AIDS and Higher Education in Texas: Policies at Accredited Institutions

This study of all of the post secondary institutions accredited by the Commission on Colleges of the Southern Association of Colleges and Schools which were located in Texas determined the number that had policies regarding persons with AIDS. The study determined how long policies had been in effect and analyzed policies in order to determine commonalities and differences. An additional purpose was to examine relationships between five major variables and 18 topics which were identified as being issues likely to be addressed in institutional AIDS policies.

Retention in Florida community colleges: a study of the 2005-2008 academic years

This study examined the relationship between selected student and institutional characteristics and the retention rates of first-time, degree seeking, full-time and parttime, freshman student cohorts in public community colleges in Florida. Based on data obtained from the Integrated Post-Secondary Data System on selected student and institutional variables for three years beginning fall 2005, 2006 and 2007, retention rates were analyzed for the years beginning fall 2006, 2007 and 2008 respectively. This quantitative non-experimental descriptive study relied on multiple regression to analyze aggregated data on eight predictor variables to determine their impact student retention rates. A moderating variable (institutional size) was used to determine its influence on the relationship between the predictor variables and the criterion variable. The results suggest that gender and age were positively related to student retention rate at the parttime level, academic support expenses were negatively related to student retention rates at the part-time and full-time levels, and institutional size moderated the relationship between certain predictor variables and retention rates at small institutions. / by Ancil DeLuz. / Thesis (Ph.D.)--Florida Atlantic University, 2011. / Includes bibliography. / Electronic reproduction. A comparative, holistic, multi-case study of the implementation of the Strategic Thinking Protocolà and traditional strategic planning processes at a southeastern university

This study explores the strategic thinking and strategic planning efforts in a department, college and university in the southeastern United States. The goal of the study was to identify elements of strategic planning processes that meet the unique organizational features and complexities of a higher education institution. The study employed a holistic, multi-case study approach, wherein three single case studies were conducted with one unit of analysis. The findings in each case were then compared and contrasted to provide more evidence and confidence in the findings. The findings are framed by two constructs : strategic planning and strategic thinking. The conceptual framework for the study identified the distinction between the systematic nature of strategic planning and the more integrated perspective of strategic thinking. Traditional business based strategic planning model uses an analytical process, logic, linear thinking and a calculating process to develop a plan. Strategi c thinking places a premium on synthesis, systems thinking and a social cognitive process that results in an integrated perspective of the organization. The resluts of this study indicate that the use of the Strategic Thinking Protocolà is suitable for higher education organizations to create a learning environment, to implement creative and emergent strategies, that result in the organization's positioning and responses to a rapidly changing environment. The strategic thinking process in both the department and college cases were found to be effective in altering the attitudes, values, beliefs and behaviors of the participants. The integration of the plan is an ongoing process with strong beginnings in both the department and college cases. / The traditional strategic planning process used in the university case was found not to be an effective model for higher education organizations. Academics in Chinese research universities are confronted by the dilemma of balancing research and teaching in their work. China's pursuit of excellence in higher education through such endeavors as Projects 211 & 985, has led to policies that facilitate the construction of research universities. However, the emphasis on research and quantity has undermined the quality of teaching. It has also drawn academics away from their commitment to teaching. This has become a major issue to be addressed by policy, such as the "Programs of improving teaching quality". / Firstly, characteristics of academics at research universities in China differ from that proposed by Kennedy (1997). The differences are: (1) most academics believe that the duty "to mentor" is accomplished once they accept the appointment of a position for tutoring. (2) Their conception of research is closely related to the quantity of research output, which means that they perceive their duty "to discover" and "to tell the truth" is equivalent to the duty "to publish" and "to get research grants". (3) The definition of "service" is unclear for most of the academics. (4) They are not been "to assist new staff in their teaching role" and "to nurture a new generation of scholars". / Secondly, the conception of "scholarship" and the relationship between teaching and research are changing in Chinese research universities. (1) The academics' views on knowledge include the four types of "scholarship", as proposed by Boyer (1990), these views are hardly sufficient for the construction of "academic communities of practice". (2) Most academics have changed their initial attitude of separating teaching and research in their conception of "academic duties" by accepting the view that teaching and research should be synergized. / The study offers the following recommendations: (1) a free atmosphere with proper competition should be built into the system of academic development of the universities; (2) policy on teaching should focus on improving the level of intrinsic motivation, the assimilation of values, and the satisfaction of three basic needs such as autonomy, competence, and relatedness; (3) through building a commonly shared value system in the university, institutional regulations and rules can be transformed into a force that supports the building of institutional ethics; and (4) the adoption of a moral rationality which is based on substantive rationality should help academics to confront a distorted realities in the system. / Thirdly, the most powerful force which affects the teachers' opinions and performance towards academic duties is the promotion and evaluation system of the universities. Teachers' opinions are also influenced by age, position, discipline, etc., and their opinions can be grouped into four categories by their understanding and reaction to the evaluation system. / This study focuses on the conceptualization of "academic duties" by university teachers and on the factors that mediate their duty implementation. It explores the academics' experiences at two research universities which have different focuses and developmental goals. Data were collected through interviews with 50 participants in the case universities. In addition, university documents and data collected through observations were also analyzed. A presente pesquisa tem como objeto de estudo a Governança de TI (TI) no âmbito das Universidades Federais Brasileiras, discute as relações existentes entre os mecanismos de Governança de Tecnologia da Informação (GTI) e o desempenho percebido da gestão de TI nessas instituições públicas. O tema Governança de Tecnologia da Informação, além de extenso, constitui implicações nas variadas áreas operacionais e do conhecimento, sendo muito relevante para a Administração Pública. Como parte da Governança Corporativa e do trato da coisa pública, envolve a participação de altos investimentos financeiros de infraestrutura física, recursos materiais e humanos. As universidades são entidades da Administração Indireta e atores essenciais no desenvolvimento e geração de conhecimento. Os seus gestores, enquanto agentes públicos administrativos, respondem pela competência de gerir os recursos públicos e prover as políticas internas que determinam como a TI vai proporcionar maior alcance e alinhamento ao negócio da instituição. Destaca-se, assim, o papel das universidades que administram quantitativo significativo de recursos públicos para a consecução de suas finalidades institucionais. Sob esta ótica, o presente estudo teórico-empírico tem como objetivo tecer um panorama da governança de TI nas universidades do país, (63 universidades), o alinhamento estratégico nas ações de governança e desenvolvimento institucional visando à eficácia, à efetividade e à eficiência dos serviços públicos prestados por estas instituições. Em face à delimitação do foco desta pesquisa o processo metodológico envolve 03 atividades de investigação: (1) pesquisa documental e bibliográfica, (2) instrumento de caráter exploratório, na forma de questionário para investigar a governança e gerenciamento de TI nas referidas instituições de ensino, direcionado aos responsáveis pela área de TI, como dispositivo de coleta de dados e (3) pesquisa da disponibilização das informações acerca de Governança de TI (GTI) nas páginas eletrônicas dessas instituições. Este trabalho, além de contribuir com estudos sobre a temática, visa investigar as relações que permeiam a governança e a TI como estratégia de negócio quanto à implantação da governança de TI como instrumento para a viabilização da Governança Corporativa das instituições. Dessa forma, espera colaborar para o desenvolvimento dos alicerces da Administração Pública, partindo do princípio que para melhorar é necessário diagnosticar, perceber-se, para então, oferecer, nestes campos de atuação, melhores resultados à sociedade. / This research has as an objective to study the IT Governance in the Brazilian Federal Universities, discusses the relationships between the IT Governance (ITG) mechanisms and the noticed IT management development in those public institutions. The subject Information Technology Governance, is not only vast, but constitutes implications in most different operational and knowledge areas, being relevant to the Public Administration, as a part of Corporative Governance and the public related, evolves high investments, such as financial, structure and material and human resources. The universities are entities from Indirect Administration and essential actors in the knowledge developing and creating and on its managers. Theirs public administrative agents, responds for the managing public resources competence and to provide internal policy that determines how IT will allow a bigger alignment and reaching of institutions business. We highlight the role of universities that manage significant quantity of public resources to achieve its institutional purposes. Looking this way, this theoretical and empirical study has as its goal to design an ITG panorama in the Brazilian universities (67 universities), for the strategic alignment on governance actions and institutional development focusing on the efficiency of the public service offered by those institutions. Facing this research focus delimitation, the methodology process will evolve three investigative activities: (1) documental and bibliographical research, (2) questioning, and exploratory tool, to investigate the IT Governance and Management perception in the IFES, directed to IT executive responsible, as a data collection device and (3) research the availability of ITG information in institutes websites. This project contributes to the studies this subject; it investigates the relations that make the ITG as a business strategy and shows the implementation IT Governance, such as a tool to allow the viability of Corporate Governance. This way, expected to contributes to the Public Administration development, following the principle that to improve it’s needed diagnose, and then, offer better results to the society on this field of working.
