以避開國際組織對非政府組織不利的政治機會結構,呈現出與TAN理論的「迴力鏢效果」相對立的發展。最後,這個個案研究發現反多邊投資協定運動更接近基於民族主義的傳統政治,而不能說是一種世界主義政治的發展。世界主義論者預期在一個形成中的全球公民社會中國家的角色正在消退,在這個案例中顯然並無法獲得足夠的證明。 / In 1998, a transnational NGO coalition of environmentalist, consumer rights, and social justice activists helped to defeat the Multilateral Agreement on Investment (MAI), a draft treaty to harmonize rules on foreign direct investment under the aegis of the Organization for Economic Cooperation and Development (OECD). This dissertation addresses why and how the transnational NGO advocacy sank the MAI negotiation, what are their advocacy reasons, and to what extent the transnational NGO advocacy activities will influence and are influencing the international decision making process. This case study uses Margaret E. Keck and Kathryn Sikkink’s transnational advocacy network (TAN) theory, which stresses the importance of issue resonance, network density, and target vulnerability, to explore how citizen’s resistance struggle succeed in influencing policy at global level. First, in supplementing Keck and Sikkink’s TAN theory, the work suggests whether the NGO advocacy links with its governmental power is also at stake. Second, contrary to the “boomerang effect” from their TAN theory, the work finds that the transnational NGO campaign against MAI strategically shifted to country-based campaigns to address citizen’s claims through traditional repertoire of contention politics, in bypassing unfavorable political opportunity structure in international arena. Finally, the anti-MAI campaign was found to be much closer to traditional politics in a view of nationalism than the alleged cosmopolitan politics, which expects the role of state has eroded in an emerging global civil society.

Development of lightweight and low-cost microwave components for remote-sensing applications

The objective of the proposed research is to design, implement, and characterize low-cost, lightweight front-end components and subsystems in the microwave domain through innovative packaging architectures for remote sensing applications. Particular emphasis is placed on system-on-package (SoP) solutions implemented in organic substrates as a low-cost alternative to conventional, expensive, rigid, and fragile radio- frequency substrates. To this end, the dielectric properties of organic substrates RT/duroid 5880, 6002 and 6202 are presented from 30 GHz to 70 GHz, covering most of the Ka and V radar bands, giving also a thorough insight on the uncertainty of the microstrip ring resonator method by means of the Monte Carlo uncertainty analysis. Additionally, an ultra-thin, high-power antenna-array technology, with transmit/ receive (T/R) functionality is introduced for mobile applications in the X band. Two lightweight SoP T/R array panels are presented in this work using novel technologies such as Silicon Germanium integrated circuits and microelectromechanical system switches on a hybrid organic package of liquid crystal polymer and RT/duroid 5880LZ. A maximum power of 47 dBm is achieved in a package with a thickness of 1.8 mm without the need of bulky thermal management devices. Finally, to address the thermal limitations of thin-film substrates of interest (liquid crystal polymer, RT/duroid 6002, alumina and Aluminum Nitride), a thermal assessment of microstrip structures is presented in the X band, along with the thermal characterization of the dielectric properties of RT/duroid 6002 from 20 C to 200 C and from 30 GHz to 70 GHz. Additional high-power, X-band technologies presented in this work include: a novel and compact topology for evanescent mode filters, and low-profile Wilkinson power dividers implemented on Aluminum Nitride using Tantalum Nitride thin-film resistors.

An Empirical Study On Early Warning Systems For Banking Sector

Early Warning Systems (EWSs) for banking sectors are used to measure occurrence risks of banking crises, generally observed with a rundown of bank deposits and widespread failures of financial institutions. In countries with a small number of banks, for example Turkey with 48 banks (BDDK, 2011), every bank may be considered to have a systematic importance since the failure of any individual bank may carry a potential threat to lead to a banking crisis. Taking into account this fact the present study focuses on EWSs in Turkey. Since there is no single correct EWS to apply to all cases, in this study, 300 models were constructed and tested to find models as accurate as possible by using a trial-and-error process and by searching optimal feature subset or classifier methods. Empirical results indicate that prediction accuracy did not increase significantly while we got closer to the actual occurrence of bankruptcy. An important finding of the study was that trends of financial ratios were very useful in the prediction of bank failures. Instead of failures as a result of instant shocks, the banks&#039 / failures followed through a path: first a downward movement affected the efficiency of the banks&#039 / officers and the quality of management structure measured with &quot / Activity Ratios&quot / , then the profitability of the banks measured with &quot / Profit Ratios&quot / declined. At last, the performance and the stability of banks&#039 / earnings stream measured with &quot / Income-Expenditure Structure Ratios&quot / and the level and quality of the banks&#039 / capital base, the end line of defense, measured with &quot / Capital Ratios&quot / . At the end of study, we proposed an ensemble model which produced probability ratios for the success rates of the banks. The proposed model achieved a very high success rate for the banks we considered.

Symétries et corrélations dans les gaz quantiques fortement interagissants à une dimension / Symmetries and correlations in strongly interacting one-dimensional quantum gases

L’objectif principal de cette thèse est l’étude théorique de mélanges quantiques fortement interagissants à une dimension et soumis à un potentiel externe harmonique. De tels systèmes fortement corrélés peuvent être réalisés et testés dans des expériences d’atomes ultrafroids. Leurs propriétés de symétrie par permutation non triviales sont étudiées, ainsi que leurs effets sur les corrélations. Exploitant une solution exacte pour des interactions fortes, nous extrayons des propriétés générales des corrélations encodées dans la matrice densité à un corps et dans les distributions des impulsions associées, dans les mélanges fermioniques et de Bose-Fermi. En particulier, nous obtenons des résultats substantiels sur le comportement à courtes distances, et donc les queues à haute impulsions, qui suivent des lois en k^−4 typiques. Les poids de ces queues, dénotés contacts de Tan, sont liés à de nombreuses propriétés thermodynamiques des systèmes telles que les corrélations à deux corps, la dérivée de l’énergie par rapport à la longueur de diffusion unidimensionnelle, ou le facteur de structure statique. Nous montrons que ces contacts universels de Tan permettent également de caractériser la symétrie spatiale des systèmes, et constituent donc une connexion profonde entre les corrélations et les symétries. En outre, la symétrie d’échange est extraite en utilisant une méthode de théorie des groupes, à savoir la méthode de la somme des classes (class-sum method en anglais), qui provient à l’origine de la physique nucléaire. De plus, nous montrons que ces systèmes suivent une version généralisée du fameux théorème de Lieb-Mattis. Souhaitant rendre nos résultats aussi pertinents expérimentalement que possible, nous dérivons des lois d’échelle pour le contact de Tan en fonction de l’interaction, de la température et du confinement transverse. Ces lois présentent des effets intéressants liés aux fortes corrélations et à la dimensionnalité. / The main focus of this thesis is the theoretical study of strongly interacting quantum mixtures confined in one dimension and subjected to a harmonic external potential. Such strongly correlated systems can be realized and tested in ultracold atoms experiments. Their non-trivial permutational symmetry properties are investigated, as well as their interplay with correlations. Exploiting an exact solution at strong interactions, we extract general correlation properties encoded in the one-body density matrix and in the associated momentum distributions, in fermionic and Bose-Fermi mixtures. In particular, we obtain substantial results about the short-range behavior, and therefore the high-momentum tails, which display typical k^−4 laws. The weights of these tails, denoted as Tan’s contacts, are related to numerous thermodynamic properties of the systems such as the two-body correlations, the derivative of the energy with respect to the one-dimensional scattering length, or the static structure factor. We show that these universal Tan’s contacts also allow to characterize the spatial symmetry of the systems, and therefore is a deep connection between correlations and symmetries. Besides, the exchange symmetry is extracted using a group theory method, namely the class-sum method, which comes originally from nuclear physics. Moreover, we show that these systems follow a generalized version of the famous Lieb-Mattistheorem. Wishing to make our results as experimentally relevant as possible, we derive scaling laws for Tan’s contact as a function of the interaction, temperature and transverse confinement. These laws.
