Digital Citizenship District-Wide| Examining the Organizational Evolution of an InitiativeMonterosa, Vanessa M. 06 September 2017 (has links)
<p> District leaders play a pivotal role in shaping federally-mandated policies that impact how digital citizenship curriculum is developed and implemented in schools. Yet, for many school leaders, teaching about digital participation may appear as a daunting and unfamiliar practice. In fact, most educators do not participate in digital communities, in contrast to the large number of youth who do. Over 1,200 district administrators from across the nation reported that they ban collaborative digital spaces such as social media in the classroom due to safety, privacy, and classroom management concerns. Yet, emerging research demonstrates that when students are given a structured opportunity to experience digital engagement in productive and constructive ways, students become producers rather than consumers of content and are able to develop an understanding of their digital participation in relation to their participation in society. </p><p> For educators who want to delve into digital citizenship, there currently exists a plethora of resources to support teachers in classroom-level integration of digital citizenship, but supports and resources for system-level, implementation remain limited. Moreover, these resources represent varied conceptualizations of digital citizenship, which results in inconsistent implementations of digital citizenship across classrooms, schools, and districts. Thus, how can district leaders such as superintendents, chief academic officers, or chief technology officers provide a cohesive and comprehensive digital citizenship program when the very conceptualization of digital citizenship remains unclear? </p><p> The purpose of this study was to utilize a case study approach to examine a large, urban school district’s approach to defining, developing, and maintaining a digital citizenship initiative focused on empowering students over the course of four years. By documenting and unpacking the elements of a district-wide approach to digital citizenship, this study provides a foundation for systemic practices and a common language aimed at informing organizational policy and practice. Despite the concept of digital citizenship being in its infancy, this study provides an organizational perspective of its conceptualization and implementation across a large system. Findings revealed that the district’s complex organizational efforts were rooted in political and symbolic decisions that facilitated the influence of digital citizenship across policy and program implementation efforts.</p><p>

Perceptions on risk management at Walter Sisulu UniversityQanga, Enathi Jongikhaya January 2016 (has links)
With the rise in the complexity of business transactions and emerging prominence of worldwide corporate governance, companies are required to adhere to certain minimal standards of governance and risk management. Organisations take various kinds of risks depending on their operating environments and the gravity of their organisational needs (risk to a return trade-off). Taking risks can either provide benefits to an organisation or cause problems for it. Given the importance of risk management, studies conducted by universities throughout the world reveal serious concerns. The primary objective of this study was to establish perceptions on risk management at Walter Sisulu University (WSU). The literature review of the study provided a discussion concerning best practice as far as the COSO internal control framework, COSO enterprise risk management framework and key aspects of the Kings III report on risk assessment and risks faced by modern business. The study adopted the quantitative research approach using a case study design. A survey was conducted by distributing questionnaires to a selected sample of, Campus management (Deans), Internal auditing III students, Lecturers in commerce, Head of departments and support service personnel of WSU. A random sampling procedure identified thirty three participants and all the participants completed questionnaires across all campuses at WSU. Graphic presentation from Microsoft excel, inferential and basic descriptive statistics from SPSS were used to analyze and interpret data to generate findings. The study revealed that, all principles for the COSO components on internal control, COSO- ERM and the King III report are regarded to be present at WSU. Respondent perceptions falls within the positive zone being “neutral”, “effective” and “highly effective”. The population score is probably also in the neutral zone indicating a not sure respondent’s perception on whether the component or principle is effective or not effective. The Cronbach’s Alpha was conducted to test the internal reliability and consistency of the data. A Cronbach’s Alpha of summated score of 0.974 was achieved on 84 principles that could contribute to the effectiveness of risk management. The researcher recommends creating a risk-awareness culture throughout WSU rather than a silo approach to risk management. Monitoring on the effectiveness of the system of internal control need greater attention at WSU. In addition, the alignment of risk management to institutional strategy needs to be improved, and the University needs to establish and develop an enterprise-risk management policy (ERMP) and create a platform for further studies on risk management.

The aim of this thesis was to examine, describe and assess in detail the method, process, and outcome of the first national Turkish technology foresight study - Vizyon 2023 - and draw conclusions about its effect on the Turkish science, technology and innovation system. Technology foresight has gained widespread acceptance all over the world as a policy tool used in identifying future technologies, setting priorities, formulating science and technology policies and wiring up the national system of innovation. In this context, a review of the literature on technology foresight is undertaken and major concepts are established. The cases of the French and Hungarian technology foresights are examined in comparison to the Turkish technology foresight. Particular emphasis is given to describe the link to science and technology policy of the Vizyon 2023 technology foresight in order to assess its immediate and expected impacts. It is concluded that the Vizyon 2023 technology foresight was a carefully practiced study in line with current trends and knowledge, the linkage to policy was successful, but the result fell short in pointing to clear directions in terms of the implementation agenda. Furthermore, it is ascertained that the science and technology strategy formulated on the basis of the Vizyon 2023 Technology Foresight can only be successful, if implemented with the close coordination and collaboration of all actors of the national innovation system.

Previous issue date: 2005 / Resumo: A presente dissertação de mestrado vem propor o estudo de uma hipótese, elaborada por Herbert Marcuse, de implementação de uma civilização não-repressiva, tendo em vista a importante problemática do progresso técnico científico como elemento que simultaneamente viabiliza e refreia a efetivação desta civilização. Marcuse partiu da asserção de Freud de que não pode haver civilização sem repressão, usando as próprias categorias (retomou a substância histórica destas) psicanalíticas do autor, para refutar tal sentença. Com o crescente desenvolvimento da tecnologia e da automação, Marcuse vê uma progressiva redução do tempo de trabalho humano necessário para a produção, o que torna a "mais-repressão" e o "princípio de desempenho" cada vez mais
obsoletos. Eliminando-se a mais-repressão na sociedade industrial afluente, e por conseqüência, o trabalho alienado, os interesses de dominação não teriam mais espaço, o que, segundo Marcuse, abre o caminho para uma nova ordem não repressiva, organizada para a satisfação das necessidades de todos os indivíduos, no sentido de uma reconciliação entre o princípio de prazer e o princípio de

O grande problema, entretanto, é que a própria automação da produção parece agir contra o espectro da libertação / Abstract: The current dissertation proposes working on a hypothesis elaborated by Herbert Marcuse, about foundation ot a non-repressive civilization from the freudian metapsychology, looking foward the view of the important dilemma of technician-scientific progress simultaneously viabilizing and retraining the effectivation of this civilization. Marcuse started from the Freud assertion that cannot exists civilization without repression, using the proper psychoanalistic categories (by retrieving his historical substance) ot the author in refuting such a sentence. From the ascending development of technology and automation, Marcuse see a progressive
reduction of human working time needed to production, becoming the "surplusrepression" and the "performance principle" more and more obsolets. By eliminating the surplus-repression from the affluent industrial society, and consequently, the allienated work, the domination aims would not have yet space, thus, according Marcuse, opening path for a new non-repressive order, oriented to needs satisfaction of all individuais, in the mening of a reconciliation between of the pleasure principle and the reality principle. The aim of this study is to examine the situation of converging technologies - nano technology, biotechnology, information technologies, and cognitive science - in Turkish foresight study and to analyze situation of Turkey.
The research on convergence in Turkish foresight is carried out in the first foresight study of Turkey, Vision2023 consisting of Delphi Report, Panel Reports and Strategy Reports. All of these reports are investigated thoroughly to find out the statements about the converging technologies to have an insight what Turkey is planning to do in the following years. Additionally, to compare the perspective of Turkey in terms of converging technologies, the findings of this study are compared with the findings of the USA NBIC Report. Moreover, as a base of comparison of findings, the foresight study (ManVis Study) whose participants was 22 European countries one of which is Turkey about manufacture vision is taken into consideration.
The findings of the study indicate that in different reports, there are some visions that are not mentioned in Vision2023 Study. A detailed investigation of these, shows that most of these visions are related to cognitive science. Only a few are nano technology oriented visions. However, according to the findings of the study, in biotechnology related statements, the position of Turkey and expertise of Turkish scientists are considered as " / very good" / by Turkish experts. As far as information technology in Turkey is considered, Turkey is in an average position among other countries according to the findings of the study.

評估探究網路社運的研究結果紛雜,與其說結果歧出,不如重新檢視用以分析的路徑。我認為著眼於技術形式的分析路徑可能有所不足,因此,本研究切換視角,自科技與社會研究中汲取養分,從使用中科技(technology in-use)的角度切入,藉機勾勒數位科技在善於把玩者手中所形成的各色風貌,及其打造有別於傳統社運的抗爭戲碼。文中便整理多樣數位科技在社會運動中快或慢地跳脫原先功能與使用方式的情形,突顯全青盟成員是以長期的網路使用經驗為基礎,才能深具創意地將特定科技依運動階段轉換角色,或是有技巧地應運動階段帶進不同的科技,並在多元的科技間加以協調、組合,或是勝任翻譯者的角色,在運動的聲援者與網路使用者之間快速轉換,將嚴肅的運動資訊應數位平台的特色與文化裁剪為引人共鳴的文本。簡言之,用於加強社交的強勢腳本已在愛用且善用的使用者手中退位,數位科技重新以社會運動科技的姿態登場。事實上,這正反映網路世代對社會運動的想像與行動已難排除長期耽溺的網路經驗,於是,無論是社會對話、群眾串聯、組織形式均深受數位參與文化的潛移默化,開創有別於傳統的社運圖像。 / The findings of cyber activism research that focus on technical forms are diverse and confusing. Thus, I believe it is better to reexamine the way of analysis. The article uses the perspective of technology in-use which draws from Society, Technology, and Science (STS) approach to trace the dynamic of young activists using digital technologies in social movement, as well as the characteristics of contemporary internet-embedded social movements beyond traditional ones. The study shows that digital technologies have departed from original scripts in different degrees. Based on the long-term experiences of using internet, members of National Youth Alliance Against KuoKuang Petrochemical Project creatively changed roles of technologies and tactically composed multiple technologies according to the stages of movement. Moreover, they successfully reedited the campaigns which widely disseminated in digital environment based on their capacity for switching identities between activists and internet users. In short, digital technologies were originally used to strengthen human relations. The skilled users/activists of digital technologies have, however, utilized these technologies to promote social movements. In fact, as mentioned above, it also reveals that the imagination and actions of social movements by net generation cannot exclude their long-term experiences of internet use. Therefore, regardless of social dialogue, mobilization and organization structure which are critical elements of social movement, they all have been deeply influenced by digital participatory culture.

The potential use of e-learning to support teaching, learning and assessment in Information Systems at Walter Sisulu UniversitySabalele, Tabisa January 2008 (has links)
This research is an investigation of the potential means to make the Information Systems (IS) course more accessible to Walter Sisulu University (WSU) students. As some IS students at this institution are unable to attend classes on a regular basis, this study aims to establish if and how the WSU Accounting Department (which offers the IS course) could use e-Iearning to support the teaching, learning and assessment of IS. This qualitative study was approached from an interpretive perspective. The study has undergone one cycle of an action research approach. The methods used in the study include surveys, an expert review and focus group interviews. The data was elicited from participants using questionnaires and an interview schedule. A staff questionnaire was used to elicit information from IS staff from four contact universities in South Africa to determine their experience of using Information and Communication Technology (ICT) for e-learning in an IS course. A student questionnaire was used to determine the WSU IS students' reasons for absenteeism, their learning needs, and their current computer access and skills. Data from both of these surveys informed the development of the WSU IS pilot website. An expert review questionnaire ascertained the subject expert's opinions about the newly developed WSU IS pilot website. The website was found to be of good quality with respect to the four aspects that Harvey and Green (J 993 cited in Lomas 2002) use to define quality. Some modifications were made to the WSU IS pilot website as a result of the expert's comments. After the website was used by the IS students, two focus group interviews were conducted to determine the students' perceptions of the value of the website. The data was analyzed, interpreted and linked to the literature surveyed. The main findings indicate that the WSU IS pilot website could be part of a more globalised higher education offering than the paper-based IS course offered before. However, the staff and the student surveys revealed that ICT has opened the gap in equity at the higher education institutions, highlighting that access to a university does not mean equal access to lectures and computers. The WSU IS pilot website endeavoured to capitalise on students' physical access to computers by supporting epistemological access to the curriculum, by encouraging them to exercise control over their learning. This study has ideally enabled the Accounting Department to deliver its services to students and this in turn will hopefully help WSU retain its part-time students and improve the student pass rates.
