This internship with the Tucson Police Department began with the assignment to the Office of Internal Affairs within the Administrative Offices of the Chief of Police. During the internship, the Office of Internal Affairs was moved into the newly created Administrative Division. The first project assigned was the 1969 Personnel Report. This report consisted of a compilation of personnel statistics about the Tucson Police Department. This project was set aside with the assignment of my second project. The second project was a survey of the educational achievements within the Tucson Police Department. This project was given priority over the 1969 Personnel Report and, therefore, is listed first in the diary. This project was a complete evaluation of the Tucson Police educational system and its accomplishments. The third and final project concerned the development of an awards system for the Tucson Police Department. A survey of other cities was conducted, and recommendations were based on the results of that survey. These three projects concluded the internship in the prescribed 400 hours.

The internship experience with the Department of Community Development and its Urban Programs Division provided an opportunity to participate in the preparation and revision of operating budgets, in the organizing and revision of fiscal management systems and in the review and preparation of a federally assisted program. The functioning of intergovernmental relations was observed both between the city and the national government and between the city and the state government. Also, the role of individual personalities was observed in such relations. A part of the first two weeks of the internship was spent in private meetings with various department directors and division administrators. In these meetings, particular attention was paid to the techniques the directors and administrators use in the budgetary process. When the internship was over, the practical experience which it provided was compared to the academic experience.

This internship with Region I of the Arizona State Justice Planning Agency (ASJPA) began with the organization of a new operation involving the planning of a comprehensive law enforcement program for the four southern counties of Arizona, under the provisions of the Omnibus Crime Control and Safe Streets Act of 1968. To plan effectively, data had to be gathered regarding the existing systems of all law enforcement agencies. Next, visits were made to all of these agencies to ascertain needs and possible solutions. At that point, the three-year plan, consisting mainly of seventy-five project proposals, was written. The second half of the twenty-week internship included surveying nineteen jails and two possible new locations with in Region I. These studies were necessary statewide before ASJPA could logically allocate funds for the construction and renovation of jails. The intern also was involved in planning and executing a campaign to persuade the Arizona governor to reverse himself and allow Region I to remain as it had been constituted — the four southern counties. Finally, the intern assisted all applicants in the conversion of their project proposals to firm applications. Other types of assistance also were rendered during the internship.

The internship experience with the City Clerk’s Office of Tucson, Arizona, provided the intern with the opportunity to observe and participate in the basic duties and functions of a public agency. The intern worked under the guidance and direction of the City Clerk. Projects were assigned which varied in complexity, scope, and responsibility. Although the intern was introduced to the complete range of activities of the Clerk’s Office, most of the time was spent on election-oriented activities. The administration of elections was studied intensely from beginning to end. Special attention was given to the environment in which the City Clerk operates. Attention was also focused on the behavior of individuals within an organizational structure. After completing the internship and the body of the diary, the intern integrated classroom theory and practical experience. Recommendations were then made regarding the organizational structure of the City Clerk’s Office and other related points.

The internship experience with the City of Tucson Personnel Department provided the opportunity to observe and participate in the basic functions and social service activities of public personnel administration. Portions of the internship were spent working on various projects under the direction of the Director of Personnel. Several weeks were spent in a leadership role in compiling and analyzing data for a wage and salary survey. Supervisory and administrative techniques practiced by the Personnel Department were observed at meetings held by the department and in the day-to day functions of the department. The Personnel Director was interviewed concerning his views on various techniques and concepts. Throughout the internship, records, files, and publications of the Civil Service Commission and Personnel Department were examined. Special attention was paid to the financial operation of the department and to the established Civil Service rules which govern the actions of the Personnel Department. At the end of the internship and when the material for the diary was compiled, class work and internship experience were compared to show their interrelated natures. From the entire Internship experience a general conclusion showing the necessity for professionalism in public personnel administration was drawn.

The purpose of this chapter is to provide the reader with comprehensive background material that will help him better understand and appreciate the rest of this diary. Six sections of the chapter deal with an area relevant to my study of the Tucson Police Department. In the first section, I have discussed the history of law enforcement which stresses the progress of criminal justice from ancient times to the present; the emphasis is on English precedents. Next, a brief discussion of Tucson will give the reader a geographic, economic, sociological, and historical framework within which the Tucson Police Department functions. Third, historical foundations of the Tucson Police Department covering the period from 1871 to the present are discussed. Most of the material concerning the Department's colorful history was obtained at the Arizona Pioneers' Historical Society. Newspaper articles about Department activities from Tucson's "olden days" are used to give the reader a "feeling" for the past. Fourth, we find an explanation of Tucson's city government organization and responsibilities with specific references to a council-manager form of government and a discussion of its chief features. I have also included extracts from the Tucson Code, which contains the City Charter and General Ordinances that relate to the city government and its primary officers, and specifically to the police department and chief of police. Next, the police purpose is described to show not only the wide variety of police involvement, but also to emphasize that the modern municipal police department is more than a law-enforcing agency. Today, it has a much broader social responsibility. The final section gives an insight into the local crime problem with references to the general crime rate, the juvenile crime rate, organized crime, and finally the newly established Metropolitan Crime Commission.
