The evolution of the Teachers' Registration Movement from 1846 to 2005

The dominant theme is the examination of the development of the Teachers' Registration Movement and within this context to consider the elements of conflict bearing on policy and decision-making. The submission explores the relationship between private teachers, as represented by the College of Preceptors and external agencies, in ways that no other work does: the position of the government in relation to private teachers is considered in the context of the royal commissions on education, of the early examinations provided by the College of Preceptors, Oxford and Cambridge universities and the Royal Society of Arts, and of the Scholastic Registration Association. Ground-breaking themes are employed in that (a) a comprehensive account of the Teachers' Registration Movement is presented; (b) there is a consideration of the way in which conflict and divisions emerge within this development; (c) there is an examination of how elementary and secondary teachers interacted with the state over teachers' registration (this involved a small-scale project conducted by me within the Education Department. University of Wales, Swansea in 1999); (d) attempts are made to relate issues of the past to present-day practice, e.g. the re-emergence of earlier principles to the Beloe Report recommendations. The submission's extension of knowledge in the field is supported therefore in terms of the archival coverage between 1846 and the present day, and of explaining in considerable detail the financing, membership, policies, individual contributions, rules governing registration, and overall effectiveness of the teacher registration councils. As far as these issues are concerned, it is the focus on conflict within the development of the Teachers' Registration Movements that sets it apart from other contributions. Works prior to the submission did not have access to all of the relevant documentation at TNA and relied on other less informative sources. The essential task was to interpret a series of events that had not been fully examined before.

With this aim in mind, a study was initially conducted on the related laws in order to guide this research. In addition to understanding the laws, several readings were effected to revise the existing literature that served as basis to discuss the theme. Owing to some laws, plans, resolutions and other documents, the history of early childhood education was studied, together with rights and legal grounds of the professionals who operate in this segment, as regards to their continuous formation to develop the study about the program whose objective is the education of active teachers by developing a special teachers background program addressed to teachers teaching from the first to the fourth grades of the Elementary School and Early Childhood. The principle adopted in this study is that a continuous education is a need, however, it is understood beforehand that having a good background so that professionals are able to develop the required elements to operate in an engaged and competent fashion is time-consuming. In this regard, emphasis is paced on the understanding of the historic process and on the early childhood teachers professional background. Which process started with a brief account of the life of the author of this study. Then, some historical aspects of early childhood education were examined, covering some topics considered extremely important for the understanding and the study of the subject. The study proceeded with the examination of the Laws of Guidelines and Bases of National Education (Law 4024/61, 5692/71, 9394/96), not to mention the 1988 Federal Constitution and the Early Childhood National Curricula Reference with the purpose of showing of provision of early childhood education. The treatment given to the teacher operating in this educational level was identified in the same legal system, starting from the helf of some theorists who approach the matter, specially regarding the professional background of teachers working with early childhood students. Subsequently, PEC - University Education in Municipalities ´ Program was presented, as developed in the years 2003 and 2004 in the municipalities of São Paulo, leading to the Final Consideration of the discussion of this Program considered in light of the growing requirements imposed by the new times vis-àvis the question of continuous education, coupled with the neoliberal questions specific of a developing country such as Brazil´s. It is worth mentioning that this study did not intend to cover the totality of these questions, but only to pinpoint them as as interrelated. Therefore, it is expected that this research may serve as a guide to other researches dealing with early childhood education and that instead of becoming one more work on the academic shelve it may leaden the area to new discussions and new debates in arising some people´s consciousness and bringing about new insights towards a more critical, social, political and educational reality / A presente dissertação de mestrado tem como objetivo inicial discutir questões relacionadas à formação profissional de professores da educação infantil no sentido de compreender como se deu a implementação do programa PEC Formação Universitária Municípios no estado de São Paulo. Nesse intuito, procurou-se inicialmente conhecer a legislação pertinente a esse respeito, a qual subsidiou esta pesquisa. Além da preocupação em apreender a legislação, efetivou-se diversas leituras no intento de revisar a literatura existente, que serviu de embasamento para a discussão do tema. Diante de algumas leis, planos, resoluções e outros documentos, procurou-se conhecer a história da educação infantil, os direitos e fundamentos legais dos profissionais que nela atuam no que respeita a sua formação continuada, tendo em vista desenvolver o estudo sobre este programa, que tem como objetivo a formação de professores em exercício, constituindo-se em um programa especial de formação de professores de 1ª a 4ª séries do ensino fundamental e da educação infantil. Partiu-se do princípio de que a formação continuada é uma necessidade, porém, entende-se a priori que uma formação contundente requer um tempo hábil para que os profissionais construam a práxis necessária para atuar de maneira compromissada e competente. Neste sentido, buscou-se compreender o processo histórico e da formação profissional dos professores da educação infantil, iniciando-se esse processo a partir de um resgate sucinto da trajetória de vida da autora deste estudo. Em seguida procedeu-se um exame de alguns aspectos históricos da educação infantil, apresentando-se alguns tópicos, os quais se afiguram extremamente importantes para a melhor compreensão e estudo da matéria. Dando-se continuidade ao estudo fez-se uma incursão pelas Leis de Diretrizes e Bases da Educação Nacional (Lei 4024/61, 5692/71, 9394/96), além do exame da Constituição Federal de 1988 e do Referencial Curricular Nacional de Educação Infantil, no intuito de demonstrar o processo constitutivo do atendimento da educação infantil. Identificou-se também, nos mesmos ordenamentos legais, o tratamento dado ao professor que atua nesse nível educacional, a partir do auxílio de alguns teóricos que abordam o assunto, especialmente no que respeita a formação profissional dos docentes da educação infantil. Na seqüência, apresentou-se o Programa PEC Formação Universitária Municípios, desenvolvido nos anos 2003 e 2004 na rede municipal de São Paulo, possibilitando nas Considerações Finais a discussão deste Programa, tendo-se como pano de fundo as crescentes exigências impostas pelos novos tempos em relação à questão da formação continuada, associadas às questões neoliberais específicas de um país em desenvolvimento como o Brasil. Faz-se necessário informar que não se teve a pretensão de abordar a totalidade dessas questões, intentou-se, tão somente, apontá-las como relacionais. Assim, espera-se que esta pesquisa sirva de orientação para outros pesquisadores na área da educação infantil e que a mesma, diferentemente de se tornar mais uma produção nas prateleiras da academia, suscite novas discussões e novos debates na área, inquietando alguns e, em outros, despertando novos olhares em direção a uma realidade mais crítica, social, política e educacional
