The Problem of Nature in Contemporary Social Theory

This work examines the ways in which the relationship between society and nature is problematic for social theory. The Frankfurt School’s notion of the dialectic of enlightenment is considered, as are the attempts by Jurgen Habermas to defend an ‘emancipatory’ theory of modernity against this. The marginalising effect Habermas’ defence of reason has had on the place of nature in his critical social theory is examined, as is the work of theorists such as Ulrich Beck and Klaus Eder. For these latter authors, unlike Habermas, the social relation to nature is at the centre of contemporary society, giving rise to new forms of modernisation and politics. ¶ Michel Foucault’s work on biopolitics and governmentality is examined against the background of his philosophical debate with Habermas on power and rationality. The growth of scientific ecology is shown to have both problematised the social relation to nature and provided the political technology for new forms of regulatory intervention in the management of the population and resources. These new forms of intervention constitute a form of ecological governmentality along the lines discussed by Foucault and others in relation to the human sciences. ¶ However, Foucault’s work is not sufficiently critical of the relationship between the natural sciences and power. Extending Foucault’s biopolitics to environmental discourse is consistent with his general approach to power, but his incomplete critique of political sovereignty meant that for him agency remained tied to an idealised notion of the autonomy of the human subject. He therefore made too strong a distinction between the human and natural sciences and between power and the capacities of non-human entities, and continued to view the natural sciences as separating themselves from power in a way that was not possible in the human sciences. ¶ A more general critique of epistemic sovereignty reveals that the natural sciences (including ecology) are subject to disciplinary and normalising practices similar to those of the human sciences. Foucault’s key inadequacy is that he linked agency to human autonomy and sovereignty. The work of Bruno Latour and other actor network theorists show that an unambiguous ontological distinction between nature, material technologies and active human subjects is highly problematic. In the place of a separate ‘society’ and ‘nature’, this thesis argues that it is preferable to see these as a single socio-nature populated by the hybrid products of translation networks. ¶ By drawing together the insights of recent governmentality studies and the approach of actor network theory to agency and translation, Foucault’s concept of biopolitics can be adapted to provide a theoretical framework for understanding the ecological programs of government that have emerged around the problem of nature in second half of the twentieth century.

We rely on science and other organized forms of inquiry to answer cardinal questions on issues varying from global warming and public health to the political economy. In my thesis, which is in the intersection of philosophy of science, social epistemology, and science and technology studies, I develop a social theory of knowledge that can help us tell when our beliefs and theories on such matters amount to knowledge, as opposed to mere opinion, speculation, or educated guess. The first two chapters discuss relevant shortcomings of mainstream analytic epistemology and the sociology of knowledge, respectively. Mainstream epistemology regards individuals, rather than communities, as the ‎bearers of knowledge or justified belief. In Chapter 1, I argue that typically, only an epistemic community can collectively possess sufficient justification required for knowledge. In Chapter 2, I present a case study in computer science that militates against the sociological understating of knowledge as mere interest-based agreement. I argue that social interests alone cannot explain the unfolding of the events in this case. Rather, we must assume that knowledge is irreducible to social dynamics and interests. In Chapter 3, I begin my positive analysis of the social conditions for knowledge. I explore the question of when a consensus is knowledge based. I argue that a consensus is knowledge based when knowledge is the best explanation of the consensus. I identify three conditions – social diversity, apparent consilience of evidence, and meta agreement, for knowledge being the best explanation of a consensus. In Chapter 4, I illustrate my argument by analyzing the recent controversy about the safety of the drug Bendectin. I argue that the consensus in this case was not knowledge based, and hence the deference to consensus to resolve this dispute was unjustified. In chapter 5, I develop a new theory of the logical relations between evidence and social values. I identify three roles social values play in evidential reasoning and justification: They influence the trust we extend to testimony, the threshold values we require for accepting evidence, and the process of combining different sorts of evidence.

As PEVs find their way into garages this year and especially in the coming years, the neighborhood, city, state, and regional electric infrastructure will take on a new importance for many people as their interactions with it become significantly more complex and intimate as a result of regular electric vehicle charging.

Facing Competition: The History of Indigo Experiments in Colonial India, 1897-1920

The purpose of this dissertation is to describe in detail the efforts made to protect natural indigo the blue dyestuff extracted from the leaves of the indigo plant (Indigofera tinctoria) - against the market competition of cheaper and purer synthetic indigo - which was derived from coal-tar hydrocarbons. Throughout the nineteenth century British India was the pre-eminent producer and supplier to the West of indigo for its thriving textile industry. The introduction of synthetic indigo on the market in 1897 by two German companies threatened to end Indias dominant role in the indigo trade. To counteract competition from the synthetic substitute the European planters living in India, supported by the colonial and the national governments, conducted scientific research in the laboratories and farm stations. This dissertation fundamentally focuses on these scientific efforts made in India and England, and contributes to the scientific and technological history of Modern South Asia.

Science Foresight Project

The aim of the Science Foresight Project was to design and assess a simple, objective and cost-effective technique to gather information about emerging short and long-term research developments, primarily in the physical and engineering sciences. International experts were objectively chosen using co-citation patterns in scientific and technical literature, and were invited to submit their predictions about emerging developments in their research fields. They were questioned about how the effects of various factors and driving forces might affect their predictions. The cost and time required to administer the questionnaire and collect the responses was minimised through the use of Internet and Web based technologies. A simple process was used to report the predictions; short excerpts from each prediction were used as the summary and each prediction was classified into one of ten categories of emerging developments. Authors from 114 papers (23.7%) responded, identifying a total of 190 short-term and 111 long-term predicted emerging developments. Expert responses were received from an international group of senior researchers between the ages of 36 and 55, mostly engaged in basic research in academic institutions. Some experts described specific emerging developments, some discussed broad emerging trends in their field and others described both. Emerging development categories such as Atomic & Stellar Matter, Biology & Biosphere, Biomedical & Clinical, Computers & Robotics and Genomics & Proteomics were closely aligned with conventional science areas while other categories such as Mathematical & Computational and Nano Science & Technology contained predictions from almost every area of science. The technique developed and applied here appears to constitute an efficient means of surveying the international research community in order to gain insights into common patterns that evolve from their collective research activities. Dynamically monitoring emerging research developments on a continuous basis could provide valuable information to policy makers, planners and researchers.

Making Space for Mexican Wolves: Technology, Knowledge and Conservation Politics

The use of geospatial technologies, including radio telemetry, GPS collars, and mapping software, has proliferated in wildlife conservation. In addition to being tools for research, though, tracking devices are increasingly used to control animals that have been reintroduced to natural areas. Animals with radio or GPS collars can be tracked, and when considered necessary, trapped and relocated or removed to captivity, a common practice in projects to reintroduce and conserve endangered carnivores. The assumption is that such actions will help to defuse conflicts over wildlife between wildlife managers and land users. Conservation has come to mean surveillance and control, a situation recently made possible by technology. This dissertation examines the role of geospatial technology in conservation through an examination of the Mexican Wolf Reintroduction Project taking place in Arizona and New Mexico. Major findings include: 1. Policies to monitor and control Mexican wolves represent a deferral of the struggle over priority uses of public lands; 2. State and local government agencies seized on the discourse of adaptive management to gain control over the reintroduction project and expand their institutional authority. Rather than a practice of "learning by doing" and collaboration, however, the adaptive management program that was implemented only operated smoothly when it held together a prior political consensus and fell apart when external factors worked to dissolve that consensus; 3. The policies of controlling "problem wolves" rest on a series of assumptions about human and wolf behavior that are unsubstantiated and likely false; 4. The embodied production of geospatial data about Mexican wolves is erased in project-authored maps, which privilege a partial perspective on Mexican wolf distribution and territory; and 5. The practices of Mexican wolf monitoring and control are best understood as political technologies of governance that constitute Mexican wolves as individualized, domesticated and, I argue, racialized subjects. The policies and practices governing the Mexican wolf reintroduction project, this dissertation shows, have relied on technological surveillance and control, with complex and contradictory results for people-wolf relations and the politics of conservation.

Through the Social Web: Citizen-led Participation in Ontario Policy-making

In the mid to late 1990s, many states developed eGovernment programs that included the use of consultation technologies. More recently, the social characteristics of the web have emerged as offering an alternative means for citizen participation, promising more openness and inclusion. In this dissertation I draw upon studies of the policy-making process and media design, to examine the implications of citizen-led production of infrastructures for public participation in policy-making through the social web and within the context of open government discourse. My research methods for this research project were ethnographically informed. I participated in the design and use of social web infrastructures for participation in policy-making as a contributor to open government communities in Ontario, Canada. I also analyzed Hansard records as well as the popular press, and interviewed 15 citizen designers who created social web based infrastructures for public participation in the policy-making of four bills in Ontario. In my research, I develop and use the term citizen designer drawing on the more common phrase of citizen journalist. Both terms suggest that citizens can engage in creative practices to encourage institutions such as government or the mass media to become more participatory. The citizen designers in my project were found to act as policy entrepreneurs, sometimes for particular bills, but more generally for the broader ideal of open government that includes citizen participation. The major finding of this work is that citizens are using an integrated mix of social web tools across multiple policy windows to promote openness and participation. This work contributes to the policy, information and the internet studies literatures on the roles and experiences of internet-savvy policy entrepreneurs who are situated in civil society networks, which are not always tied to formal organizations. This work also expands our understandings of citizenship to include the design and use of the social web in everyday political life.
