Quantitative Assessment of Driver Speeding Behavior Using Instrumented Vehicles

Previous research regarding the relationship between speeding behavior and crashes suggests that drivers who engage in frequent and extreme speeding behavior are over-involved in crashes. However, many of these earlier studies relied on estimates of prevailing and pre-crash speeds, and as a result, their conclusions have been questioned. Over the last several years automotive manufacturers have begun installing airbag systems that collect and maintain accurate pre-crash speeds. Though, patterns of driver speeding behavior are also necessary to discern whether drivers who regularly participate in speeding have increased risk of crash involvement. This dissertation presents a framework and methods for quantifying and analyzing individual driver behavior using instrumented vehicles. The goals of the research were threefold: 1) Develop processing methods and observational coding systems for quantifying driver speeding using instrumented vehicle data; 2) Develop a framework for analyzing aggregate and individual driver speeding behavior; and 3) Explore the potential application of behavioral safety concepts to transportation safety problems. Quantitative assessments of driver speeding behavior could be used in combination with event data recorder data to analyze crash risk. Additionally, speed behavior models could aid in the early identification of problem behavior as well as in the development of targeted countermeasure programs. For this research, 172 instrumented vehicles from the Commute Atlanta program were utilized to collect individual driver speeding behavior. Continuous monitoring capabilities allowed the capture of speed and location for every second of vehicle operation. Driver speeds were then matched to road networks and subsequently to posted speed limits using a geographic information system. This allowed differences between the drivers speed and the posted speed. Several processes were developed to assess the accuracy and the completeness of the data prior to analysis. Finally, metrics and analysis frameworks were tested for their potential usefulness in future behavioral risk analysis. The results of the research were both positive and staggering. On average, nearly 40% of all driving activity by the sample population was above the posted speed limit. The amount and extent of speeding was highest for young drivers. Trends indicate that speeding behavior decreases in amount and extent as age increases.

The economic impact of traffic crashes

The purpose of this thesis is to quantify the economic costs associated with traffic crashes for 83 of the largest metropolitan areas in the United States and compare those costs to that of congestion. This was done by collecting injury and fatality data for each area and multiplying those by economic cost estimates for each developed by the FHWA. The findings of this analysis show that the economic cost of traffic crashes exceeds the economic costs of congestion in every metropolitan area studied. These results indicate that transportation safety deserves similar consideration to that of traffic congestion when allocation transportation funds.

Connectivity, flow and transport in network models of fractured media

In order to evaluate the safety of radioactive waste disposal underground it is important to understand the way in which radioactive material is transported through the rock to the surface. If the rock is fractured the usual models may not be applicable. In this work we look at three aspects of fracture networks: connectivity, flow and transport. These are studied numerically by generating fracture networks in a computer and modelling the processes which occur. Connectivity relates to percolation theory, and critical densities for fracture systems are found in two and three dimensions. The permeability of two-dimensional networks is studied. The way that permeability depends on fracture density, network size and spread of fracture length can be predicted using a cut lattice model. Transport through the fracture network by convection through the fractures and mixing at the intersections is studied. The Fickian dispersion equation does not describe the resulting hydrodynamic dispersion. Extensions to the techniques to three dimensions and to include other processes are discussed.

Explain the criminological significance of road traffic crash data in relation to effective road safety management. d. Evaluate and describe the attendance and recording procedure of road crashes. e. Evaluate and describe the supervisor’s responsibility in relation to the quality of crash data recorded. f. Evaluate and describe the effectiveness of crash statistics accessed by management and/or officials. g. Evaluate and explain the current prosecution procedure as part of the CJS. h. Evaluate existing policy about the crash-recording process applicable to operational law enforcement practitioners of the EMPD. i. Explore and describe the current state of motor vehicle insurance and its necessity from a criminological perspective. The researcher followed a mixed-methods approach, collecting quantitative data from recorded Accident Report Forms and qualitative data from interviews with participants active in their fields of expertise. Road crashes are characterised by injury and damage; victims suffer trauma and economic consequences, and the society and the economy as a whole are affected. The research suggests that accurate road crash data form a crucial component in the investigation, prosecution and development of road safety strategies in the quest towards improved road safety efforts. An analysis of the views of Minibus Taxi drivers and commuters to road safety : a case study of the Northern Areas of Port Elizabeth

People without private transport are dependent on public transportation. Public transport, particularly minibus taxis, is the most popular mode of transport in the Northern Areas of Port Elizabeth. The objective of the minibus taxi industry is to provide public transport to minibus taxi commuters in an economically, reliable and safe manner. The focus of this case study was to explore and determine the views of minibus taxi commuters who utilised minibus taxis as a form of public transport, as well as the views of minibus taxi drivers in terms of adhering to road safety requirements on Stanford Road in Port Elizabeth. The literature survey revealed that transport in South Africa has had a political dimension arising from the Group Areas Act 41 of 1950. One consequence of this Act, which imposed residential segregation on the country, was that poor black commuters were forced to live far out of town, forcing them to travel long distances to places of work and commercial centres, with a commensurate increase in transport costs. Data was collected by means of two structured questionnaires which were administered to minibus taxi drivers and minibus taxi commuters to explore their views and experience of road safety on Stanford Road in Port Elizabeth. A discussion on the minibus taxi industry, minibus taxi associations and law enforcement agencies in Port Elizabeth, as well as the sustainability of the minibus taxi industry, followed in Chapter Three. Through this case study, valuable insight was gained regarding the minibus taxi industry and road safety in Port Elizabeth. Finally, recommendations to improve road safety were made.

Guidelines for sustainable urban transport in selected areas of the City of Tshwane

Abstract in English, Xhosa and Afrikaans / In South Africa, the number of households owning private cars has increased from 22.9% in 2003 to 28.5% in 2013. The City of Tshwane Metropolitan Municipality (City of Tshwane) in South Africa had the largest increase in population that was using private cars between 2003 and 2013 of approximately 11.3%; hence, a need was identified to shift from private cars to sustainable modes of transport. The purpose of this study was to develop guidelines for sustainable urban transport. Geographical location was used for quota sampling to ensure that all seven regions of the Tshwane municipal area would be represented. The sample size of the study comprised 418 participants. The primary data were gathered in Tshwane during the month of August 2017 using a structured questionnaire. The Likert scale was employed to ascertain the public's attitudes towards sustainable urban transport. Descriptive statistics, exploratory factor analysis and inferential statistics were used to analyse the data. The results revealed that the private car is the most frequently used mode of transport in the City of Tshwane. The results further indicated that the majority of the residents of the City of Tshwane had a negative attitude towards sustainable transport modes, which was attributed to safety, reliability and convenience concerns. Regions 4 and 6 differed statistically and significantly from region 5 regarding their opinions on the safety and comfort of private cars. In order to promote sustainable transportation, it is recommended that the City of Tshwane implement transport initiatives that can improve the service quality and safety features of sustainable transport modes. Each region of the City of Tshwane made specific recommendations that were based on the results of the study. The findings of this study provide insights that can be useful to the city planners to secure sustainable urban transportation for the City of Tshwane. Beskrywende statistiek, verkennendefaktor-ontleding en inferensiële statistiek word gebruik om die data te ontleed. Dit blyk uit die resultate dat die private motor die vervoerwyse is wat die gereeldste in die Stad Tshwane gebruik word. In die resultate word verder aangedui dat die meerderheid inwoners van die Stad Tshwane ’n negatiewe houding teenoor volhoubare vervoerwyses het, wat toegeskryf word aan kwessies van veiligheid, betroubaarheid en gerief. Streek 4 en 6 verskil statisties aansienlik van streek 5 betreffende hul menings oor die veiligheid en gemak van private motors. Om volhoubare vervoer te bevorder, word aanbeveel dat die Stad Tshwane vervoerinisiatiewe implementeer wat die diensgehalte en veiligheidskenmerke van volhoubare vervoerwyses kan verbeter. Elke streek van die Stad Tshwane het vorendag gekom met spesifieke voorstelle wat by die resultate ingesluit is. Die bevindinge van hierdie studie bied insigte wat bruikbaar vir stadsbeplanners kan wees om volhoubare stedelike vervoer in die Stad Tshwane moontlik te maak. The implications of improvements on road-transport for the Tshwane Metropolitan Police

Text in English / An improved roads and public transport system also referred to in this research as road-transport, is strategic to economic growth in countries worldwide. This is why the improvements relating thereto have been prioritised by governments in developing economies such as South Africa. The problem that therefore informed the research in this study is that ever since the improvements on road-transport in South Africa, the implications thereof on the role of the Tshwane Metropolitan Police Department (TMPD) have not been studied, to understand the associated dynamics. The dynamics relate to how the road-transport improvements have swayed the role of law enforcement in the City of Tshwane. To unpack the dynamics, the study posed the question: What are the implications of the road-transport improvements on the role of the TMPD? In an attempt to answer this question, the study premised itself on exploring one primary aim, which is: to explore the implications of the road-transport improvements, on the role of the TMPD. To operationalise this aim, the study used three research objectives, which are: to describe the road-transport improvements In South Africa; to explain the role of the Tshwane Metropolitan Police Department; as well as to identify factors that hinders the effectiveness of the TMPD. The research used a qualitative approach wherein primary data was collected using interviews. The research showed that road-transport improvements in South Africa can be summarised into two categories. These are traffic improvements and improvements in public transport. The research also found that the role of the TMPD include traffic policing, by-law enforcement, crime prevention, crime Investigation and crowd management. Although the role of the TMPD is regulated properly, the study shows that this law enforcement agency was constrained by a number of challenges. The challenges include: lack of clarity in their crime prevention mandate; limited investigative powers; balancing their enforcement and crime prevention mandates; poor training in crowd management; staff shortages; resource problems; and administrative challenges.
