OVID-BV : optimising value in decision making for best value in the UK social housing sector

The Governments' promotion and support of Best Value within the Social Housing Sector has been a prime catalyst in the move by Registered Social Landlord's [RSL's] away from the traditional culture of acceptance of the lowest bid towards consideration of both price and quality criteria as a basis for contractor selection. Manifestly this radical change in the way the sector procures its construction services has forced many of its stakeholders to undergo significant cultural and organisational changes within a relatively short period of time, and problems have developed during this transitional period that have affected the efficiency of the best value process. This research traced the root causes of these problems and its overarching aim was to develop an approach which will enable RSL's and their stakeholders to streamline the best value tender analysis procedure thereby allowing tenders to be dealt with effectively and efficiently whilst also creating a transparent and auditable decision making process. The approach has been established using a mixed methods research methodology utilising; case studies, surveys, rational decision analysis and system evaluation. The main output of the research is the development of a support tool known by the acronym OVID-BV which aids the multi objective decision making process. The underlying rationale for the support tool is based on the innovative use of uncertainty in decision making and the functionality of the tool uses a combination of the analytical hierarchy process (AHP), multi attribute utility theory (MAUT) and whole life costing (WLC).

Elementary Educators’ Perceptions of Practices that Contribute to Literacy Achievement

The purpose of this qualitative study was to investigate and examine specific kindergarten through third grade practices perceived as contributing to literacy achievement at 3 high-achieving elementary schools within the Washington County Virginia Public School System. The study was completed through a process of open-ended interviews with participants comprising classroom teachers, reading specialists, and administrators. The findings from this study may assist practitioners by providing information relative to programs, resources and instructional strategies that are perceived as contributing to literacy achievement. The findings of this study suggested that the perceptions among classroom teachers, reading specialists, and administrators regarding literacy practices were parallel. In summation, the participants’ perceptions included a balanced approach to literacy instruction with an emphasis on the following: phonics acquisition in kindergarten through second grade; a focus on explicit comprehension instruction beginning in third grade; development of vocabulary to increase background knowledge and comprehension; frequent opportunities for independent reading practice; targeted instruction in small-group and one-on-one settings; and the use of supplemental literacy and assessment resources. Recommendations from this study included the consideration of providing balanced literacy instruction in kindergarten through third grade; an emphasis on phonics skills in kindergarten through second grade, and an emphasis on comprehension skills beginning in third grade; frequent and consistent guided and independent reading time within the classroom setting; an increased emphasis on vocabulary development; the provision of targeted small-group and one-on-one instruction; and the use of supplemental literacy and assessment resources.

Developmental Assets Supporting High School Graduation Among African American Students

The focus of this study was individual and community assets and barriers that African American students living in disadvantaged low income communities encounter in their efforts to complete high school. The research questions were focused on understanding the high school experiences of students who graduated and of students who dropped out. The study was a comparison of the data collected from interviews of former students to the 15 interventions identified as most effective by the National Dropout Prevention Network (http://dropoutprevention.org/effective-strategies/). Findings suggested that 6 of the 15 developmental assets were effective for enabling African American students to graduate from high school. These developmental assets were school-community collaboration, mentoring, family engagement, alternative schooling, after school opportunities, and active learning. The findings of this study may improve teaching and learning in K-12 schools and communities to increase graduation rates for minority students.

Identification of Risk Factors, Success Practices, and Feasibility of the Best Value Approach Application to Improve Construction Performance in Vietnam and Other Developing Countries

abstract: The Vietnam Construction Industry (VCI) has been facing risks that cause delays, budget overrun, and low customer satisfaction that required continuously research efforts to manage them. This research assesses the current conditions of the VCI in terms of performance, common risks, and success factors; and explores the potential of using the Best Value Approach (BVA), an innovative procurement and project management technology, to improve overall VCI performance. VCI risk factors were presented in an analysis of the data collected from a survey that include the 23 common risk factors that cause non-performance in construction projects in developing countries. The factors were consolidated from an extensive literature reviews, and inputs were solicited from 103 construction practitioners in Vietnam. The study reveals the top five risk factors as the bureaucratic administrative system, financial difficulties of owner, slow payment of completed works, poor contractor performance, financial difficulties of contractor. Factor analysis explored the correlations among the risks and yielded four outcomes – Lack of Site and Legal Information, Lack of Capable Managers, Poor Deliverables Quality, and Owner’s Financial Incapability. VCI success factors were revealed from a survey that is adopted from 23 Critical Success Factors (CSFs) related to common construction risks, found through extensive literature reviews, and inputs were solicited from 101 VCI participants. The experts ranked those CSFs with respect to impact to project success. The study reveals the top impactful CSFs such as all project parties clearly understand their responsibilities, more serious consideration during contractor selection stage, test contractors’ experience and competency through successful projects in the past. Factor analysis was conducted to explore the principal success factor groupings and yielded four outcomes – Improving Management Capability, Adequate Pre-Planning, Stakeholders’ Management, and Performance-based Procurement. An analysis from six industry experts determined how current VCI conditions, namely risk and success factors, are related to BVA. Sixteen BVA success principles were identified and ranked based on their perceived impact to project performance by an industry survey with 98 VCI practitioners. The results show high agreement rate with all sixteen BVA principles. The majority of participants agreed that BVA would improve project performance and were interested in learning more about BVA. Outcomes from In-Person Interdisciplinary Continuing Education for Autism and Online Delivery of the Same Content

Because of the growing prevalence of Autism Spectrum Disorder (ASD), there is an increased need for effective professional training models for autism treatment and education. Individuals with ASD receive care and therapy across multiple disciplines, so such training models should also be interdisciplinary in nature. In the medical field, pediatricians, nurses, psychiatrists, and many others work with individuals with ASD. In the education field, teachers, speech language pathologists, school psychologists, and others work with children with ASD. Some therapists work in both systems. Thus far, there has been little research done considering training delivery models (i.e., in-person and online training) in interdisciplinary best practices in ASD. This study examined outcomes of both an in-person delivery of an interdisciplinary, professional continuing education workshop and online (remote) delivery of the same content. We looked at preferred delivery methods, social validity, and dissemination of information related to each training format according to profession, experience, and levels of previous training. Results indicate that a one-day interdisciplinary training program can result in 70% of participants self-reporting changes in practice and at least 60% report they feel more confident working with children who have ASD. Participants also reported an increased rate of referrals for services outside of their own discipline and increased interest in training in ASD best practices (91% interested at follow up). The social validity of the training was very high with 91% agreeing that the training was worth their time.

Indentifying Effective Communication Practices for Eliciting Parental Involvement at Two K-8 Schools

Conventional wisdom suggests effective and timely school communications increase parental involvement. Guided by this wisdom and contemporary parental involvement theory, effective educational institutions have established systems that foster communication and collaboration between school representatives and the local community. Despite such efforts, research has revealed persistent declines in parental involvement within schools. This phenomenological study documented 16 parents' perceptions of communication between teachers and parents at 2 K-8 schools in the American southwest. Semi-structured interviews were used to explore parents' perceptions of the effectiveness of various school-based communication systems and the specific impact these systems had on parental involvement. NVivo software was used to facilitate identification of common themes. Emergent themes addressed (a) communications that elicit parent involvement, (b) effective communications, (c) regular and timely communications, (d) preferred communication mode, and (e) parent communication center. Findings revealed that both schools lacked effective communication tools, inhibiting the ability to reach students' families and negatively impacting participation. Proposed for future consideration was development of a strong foundation for parents' participation in their child's education and enhancement of unrestricted, bidirectional communications. The anticipated social impact of this study is that effective practices could be brought to the forefront, leading to ideas to increase timely communication between home and school and parental involvement.

Mitigating Gaseous Nitrogen and Carbon Losses from Northeastern Agricultural Soils via Alternative Soil Management Practices

Traditional agricultural practices often result in gaseous losses of nitrous oxide (N2O), ammonia (NH3), and carbon dioxide (CO2), representing a net loss of nutrients from agricultural soils, which negatively impacts crop yield and requires farmers to increase nutrient inputs. By adopting best management practices (BMPs; i.e., no-tillage, cover crops, sub-surface manure application, and proper manure application timing), there is great potential to reduce these losses. Because N2O and CO2 are also greenhouse gases (GHGs), climate change mitigation via BMP adoption and emissions reductions would be an important co-benefit. However, adopting a no-tillage and cover cropping system has had setbacks within the Northeast, primarily due to concerns regarding manure nitrogen (N) losses in no-tillage systems as well as uncertainty surrounding the benefits of cover crops. This thesis used two field-trials located in Alburgh, Vermont to assess differences in (i) GHG emissions from agricultural soils, (ii) nitrate and ammonium retention, (iii) corn yield and protein content, and (iv) N uptake and retention via cover crop scavenging under a combination of different BMPs. Chapter 1 evaluates the effects of different reduced-tillage practices and manure application methods (i.e., vertical-tillage, no-tillage, manure injection, and broadcast manure application) on reducing N2O and CO2 emissions, retaining inorganic N, and improving crop yields. Greenhouse gas measurements were collected every other week for the growing season of 2015-2017 via static chamber method using a photoacoustic gas analyzer. Results from this study showed that tillage regimes and manure application method did not interact to affect any of the three research objectives, although differences between individual BMPs were observed. Notably, vertical tillage enhanced CO2 emissions relative to no-tillage, demonstrating the role of soil disturbance and aeration on aerobic microbial C transformations. Manure injection was found to significantly enhance both N2O and CO2 emission relative to broadcast application, likely due to the formation of anerobic micro-zones created from liquid manure injection. However, plots that received manure injection retained greater concentrations of soil nitrate, a vital nutrient for quality crop production, thereby highlighting a major tradeoff between gaseous N losses and N retention with manure injection. Chapter 2 evaluates the effects of tillage practices and timing of manure application to increase N retention with the use of cover crops in order to mitigate GHG emissions, enhance soil nitrate and ammonium retention, and improve cropping system N uptake. Treatments at this field trial consisted of a combination of the presence or absence of cover crops, no-tillage or conventional-tillage, and spring or fall manure application. Greenhouse gas emissions were measured every other week via static chamber method using a gas chromatograph for the growing season of 2018. Results from this study showed that the presence of cover crops enhanced both N2O and CO2 emissions relative to fallow land, irrespective of tillage regime and manure application season, likely as a result of greater N and carbon substrates entering the soil upon cover crop decomposition. Due to enhanced N2O emissions with cover crops, cover crops did not retain significantly greater inorganic N in the system upon termination.

Criminal Justice College Instructors' Experiences, Perceptions, and Teaching Strategies Related to Undergraduate Plagiarism

The criminal justice program in a community college located in the southwestern United States had experienced an increase in student plagiarism. However, the current teaching practices of criminal justice instructors to prevent and manage the increased student plagiarism have not been effective. The purpose of this study was to explore criminal justice college instructors' experiences, perceptions, and teaching strategies related to undergraduate student plagiarism using Goleman's emotional intelligence theory and Daloz's mentoring theory. Employing a qualitative instrumental case study design, data were collected through semistructured interviews with 10 criminal justice college instructors. Member checking and reflective journaling ensured accuracy and credibility with initial findings from the interview data. The interview data were coded and analyzed using matrix and thematic analysis. Findings revealed 6 categories: professional development, instructor-student relationships, Turnitin reports, policy enforcement, instructor discretion, and mentoring students. To address the findings, a department plagiarism policy was proposed through a position paper to key stakeholders at the community college. The implementation of the department plagiarism policy has the possibility to create positive social change by promoting ethical writing standards and providing support for students' future academic success.

Health Literacy Best Practices in Policy Development

Low health literacy is a problem the U.S. faces and, like health care itself, is a complex issue stemming from patient demographics and the healthcare providers being very diverse. Tools have been developed to mitigate the risks of low health literacy, however, without formal policy. The purpose of this qualitative case study was to explore and compare commonalities in health literacy best practices of organizations that are recognized as leaders in health literacy and are addressing low health literacy in their communities. By comparing the organizations' abilities to implement standards of plain language and health literacy tools/guidelines, best practice and policy recommendations could be made to various organizations regardless of level (local, state, federal, or nonprofit). The theoretical framework was based on the Evans and Stoddart framework of determinants of health and the health behavioral theories. The conceptual framework was based on health literacy best practices and policy. The research questions focused on how organizations implement health literacy tools/guidelines, the impact of health literacy best practices on policy development and addressing health literacy through formal policy. The qualitative multiple case study used open-ended interview questions via telephone conferencing, with 13 participants from health literacy organizations. The analysis was done by coding and bracketing the responses manually and with NVivo software. Results indicate that health literacy policy development and involvement exists but it is not derived from the health literacy best practices. The implications for positive social change for this study impacts the patient (individual), community, organization, and society through best practices and recommendations for policy development.

Corporate Governance Issues in the Nigerian Banking Industry

Corporate governance issues resulting from bad governance, fraudulent activities, insider abuse, and corruption have attracted the attention of shareholders and regulators in the banking industry. The financial crisis that erupted from the United States affected the financial institutions of both developed and developing countries, among which Nigerian banks belong. The Central Bank of Nigeria removed 8 managing directors and executive directors due to bad governance, nonperforming loans of 61%, and toxic assets of $13.3 billion; the Central Bank injected 620 billion naira into the banks. The purpose of this multiple case study was to develop an understanding of corporate governance strategies needed to ensure regulatory compliance and enhance financial performance from the perspective of senior management of the regulatory authority and corporate financial leaders. Agency theory served as the conceptual framework for the study. The population for this study was10 senior regulatory leaders and corporate financial leaders in Nigeria. The data sources were semistructured interviews, research notes, codes of corporate governance, and financial reports of banks. Member checking was used to improve the credibility and trustworthiness of the data. After compiling, disassembling, reassembling, and coding the data, 5 themes including the need for: improvement on compliance to corporate governance regulations; effective board governance; training education and awareness on best practices, strategic risk management and internal control; and strategic and effective leadership. Potential implications for social change may include knowledge for investors and the public, who have increasingly relied on financial services in Nigeria to support personal and business goals to identify banks with best practices.
