A Novel and Effective Short Track Speed Skating Tracking System

This dissertation proposes a novel and effective system for tracking high-speed skaters. A novel registration method is employed to automatically discover key frames to build the panorama. Then, the homography between a frame and the real world rink can be generated accordingly. Aimed at several challenging tracking problems of short track skating, a novel multiple-objects tracking approach is proposed which includes: Gaussian mixture models (GMMs), evolving templates, constrained dynamical model, fuzzy model, multiple templates initialization, and evolution. The outputs of the system include spatialtemporal trajectories, velocity analysis, and 2D reconstruction animations. The tracking accuracy is about 10 cm (2 pixels). Such information is invaluable for sports experts. Experimental results demonstrate the effectiveness and robustness of the proposed system.

Evaluating the Potential of Using Passive RFID Technology as a Real Time Location Tracking System to Assist an Individual with a Visual Impairment

This study evaluated the potential of using Passive Radiofrequency Identification [RFID] Technology as basis for a Real Time Location Tracking System [RTLTS] to assist an individual with a visual impairment participating in physical activities, such as basketball. While RTLTSs exist based upon other technologies, Passive RFID Technology had yet to be examined for its potential in such an application. In this study, a system was designed and modified, for Passive RFID Technology, in order to enhance the performance of the RTLTS. More specifically, the first iteration of the software code employed the use of multiple RFID antennas to cooperatively designate unique zones, which allowed for the identification of a user’s general position. A series of tests were then conducted to assess the system’s accuracy. In addition, it was determined whether or not factors, such as the addition of multiple tags identifying an object, change in the attenuation level and height level of the antenna, or the position of the tag, had a significant effect on the accuracy of the system. This study showed that the system’s greatest accuracy was obtained when six distinct Passive RFID tags were used to identify the object and when the antenna had a direct line of sight to the tags. Results also showed that these read accuracy rates were indeed comparable to other technologies. Therefore, there exists optimism in using Passive RFID technology as a basis for a RTLTS to assist an individual with a visual impairment.

Translation of L and S Band Tracking Assets to X Band High Dynamic Testing

The ITU (International Telecommunications Union) approved X band region is listed as 7000 MHz to 8500 MHz for telemetry space applications. Bandwidth is available within this domain subject to the WARC (World Administrative Radio Consortium) approvals. This paper describes tests and presents results illustrating methodology that is available, and which can be used for conversion of S-band assets to the X band spectral region.

TELEMETRY SYSTEMS SUSTAINMENT

To perform this task the various training ranges have deployed numerous telemetry systems. The current design efforts in place to upgrade the capabilities and unify the ranges under one telemetry system do not address the training ranges' need to maintain their training capability with the legacy systems that have been deployed until the new systems are ready. Two systems that have recently undergone sustainment efforts are the Player and Event Tracking System (TAPETS) and the Large Area Tracking Range (LATR). TAPETS is a telemetry system operated by the U.S. Army Operational Test Command. The TAPETS system is comprised of the ground mobile station Standard Range Unit (SRU) and the aircraft Inertial Global Positioning System (GPS) Integration (IGI) Pod. Both systems require a transponder for the wireless communications link. LATR is an over the horizon telemetry system operated by the U.S. Navy at various test ranges to track ground based, ship based, and airborne participants in training exercises. The LATR system is comprised of Rotary Wing (RW), Fixed Wing (FW) Pods, Fixed Wing Internal (FWI), Ship, and Ground Participant Instrumentation Packages (PIPs) as well as Ground Interrogation Station (GIS) and relay stations. Like the TAPETS system, each of these packages and stations also require a transponder for the wireless communications link. Both telemetry systems have developed additional capabilities in order to better support and train the Armed Forces, which consequently requires more transponders. In addition, some areas were experiencing failures in their transponders that have been deployed for many years. The available spare components of some systems had been depleted and the sustainment requirements along with the increased demand for assets were beginning to impact the ability of the systems to successfully monitor the training ranges during exercises. The path to maintaining operational capability chosen for the TAPETS system was a mixed approach that consisted of identifying a depot level repair facility for their transponders and funding the development of new transponder printed circuit boards (PCB's) where obsolescence prevented a sufficient number of repairable units. In the case of LATR, the decision was made to create new transponders to take advantage of cost effective state-of-the-art RF design and manufacturing processes. The result of this effort is a new transponder that is operationally indistinguishable from the legacy transponder in all installation environments. The purpose of this paper is to present two successful system sustainment efforts with different approaches to serve as models for preserving the current level of training range capabilities until the next generation of telemetry systems are deployed. While the two programs illustrated here deal primarily with the transponder components of the systems, these same methods can be applied to the other aspects of legacy telemetry system sustainment efforts.

Typically, the receiver in such systems are custom designed for their end purpose. This results in a high cost to cover the development, service, and support of a highly specialized piece of equipment. This paper covers the requirements and performance of a 3-channel monopulse tracking receiver assembled from commercial-off-the-shelf (COTS) equipment. Such a system provides an option for designing or upgrading tracking stations with the lower cost, larger support base, and greater system configuration choices that are available with COTS equipment.

Most fundamentals of these will be to track and gather error free telemetry from the vehicles in flight. The first series of vehicles will likely be reduced-scale models that restrict the locations and geometric shapes of the telemetry antennas. High kinetic heating will further limit antenna design and construction. Consequently, antennas radiation patterns will be sub-optimal, showing lower gains and detrimental nulls. A mobile system designed to address the technical issues above will be described. The use of antenna arrays, spatial diversity and a hybrid tracking system using optical and electronic techniques to obtain error free telemetry in the present of multipath will be presented. System tests results will also be presented.

The goal of this thesis is to extend the delayed Kalman filter so it can be used with non-linear systems and that it can handle randomized delays on the measurements. In the particular case of this study, the filter is used to estimates the states of an unmanned aerial system. The outputs of the filter are used to point an antenna and a camera towards a UAS. Different scenarios are simulated for the purpose of comparing the efficiency of this technique in various situations.

Knowledge management in public health : examining the role of a web-based reporting system for tobacco control

The importance and use of data and information to make sound programmatic decisions are receiving increased attention as state and federal funding for public health programs grows tighter and as demands for accountability continue. This dissertation provides insight into fundamental questions regarding the utilization of a Web-based reporting system on knowledge management practices for Tobacco Prevention Programs and examines what happened in Texas after the merger of the Tobacco Prevention Program into the Substance Abuse Prevention Program. A phenomenological qualitative approach was used to explore meaning of actions and to identify common themes as they relate to information sharing and utilization of Texas’ Program Management and Tracking System (PMATS). Twenty-four semi-structured interviews were conducted. First, core functions of PMATS are examined through the experiences of its end-users; and second, the impact of the merger on retention and use of PMATS within the Department of State Health Services is explored. Four themes were identified as they relate to core functions of PMATS, including its use as a codification system, its use to track performance measures, and its use for report generation and for programmatic decision-making. These four primary uses of PMATS remained the same pre- and post- merger, although how the systems were utilized during these periods differed. A central theme that permeated all interviews was the impact of the merger of the Tobacco Control Program into the Substance Abuse Program on individual beliefs and attitudes (i.e., job security, low morale, etc.), on systems characteristics (i.e. feedback, internal reporting structures, etc.), and on organizational culture (i.e., training, leadership, etc.). Since entering into PMATS was contractually required, individual attitudes and beliefs did not impact use of PMATS. However, competing IT systems, lack of a champion, lack of knowledge and support by upper management, and lack of communication were identified as key influences on systems characteristics and on organizational culture, which ultimately contributed to the termination of PMATS. Both applied research and practice recommendations are discussed, including IT due diligence, creating a knowledge culture, and network analysis of information sharing practices. / text

This thesis provides a baseline study for eye tracking user interface design for controlling a mobile robot. The baseline study is an experiment involving the use of a radio controller (RC) to drive the robot, while gaze data is collected from each subject monitoring the position of robot on the remote screen that displays the view for the turret-mounted video camera on the robot. Initial data from the experiment provides a foundation for interface design of actual control of the mobile robot by gaze interaction. Such an interface may provide Tele-presence for the disable. Patients with motor disability cannot use their hands and legs but only use their eye motions.
