M. Tech. Public Management / Community participation is intended to promote the values of good governance and human right. While the ultimate decisions in local government are made by elected local councillors, residents are consulted as much as possible in order to create democratic spaces. All the residents affected should participate in the decision-making with designated representatives who decide on their behalf. In South Africa pre 1994, government made decisions on behalf of communities and government legislation described the extent of community participation and how participation should be applied. The current South African government still lacks an effective mechanism or plan to apply and involve communities to participation in projects such as N2 Gateway housing development project The main focus of this study is to determine the extent to which the Langa (Joe Slovo) community participated in the planning and implementation of the N2 Gateway housing project.

Fruits of democratic education transformation in a South African university in 1998 : perspectives of administrators, teachers, and students in the School of Education : University of Cape Town

This is a study of educational change that was carried out at the School of Education (SOE) of the University of Cape Town's (UCT) in July 1998. It is about institutional and human transformation in South African higher education in 1998. The context of this inquiry is situated in South African society and polity from the start of the Apartheid era in the late nineteenth century colonization by the Britain, through the 1948 period of minority Afrikaner nationalist government, and to the time of the historic democratic election in 1994. It deals with postapartheid policies aimed at eliminating apartheid in all areas of society and education. The thesis examines new educational policies and practices that resulted from postapartheid transformational initiatives that addressed past inequities and injustices committed against the African and black majority population. / South African universities were charged with the responsibility of increasing access to formerly excluded students and staff, in circumstances of declining economic fortunes. My central research question was concerned with the changes that had been brought about in the educational system to enable the process of transformation to come about. More specifically, I inquired whether changes had occurred at UCT and if they did, to what extent could they be indicative of a transition from apartheid to a democratic ideal. The research targets the respondents' (students, teachers, administrators) views of transformational experiences, whether positive or negative. The research adopts a case study approach to gain insights into transformation in South African universities' reform process. / UCT was chosen as the focus of this study because as the country's first university established in 1829, it has distinguished itself in many fields and yet has remained largely a historically all white university, up to 1994. The University was also the first to be led by an African female academic leader, the Vice-Chancellor, Dr. Mamphela Ramphele, to transformation. This study found that the University had been greatly transformed at an intellectual and administrative level. Notably, access for disadvantaged South African students has been improved; teaching and learning encouraged critical thinking and participation, and administrators demonstrated dedication to democratic change. However, the study also reveals that there is still a gap between the expectations of a top-notch research university and preparation of students; financial restraints still limit students' learning opportunities. Race, gender, and class issues still constrain efforts to fully democratise the University. Also, the constructs and content of knowledge require changes that reflect a democratic ethos. / The significance of this study lies in its attempts to form a part of the growing body of research concerned with conflict resolution, peace, and the maintenance of stability in South Africa and indirectly, in the world. This study furthermore exposes a view of what open education means within the South African context. / In highlighting the example of UCT's SOE, the most outstanding feature of this work is that it formulates questions about the actual nature and process of educational, pedagogical, and administrative transformation taking place in contemporary South African universities.

Analizuodama keturių Vilniaus pedagoginio universiteto Lituanistikos fakultetą baigusių ir pirmąsias kūrybos knygeles išleidusių poetų – Renatos Radavičiūtės, Donato Petrošiaus, Antano Šimkaus ir Agnės Žagrakalytės – kūrybos puslapius, autorė aiškinosi, kokį jų poezija pateikia santykį tarp miesto ir žmogaus. Padaryta išvada, jog šiame dialoge svarbiausią vaidmenį šiandien atlieka miestas. Jis jaunųjų kūryboje žymi ne tik erdvę, bet ir specifinį mąstymo, gyvenimo būdą. Autorė kalba apie išorinį ir vidinį miestą. Išoriniame mieste žmogus klajoja gatvėmis, važiuoja viešuoju transportu, kvėpuoja smogu ir jaučiasi praradęs savo individualumą, tapatybę, virsta didžiulio miesto kūno dalimi. Prabylama apie suvaržytą žmogaus laisvę, begalinį skubėjimą, kuris veda šiuolaikinį žmogų tikrųjų kultūrinių vertybių praradimo link. Sumenkęjęs motinos vaidmuo, kultūros krizė, sunki menininko padėtis visuomenėje, nemokėjimas mylėti, nusigręžimas nuo Dievo – tai vidinio, žmoguje apsigyvenusio miesto ženklai. Bet eilėraščiuose skambanti ironija yra nuoroda į sąmoningą žmogaus būseną. O mąstantis žmogus – laisva asmenybė. Tad autorė daro optimistinę išvadą ir tiki šviesesniu, kultūringesniu, sąmoningesniu rytojumi jaunųjų poezijoje. / Looking through the pages of creatyve works oh the four poets such as Renata Radavičiūtė, Donatas Petrošius, Antanas Šimkus, Agnė Žagrakalytė, who are Vilnius Pedagogical University, the Faculty of Lithuanian literature graduates and who published their first books, the author interprets the relationship between the town and the human. The conclusion is that nowadays the town plays the greatest role in this dialogue. It marks not only space, but also a specific way of thinking and life in the youth creation. The author speaks about external and internal town. In txe external town a person is wandering along the streets going by public transport, breathing smog and having lost his identity, becomes a part of the big town. The poets started to speak about restricted human freedom, endless hurrying, which leads a nowaday person towards the loss of real values (cultural, moral). Less maternal role, cultural crisis, difficult artist’s position in the society, inability to love, turning away from God are the marks of the internal town which has settled inthe person. However, the irony of the poems is the reference to a sensible human state. A thinking person is a free personality. Thus the author draws an optimistic conslusion and believes in brighter, more cultural and move sensible future.

Examining post-evaluation plans for hurricane evacuees using Westerly, Rhode Island as a test case

This thesis presents hypothetical return plans for hurricane evacuees who have previously evacuated their residence in southern Rhode Island. Using Geographic Information Systems software, appropriate time tables for evacuees to return to their homes are generated. Two case scenarios based on Category 3 and 4 intensity hurricanes making landfall in Westerly, Rhode Island were simulated. Over the last century, population and especially home values in coastal Rhode Island have increased leaving great risk to those in the area. Statistically, hurricanes are less likely to strike Rhode Island than the Gulf Coast or the Southeastern United States. However, within the last century dangerous and damaging hurricanes have affected Rhode Island. This lower frequency of hurricanes decreases awareness and emphasizes the need for further research. Reentry zones for each scenario are defined and ranked by severity of damage using debris, building damage, potential economic loss and population displacements with HAZUS software. Results from both Category 3 and Category 4 test cases show that the downtown census tract experiences the greatest amount of damage and longest return times for evacuees. / Department of Geography

The current field of research concerning the impact of railroads in Sweden beside from the State main-line network is relatively narrow. Including cultural impact to the area narrows the results even further. The purpose of this study is to open the field even more into the local societies and to what extent the impact of the introduction of railroad might have had on smaller county villages. Sweden holds a unique position concerning “station towns” or “railways towns” in terms of railway policy and the industrial development in towns that were affected by the railway, as the affected towns continued development were based on a hybrid between direct democracy and adaptations of city-law policies. This study takes place in Kisa, a small town in southern Östergötland that during the beginning of the 20th century turned into a municipal community due to the building of Östra centralbanan (roughly translated Eastern central-line). The aim has been to apply and compare earlier results concerning station towns in general research with local research on the town of Kisa.The tools for investigating the impact of the railroad in Kisa include demographical, industrial and criminal development of the town. Local letters sent to the district moot, in Swedish termed as kommunalstämma, as well as an insight to the local newspaper are also presented in this study. The conclusions of this study approves in many forms to the results of earlier research, but also opens questions for further research regarding the interacting relationship between sociology, voluntary sector and cultural differences in the early industrial station towns.
