Consensus, decision-making and the Anglican Church : a case study of decision-making in the Anglican Diocese of Canberra and Goulburn

Because people choose to participate in the Anglican Church as a religious community, it is postulated that they may perceive its decision-making as being characterised by consensus. Through an analysis of the organisational elements and the participants involved in the decision-making process, their inter-relationships are examined. By survey the biographical nature of synod participants is specified and elites identified. Finally, by case-decision analysis the process of decision-making is explored, and the presence and use of consensus examined. The study draws upon those members attending the 1988 session of the Diocesan Synod of the Diocese of Canberra and Goulburn as the population to be surveyed. Members of synod are also members of the various decision-making groups in the diocese. Two recently implemented decisions are used as case studies in order to examine the process of decision-making in the diocese. Results of the Synod survey are detailed at Chapter 4, and the analysis of the case decisions is at Chapter 5. The study found that there was an indication of an elite in the decision-making structure and that a strong administrative agenda was promoted by that group. The study concludes by suggesting that there are similarities in function between public, commercial and free-associative bodies of comparative size in regard to elites, professionalism and the lack of consensus in the decision-making process. The study also concludes that the nature of elites may be similar to that portrayed by the community studies school where the organisation is sufficiently like a community in the nature of its interpersonal relationships. The researcher suggests that the study provided illumination about church management procedures and a framework applicable to the study of other organisations.

Rioting, dissent and the Church in late eighteenth century Britain : the Priestley Riots of 1791

This thesis examines the origins, aftermath and legacy of the Birmingham Priestley Riots of 1791. Since the 1950s, the historiographical elevation of the crowd has generated a renewed interest in popular protest. The Priestley Riots have proved to be a prominent focal point, with historians persistently revisiting the debates surrounding their origins. The first part of this thesis returns to the issue of what caused the tumults. Rather than examine the riots in isolation, the thesis traces the longer-term decline in relations between Anglicans and Dissenters in Birmingham and Britain. The Priestley Riots are then placed into the context of the wider British reaction to the French Revolution. It is argued that the outbreak of rioting was caused by a combination of both religious and political grievances. The second part of the thesis examines the prosecutions of the rioters and the compensation claims made by the victims. It is suggested that the acquittal of the majority of rioters and the victims’ inability to claim full financial remuneration resulted from three factors. Firstly, the failures of the local law enforcement agencies; secondly, the sustained animosity directed towards Dissenters; and thirdly, the idiosyncrasies of the eighteenth century legal system. Finally, the thesis considers the longer-term legacy of the riots for Birmingham’s Dissenters. The conventional perception, that the riots had a ruinous impact, is overturned. Through examining Dissenters’ congregational sizes, their choice of ministers and their involvement in wider Birmingham society, it is argued that, given the tumultuous events of July 1791, Birmingham Dissenters underwent a surprisingly rapid recovery.

A 'commerce of taste' in pattern books of Anglican church architecture in Canada 1867 - 1914

This thesis examines the construction of Anglican churches in Canada in the period between 1867 and 1914. During this period settlement and economic expansion occurred alongside new political arrangements and consciousness that involved religious observance and debate. The building of churches became an important site of architectural and cultural formation in part due to the circulation of pattern books and the development of print media. At its broadest level, this thesis assesses the influence of church building across the Confederation in the constitution of social economy and attitude, particularly around ideas of collective identity. Consequently the focus is the analysis of the effects of transatlantic and transcontinental exchanges of ideas of design taste on a representative selection of churches built over the protracted period of Confederation. To this end, the thesis examines the importation of pattern books of architecture, particularly those illustrating popular Neo-Gothic church designs from Britain and the United States. It demonstrates how print media not only influenced architects, builders and committees charged with ecclesiastical construction but also consolidated architectural practice and constrained the fashioning of an autonomous national architectural idiom. The thesis maintains a perspective of the very diversity of ethnic, cultural and political allegiance experienced across Canada that contested the apparent dominance of British imperial authority and colonial regulation. The case studies of Anglican churches re-present larger economic and socio-cultural trends subsequently contested by comparative cases of Roman Catholic, Non-Conformist and even Jewish structures that underscore the complex interchange of ideas and interests. They reveal the use of supposedly hegemonic taste in church design to register the presence of other denominations and religious groups in the formation of Canadian society. The thesis shows how debates about the design of churches in the evolving nation of Canada was integral to the ongoing definition of wider taste in architecture, to the development of local and regional economy, and to communal identity. These processes reflected the new spatial geographies and imagined maps of culture enabled by the commercial production, circulation and consumption of print media such as church pattern books.

The Communication of School Culture in an Anglican Grammar School

This study reports research employing a three-phase methodology to investigate the nature and communication of the school culture of the Anglican Church Grammar School Brisbane. A preliminary survey with open-ended questions was used to obtain general opinion on the nature of the school's culture, how it is communicated and the role of the school's organisation structure in communicating the school's culture. From the results of this preliminary survey, a set of ratings was developed and given to randomly selected samples of ex-students, parents, staff and senior students. A descriptive statistical analysis of this main survey was used in providing answers to the research questions concerning the nature of the school's culture, the influence of the school's organisational structure on it, and how the culture is communicated within the school and to the general public. Data from the main survey were used to develop a set of scales, the Communication of School Culture Instrument, which was used to give comparisons of the perceptions of school culture by the four population sub-groups (viz. ex-students, parents, staff & students) of the school. Statistical findings from the surveys and the CSCI were complemented by a series of in-depth interviews of representatives of the school population sub-groups. Analysis of data suggested that, whilst the school's sub-groups generally shared perceptions about the nature of the school's culture, there were significant differences of opinion about how this culture was communicated and influenced by the school's organisational structure. There was also a significant difference of perspective between the adult males and females of the total school population. An analysis of perspective of ex-students from different time periods of attending the school from the 1920s to present, did not show any significant differences in perspective, suggesting a constancy of the school's culture over time. Several other areas of investigation which would be worthy of further attention are the role of mothers and female members of staff in a boys' school, and the impact of boarding students as a sub-culture would be worthy of further study in this school.

Responding Pastorally to the Ageing Population: With a Proposed Training Programme for Clergy and Lay Pastoral Workers

The increased longevity in contemporary western society is impacting on many service and caring organisations in that they are needing to find ways of responding to the increasing number of older persons who need support. The Church is not immune from this as statistics demonstrate that the age demographic within the Church is rapidly changing to include many more older persons. However, evidence is strong that the Church to date has not been as alert as it could have been to the implications of the ageing population, nor has it been awake to the potential available within adult ministry. Therefore scholars and gerontologists are strident in their attempts to wake the Church from its slumber with respect to responding to the ageing population. The impetus of this research was to determine how alert the Anglican Diocese of Perth is to this rapidly increasing age demographic, and how well equipped its clergy and lay pastoral workers are to respond to the increasing number of older persons both within the Church and within society. To achieve this, a survey was conducted amongst a selection of clergy and lay pastoral workers in the Diocese of Perth. As part of the survey, comments were sought from participants on how important they believed training in ministry to older persons was for them, and what factors would enable and encourage them to attend training in this area. The literature reviewed for this research, the survey results, and the ensuing discussion combine to underline the need for ministry to older persons to be taken seriously by the Church. As a way of stimulating interest, and equipping clergy and lay pastoral workers, in the area of pastoral care of older persons, this thesis provides the structure of a training programme that it is envisaged will be offered to the Anglican Diocese of Perth.

"A Veritable Augustus": The Life of John Winthrop Hackett, Newspaper Proprietor, Politician and Philanthropist (1848-1916).

Irish-born Sir John Winthrop Hackett (1848-1916) achieved substantial political and social standing in Western Australia through his editorship and part-ownership of the West Australian newspaper, his position as a Legislative Council member and as a layman in the Anglican Church. The thesis illustrates his strong commitment to numerous undertakings, including his major role in the establishment of Western Australia's first University. This thesis will argue that whatever Hackett attempted to achieve in Western Australia, his philosophy can be attributed to his Irish Protestant background including his student days at Trinity College Dublin. After arriving in Australia in 1875 and teaching at Trinity College Melbourne until 1882, his ambitions took him to Western Australia where he aspired to be accepted and recognised by the local establishment. He was determined that his achievements would not only be acknowledged by his contemporaries, but also just as importantly be remembered in posterity. After a failed attempt to run a sheep station, he found success as part-owner and editor of the West Australian newspaper. Outside of his business interests, Hackett’s commitment to the Anglican Church was unflagging. At the same time, he was instrumental in bringing about the abolition of state aid to church schools in Western Australia, which he saw as advantaging the Roman Catholic Church. He was a Legislative Council member for 25 years during which time he used his editorship of the West Australian, to campaign successfully on a number of social, industrial and economic issues ranging from divorce reform to the provision of economic infrastructure. As a delegate to the National Australasian Conventions he continually strove to improve the conditions under which Western Australia would join Federation. His crowning achievement was to establish the state’s first university, which he also generously provided for in his will. One of the most influential men in Western Australian history, his career epitomised the energy and ambition of the well-educated immigrant.

Furthermore, this dissertation explores the practical mission and ministry of the parish of St Thomas in Kagiso 1, Krugersdorp in its quest for human dignity aimed at addressing the contextual socio-economic and political injustices and to alleviate suffering.
