The main aim of this work is to analyze approache of different methods providing public goods in the public interest by municipalities with extended powers in the Czech Republic. In addition to the characteristics of individual methods the work focuses on legislation, particularly the new regulation on public procurement under the Act no. 134/2016 Coll., On public procurement. The aim of this study is to compare internal regulations of local governments for the procurement of small scale, beyond what the law requires. It refers to the release of the required transparency in these processes and the associated increase in administrative burdens for procurers and suppliers of public procurement.

Vzorce legitimizace lobbingu v zemích Střední Evropy a její rozpory / Patterns of the legitimation of lobbying in Central Europe and their ambivalences

The paper examines attempts to professionalize and institutionalize lobbying in Poland and the Czech Republic from the beginning of the 1990s to 2016, from the point of view of the sociology of professions, the sociology of public policy-making and interpretative policy analysis. First, on the basis of an analysis of the professional paths of 80 Polish and Czech commercial lobbyists, it presents their common typology for both countries and shows how efforts to gain recognition and enhance their professional status, i.e. efforts to professionalize lobbying, are linked to their pursuit of political legitimacy. Then it shows lobbying as a specific way of constructing the political activity of private actors as a policy problem. It illustrates the conditions under which lobbying in both countries was constructed as a problem and set on the agenda. In doing so, the dissertation pays particular attention to the role of transnational actors in this process. Finally, lobbying regulation processes are analysed as arenas where the symbolic boundary between the public and private spheres is negotiated and redefined.

Presented work deals with the issue of fighting against corruption. In a theoretical level the work informs about the causes of corruption and the tools that are currently used for its persecuting. In the practical part I try to find out the way of improvement of corruption range seen throgh the eyes of actors that operate in Prague city. The aim of the work is to identify possibilities of efficiency improvement of nonprofit organizations and the public sector in the field of fighting against the corruption. The analytical part of the work, therefore, maps the situation in relations between selected non-profit organizations and relations between them and the public administration, which is in this work represented by the Prague City Hall - an institution which represents by the local government activities.

Governance is derived from the French word "gouverner", so Good Governance refers to the way to control, steer, rule, and direct the organizations by the individuals who are in charge of the management affairs. The study uses the theory of Alexis de Tocqueville (1956), which emphasizes the importance of the presence of democracy to manage the internal tasks of the organizations, so these NGOs can play a role in fostering democracy in civil society. The study intends to find out the imperatives of good NGOs' governance through linking the daily operational tasks and the applications of democratic principles inside NGOs by using the qualitative research method to collect information and compare the implementation of the imperatives of good NGOs' governance in organizations in Berlin, Cairo, and Prague. Thus, the study presents two normative frameworks; the first one is to conceptualize and operationalize the imperatives of good NGOs' governance through integrating democratic theory with the representation and participation schools, and the second one is to examine the influence of the internal and external factors on the implementation of these imperatives in NGOs. From a theoretical perspective, concept of City Hall building is built on three values: openness, transparency and community support. I understand these values at two perspektive: literally, as access to buildings not only in the opening hours of the town hall, and figuratively, as openness to other than bureaucratic functions. Town Hall should also promote cohesion and dynamism of the local community. Not just a casual setting where people spend just a neccesary time, but a space where people will want to delay a meeting. The value of transparency in my political and social environment is essential. Town Hall can, and should, give citizens view into the working space officials, as well they should not be cut off from events in the city. Flow of information to and perceptions can be beneficial for both sides.

Měření efektivity elektronické státní správy / Measuring the effectiveness of e-government

This paper describes problems of eGovernment and proposes way to measure e-Government services. Described is the state of the Czech eGovernment in detail to selected projects and in international comparison. The description shows that the development is still ongoing, but in a much slower pace than in the electronically advanced countries. Main identified problem is inconsequent strategic management and resortism, which is constraining deployment of cross-resort projects. Based on the description of the current situation and on the international experiences, author offers specific recommendations to future development of the electronization of public administration in the Czech Republic. In response on management problems is in this paper proposed and tested methodology for measuring the effectiveness of e-Government services. This methodology is an objective procedure of measuring the effectiveness of e-services which is providing feedback for service providers. Testing of methodology evaluates three services from taxation agenda and highlights their weaknesses, including the proposal of corrective solutions.

Transparency and information disclosure are important elements in the building strong and confiding relationships between core stakeholders of the hospital, including patients, physicians and hospital management, and allow improving hospital performance on the market. Effects of transparent information environment existence in the medical institution can be wide but the most compelling and attractive are those, which are connected with motivation to improve and change of patients and physicians attitudes towards organisation. On the base of non-for-profit hospital in one of the regions in the Russian Federation, this study examined information flows between hospital, physicians and patients, and their perspectives towards transparency. In order to achieve aims of the research, surveys and interview were conducted in the hospital, according to which results inferences and recommendations were developed.

Správa a řízení sportovních svazů v ČR / Administration and Management of Sports Federations in the Czech Republic

This dissertation explores governance of national sports organizations (NSOs) in the Czech Republic and thus reflects contemporary course of events in the Czech sport. The aim of the dissertation is to explore governance of Czech NSOs with special focus on governance structure and transparency. Particularly, the dissertation examines compliance of Czech NSOs with codes of good governance and determines relations between governance structure, transparency and effectiveness of Czech NSOs. Mixed method approach was used in equal status sequential design (QUANT -> QUAL) Firstly, content analysis of websites of 67 Czech NSOs was conducted. The analysis allowed to determine the level of transparency and also provided variables for quantitative part of the study. Purposive sampling was used to choose nine NSOs where subsequent interviews with a CEO or a head of the board were done. And finally, quantitative data survey was conducted in 67 NSOs using phone interviews and e-mail survey. The quantitative data were processed using MS Excel and SPSS and, hypotheses were tested using standard statistical tests. The results are presented in three chapters. First, applicability of five elementary approaches to effectiveness is presented and combination of goal attainment and system resource approach is implemented. Second, governance structure of NSOs is analysed revealing substantially higher variability of governance models in comparison with theoretical presumptions. Moreover, a new framework of governance structure classification was developed. Third, transparency was identified as the most notable principal. Results reveal very low level of the transparency within Czech NSOs and explore the sources and impact of low transparency. For instance, more transparent NSOs are more effective using system resource approach. Overall, the dissertation provides a new deep insight into Czech NSOs governance and brings numerous recommendations for Czech NSOs.

Dobré vládnutí v teorii a praxi / Good Governance in Theory and Practice

This master's thesis offers comprehensive perspective of good governance concept in a theoretical level as well as from a practical point of view with emphasis on the Czech Republic. The objective of the thesis is to investigate the theoretical background of the good governance concept and its basic principles, focused on dealing with the concept in the Czech Republic. The work also provides the assessment of the critical points associated with the good governance concept implementation and attempts to provide the possible solutions to eliminate these points. Thirteen research interviews were conducted with the public administration staff members and the leading experts in the field to analyze the current state of good governance in the Czech Republic. Thematic analysis was utilized for this purpose and results have shown that good governance is not broadly applied yet. Besides the apparent issues such as problems with human resources, communication, politicization of public administration, departmentalism or absence of long-term vision, the key obstacle to implementation of the good governance concept in the Czech Republic seems to be low level of cultural and social standards.
