CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / O presente estudo tem como objetivo central compreender a instituiÃÃo da parceria pÃblico-privada entre o Campus UniversitÃrio de Marabà e a Companhia Vale e suas implicaÃÃes para a vida acadÃmica, em especial para a autonomia universitÃria do Campus. Com base no objetivo apresentado, evidenciam-se as categorias analÃticas: pÃblico, privada e universidade produtivista e as categorias empÃricas: autonomia universitÃria e participaÃÃo para aprofundamento das anÃlises teÃricas. No processo de conduÃÃo metodolÃgica da pesquisa empreendida optou-se pela abordagem qualitativa, com viÃs metodolÃgico da pesquisa participante. A produÃÃo do referido estudo se construiu a partir do diÃlogo com variadas fontes bibliogrÃficas e documentais, alÃm da utilizaÃÃo dos recursos de coletada de dados tais como: entrevistas, questionÃrios e formulÃrios. As reflexÃes apresentadas apontam que a fragilidade da participaÃÃo docente, em certa medida, implicou a autonomia universitÃria, nÃo aquela apresentada na letra da lei, mas autonomia construÃda pela participaÃÃo no espaÃo pÃblico, na construÃÃo do diÃlogo, do desentendimento e pelo vencimento do discurso do consenso estabelecido pela polÃtica policial da anulaÃÃo da fala dos sujeitos dentro do espaÃo democrÃtico. As aproximaÃÃes teÃricas presentes no texto estÃo marcadas pela utopia e paixÃo em defesa da Universidade PÃblica, nesse sentido hà de se reconhecer que a universidade nÃo se modifica sozinha em uma via de mÃo Ãnica, pelo contrÃrio, ela tem se modificado pelas contingÃncias histÃricas que determinam seus rumos, acreditando nessa capacidade de se modificar-se constantemente e que espera-se que a âEra das PPPsâ seja enfrentada e transformada com bom senso, trabalho coletivo, Ãtica e, principalmente, com aÃÃo polÃtica propositiva e transformadora. / This study aims at understanding the institution of public-private partnership between the campus and the Vale of Marabà and its implications for the academic life, especially for the autonomy of the university campus. Based on the goal presented to demonstrate the analytical categories: public, private and university productivist and empirical categories: university autonomy and participation for deepening the theoretical analysis. In the process of conducting methodological research undertaken was chosen qualitative approach with the methodological bias of the research participant. The production of this study was constructed from the dialogue with various bibliographic and documentary sources, besides the utilization of collected data such as interviews, questionnaires and forms. The reflections presented indicate that the fragility of teacher participation to some extent, involved the university autonomy, no one presented the letter of law, but autonomy built by participating in public space, the construction of the dialogue of misunderstanding and the maturity of the discourse of consensus established by the political police of the cancellation of the speech of subjects within the democratic space. The theoretical approaches in the text are marked by utopia and passion in defense of the Public University in this respect must be recognized that the university does not change by itself on one-way street, however, it has been modified by historical contingencies that determine its direction, believing that ability to change constantly and it was hoped that the "Era of PPPs" be confronted and transformed with common sense, team work, ethics, and especially with purposeful and transformative political action.

The use of public-private partnerships, in the broad sense, in the area of Brazilian education, especially at university, became more frequent to enable the implementation of public policies and the effective guarantee of the constitutional right to quality education. The Brazilian government has been unable to properly perform public services and works, undergoing renovations and transformations since the 90s An example of this is the education currently offered by the State, which presents problems, many of them resulting from inefficiency, and they can be mitigated through partnerships with competent and efficient private entities. Thus, this thesis has as main objective to analyze the impacts of the implementation of the Public-Private Partnership (PPP) between the UEA and Samsung Ocean Center and specific objectives meet the terms of this partnership, as well as raise the level of investment applied and identify the benefits of implementation. The theme of Public- Private Partnerships (PPPs) in education sector is gaining visibility on account of innovative projects launched worldwide. The projects have a range of scopes, ranging from the delegation of the construction, maintenance and non-educational activities operation to include, as an obligation of the private partner, the development of training courses for faculty improvement, promotion of lectures in the sectors community of interest where the school is located, among others. The methodology used to achieve the proposed objectives was the qualitative and quantitative research, with exploratory and descriptive. From this, it was found that the company-university partnership projects always need special attention in relation to contractual aspects, management and behavioral. The benefits can be observed according to the actors involved: the company, there is the Brand of return, general mapping skills in the region, the number of affected people, increased use of Samsung's development tools, increased supply of content , government relations, among others. For the university, it has to complement curriculum of students, improvement in business-university relationship with Samsung and other companies, generating value by creating products. As for the government, it has been the creation of skills in the region and regional development. / A década de 90 caracterizou-se por uma intensa expansão da atuação do setor privado em alguns setores da economia, que por atuarem no fornecimento de serviços públicos, são considerados essenciais à sociedade. A utilização de Parcerias Público-Privadas, em sentido amplo, na área da educação brasileira, especificamente na universidade, passou a ser mais frequente para viabilizar a implementação de políticas públicas e a efetiva garantia do direito constitucional à educação de qualidade. O Estado brasileiro se mostrou incapaz de realizar adequadamente serviços e obras de interesse público, passando por reformas e transformações desde a década de 90. Um exemplo disso é o ensino atualmente oferecido pelo Estado que apresenta problemas, muitos deles resultantes de sua ineficiência, e que podem ser mitigados através de parcerias com entes privados competentes e eficientes. Desta forma, a presente dissertação tem como objetivo geral analisar os impactos decorrentes da implementação da Parceria Público-Privada (PPP) entre a UEA e a Samsung Ocean Center e como objetivos específicos conhecer os termos desta parceria, bem como, levantar o volume de investimento aplicado e identificar os benefícios resultantes da implementação. O tema das Parcerias Público-Privadas (PPPs) no setor da educação vem ganhando visibilidade por conta dos projetos inovadores lançados em todo o mundo. Os projetos têm uma gama de escopos, variando desde a delegação da construção, manutenção e operação de atividades não pedagógicas até a inclusão, como obrigação do parceiro privado, de desenvolvimento de cursos de formação para aprimoramento do corpo docente, a promoção de palestras nos setores de interesse da comunidade em que a escola está inserida, dentre outros. A metodologia utilizada para alcançar os objetivos propostos foi a pesquisa qualitativa e quantitativa, com caráter exploratório e descritivo. A partir disso, constatou-se que os Projetos de parceria empresa-universidade sempre necessitam de atenção especial em relação aos aspectos contratual, de gestão e comportamental. Os benefícios podem ser observados de acordo com os atores envolvidos: para a empresa, tem-se o retorno de Brand, mapeamento geral de competências na região, número de pessoas impactadas, aumento no uso de ferramentas de desenvolvimento da Samsung, maior oferta de conteúdo, relacionamento governamental, dentre outros. Para a universidade, tem-se a complementação curricular dos alunos, melhora no relacionamento empresa-universidade com a Samsung e outras empresas, geração de valor através da criação de produtos. Já para o governo, tem-se a criação de competências na região e desenvolvimento regional.

An analysis of the role of public - private partnerships in regional integration initiatives in Southern Africa

Magister Legum - LLM / This research paper, therefore, will focus on (i) the challenges and opportunities presented by hard infrastructure and (ii) the potential scope of public-private partnerships in alleviating such challenges and responding to the opportunities. This research paper, as a secondary objective, cautions against missing an opportunity to advocate for the deployment of capital in a manner that benefits the region and gives sufficient returns to investors. Simply put, such a failure has the potential to derail the regional integration project in Southern Africa. This would translate to consumers and market participants being subjected to a finite market, less competition, higher prices and less innovation. In responding to the above analyses, this research paper undertakes a thorough study of the current legal framework and practices in SADC which allow for participation of the private sector in public-private partnerships. In this regard, this research paper will consider which between institutionalisation or the ad hoc participation of the private sector in public-private partnerships is a viable policy goal.

Science parks as mechanism to enhance the development of a knowledge-based economy in Mozambique

Magister Economicae - MEcon / The 21st century marked the beginning of an era in which countries became increasingly dependent on information and communication technology (ICT). Technological change has not only become one of the key contributors to economic growth, it is also regarded as an essential element to enhance the general welfare of society (Hu, 2006). Not surprisingly, even governments of developing countries undertake various activities aimed at internalising the positive external impact of technological innovation in order to enhance the development of knowledge-based economies. Examples are the provision of basic information services, such as telephone- and internet services as well as distance learning technologies to make education more generally accessible. Another instrument that recently gained worldwide interest is the development of science parks, also known as information technology (IT) parks, techno parks or cyber parks. The rationale is to promote technological change, regional and/or urban development and to facilitate the diffusion of knowledge and technology through the establishment of knowledge networks. In 2004 there were approximately 600 science parks in the world, 70 percent of which were situated in the United States of America, Europe and Asia, but there is a growing trend towards its establishment in developing countries. However, the financing of such mega-projects in developing countries is especially problematic. A science park can be provided as a pure public project or pure private or through public-private partnerships (PPPs). Pure public financing is usually found in countries that have strong public sectors, such as China and India. On the other hand, in countries with well-developed private sectors they are mostly privately financed. In the case of most developing countries, private sectors are generally not developed enough and the public sectors cannot afford to finance projects of such a nature on a sustainable basis. These countries have no other option but to investigate the possibility of some other variation of a public-private-partnership (PPP) model.The Mozambican government acknowledges the urgency to enhance the development of a knowledge based economy and regards the establishment of a science park as a necessary policy intervention to provide the institutional basis for the diffusion of technological and communication innovation. As a result the country launched its first science park, to be developed in different stages, in 2008. But the real challenge for Mozambique lies in the financing of the park. It was estimated that only the first phase will require about 25 million USD. These funds were secured from the Indian government in the form of a loan. However, the government of Mozambique relies to a large extent on foreign aid to balance the national budget and there are no surplus funds to secure the sustainability of a project of such magnitude. This study firstly explored the economic rationale behind the establishment of a knowledgebased economy and the development of ICT. It then focused on science parks as institutions to secure the diffusion of technological innovation in Mozambique and also on empirical evidence from countries that have benefited greatly from investment in science park projects. The study also investigated the possibility to use a PPP-type of project to finance the science park in Mozambique and pointed out very important determinants for the successful implementation of PPP-projects. The study showed that the government of Mozambique is serious in its efforts to develop a knowledge-based economy although many projects are still in their 'infant' stages. It is strongly recommended that policy makers in Mozambique should study the outcomes of empirical research on various science parks projects in other developing countries. The study shows that Brazil seems to be successful in its use of a PPP for the country's science parks. Policy makers should also pay careful attention to other PPP-projects in Mozambique. Although they are mostly used for infrastructural projects, some failed, while others seem to be functioning efficiently and important lessons can be derived.

L'étude du coût des inondations passées est essentielle pour permettre aux parties prenantes, publiques et privées, d'améliorer la gestion et la prévention des risques. Les retours d'expérience sur les dommages économiques sont notamment utiles aux gestionnaires de bassin pour justifier leurs mesures de protection ou aux assureurs pour évaluer l'exposition réelle de leurs portefeuilles. Pourtant seuls les événements les plus meurtriers, coûteux ou médiatiques sont étudiés de manière approfondie. Même si elles sont rares, il existe des informations et des données sur des événements moins dommageables, plus locaux et fréquents ; mais elles sont difficiles à exploiter car produites par des acteurs très variés qui communiquent peu entre eux et agissent sur des périmètres différents.L'objectif de cette thèse est de favoriser le partage d'informations entre assureurs et acteurs locaux pour améliorer les connaissances sur les facteurs explicatifs de sinistralité et proposer des pistes d'amélioration dans la prévention des inondations, en exploitant les concepts de périmètres spatio-temporels des événements naturels, l'évaluation des dommages causés par les inondations et les notions d'observation territoriale. / Cost analysis of past flood events is essential for public and private stakeholders to improve the management and risk prevention. For instance, past events lessons learnt allow floodplain managers to justify their preventive measures or insurers to comfort by experience the assessments made on their portfolio's exposure. Yet only the most deadly, costly or dramatic (in the media at least) floods are being studied. Few in number, information and data are available on less damaging events which are more local and frequent, but they are difficult to use because they are produced by a variety of actors who do not communicate with each other and have different scopes of actions.The aim of this PhD work is to promote the sharing of knowledge between public and private stakeholders to better understand the origin of the claims and propose new ways to improve the flood prevention. The research is therefore based on the concept of natural event spatio-temporal scopes, the flood damage assessment and territorial observation.

Gouvernance et performance des services publics : cas des entreprises de remontées mécaniques / Public services governance and performance : ski lifts case

Ce travail doctoral se situe dans le cadre du management public qui s'intéresse principalement à étudier l’impact des modes de gouvernance public-privé sur l’efficience technique des remontées mécaniques. Une étude empirique a été menée auprès de 68 entreprises de remontées mécaniques sur cinq ans (2006-2010). Ces données ont été traitées au moyen d’une étude quantitative confirmatoire à l’aide d’un modèle statistique. La recherche quantitative a pour objectif final de tester la validité des deux modèles de recherche proposée à l’issue de l’analyse de la littérature. Le premier modèle de frontière stochastique se compose de trois variables explicatives (productivité du capital, productivité du travail et moment de puissance), et de trois variables de contrôle (taille, altitude et effectif) et d'une variable à expliquer (la journée skieur). Le second se compose de deux variables explicatives (régie et SEM) et d’une variable à expliquée (l’inefficience technique). Les résultats de cette recherche mettent en avant l'importance des modes de gouvernance (régie ou SEM) dans le processus d’augmentation de l’efficience technique des remontées mécaniques. Une deuxième étude empirique (2011-2013) approche la compétitivité par la mesure de la productivité des opérateurs de remontées mécaniques. A l’aide de l’indice de productivité de Malmquist et ses deux composantes, nous cherchons à appréhender les changements de productivité entre deux périodes de temps, puis, dans un second temps, cette productivité est décomposée en deux éléments afin de mettre en évidence le progrès technologique. Alors,la relation entre taille et variation de l’efficience technique est vérifiée. / Public-Private Partnership is a tool for modernization and renewal of public intervention, its main goal is to achieve very high levels of performance. This doctoral work is therefore in the context of public management that focuses on studying the impact of public-private modes of governance on the technical efficiency of ski lifts. To answer our questions, an empirical study was conducted among 68 ski lift companies over five years (2006-2010). These data have been processed using a quantitative confirmatory study using a statistical model. To test the validity of the two models proposed by the literature, a quantitative research has been conducted. The first stochastic frontier model consists of three variables (capital productivity, labor productivity and power momentum), and three control variables (size, altitude and staff) and a dependent variable (the skier day). The second model of technical inefficiency consists of two explanatory variables (“time and materials » and SEM) and an explanatory variable (technical inefficiency). The results of this research outline, among other things, the importance of modes of governance (“time and materials » or SEM) in the process of increasing the technical efficiency of ski lifts. The second empirical study (2011-2013) which approaches the competitiveness of the French winter sports resorts by the measure of the productivity of the operators of ski lifts. By means of the indication of productivity of Malmquist and its two constituents, we look to arrest the changes of productivity then, this productivity is decomposed into two elements. Then, the relation between size and variation Technical efficiency is verified.

The diploma thesis deals with the topic of the Private-Public-Partnership (PPP) projects, as a tool for mutual financing of the public projects by private sector. Its main goal is to confirm or disprove the hypothesis, that the PPP projects are more effective form of the financing of the public projects and solve the problem of the debt trap into which countries entered in last decades. The thesis also defines the problem of the PPP project, their advantages and disadvantages and possible risks, analyses their usage in the Czech Republic and compares the experiences from the Great Britain in first two decades of the 21st century. The theoretical part of the thesis copes with the topic of financing of the projects of public sector and PPP projects. The descriptive and comparative methods will be used. In the practical part of the thesis will be performed the comparison of the chosen projects by synthetic analysis and the recommendation for the Czech Republic will be formulated based on the findings.

Objective of this diploma thesis is to identify risks and barriers connected with expansion of using the Public-Private Partnership concept, fractional objective is to identify limiting factors which affect still not very developed PPP projects in the Czech Republic. The theoretical part of the thesis is dedicated to definition of PPP concept and explanation of its specific characteristics in providing of public goods. The practical part is focused on chosen projects. On this sample are limits of expansion of using PPPs identified and analysed using the method of partial generalization. On the basis of analysis of available literature and qualitative research made there are suggested possible solutions.

Relationship Bonding, Trust and Cultural Distance in Strategic International Public-Private Partnerships in Africa

Strategic international public-private partnerships (SIPPPs) involve private multinational and public domestic sector parties. SIPPPs are a more complex but less studied form of international strategic alliance (ISA) and increasingly important in the development of emerging economies. A growing body of ISA research has suggested the importance of cultural differences in the often-reported failure of such cross-cultural relationships, but their exact nature remains unknown. This study examines the effects of both national and organisational cultural value systems on trust-building in SIPPPs. It uniquely also tests whether the two types of cultural values are accorded differently by the two types of partner, private and public. The complex relationship building processes were studied through the combined lenses of social-exchange and cultural-exchange theories, providing a rich perspective on the phenomenon under study. The sample, based on purposive sampling, consisted of successful and unsuccessful SIPPS of various sizes, from different industries, operating in a number of African countries. Africa, with its challenging environment and increasing focus on SIPPPs, represented an "extreme context" within which hypotheses could be rigorously tested. The relationships were tested empirically using structural equation modelling. The study confirmed a strong relationship between partners’ economic and collaborative interdependency on the one hand, and mutual trust-levels on the other. Cultural difference was shown to have both a negative direct effect as well as a positive moderating effect on trust building, providing support for the notion of a “cultural paradox”. Strong evidence was provided that partners from opposite sides of the dyad, informed by their respective cultural backgrounds, have different perceptions of the relative importance of these relationships in building trust. The findings have theoretical and practical significance, suggesting that SIPPP partners can improve trust levels and sustain their relationship by building ties of economic interdependence and engaging in collaborative actions to build their collaborative interdependence. The importance of partners being sensitive to each other’s needs and perceptions, and of engaging in reciprocity to build mutual confidence and trust seems critical.
