Human capital: workforce level of education in non-profit organisations operating in South Africa; a comparative study of civil societies in Cape Town

A descriptive research with quantitative approach examined human capital in Non-profit organisations with three objectives: to ascertain the qualifications and skills essential in the non-profit sector; to determine if Non-profit organisations provide training and education support for its workforce and to describe formal education level of NPO workforce in South Africa. The study population were employees of Non-Profit organisation (NPO’s) operating in Cape Town. In order to evaluate human capital, workforce level of education of the non-profit organisations in South Africa, significant to addressing most Non-profit organisations challenges in recent time, a survey has been conducted among the South Africa non-profits, identified on the basis of the simple random sampling. 300 questionnaires were sent out, and 147 valid responses received. Empirical results from the selected civil society organisation seem to suggest and concluded that Non-profit organisations workforce are educated up to Honours degree level on average. However, that education may not be priority for the workforce, rather passion for the job and that satisfactory human capital management reduces turnover, in order word attract and enable retention of productive workforce for non-profit organisation effectiveness.

Regime politics and service delivery in the Cape Town Unicity Council

The study will account for the local state conflicts between several political parties governing the city of Cape Town in South Africa’s Western Cape Province, and the resulting effect on service delivery. These conflicts take the form of shifting political alliances (e.g., political floor crossing) and differing agendas about governing the city. The research statement is that the emerging conflicts between these political parties, particularly the African National Congress (ANC), the Democratic Alliance (DA) and the Independent Democrats (ID) and the recent local regime changes in the city have impacted on service delivery. Using urban regime theory, it seeks to explain how the two communities of Parkwood Estate and Ottery are governed and how these governing arrangements have operated with respect to ANC and DA control over the areas. In South Africa, while the politics of opposition between political parties has received much attention, especially at the national level, the role of these parties in service delivery at the local level has not received such consideration. With this in mind, this study attempts to contribute to an understanding of the association between local state politics and service delivery in Cape Town.

Bibliography: leaves 273-276. / The thematic focus of this dissertation is the specificity of user requirements for domestic energy applications in informal urban settlements and how these are fashioned by the contextual pre-conditions of poverty and instability. The fieldwork focused on a group of people who can be defined by the facts that they are people who house themselves, possibly fall into the lowest or no income sector of the population, are peripheral to the mainstream economic activity in the country and are temporary or permanent or roving urbanites. The research approach is done from the viewpoint that user requirements should inform the design of systems for domestic energy applications and that these subjective requirements constitute the correct point of departure from which to evaluate the efficacy of energy support services. The bulk of this dissertation consists of recounts of research interviews, illustrating some aspects of user requirements. These are presented as 'primary data' with the purpose of rendering the research more transparent and of feeing an information resource with the option of re-interpretation by the reader. The dissertation concludes that appropriate energy services will have to be characterised by adaptability and diversity as well as by sensitive responses to the micro networks of urban subsistence household economies.

Bibliography: pages 85-89. / This thesis is submitted in partial fulfillment of a B.A (Hons.) degree in African Studies, for which my home department was Social Anthropology. The project arose out of my interest in the interdisciplinary work of Michel Foucault and its application to the history of Africa. This has been broadened into an interest in post-structuralist theory, and has been particularly focussed on the "institution". A prime example of Foucault's "complete" or "austere" institution is the prison. The Breakwater convict station, a colonial prison in Cape Town during the nineteenth century, suited both my theoretical and empirical interests. I chose this particular institution because it was the prison from which the linguist W.H.I. Bleek drew his San informants in the 1870s, and because the prison and its records were based in Cape Town. I wanted to incorporate ideas from secondary sources on Bleek and his work (e.g. Thornton 1983, Deacon 1988a). But the work took its own directions, and I have focussed here on the organization of the prison and on the prisoners in general rather than on the San.

The growth of homosexual identity : an empirical study from a social work perspective of crisis in sexual identity experienced by a sample of homosexual persons in Cape Town, with special reference to cultural factors

Bibliography: pages 562-602. / This study seeks to investigate the nature of homosexual identity and its development, to explore the manifestation and incidence of crisis among homosexuals, and to determine the relationships between crisis and homosexual identity growth. Furthermore, it attempts to identify the idiosyncratic features of the South African "gay experience" and to examine the way such experience impinges on homosexual identity development. Given the gravity of the recent phenomenon of AIDS and its increasing appearance, the study extends to an investigation of AIDS, and its link with crisis and homosexual identity. Finally, the study seeks to indicate how Social Work may address the diverse needs of the gay collective, including strategies to deal with AIDS. The study employs a combination of methodological techniques which include the application of clinical case material, an extensive survey of research literature, a newspaper inquiry, participant observation, random interviews and a mailed questionnaire. (This questionnaire was designed to tap information with regard to demographic profiles, the unfolding of sexual identity, "coming out", crisis, and attitudes towards a local South African gay organisation.) It presented a choice between fixed alternative items but also elicited open-ended commentary. A forty-eight percent response rate was received to the mailed questionnaire. On the basis of research, the writer has developed a theoretical model of homosexual identity growth which comprises various developmental stages ranging from early infancy to late adulthood. The study concludes that homosexual identity growth is a dynamic and on-going process catalysed by the interaction between self, society, and sub-culture. Homosexual identity is strongly linked to the gay sub-culture which presents a classic double-bind; it acts as a symbolic family for the homosexual person but it also perpetuates the expression of behaviours and emotions which are externally regarded as non-legitimate. Hence, crisis is universally experienced by homosexuals as part of their process of identity development, and is usually associated with "coming out". Crisis can be expressed in egocentric (internal) or sociocentric (external) terms, and may occur at any stage. The level of self-acceptance and self-esteem varies with each individual, and personal fantasy, as a core element of sexuality, is a key indicator of the extent of identity resolution.

Aspects of the social and political history of Langa Township, Cape Town, 1927-1948

Bibliography: pages 198-213. / This study focuses on the social and political history of Africans in Langa Township from 1927 to 1948. Langa conveniently and justifiably serves as a good case study of the urban African experience because it is the area in Greater Cape Town, during this period, where there was the largest concentration of a relatively organised, stabilised and permanent African working class community. It is also the oldest township with the deepest roots and longest evolution in Cape Town. Langa also makes an interesting area of study because the politics surrounding its evolution as an urban African segregated residential township presents it not only as an arena of social conflict between the ruler and the ruled, but also stands out as a veritable testimony of the African struggle to become an integral part of the city. The thesis traces what, initially, began as an "externalised" struggle by Africans against the forced removals from the city and Ndabeni Location to Langa and attempts to establish the continuities of this struggle within the township - i.e."internalised" struggle. African popular struggles in Langa predominantly centred around such issues as rents, railway fares, living conditions, restrictions on beer brewing and trading activities, the demand for direct municipal representation and the freedom of movement. The study explores the nature of the relationship that subsisted between the Langa residents and the Cape Town City Council and the internal social and political relations in the Langa community, paying particular attention to conflicting tendencies and the forms of resolution implemented. The thesis aims to highlight the fact that protest and resistance were the only weapons that empowered the Langa residents to fight against unilateral unpopular decisions by the local authority or central government. Flowing from these findings is an attempt to discover how the lived experiences of the Langa people, their frustrations, disillusionment, crises of expectations, translated into political consciousness and how these help us to explain the people's role in nationalist politics. Alternatively, this will help us to explain how political parties, the African National Congress (ANC), the Communist Party of South Africa (CPS A), and the National Liberation League (NLL) exploited the crises in civic matters to enhance or strengthen their support bases and with what results.

A liquid consumption survey of individuals in greater Cape Town

There is no published data for the per capita consumption of water of individuals in South Africa. A daily rounded volume of 2 litres per person is usually taken as a working estimate from world wide data. As part of ongoing epidemiological studies into potential health effects of changes in the water supply to greater Town, water consumption patterns were ascertained. As health effects are often spatially ascribed to the place of residence of a person, it was necessary to ascertain how much water was drunk at home as well as away from home. Water consumed was divided into three classes: (i) water consumed from the tap, (ii) commercial beverages and (iii) water bound in food. A review of methods of conducting dietary surveys indicated that a 24-hour recall would be the most appropriate method. Two surveys on total dietary intake utilizing a 24-hour recall were carried out (n = 2 000 persons for each survey), one in winter and the ether in summer. The design of the survey involved a cluster sample of households that were representative of the socio-economic and demographic structure of greater Cape Town. Three pretested types questionnaires were administered by trained interviewers: (i) a placement questionnaire to describe the household composition, (ii) a recall questionnaire for individual adults and children and (iii) a recall questionnaire for babies. Particular attention was paid to the accurate ascertainment of the volumes of food and drink consumed as well as their preparation to facilitate accurate analysis. The water content of each food item was calculated by a computer program that utilized computerized food composition tables. The water consumption data was analyzed by sex, age, population group, income and the season of the year. Detailed graphs and tables are provided. Results were also standardized to the population of greater Cape Town. It was found that the difference in consumption between the White and "Coloured" population groups was greater than the difference between those people of high and low-income groups. The mean total water intake for Whites was 2.19 litres per day, while for "Coloureds" it was 1.26 litres per day. There is no obvious bias to account for this difference. The figures for protein consumed by the two groups, which was used as a control, are consistent with values reported in the literature. Summer consumption was higher than that during winter. The ratio of tap water consumed at home to total liquid consumed was approximately 0.5.

The analysis and prediction of student progression through degree programmes : a cohort analysis of undergraduate students at the university of Cape Town

Bibliography: pages 85-87. / A simplified cohort survival analysis was used to investigate the academic progression of first-time entering undergraduate students within four large bachelors' degree programmes at the University of Cape Town. The rates of graduation, academic exclusion and voluntary drop-out were quantified in relation to the matriculation authorities and prior matriculation performance of the students within each of the four cohorts. The results of the analyses served to identify specific areas of concern with regard to the internal efficiencies in student progression through each of the four degree programmes, and it is suggested that the availability of information of this type will be essential in the attainment of the institutional transformation goals set out in the 1997 White Paper on the transformation of higher education in South Africa. Significant relationships between the matriculation criteria and the final academic outcomes of students within each cohort were detected using log-near modelling. By means of multiple discriminant analysis, significant predictor variables of the final undergraduate academic outcomes within each cohort were identified. However, the relatively weak discriminatory powers of the multiple discriminant models and the poor predictive accuracy of the associated classification functions suggest the variables included in these analyses did not adequately explain the variability in the final undergraduate academic outcomes of students within the selected cohorts. The extent of the voluntary drop-out phenomenon within each of the cohorts was quantified in relation to matriculation criteria, and further analysis of the cohorts indicated that factors other than academic difficulty appeared to have prompted the greater proportion of the voluntary withdrawals. Those students who had dropped out voluntarily were therefore not included in either the log-linear models or the multiple discriminant analyses.

The kombi taxi : an alternative mode of transport

Bibliography: pages 142-152. / In recent years, the South African transportation system has witnessed the rise of intermediate forms of transport, in particular the kombi taxi. Though referred to as a taxi, the kombi taxi differs from the typical sedan taxi. As a taxi, the kombi is a minibus vehicle, typically of Volkswagen, Toyota or Datsun make. In South Africa, the kombi taxi is legally allowed a maximum passenger capacity of eight, whereas the sedan taxi is generally licenced to carry a maximum of five passengers. In terms of patronage, the sedan taxi is more often used by businessmen and holidaymakers, as well as commuting youngsters and the elderly on a sporadic basis. Like the sedan taxi, the kombi taxi is privately owned and operated. However, the kombi taxi is used on a more regular basis and frequently conveys passengers along a set route, operating more like a bus service than a taxi service. Fares charged by kombi taxi drivers are set according to route as opposed to the metered rate charged by the sedan taxi operator. The kombi taxi is used by the non-white community in particular and has become a feature of commuter demand satisfaction. Interest in the South African kombi taxi was sparked as a result of the 1983 Commission of Inquiry into Bus Passenger Transport (Welgemoed, 1983). The report, among other things, considered the effect of taxis on the bus industry and covered future transportation policy. One of the recommendations of the Welgemoed Commission was that the kombi taxi be phased out over a four-year period in order to protect existing and future bus services in the Republic. Given the spatial patterning of South African cities and the important role of intermediate forms of transportation in filling an existing mobility/demand gap, it became apparent that the issue of the kombi taxi required further I analysis in order that its role and function as part of the South African transportation system could be better understood. Thus, the Cape Town Metropolitan Transportation Area was chosen for specific study.
