Tourism business growth with specific reference to black economic empowerment in the tour operating sub sector in South Africa

Thesis (DTech(Tourism and Hospitality Management))--Cape Peninsula University of Technology, 2011 / This study reports on the findings of research that was conducted amongst tour operators in South Africa in an attempt to determine the level of Black Economic Empowerment (BEE) in the sub-sector as well as to determine measures that will expedite BEE. The survey method was deployed to generate primary data from this target market and the Chi square method used to determine causality between the size of enterprises and the support for BEE in principle. This method was also used to determine if the size of an enterprise influences the propensity to support and apply BEE in tour operating enterprises as well as the utilization of incentives.The research indicate that the vast majority of tour operating enterprises in South Africa are small businesses with 62,3% indicating a turnover of R2,5million or less per annum and 63,9% indicating that they employ two or less full time employees. In terms of ownership, 14,3% of respondents indicated that they are 100% black owned. The fact that these enterprises are small makes it difficult to attract investment or involvement from Previously Disadvantaged Individuals (PDI’s) although 72% of respondents indicated that they support BEE in principle. However the application of BEE in these enterprises are only supported by 61,8% of respondents and the degree of implementation vary according to the different components of the tourism scorecard. In terms of the seven pillars of the tourism scorecard, the procurement and social investment pillars achieved the best results.In order to grow this sub-sector and create opportunities for BEE expansion, government needs to provide training and education interventions as well as dedicated incentives to assist tour operators in gaining access to markets and capital goods. The suitability of all the pillars in the tourism BEE scorecard is questioned due to the nature of small businesses and further research needs to be done on the other sub-sectors in tourism to determine a scorecard that can be effectively implemented.A model for business growth is proposed to enhance the BEE efforts and to create opportunities for fast growth and new start-up businesses. The model consists of interventions aimed at the following four areas:  Enterprise level (new start-ups and fast growth enterprises)  Sector specific environment  Economic growth in the external environment, and  New target markets A recommendation to the National Minister for Tourism during the course of this study has resulted in the provision for a national tourism database in the Tourism Bill (2011).

Black Economic Empowerment in the Cape Peninsula advertising industry: a multiple case study approach

Dissertation submitted in fulfilment of the requirements for the degree Magister Technologiae: Marketing in the Faculty of Business at the: CAPE PENINSULA UNIVERSITY OF TECHNOLOGY, 2009 / Black Economic Empowerment (BEE) aims to enable Black people in South Africa (SA), as legislatively classified, to make a noteworthy contribution to the local economy by irreversibly altering the racial profile of ownership, management echelons and all employment levels of existing and new organisations. This ambitious strategy hopes to encourage economic transformation by eliminating unfair discrimination; applying affirmative action (AA) policies; empowering Black women and facilitating access to land, infrastructure, economic activities, ownership, as well as training and skills development (SA. DTI, 2004a:4-5). The transformation process in SA has been a lengthy and complex one, with the government slowly enacting enabling legislation. The Broad-Based Black Economic Empowerment (BBBEE) Codes of Good Practice was gazetted on 9 February 2007 and this significant piece of legislation has provided a framework to guide and measure transformation activities. The advertising industry has been criticised for its slow empowerment advancement, which led to two parliamentary hearings in the early 2000s to investigate allegations of racism and poor transformation progress. The Association for Communication and Advertising (ACA) gave full cooperation during the parliamentary hearings and has been a main driving force of transformation within the advertising industry. The ACA’s dedication resulted in the Marketing, Advertising and Communication (MAC) sector charter being gazetted on 29 August 2008 (Jones, 2008). There are few studies that have effectively investigated transformation and BEE progress within the South African advertising industry over recent years. Of these, none has yielded rich qualitative BEE data. Therefore, the main objective of this study was to explore progress made by advertising agencies towards transformation in the Cape Peninsula, as well as the challenges and benefits that result from implementing BEE measures in terms of BBBEE ownership and Employment Equity (EE). These elements have been thoroughly examined by utilising a multiple case study approach and by interviewing the top twelve traditional full-service advertising agencies through use of a semi-structured interview guide, which primarily generated in-depth qualitative data. Cape Town based advertising agencies readily provided a wealth of data, which illuminated numerous previously unexplored positive and negative BEE issues. Recent BEE internal advertising agency documents, literature, surveys and other research studies were used to corroborate and verify the findings in order to reach a consensus, compromise or disagreement in the subsequent discussion. The advertising industry has employed a multitude of innovative BEE strategies to facilitate transformation progress and to address a number of inherent problems. This has resulted in several success stories and numerous benefits as Cape Town based advertising agencies have embarked on their varied transformation journeys. The recommendations of this study would be useful to the national advertising industry, other sectors and government to assist in streamlining the transformation process in SA.

Stakeholders’ perceptions of the impacts of an outdoor and wine festival in the Breede Valley of the Western Cape Province

The lack of research in the field of wine and events in the area gave rise to this study. The event industry in this region is relatively unexploited but in recent years has been revealed to be a major catalyst for tourism and economic development. However, for events to act as a catalyst for tourism and economic development, it is important to have an understanding of stakeholders‟ perceptions of the impacts of these events. The research therefore focuses on stakeholders‟ perceptions of the impacts of the Breedekloof Outdoor and Wine Festival (BOWF) hosted in the Breedekloof region in the Breede Valley of the Western Cape Province. Underpinning this study was the understanding that the perceived impacts of the event are pivotal for the future planning, management and sustainability of the event as well as to minimise negative and maximise positive impacts of the BOWF. The study applied a mixed-methods approach, compiling data through survey questionnaires targeting 341 event attendees, 374 residents, 28 established businesses, 8 sponsors and 15 venue owners. Key informant interviews with the event organiser and direct observations with event attendees and residents were used as methods to collect data, using several sampling methods. A spatially based systematic sampling approach was used for the event attendees and residents‟ surveys, purposive sampling for the event organiser, venue owners and sponsors, while census sampling was used for the established businesses. For the purpose of the study, 767 respondents were targeted; only 730 responded. The results demonstrate support of the event among residents from Rawsonville as they perceive the event as beneficial to local businesses in the region. It displays the town and its beauty and does not cause any inconvenience to local lifestyles. However, there were mixed views on inequalities relating to employment opportunities and involvement in the planning and management of the event. Most established businesses, on the other hand, were also not directly involved in the Festival; even though there were opportunities for businesses to optimise profits and engender publicity, most did not use this opportunity to their advantage. As such, events are starting to become an established element and major part of tourism growth and marketing strategies. East London (in the Eastern Cape, South Africa) has hosted a number of successful events (Buffalo City Tourism, 2010) however no known social impact studies related to the community of East London are known to have been conducted. The purpose of this study was to address this gap and to evaluate the social impacts of events tourism on the East London community. The overall research question in this study was, What are the socio-cultural impacts of events tourism on East London? This was a quantitative study that utilised a survey to collect the data. The sampling frame was the community at the Spec-Savers Ironman South Africa Triathlon 2010 held in East London. Potential participants were included in the sample through utilising a random sampling method. The research instrument consisted of four sections, namely demographic profiling (age, gender, race, marital status, education and income), overall event impact perceptions, reasons for spectator participation, and the social impact perceptions of the respondents. The event attendees were interviewed. No incentive was offered for participation, and participants were assured of the confidentiality of their responses.

The relevance of the National Certificate Vocational at Technical Vocational Education and Training colleges for the South African tourism industry

Thesis (MTech (Tourism and Hospitality Management))--Cape Peninsula University of Technology, 2017. / The study was planned to investigate the relevance of the National Certificate Vocational tourism programme for the South African tourism industry in terms of the employability and skills required by tourism students to work in the tourism industry, once they graduated. The main objective of this study was to identify the challenges facing the National Certificate Vocational tourism programme, with sub-objectives focussing on the level of graduates’ employability, articulation from the National Certificate Vocational programme to higher education, as well as on the skills and abilities needed by National Certificate Vocational lecturers to teach in their specific field. The research was conducted in the form of an empirical survey to gather information using research questionnaires. A mixed methods approach, using both a quantitative and qualitative methodology, was employed to gather relevant data for the study. Qualitative questionnaires were distributed to a target population comprising conveniently selected National Certificate Vocational Tourism graduates (a total sample of 100), and National Certificate Vocational lecturers (a sample of 50 suitably qualified persons), at four Technical Vocational Education and Training colleges in the Western Cape. Personal interviews were conducted with ten conveniently selected tourism industry employers and role-players. Ten specifically identified representatives of tourism and government education departments and other government organisations were also part of the target population. The first part of the study looked at the history of Vocational Education and how it is practised in other countries. The history of the National Certificate Vocational programmes within South Africa is explained, as well as the challenges facing the National Certificate Vocational tourism qualification and its relevance to the tourism industry in South Africa. Results from the research suggested that National Certificate Vocational tourism students are only employable in small to medium micro enterprises (SMMEs) once they graduate. It was concluded that graduates would need more experience and practical knowledge to be employable in the wider tourism labour market. The results confirm that the updated National Certificate Vocational tourism curriculum is critically important to make the qualification more relevant to the South African tourism industry.

The relationship between event spend, social cohesion and economic development

(2) How are the physical attributes of the region (natural capital) related to economic development?(3) How is social cohesion related to economic development? (4) How does human capital influence economic development? The study period starts in 1994 and ends in 2016, accordingly 100 data points were pulled from the time series. Error Correction Model and Ordinary Least Squares were used as analytical tools to test the regression model developed for the study. Economic development is the dependent variable and is represented by tourism employment data sourced from Statistics South Africa. The independent variables are event spend represented by expenditure figures for culture, sports and recreation published by Statistics SA; human capital was measured using gross educational ratio for secondary education accessed from the World Bank database; natural capital was measured using the gross domestic product attained from Statistics South Africa; and social cohesion was measured using social expenditure data acquired from the South African Reserve Bank. The theoretical framework that underpins the study is the geography political theory as espoused by different authors including Collier (2007) and Kollosov (2001). On the basis of this theoretical framework the study seeks to look at the effect of event spend, natural capital, human capital and social cohesion on economic development. The findings of the study show that there is no relationship between economic development, event spend and human capital. However a relationship was established between natural capital and social cohesion. The results of the study will inform policymakers in the allocation of budgets towards major events. It will also contribute to the equitable distribution of resources to promote social cohesion in communities. / M

Black economic empowerment and local economic development in the accommodation sector : the case of Clarens, in the Free State Province

Submitted in fulfillment of the requirements for the Degree of Masters of Technology: Hospitality and Tourism, Durban University of Technology, Durban, South Africa, 2017. / In South Africa, the tourism industry has been identified as one of the key drivers for economic development and transformation of the country. Although South Africa joined the world tourism stage since democracy, the country still contends with issues linked to apartheid, such as poverty, inequality and transformation. More specific and related to this study is the transformation of the tourism industry. In this regard, an overwhelming majority of tourism enterprises are still under the ownership of the White minority. With the post-apartheid transition, the national government recognized that the unequal ownership structure within the tourism sector (as with most of the other economic sectors) needed to be addressed through a programme of transformation. Hence, the transformation programme introduced to counter the current dominance of the economic sector was called Black Economic Empowerment (BEE), followed by Broad-Based Black Economic Empowerment (B-BBEE); the programme aimed at redressing inequalities that were linked to the legacy of apartheid. The study employed both qualitative and quantitative data collection methods. A semi-structured questionnaire was used to gather in-depth information from respondents, based on their accommodation establishment. The data collected from the responses were analysed using Microsoft Excel. This study revealed that the accommodation sector is struggling to keep up with the 2014 transformation target of thirty percent. Incidentally, transformation as noted by the National Department of Tourism, within the industry currently stands at less than 3 percent and will struggle to meet the amended target of thirty percent in respect of the transformation targets set for 2017. Although the government has introduced many initiatives to promote Black participation within the accommodation sector, transformation has remained stagnant and Black ownership of accommodation establishments is almost non-existent. The study results have found that there are no Black business that operate within the CBD of Clarens and that businesses that operate in Clarens even though wholly White-owned, are indeed compliant with the Tourism BEE charter in spite of the results noting that no transformation has taken place. This is due to the issue of automatic compliance afforded to businesses based on their annual turnover. / M

Incorporating indigenous management in rock art sites in KwaZulu-Natal

The majestic mountains of the uKhahlamba Drakensberg, formed many millennia ago were home to the Bushmen[footnote 1] or San people. They lived at these mountains for thousands of years before they were colonised by the Bantu speakers and the Europeans. Academic writings for many years have perpetuated the thinking that Bushman people were largely extinct. The dominance of this view in the academic writings was encouraged by historical evidence that Europeans and Bantu speakers hunted and killed Bushmen over the last several centuries. Researchers argue that the extermination of the Bushmen was because they were less human in the eyes of the foreigners, due to cattle raiding. There is still some element of this thinking amongst today’s academics, although research in the last decade is questioning this thinking. The question of whether descendants do exist is relevant to issues of rights of access to ancestral sacred sites, in particular rock art sites. At present, access to rock art sites is granted on qualification as an authentic fee-paying tourist (or affordability) rather than on group rights to a cultural heritage resource (cultural rights). Based on this, I argue that access to rock art sites is based on qualification rather than by right. This is largely driven by an approach that emphasises the physical conservation and financial sustainability of a site, rather than its spiritual maintenance. It has become clear that the interests in rock art by tourists and Bushman descendants are distinct from each other. Tourists have an aesthetic significance for rock art while Bushmen descendants have a spiritual significance for the paintings. Beyond any doubt, the physically based and financially driven approach has brought new challenges to today’s Bushmen descendants, whom in reaffirming their identities now have a new challenge to overcome. Not only are the rock art sites physically threatened but also they have lost much of their spiritual powers. Their fate lies in the hands of heritage officers who must determine access rights to the painted shelters. Both the National Heritage Resources Act and the KwaZulu-Natal Heritage Act acknowledge living heritage. However, the existence of this heritage is judged against the physical approach to rock art management. If the practises of descendants are perceived to be a threat to the rock art, they will not be approved. The case of the Duma is a classic example. Prior to the ritual ceremony at Game Pass Shelter, Kamberg, they were informed of the minimum standards for opening a rock art site to public and rules of how people should behave while visiting painted shelters. While it was evident that there are problems with the two approaches, the spiritual and physical approach, discussed in the thesis, it is important that solutions are identified. I do not believe that one approach on its own will be good enough, for reasons discussed in the thesis. Instead, the two approaches should be implemented together to compliment each other by identifying common grounds. I provide strategies as to how I believe that such a common ground can be reached. In addition, I provide my own analytical thinking as to how these strategies can be achieved. There is no general consensus over which term is appropriate. Both terms are considered by some academics to be derogatory or pejorative (Chennels 2003). San means vagabond and was given to the Bushmen by Khoi-Khoi people, because they considered themselves of a better social class, as they had domesticated animals and were more sedentary than Bushmen. However, according to WIMSA (Thoma 2003) the word San is derived from the Hai||om language meaning “people who gather”. It is normally written Saan but it has been accepted to write San. In 1993 the San requested to be called San when referred to as an entire group. If one refers to individual people/groups they like to be called by their language and cultural name i.e. Khwe, !Kung, !Xun, Ju|’hoansi, ‡Khomani, N|u, |’Auni, Hai||om, etc In this thesis, Bushmen is a preferred term, because it is a better-known term among the people who are central to this study. It is used without any insulting connotations attached to the term.

A destination identity framework for Nelson Mandela Bay

Place branding has grown in popularity since the late 1990s. In this regard, place branding is an endeavour to not only construct an image or message of a place but also to communicate and manage it. Place branding can be viewed from a functionalist point of view as a strategic instrument to be managed in a similar manner as a product or corporate brand in order to enhance competitiveness. The focus of place branding has overwhelmingly been on the customers who are mainly tourists. However, there have been recent calls to take into account the perspectives of others stakeholders, in particular internal residents, in the place branding process. It has been noted that place branding is effective through its ability to authentically represent the setting of its constituents and through it to reveal a compelling narrative of the place. This authentic setting is represented by the place identity, which can be discovered from the perspectives of the place‟s internal residents. The current study was anchored in stakeholder theory and set out to propose a simple exploratory model for understanding place identity through the perspectives of internal residents. The study explored various frameworks and models proposed in the literature up to date to understand place identity. The overarching variables were filtered out from the different frameworks and an exploratory place identity framework was proposed. A non-experimental study was carried out in the city of Nelson Mandela Bay. The study was exploratory and its variables had not been previously tested in the city. A questionnaire, which was partly self-administered and partly administered through face-to-face interviews, was distributed electronically and manually. The framework proposed variables were city role, cognitive evaluations, envisioned future as well as affective evaluations and they were operationalised from the literature. The relationship between the variables was confirmed through correlation analysis. The hypotheses in the study were tested through descriptive statistics, correlation analysis, ANOVA, t-tests and Chi-squared tests. A destination identity framework for Nelson Mandela Bay.

Cross-border tourism planning and development: the case of the Lake Gariep Initiative

The concept of cross-border tourism planning and cooperation is investigated in reference to the Lake !Gariep Initiative. The field of cross-border economic planning and integration is an area of increasing interest in regional development studies. The Lake Gariep Initiative is an initiative to promote cross-border planning and development around nature conservation, water resource management, economic development, poverty alleviation and tourism in the three municipalities that surround the Gariep Dam. The Gariep Dam, which is largest dam in South Africa, is surrounded by three provinces. The region is also economically and politically marginalised as it has a small, dispersed population and a marginal contribution to the broader regional economy. Under these circumstances the coordination of resources between municipalities to develop and promote the region has been identified as a key success factor for the region. The Lake Gariep Initiative although strongly supported locally has over ten years failed to be institutionalised. This study examines the Lake Gariep Initiative in terms of the origins of the concept and the key challenges that have been faced in establishing a cross-border, development entity. Findings are based on an assessment of documents on the formation of the LGI, interviews with stakeholders involved in the process and an assessment of critical success factors in reference to national and international case studies. This study provides a review of the key challenges, benefits and critical success factors for cross-border tourism development in relation to the Lake !Gariep Initiative.
