With the recent signing of an economic cooperation pact between Taiwan and China, crossstrait relations have entered a new era that could eventually make rapprochement a peaceful process. The Economic Cooperation Framework Agreement (ECFA), which is a free trade agreement in substance if not in name, is initially aimed at normalizing cross-strait economic relations, though it could further raise the issue of a possible freeze on U.S. arms sales to Taiwan. After all, if Taipei and Beijing are actively working on burying the hatchet, should the United States change its long-standing policy of providing weapons to Taiwan? Recall that the U.S. government’s decision to sell more than US$6 billion worth of military equipment to Taiwan earlier this year set off furious reprisals from Chinese authorities who summoned the U.S. ambassador and defense attaché in China and threatened to punish U.S. companies that make and sell weapons to Taiwan.

Brasil, Argentina e Estados Unidos têm uma longa história de relações entre si e estes dois países são alguns dos principais parceiros brasileiros tanto em termos políticos e econômicos. Levando em conta essa questão, este trabalho visa analisar as relações entre Brasil, Argentina e Estados Unidos entre 1990 e 2010. Foram utilizados dois conceitos principais para desenvolver a pesquisa: o primeiro deles é o de relações em eixo, ou seja, relações que se dão com países de mesmo nível de desenvolvimento; o segundo é o de relações triangulares, nas quais podem ocorrer tanto de dois atores se afastarem para que haja aproximação com um terceiro quanto de a relação trazer benefícios para todos, em um círculo virtuoso, ou ao menos não gerar perdas. Com isso, uma das questões que este trabalho se propõe a responder é como pode ser classificada a relação triangular entre os três países no período proposto. Como material de pesquisa, foram utilizadas as votações dos três países na Assembleia Geral das Nações Unidas e no Conselho de Segurança, além dos casos que foram levados à solução de controvérsias na Organização Mundial do Comércio (OMC), dos discursos feitos pelos presidentes e Ministros de Relações Exteriores e da análise de outros autores a respeito do tema. O que se percebe ao longo do período é que, de fato, existe uma dinâmica triangular entre Brasil, Argentina e Estados Unidos no período estudado. Durante a década de 1990 ela apresenta a característica de, tanto Brasil quanto Argentina, quando se aproximarem dos Estados Unidos, afastarem-se em suas relações bilaterais Por outro lado, não existe apenas essa dinâmica triangular, mas também uma dinâmica bilateral própria, a chamada relação em eixo. Mesmo com o afastamento os dois países permanecerem próximos, o que significa dizer que o que houve nesses períodos foi um afastamento relativo. Por outro lado, a partir de 2003 percebe-se um início de mudança nessa dinâmica, com os três países convergindo principalmente nas votações na Organização das Nações Unidas (ONU), o que é um fato peculiar nas relações entre eles. Com isso, verifica-se uma a perspectiva de que essas relações possam evoluir para um círculo virtuoso, apesar da diferença de poder que existe entre os Estados Unidos e os dois países sul-americanos. Por enquanto tem-se apenas o início do que pode ser um processo a ser construído nas próximas décadas. / Brazil, Argentina and United States have a long history of the relations among each other and these two countries are some of the most important Brazilian partners both economically and politically. Taking this into account, this paper seeks to analyze the relations between Brazil, Argentina and United States between 1990 and 2010. Two main concepts were used to develop the research: the first one is the axis relations, which means relations that happen between countries on the same level of development; the second is the triangular relations, in which can happen two situations: two actors can move away from each other in order to get closer to the third actor or the relation can bring benefits for all of them, in a virtuous cycle, or at least not generate losses. Therefore, one of the questions this paper addresses is how the triangular relation between those three countries can be classified during the proposed period. The database used was the votes of the three countries on the General Assembly of the United Nations and on the Security Council, besides the cases taken to the dispute settlement body of the World Trade Organization (WTO), the speeches delivered by presidents and Ministries of Foreign Affairs and the analysis of other authors regarding this subject. It is possible to notice that there is indeed a triangular dynamic between Brazil, Argentina and United Stated during the period studied. Throughout the nineties, the triangular relation is characterized by both Brazil and Argentina, when closer to the United States, becoming father from each other. Still, there is not only this triangular dynamic, but also a bilateral dynamic with its own characteristics, called axis relations. Even when the two countries distanced from each other they were still close: in other words, what happened during this period was a relative detachment. On the other hand, from 2003 on it is possible to notice the beginning of a change in this dynamic, the three countries started to converge mainly on the votes at the United Nations (UN), which is peculiar for their relations. Thus, there is a good perspective that these relations evolve to a virtuous cycle, despite the difference of power that exists between the United States and the two South American countries. Until now we can only glimpse the beginning of a process that can be built on the next decades.
