Planning, design and evaluation guidelines are proposed. These proposals are aimed at the following aspects: the geometric features and functional layout of facilities in order to enhance the effective usage thereof by passengers, as well as the smooth flow of vehicles; the location of facilities and traffic control arrangements, which take cognisance of effective traffic flow as well as acceptable walking distance by commuters; and an evaluation methodology which addresses allocative efficiency from an economic viewpoint, supplemented by analysis guidelines which consider distributive efficiency from a viewpoint of equitable distribution of welfare. It is explained how benefits for travellers, the transit operator and the subsidizing authority, and the opportunity costs of supplying the facility can be determined. A model is proposed whereby the non-monetary component of generalised travel costs can be estimated. The use of economic evaluation techniques for the selection and prioritisation of projects is detailed. This is supplemented by an example of an economic evaluation of a proposed bus/minibus taxi terminal. Subsequently it is examined how the design and effectiveness of a real world passenger transport terminal could be affected by the use of the guidelines proposed in the dissertation. The dissertation, lastly, deals with welfare distribution and the more equitable community accessibility and mobility which can be brought about by the creation and use of passenger transport terminals and transfer facilities. Also discussed is the accommodation of welfare distribution with an economic evaluation as a means of achieving greater equity or fairness and the ways in which this can be done. / AFRIKANSE OPSOMMING: Die proefskrif beskryf die funksies van bus- en minibustaxivervoereindpunte en oorstapfasiliteite. Beplannings-, ontwerp- en evalueringsriglyne word voorgestel. These two contextual categories will strongly influence the evolution of the pier site design and ferry terminal design. This work investigates a possible design projection for a commuter ferry terminal and adjacent mixed-use commercial areas on a pier "finger" extension from the historic waterfront area in Portland, Maine. The thesis presents my attitude toward the assemblage of buildings and landscape forms. The assemblage process is the subject of this thesis; its evolution responds to the conditions and needs within the existing context, and is stated in the programmed requirements. The object of this thesis will be the collection of design process drawings. The focus of the thesis is a design exploration for the development of a ferry terminal, a "town room" at the water's edge that is simultaneously functioning as a transportation facility, and an aggregation of varied mixed uses for the public and private sectors. Planning principles for the port-city interface

The once close physical, functional, economic and cultural solidarity between ports and cities has diminished as a result of changes within both ports and their surrounding urban areas. Spatially, ports and cities have become separated as port structures have grown and evolved to meet the demands of trade and shipping technology over the past few decades. This separation is exacerbated by changing social priorities in the use of urban waterfront space and heightened interest in quality of life issues. As the pressures affecting the urban waterfront continue to grow, the port-city relationship has become strained. This paper is concerned with how the relationship between ports and cities can be improved to support the complementary development of the port with its urban region and, at the same time, maintain the quality of life city residents have come to expect. More specifically, this study seeks out the appropriate planning principles, strategies and approaches that can effectively address the problems and land use conflicts at the port-city interface. The study begins by exploring the literature of structural and societal changes that are affecting port city waterfronts and the conflicts that result between ports and cities in their planning for the waterfront. In a number of cases, these challenges are being met by the separate actions of ports and cities; however, given port-city linkages in many issues it is revealed that there is much to be gained through the effective coordination of efforts based on shared planning principles. A review of the Vancouver cityport confirms the port-city challenges suggested by the literature and interviews with municipal and port representatives lend support to the concept of port-city planning principles. The major conclusions of this study are that ports and cities can benefit from increased collaboration on the basis of agreed planning principles and a shared approach to waterfront planning that recognizes each party's needs. The challenge to be borne by city and port planners is one that seeks reconciliation, balance and the re-building of a synergistic relationship.
