Rozpočtový proces obcí / Municipal budgetary process

The aim of this thesis is to evaluate the budgetary process of municipality Byšice, particularly to evaluate budgetary changes implemented in 2007 - 2012. The work focuses on the number of budgetary changes, the development of budgetary changes during the financial year and also identify items that were frequently changed. At the same time, the work focuses on the transparency of the budgetary changes and budget process as a whole and the impact of weaknesses of legislation on the transparency. Important part is the evaluation how citizens in Byšice are informed about the budget process. Descriptive, analytical method and an interview are used in the thesis.

Anonymous Companies and Public Procurement: Evidence from the Czech Republic Abstract This thesis follows up on previous research concerning inefficiencies linked to tenders awarded to anonymous companies. After anonymous shares were abolished in 2014, the question is whether similar inefficiencies can be detected in the case of companies that ceased to be anonymous. A balanced sample of formerly anonymous companies and their comparable peers was constructed via a matching algorithm. A Welch unequal variance t-test was then used to check whether a disproportionate drop in selected performance indicators and in the share of formerly anonymous companies on total volume of public procurement can be detected. A linear regression model was further applied to inquire about the effect of anonymity and former anonymity on tender-specific savings. The results show that anonymity significantly contributes to lower tender savings, but no similar negative effect can be found in case of formerly anonymous companies. Profitability of the formerly anonymous companies also decreased, but no long- term drop in tender volume was found, indicating that a large portion of the inefficiencies can be traced back to well-established businesses rather than special purpose shells. Virtual world is having an increasingly important role for us. Not only it affects our personal lives but also our shopping habits. Today it is more or less a necessity to be present online for many companies. The submitted work is the first exploratory analysis of websites content of social enterprises in the Czech Republic. This sample consists of 128 social enterprises, which were supported by a Call no. 30 "Social economy" of the European Social Fund. Supported organizations gain a considerable amount of funds for thein development. With incoming public finances it is necessary to raise a question of transparency and openness of these organizations. Work describes which information is available through websites of social enterprises, evaluates their level of transparency and monitors whether these organizations recognize themselves as social enterprises. It was examined whether organizations disclose information for which they could be described as a social enterprise organization that is in compliance with the principles created by the Thematic Network for Social Economy (TESSEA) a network, which created the first Czech definition of social enterprise. Komunikace centrálních bank vůči finanční stabilitě / Central bank communication on financial stability

This research analyses central bank communication on financial stability. First, most important international comparable features of the communication are identified, such as Financial Stability Reports, Stress tests, Financial soundness indicators, etc. These are then used for the construction of Financial stability transparency index (FST index) for 110 countries from 2000 to 2011. FST index is used to determine the most important drivers of central bank communication. In particular, the level of transparency towards financial stability depends most on monetary policy transparency, size and development of the economy. Finally, the impact of financial stability transparency on financial stability is under investigation. Using two proxies for financial stress, for the first time, evidence of the influence of central bank communication on financial soundness was found. It is concluded that the communication still has not reached its steady state and markets have only limited experience using it. However, the communication has a strong potential to influence financial stability in the future.

The main aim of this diploma thesis is to focus on the protection consumers in insurance sector. The thesis gives us an approximation on development and attitude to protection of consumers in accordance with the development of conditions for the function of insurance in market economy after year 1989. Subsequently, the thesis focuses on the research of legislative conditions, the charge of market control and the special level of financial agents. Eventually, at last but not at least the thesis focuses on financial literacy of consumer himself. The theme of the proper research is an evaluation of the proposal transparency's field. Particularly, this research contains products of investment capital insurance, here is shown proficiency of financial consultants, given information and stumbling blocks that are connected with complex solution. Conclusion deals with the interpretation of entire evaluation based on acquired information.

This dissertation is focused on the impacts of new legal regulations concerning non-profit making organizations on citizen associations. The introductory part gives the old and the new legal regulations of non-profit making organizations. The next chapter describes the transformation method of citizen associations(now societies) to other legal forms. This is followed by the suggestion of criteria when the organizations decide on the change of legal form a part of which is a case study showing the differences in taxation of individual legal forms. The final part describes results of research of transparency of non-profit making sector. Discussion contains recommendations how to solve the problems connected with the new legal regulation.

This thesis focuses the financing of non-governmental organizations. The main part is devoted to financial sources which can use Czech non-profit organizations (NGOs). Fundraising is how NGOs get financial and non-financial support. The practical part consists of an analysis of financial sources and survey among NGOs. The aim is to analyze selected changes that influence non-profit organizations and their fundraising activities. An economic crisis had a significant impact on non-profit organizations. It has slightly changed the structure of financial resources. Although there was an increase in own revenues, government grants are still the dominant source. Importance of European funds also grows. The new Civil Code which came into force on 1 January, 2014 can strengthen individual and corporate donations.

Kritické zhodnocení koncepce PPP / The PPP Concept: A Critical Evaluation

Diploma thesis deals with the implementation of the public private partnership concept in Czech Republic. Its primary aim is to highlight risks of the PPP concept. Thesis describes theoretical and practical risks of the concept and concludes that the threat of risks is much more significant when the PPP concept is implemented in insufficiently suitable environment. In the practical part the thesis finds an answer to the question whether the PPP concept is suitable for implementation in the Czech Republic. By analyzing the legal and institutional environment and factors such as public procurement, corruption, transparency and public finances, the thesis demonstrates that under current conditions the implementation of the PPP concept is not suitable in Czech Republic. Conclusions are confirmed by analysis of PPP concept implementation. Finally, the thesis pronounces recommendations about the future application of the PPP concept in Czech Republic.

Diploma thesis "US lobbyists in the EU: significance of home country regulation for lobbying behaviour in a less regulated environment" tackles the topic of lobbying in terms of comparing two differently regulated environments and the behaviour of lobbyists in these environments. In the introduction, the thesis analyses the current definitions and theoretical anchoring of the expert debate on lobbying, attempts to define this concept and to determine the basic research characteristics. The thesis attempts to describe why lobbying should be regulated and how is affected by lobbying transparency enhancement debate. Subsequently, the thesis describes and compares the regulation of lobbying in the United States and the European Union, while also taking into account international standards. The empirical part of the thesis is based on data provided by the American research center "Center for Responsive Politics". From this basic dataset, the companies and associations that lobby in the United States and the European Union, in particular, their basic documents and websites, are then researched based on established criteria. Transparentnost firemních nadací v České republice / Corporate foundations' transparency in Czech Republic

This thesis discusses the topic of transparency of corporate foundations in the Czech Republic. This aspect of corporate foundations' activity is important mainly for gaining public trust and legitimacy in the society. The transparency is defined and subsequently researched as disclosure and accessibility of information about foundation on the internet. The purpose of this work is to analyse the level of corporate foundations' transparency and the association of the level of transparency with selected characteristics of foundations and their founding firms. The first, theoretical part describes theoretical background of corporate foundations and transparency including its indicators and determinants. The second, empirical part describes the research, its results and conclusions. The research population consists of all corporate foundations founded in the Czech Republic up to 2014. Two types of transparency were analysed; financial and performance transparency, which were made up of selected indicators. Analysed determinants of transparency were foundation size, foundation age, foundation board size, firm's foreign activity, firm size.
