The role of the new partnership for Africa’s development (NEPAD) in the creation of sustainable public and private technical infrastructure for trade facilitation

Greater access to international markets is universally accepted as the solution for many of Africa’s problems. Such increased access would theoretically allow African countries the opportunity to develop strong economies. Sustainable growth through trade would then replace the current common dependence on aid and enable African citizens to enjoy a fuller share of the myriad benefits of globalisation. The gradual global reduction in historic methods to protect markets aspects, such as tariffs, is bringing technical requirements to the fore. These requirements often become Technical Barriers to Trade (TBTs) between Africa and its trading partners. Simultaneously, there are continuous global demands for greater access to African markets. Such demands occur even as ever more stringent technical requirements for granting reciprocal access in developed markets are set. Such technical access requirements are insidiously becoming an increasingly important part of the African trading landscape. African governments increasingly need therefore to ensure that domestic industry and agriculture have appropriate and affordable access to appropriate technical support infrastructure. The current African approaches to such generally unexpected technical challenges from elsewhere, are mostly reactive donor–driven projects managed as crises. In order to address such issues proactively, a vital first step is the formulation of a mutually supportive set of national, or preferably regional, polices and associated strategies to synergistically address African issues of trade, industrialisation, agriculture and the environment. The prevalent silo approach that exists both within and among African countries in these increasingly interlinking areas unfortunately simply exacerbates an already desperate situation. The predominant focus of NEPAD presently revolves around demonstrating appropriate governance. Rather than continuing to be victims of globalisation, African states working cooperatively through NEPAD have an opportunity to redress their past difficulties. In the area of African Standards, Quality assurance, Accreditation and Metrology (SQAM) capacitation, NEPAD has an important leadership role to play. It could provide a foundation through which solutions in SQAM be cooperatively sought and addressed. Aspects relating to proving compliance to the aforementioned agricultural, industrial and environmental policies need immediate attention. An African, public administration led approach to building SQAM technical capacity would then be possible. Complying with the various and technically challenging regulatory requirements of foreign markets cannot continue be the sole thrust of Africa’s trade facilitation efforts. Implementing foreign technical solutions that make sense in a limited and different context will not deliver large scale benefits for Africa. NEPAD fostered partnerships based on mutually beneficial and optimal solutions are preferable. Resumé Public interference with the right of real property ownership in the course of arrangements and operation of technical infrastructure Truly exclusive in the meaning of absolute and unqualified property rights would be contradiction in terms. The technologic and mostly social development implies continually higher demands on real property owners. A legal possibility of the public interference with the right of real property ownership is clearly necessary in the course of arrangements and operation of technical infrastructure which forms an essential physical back-bone of energy, electronic communications and water management industries. Specific technical infrastructure and construction laws need to reflect both the already existing property relationships between real property owners and technical infrastructure operators and the emerging ones. The private settlement of those relationships in compliance with Civil Code is generally preferred. Because of the obvious public interest on technical infrastructure development the public law supports technical infrastructure operators with respect to real property owners' rights to gain and exercise the right of way which is necessary to arrange and operate relevant elements of technical infrastructure. In the theoretical section, there are explained basic terms and described topics of communication, technical infrastructure, and regional development. In the empirical section, there is analyzed the quantitative citizen research in the South Moravia region and the qualitative research based on interviews with mayors. The conclusion contains the evaluation of the research results and possible recommendations.

As the main topic this thesis theoretically defines the subject municipality with extended powers and voluntary associations of municipalities for developement of regions. In the practical part i focused on a research inquiry, i analyse results of this inquiry and i consider a practical use in the public area. I try to point out the importance of the strategic management by dint of all needs which mean a long-term planning in relation to methods of managerial work. Another part of my survey is to analyse all technical infrastructure of municioalities in the south moravian district. And i would like to attention to the problems and deficiencies and not only to try fix this things but find out an actual oppurtunities to help these municipalities. Facts in this work can point out the importance of unions for developement of regions.

The thesis deals with the valuation of the servitude of the engineering network by normal price and based on the internal regulations of municipalities. The theoretical part focuses on the issues related to the easements, brief historical overview, structure, possibilities of the creation and termination, as well as the description and structure of the technical infrastructure with a focus on gas conduction. The last theoretical part contains of a description of the ways and methods of the valuation of the easements. In the practical part the actual valuation of the easements based on the internal regulations of municipalities and the own calculation of the normal price are carried out.

Towards an ICT artefact for financial inclusion in Ghana: a critical realist perspective

Financial exclusion is a major developmental problem. Perception has it that financial exclusion emanates from the lack of access to banking and financial services, and the general understanding is that ICT-based access to such services is the solution. In this research, which was undertaken in Ghana, Critical Realism (CR) revealed deeper causes (generative mechanisms) that underlie financial exclusion. The research followed a mixed-method approach. The CR approach guided the research to create an initial model from which hypotheses were deduced and tested; the design science approach, guided the research to create the design theory and an instantiation of an application that uses the design theory; and the quantitative method, was used to evaluate the hypotheses. CR revealed how, in a credit economy, people have a need for credit to pursue business or education opportunities. The generative mechanisms identified have revealed how the credit market for the unbanked includes the reality that a wellfunctioning credit market is self-sustaining with two mechanisms: signalling and adoption. The signalling mechanism facilitates users’ access to credit, which they in turn are able to spend on more services. On the other hand, the adoption mechanism enables the development of more services making the market more valuable, thus attracting more users in a self-feeding loop. The key findings suggest that being banked does not necessarily lead to financial inclusion and financial wellbeing. Transactional banking only serves as an "enrichment agenda for the banks", with minimal benefit to the people. There are also other non-financial technologies such as sharing and social technologies that have an effect on the provision of credit; in addition to their main purpose of saving and/or earning income, for the unbanked, by sharing resources. In Ghana, despite having bank accounts, most of the banked do not use them, because of cost and inappropriate services. This research reveals that the unexamined notion of being banked as a fundamental requirement for financial inclusion may require further investigation. The research has found that the unbanked keeping to themselves and the use of cash creates anonymity and makes them invisible to formal financial institutions, who prefer identity over anonymity, thus contributing to their financial exclusion. The following design needs were identified: inexpensive credit and value-added services such as saving groups, financial accounting services, service to report delinquent customers and education. The research offers a conceptualization of a financial inclusion ICT artefact to draw attention to the multifaceted and complex environment financial inclusion effort is immersed. This calls for an integrated approach since the issues with financial exclusion extend beyond financials and have an effect on the broader society. The research, therefore, proposes a substantive framework for improving the design and development of financial inclusive systems, which helps build trust using obligation transactions. It offers an approach to computing an individual’s financial inclusiveness, which also helps safeguard his/her financial wellbeing. The thesis makes a contribution to Information Systems theory in proposing a framework on financial inclusion using ICT.
