Theoretical framework of gated communities in South Africa

Thesis (MS en S)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: Gated communities are a rapidly growing global residential occurrence and the long-term impact of this phenomenon on the urban landscape is of great importance to planners, local and provincial governments, urban decisionmakers, and legislation policies. The assignment is a comprehensive literature study, because in South Africa only the CSIR (BOUTEK) recently attempted to explain this fairly new development type. Internationally extensive studies have been conducted in the USA and Europe, although only in the last decade. In the study the term "gated community" is conceptualised, the general characteristics of gated communities, the pros and cons of the enclosed communities are discussed. The discussion focuses on the postmodern theory movement and how it relates to gated communities, with examples from the USA, especially Los Angeles. Additionally, the history of gated communities is discussed from Greek times to modern times and an overview is given of the international debate on gated communities. The debate emphasises important issues such as safety and security, exclusion, privacy, urban fragmentation and other issues. The last chapter looks at the current situation of gated communities in South Africa and the effect that apartheid had on the urban structure. Gated communities in South Africa are unique compared to other countries and a summary is given on the positive and negative features of gated communities in South Africa. The fear of crime is growing in South Africa, and the number of gated communities or enclosed neighbourhoods are growing daily, and calls for in-depth studies of this phenomenon in South Africa. Although there seems to be an increasing trend in larger cities to enclose areas, requests for neighbourhood enclosures have also been received by smaller cities and towns. Most of the metropolitan areas tend to have policies in place, or are in the process of compiling policies to regulate road closures and gated communities. / AFRIKAANSE OPSOMMING: Geslote gemeenskappe is 'n vinnig groeiende globale residensiële gebeurtenis en die langtermyn impak wat hierdie fenomeen het op stedelike landskap is baie belangrik vir beplanners, plaaslike en provinsiale regerings, stedelike besluitnemers, en wetgewende beleide. Die werkstuk is 'n omslagtige literatuurstudie, omdat in Suid-Afrika het die WNNR (BOUTEK) onlangs probeer om die taamlik nuwe ontwikkelingstipe te verklaar. Internasionale uitgebreide studies is al gedoen deur die VSA en Europa, alhoewel net in die laaste dekade. In hierdie studie word die term "geslote gemeenskappe" gekonseptualiseer, die algemene kenmerke van geslote gemeenskappe, die positiewe en negatiewe eienskappe van geslote gemeenskappe bepreek. Die bespreking fokus op die postmoderne teorie beweging en hoe dit verwant is aan geslote gemeensakppe, met voorbeelde van die VSA, veral Los Angeles. Gevolglik word daar gekyk na die geskiedenis van geslote gemeenskappe vanaf die Griekse tye tot die moderne tye en 'n oorsig word gegee van die internasionale debat op geslote gemeenskappe. Die debat beklemtoon belangrike kwessies soos veiligheid en sekuriteit, uitsluiting, privaatheid, stedelike opbreking en baie meer. Die laaste hoofstuk kyk na die huidige toestand van geslote gemeenskappe in Suid-Afrika en die effek wat apartheid gehad het op die stedelike struktuur. Geslote gemeenskappe in Suid-Afrika is uniek in vergelyking met ander lande en 'n opsomming word gegee op die positiewe en negatiewe eienskappe van geslote gemeenskappe in Suid-Afrika. Die angs vir geweld groei in Suid-Afrika en die hoeveelheid geslote gemeendskappe groei ook daagliks, en dus styg die noodsaaklikheid vir in-diepte studies van hierdie verskynsel in Suid-Afrika. Alhoewel dit wil voorkom dat daar 'n stygende tendens in groter stede is om areas te omsluit, is die aanvrae vir geslote gemeenskappe ook gekry van kleiner stede en dorpe. Meeste van die metropolitaanse areas neig om beleide in plek te hê, of is in die proses om beleide te struktureer vir die beheer van padsluitings en geslote gemeenskappe.

Professional migrants in Cape Town : identity, culture and community

Before the 1990's, African migrants did not perceive South Africa as an ideal migration destination. This changed after the end of the apartheid era. The new political climate in the country and the new migration movements linked to increased globalisation changed the situation significantly. South Africa became an attractive migration destination, particularly also for professional African migrants. In this dissertation a select group of black professional/skilled migrants from non-SADC countries, who are resident in Cape Town, are studied. It is shown that such transients defy any migration typology within the South African context. Their position in the world of economic migrants is not automatically one of cosmopolitanism, privilege and glamour. Their decision to migrate is also not necessarily voluntary. The explication and analysis of the context and circumstances of the migrants are conducted with specific reference to: - professional mobility vis a vis identity, culture and community - human mobility and globalisation - the demographics and legalities of immigration to South Africa - origin, identity and the construct of `home' - the `host' nation and perceptions, stereotypes and xenophobia - personal networks and adaptation - the notion of space becoming place. What is thus demonstrated and interrogated is that `belonging' in this world is a process of change and fluctuation. `Crossing borders' will mean different things to different people - especially also for skilled/professional migrants. Issues such as class, gender, race, citizenship, ethnicity and sexuality, play a role in how `belonging' is defined and how people assign meaning to movements across borders. / Anthropology and Archaeology / (MA (Anthropology))

Examining the nature and extent to which learners with special educational needs are included in regular schools: the case of four primary schools in Cape Town, South Africa

The study is premised on the assumptions that learners with special educational needs are not fully included in regular schools and that perceptions of teachers influence their behaviour toward and acceptance of learners with special educational needs in regular classes. In light of this, the aim of the current study was to examine the nature and extent to which learners with special educational needs are included in regular schools with the ultimate aim of assisting learners with special educational needs to be fully catered for by schools and teachers. The researcher opted for the mixed method approach which is embedded in the post positivist research paradigm. The mixed method approach makes use of quantitative and qualitative methods of data collection, presentation and analysis. Data were generated from a sample of 60 teachers and 4 principals from 4 regular primary schools mainly through questionnaires. Data were also generated from interviews, observation and documents. These data from interviews, observation and documents were used to buttress results from the questionnaires. The findings of this present study showed that many schools are now moving towards inclusivity. There is a relative prevalence of learners with disability in schools. The study also established that the inclusion of learners with special educational needs in regular schools was faced with a number of problems. There were inadequate professionally-trained teachers in schools. Shortage of classrooms, large class sizes, equipment and materials affected the quality of access to education for learners with special educational needs. Although there was significant support at school level, it emerged that there was inadequate quality in-service training programmes for teachers conducted by district officials. Overall, the findings of the study have confirmed the assumptions of the study. For learners with special educational needs to be fully included in regular schools, the study would recommend that the government improve the quality of teachers through in-service training programmes. Moreover, schools must be adequately resourced and government should commit itself to the alleviation of large class sizes. The study further revealed that, gaps still exist in the inclusion of learners with special educational needs between the intended and the actual practice. The study, therefore, recommends that research be conducted with the possibility of establishing strategies for the inclusion of learners with special educational needs in regular schools. This might improve the actual practice of including learners with iii special educational needs in regular schools. In turn, learners with special educational needs can be said to have equal access to education.

From Introduction: The first recorded Church of England service at the Cape took place in 1749, but for almost a century after that date Anglicans had no place of worship of their own. From about 1807 onwards the Groote Kerk in Adderley Street was regularly lent to the Chaplain on Sundays and the Kerkraad even allowed their bells to be rung to inform 'the British that it was time for their service'. In October 1827, for the first time in history, a bishop of the Church of England visited Cape Town. This was Dr. J.T. James, Bishop of Calcutta, who landed for a few days on his first voyage to India and was met by the Governor and his staff in great state. A meeting was held at which Bishop James was present and the eighteen gentlemen discussed proposals for the building of an English Church in Cape Town. "It was proposed that the building should hold at least 1,000 people. The Bishop said that the Home Government would grant ground and half the expenses... He reminded them of their obligation to the Dutch Church, who for so many years had allowed them to use their sanctuary, and he exhorted them to be active and persevering and remain attached to the doctrine and discipline of the Church of their forefathers, that venerable Church based on the foundation of Christ and His Apostles." As a result of t his meeting the Governor gave the site in the Gardens (at the foot of the Avenue) on which St . George's Cathedral now stands, and the site was consecrated by Bishop James on October 23rd, just before he sailed for Calcutta . "But after his departure the glow faded away, difficulties and quarrels appeared... and the scheme was shelved for two years." However, on St. George's Day, 23rd April 1830, the foundation stone of St. George's Church was laid by the Governor, Sir Lowry Cole,with military and Masonic honours. A triumphal arch was erected and troops lined the streets through which the procession was to pass. The name of the street at the head of which the Cathedral stands was changed from Bergh Street to St. George' s Street, and the contract was exclusive of enclosure, gates, bells and organ, but including pulpit, reading and clerk 's desks and all the work of the altar."

Dom Pedrito, cidade e campo : a modernização agrícola e a cidade local

Esta dissertação trata das transformações ocorridas no município de Dom Pedrito, no Rio Grande do Sul, com foco na relação cidade-campo. Para tanto, foram levantadas as peculiaridades do local, desde a formação histórica e ocupação do território, quando a pecuária era a principal atividade desenvolvida no campo, até os dias atuais, quando o agronegócio assumiu a posição de destaque na produção agrícola. Além de dados populacionais e da produção municipal, organizados em séries históricas, a pesquisa aborda as transformações na paisagem do campo e da cidade. O campo é atualmente caracterizado pelas presenças das lavouras de arroz e soja, que assumem papel importante na paisagem e na economia do município. A cidade, outrora importante como suporte da produção pecuária, hoje se encontra descolada da produção do campo, estabelecida sob uma lógica verticalizante. As mudanças são identificadas como peculiaridades locais do processo de urbanização brasileira, que teve na modernização do campo um dos pilares. Identificamos assim um espaço que se encontra em transformação, no qual campo e cidade respondem a um tempo diferente. O campo, menos rugoso, é hoje dotado de novas formas realizadas sobre uma antiga estrutura, e a cidade encontra-se perdida em um anacronismo entre as antigas formas e os processos que se desencadearam no campo, exigindo novos objetos para a resposta do local às necessidades da produção agrícola moderna. As metamorfoses do espaço são analisadas tendo por base a questão da técnica predominante em cada período histórico, estabelecendo os processos espaciais de horizontalidades e verticalidades, que estão bem demarcados na realidade de ontem e hoje. A pesquisa conclui que atualmente o município de Dom Pedrito passa por uma reconfiguração territorial, conduzida pela modernização do campo, com impacto direto na cidade local. O espaço local responde assim ao período técnico-científico-informacional. O entendimento dos problemas e das possibilidades da cidade requer um esforço de análise que considere as técnicas remanescentes junto das novas, permitindo que a renovação seja entendida como potencialidade que incorpore a vida da cidade à produção de riqueza local. / This master’s dissertation addresses the changes which occurred in the town of Dom Pedrito, Rio Grande do Sul, and focuses on the town-countryside relationship. Therefore, we have brought up the peculiarities of this place, since its historical formation and occupation, when cattle breeding was the main activity in the countryside, until currently, when agribusiness has taken the leading position in agricultural production. Besides population and production data, the research addresses the changes in the landscape of the town and of the countryside. The countryside is currently characterized by the presence of rice and soybean production, which assume an important role in the local landscape and economy. The town, once important in supporting livestock production, is nowadays distant from field production, handed down vertically. The changes are seen as local peculiarities of the Brazilian urbanization process, which had one of its pillars in the modernization of agriculture. We identify a dynamic space, in which countryside and town respond to a different time. The countryside, with less roughness, nowadays has new shapes held on an old structure, and the town is lost in an anachronism between the old shapes and the processes that have taken place in the countryside, and required new objects so that the place can meet the needs of modern field production. The changes of space and time are analyzed based on the techniques used in each period, by establishing the spatial processes of horizontality and verticality, which are well marked in the past and present time. The research concludes that currently Dom Pedrito goes through a territorial reconfiguration, driven by the modernization of the countryside, with direct impact in the local town. The local space responds to the technical, scientific and informational period. To understand the problems and the possibilities of the town requires an analysis that takes into account the remaining and the new techniques to allow innovation to be understood as a power that places the town into the production of local wealth.

Work-family balance : an interpretive approach to understanding perceptions and strategies of dual-earner couples in Cape Town, South Africa

Balancing the work and family domains is an ongoing concern for men and women in dual-earner relationships. However, most of the research studies that have explored work-family balance, have been conducted within the North American context using highly educated middle-class couples. Furthermore, no known South African studies have explored work-family balance experiences and strategies based on the couple as a unit. The aim of this study is therefore to understand how middle-class South African dual-earner couples experience and pursue work-family balance. A sample comprising ten multi-racial, middle-class, heterosexual dual-earner couples with children, who work in different employment sectors, and reside in Cape Town, South Africa, were selected purposefully through the use of convenience and snow-ball sampling techniques. The interpretive approach located within the qualitative paradigm was employed to understand the subjective experiences of couples through the method of semi-structured conjoint interviews. All conjoint interviews were audio-recorded and transcribed for later analysis. Patterns and themes within the data were identified using thematic analysis and later organised through the use of thematic networks. Two organising themes were uncovered for the global theme "subjective experiences of work-family balance amongst dual-earner couples", namely that work-family balance is a unique experience, and that work-family balance is a dynamic process. Furthermore, the data analysis revealed ten organising themes for the global theme "strategies dual-earner couples use to pursue a work-family balance", namely that striving towards an egalitarian marital relationship helps to promote couples' experience of work-family balance; proactively structuring opportunities for time with family contributes to a balanced work and family life; accessing familial and paid support promotes feelings of being successful in balancing work and family roles; shared planning and organisation facilitates a better balance of work and family roles; living within means relieves couples of unnecessary financial stress; creating opportunities for "alone time" supports couples' work-family balance; work validation and satisfaction encourages greater experiences ofwork-family balance; having the ability to control one's schedule ensures greater freedom to transition between work and family domains; setting boundaries around work and family domains helps couples maintain their balance; and relying on faith to cope with work and family stressors leads to a more balanced life. An evaluation of service effectiveness of selected refugee service providers in urban and surrounding areas of the Cape Town Metropolitan Area

Thesis submitted in fulfilment of the requirements for the degree Master of Technology: Public Management in the Faculty of Business at the Cape Peninsula University of Technology 2014 / Thousands of refugees fleeing from surrounding war-torn and destitute African countries come to South Africa hoping to live in safety. Refugee service providers play a major role in providing services to help refugees achieve self-sufficiency soon after entering the country, and the support and assistance required to rebuild their lives and integrate into South African society. The study investigated issues facing refugees in South Africa, particularly in Cape Town, and how service providers assist them in overcoming the hardships of being unprepared in a foreign country. The researcher followed a mixed methods approach, implementing both qualitative and quantitative research methods to explore services provided to refugees in Cape Town by three refugee service providers, namely the Agency for Refugee Education, Skills Training and Advocacy (ARESTA), Cape Town Refugee Centre (CTRC) and Scalabrini Centre of Cape Town (SCCT). Quantitative data was collected by administering a survey questionnaire to 120 refugees, all clients of the selected service providers, to obtain their perceptions about the services they receive. The researcher also conducted semi-structured interviews with senior staff of two of the service providers to gain insight into the services offered and challenges they face in assisting their clients. The study revealed that the majority of clients received assistance, with 75 percent of respondents reporting having received assistance and only 6.67 percent reporting not having received the requested assistance. However, some who had received services indicated too few services were on offer for them to choose from; they took what was offered although these may not have been what they really required. Reasons some refugees do not get services include lack of proper documentation and problems related to the non-availability of the services required by refugees. This is largely due to insufficient funding to provide needed services, and results in refugee service providers either serving only a few people or providing insufficient aid. The study highlights good practices, suggests improvements and concludes with recommendations for the key stakeholders concerned.
