Planning, design and evaluation guidelines are proposed. These proposals are aimed at the following aspects: the geometric features and functional layout of facilities in order to enhance the effective usage thereof by passengers, as well as the smooth flow of vehicles; the location of facilities and traffic control arrangements, which take cognisance of effective traffic flow as well as acceptable walking distance by commuters; and an evaluation methodology which addresses allocative efficiency from an economic viewpoint, supplemented by analysis guidelines which consider distributive efficiency from a viewpoint of equitable distribution of welfare. It is explained how benefits for travellers, the transit operator and the subsidizing authority, and the opportunity costs of supplying the facility can be determined. A model is proposed whereby the non-monetary component of generalised travel costs can be estimated. The use of economic evaluation techniques for the selection and prioritisation of projects is detailed. This is supplemented by an example of an economic evaluation of a proposed bus/minibus taxi terminal. Subsequently it is examined how the design and effectiveness of a real world passenger transport terminal could be affected by the use of the guidelines proposed in the dissertation. The dissertation, lastly, deals with welfare distribution and the more equitable community accessibility and mobility which can be brought about by the creation and use of passenger transport terminals and transfer facilities. Also discussed is the accommodation of welfare distribution with an economic evaluation as a means of achieving greater equity or fairness and the ways in which this can be done. / AFRIKANSE OPSOMMING: Die proefskrif beskryf die funksies van bus- en minibustaxivervoereindpunte en oorstapfasiliteite. Beplannings-, ontwerp- en evalueringsriglyne word voorgestel. Die voorsteUe is gerig op die volgende aspekte: (1) Die geometriese en funksionele uitieg om die doeltreffende gebruik deur passasiers en vloei van voertuie te bevorder; (2) fasiliteitplasing en verkeersbeheermaatreels wat vlot voertuigbeweging sowel as aanvaarbare stapafstand in ag neem; en (3) 'n evalueringsmetodologie wat toewysingsdoeltreffendheid vanuit 'n ekonomiese oogpunt en verdelingsdoeltreffendheid vanuit 'n billike welvaartsverdelingsoogpunt in ag neem. Ports and container terminals have very complex and dynamic operations. Effective and efficient berth schedules are essential for profitable and sustainable operations. This research studies berth scheduling under uncertainties in arrival and handling times. Port operators usually face challenges in the development of berth schedules. This thesis presents a model formulation of discrete berth space that accounts for uncertainty in arrival and handling times. The problem is reformulated as a biobjective bi-level optimization berth scheduling problem. A solution approach is presented using evolutionary algorithms and heuristics. The objective of the formulation is to provide a robust berth schedule by minimizing the average and the range of the total service times for all vessels served at the terminal. Simulation is utilized to evaluate the proposed berth scheduling policy and compare it to two first-come-first-served policies. This study focuses on developing a new approach to seated work positions. It was conducted on 67 office workers who use the Video Display Terminal (VDT) as a major function of their working day. Muscle tension was measured by surface electromyography when subjects were asked to adopt four selected working postures. Pain was measured before and after ergonomic intervention on the Nordic scale, which was modified for this study. Performance was measured on timed typing tests. A psychosocial questionnaire was used to determine influences of job demands, and a diagnostic assessment was performed to determine symptoms and pre-existing musculoskeletal conditions. Furniture was used to place subjects in desired positions during the clinical testing sessions and the extended intervention period. The chair seat pan was adjusted to a forward tilt to promote a lordotic curve of the low back, resulting in an erect upper body and upright head position. The desk and keyboard were adjusted to the proper height for each worker. A neutral wrist position was obtained by lowering and tilting the keyboard away from the user. Results revealed muscle tension scores in the upper trapezius and forearm extensors were significantly reduced when the workers were placed with the head in a midline position, with forward-tilting seating and with use of a negative sloping keyboard tray. Subjects reported low pain scores at pretest so no changes were noted after intervention. Loss of control over job elements, lack of job satisfaction, and fear of job loss were related to an increase in muscle tension. Only fear of job loss correlated to increased pain levels. There was no relationship between any of the job demand factors and performance.
