Interação universidade-centros de pesquisa e empresas: um estudo sobre o setor de biomateriais do estado do Paraná / Universities-research centres-companies interaction: a study on biomaterials sector in Parana state

Esta pesquisa realiza um estudo da relação entre universidades-centros de pesquisa e empresas no setor de biomateriais, no estado do Paraná (Brasil). Os dados foram levantados por meio de entrevistas exploratórias realizadas com onze líderes de grupos de pesquisa, com representantes dos setores de pesquisa e desenvolvimento de quatro empresas ligadas ao setor de biomateriais e com os responsáveis pelos Núcleos de Inovação Tecnológica das universidades contempladas pela pesquisa. Os resultados das entrevistas com os pesquisadores mostram as motivações para o estabelecimento das parcerias, as principais dificuldades, bem como as lacunas que dificultam o avanço das pesquisas no estado. As entrevistas exploratórias com os representantes das empresas identificaram as motivações para o estabelecimento das parcerias, as formas utilizadas para identificar os pesquisadores, as principais dificuldades, bem como as principais lacunas nesta relação. Foi realizada também uma pesquisa bibliográfica a respeito dos mecanismos governamentais de apoio, na qual foram levantadas as principais legislações federais sobre o processo de inovação, as legislações locais e os principais mecanismos de subvenção atuantes no estado. Por fim, foram identificadas e analisadas as boas práticas implantadas pelas empresas e universidades-centros de pesquisa. Este trabalho finaliza com a apresentação de dois protocolos de boas práticas disponibilizados para empresas e instituições de pesquisa, e um protocolo de ações para o governo, com o objetivo de aprimorar esta relação, tão importante para o desenvolvimento científico-tecnológico no país. / This research conducts a study of the interaction between universities-research centers and companies on the biomaterials industry in the state of Paraná (Brazil). No contexto de universidade empreendedora, as incubadoras de empresas são um locus onde se acolhe empreendedores apoiando-os para que seus projetos tornem-se realidade através da constituição de pequenas empresas. Estar no ambiente de uma incubadora universitária de empresas significa estar próximo à universidade e tendo facilitado e estimulado o acesso e colaboração com a Academia. Se poderia questionar que efeitos o processo de incubação provoca na universidade que mantém uma incubadora de empresas e; por outro lado, que vantagens uma empresa nascente teria em estabelecer-se dentro de uma incubadora. Para subsidiar a análise dessas questões, o objetivo da presente pesquisa é analisar as interações universidade- empresa, em empresas incubadas e graduadas, que ocorrem no âmbito de uma incubadora universitária de empresas. Foi estudado o ambiente de incubação da Incubadora de Empresas de Base Tecnológica da UNISINOS, conhecida por UNITEC, através de coleta de dados via questionário submetido às empresas que estavam residentes na Incubadora no ano de 2009. Este estudo foi conduzido do ponto de vista da empresa que passa pelo processo de incubação, materializado na visão de seu empreendedor, sendo respondido por 15 empreendedores que representam 15 das empresas incubadas e graduadas residentes. Os resultados obtidos permitiram identificar: as parcerias, a receita mensal regular das empresas incubadas, o baixo nível de endividamento, e a troca de informações técnicas com outras empresas, como efeitos do processo de incubação nas empresas. Também pemitiram identificar as palestras em sala de aula, as visitas de alunos nas empresas e a consultoria prestada por alunos, como principais efeitos na Universidade. Além disso, se pode identificar que as percepções dos executivos das empresas graduadas e incubadas, divergem na maioria das questões. / Considering the entrepreneurship university context, the business incubators are a kind of locus that holds entrepreneurs, helping them to make their projects come true via the establishment of small companies. Being inside university business incubator means to have easy access and stimulated collaboration with the University. It could be asked which effects the incubation process brings to a university that holds a business incubator and, on the other hand, which advantages could be reached by a startup company settled inside an incubator. In order to support the analysis of these kinds of questions, the objective of this research is to analyze the interactions university-industry that occurs in a university business incubator. This study considers the incubation environment at UNISINOS University (located in the southern Brazil), called UNITEC, throw data collected using a questionnaire that was submitted to companies that were resident at UNITEC incubation environment at the year 2009. This whole study considers the point of view of 15 companies that were passed through incubation process, including incubated companies and also graduated ones. From the obtained results, it´s possible to indentify: the partnerships among resident companies, the recurring monthly income of incubated companies, the low level of indebtedness of all companies and, the technical information exchange among the companies, as effects from the incubation process in the resident companies. It´s also to indentify that the lectures by entrepreneurs at university classes, the students visits at companies and, consultancy services by students, as the main effects of the incubation process at the University. Besides that, it´s possible to realize that entrepreneurs from the incubated and graduated companies diverge in most questions.

Scientific research and economic activity : the perceptions of academic and industrial scientists of the production and capitalization of knowledge

Knowledge production has changed considerably in the past few decades. This transformation has notably affected universities both as unique institutions and citadels of knowledge. These changes are being brought by a number of factors, such as the globalization of the economy, the rise of technologies based on generic forms of knowledge, and the ability of universities to hold and exploit patents. In both scale and intensity, these alterations have led policy makers to reflect more on how scientific and technological innovation can and should be enhanced by policy decisions that would improve university-industry and government cooperation. This new fusion of three complementary societal sectors has been described by sociologists as the triple helix. As an analytical and normative concept, the triple helix is derived from the changing role of government in different societies in relation to academia and industry. Its basis is the recognition that the interaction among university-industry-government as relatively independent, yet inter-dependent institutional spheres is critical to improving the conditions for innovation in a knowledge-based society. The study reveals that commercial research funding significantly affects the perceptions of university-industry collaboration and academic knowledge capitalization. The analysis showed that academic scientists who received commercial research funding have relatively positive views about university-industry relations than those who do not receive such funds. However, one cannot conclude that commercial activities of academic scientists are harming the core functions of the university or that intellectual autonomy is being surrendered to industrial partners. Based on the findings of the study, and the contours of the triple helix model, it is argued that the growth of university-industry-government collaboration is not necessarily pre-determined in favour of either private corporations or the state, nor is it necessarily at the expense of universities. It is further contended that the growing notion that academic capitalism is harming the core functions of the university is perhaps a bit simplistic in that the issue is more complex and multifaceted than usually acknowledged. <p>In light of the above, the study asserts that the future viability of policies encouraging universities to be entrepreneurial may, if approached strategically, be catalysts for the science-based knowledge economy. For that to be realistic there is the need to understand the university as a differentiated social system rather than a unified whole. This will avoid the situation whereby all university activities are subordinated under a homogenous policy of one size fits all. In the context of triple helix relations, conceptualizing the university as a differentiated social system means a deep-seated and continually growing purposeful specialization such as the adoption of an economic development function in addition to teaching, research and community engagement.

Who Interacts With Whom? Individual And Organizational Aspects Of University-industry Relations In Nanotechnology: The Turkish Case

The main purpose of this study is to explore individual and organizational level factors which influence the formation of knowledge and technology transfer links between universities and firms. To this end, three sets of data are collected and analyzed. The first one includes bibliometric data of nanotechnology publications, which are authored by scientists affiliated with Turkish universities. The second one is collected through a questionnaire survey from university-scientists dealing with nanoscale research. The third one is from firms doing nanotechnology R&amp / D through in-depth interviews with high level managers. The analysis of bibliometric data provides an insight to the main actors and characteristics of the nanoscale research in Turkey. This data is also used to identify the population of nano-scientists at Turkish universities. From May 2010 to May 2011, 181 questionnaires were collected from targeted nano-scientists / and 21 firms were interviewed. The collected data was used to investigate the impact of individual and organizational level factors on the proclivity of nanoscientists to engage in knowledge and technology transfer to industry by estimating binary probit models. The results suggest that nano-scientists with relations to industry are those who (i) have high number of patents/patent applications / (ii) do more applied research / (iii) have access to public funds (iv) are well connected to Turkish NST academia / (v) are working in universities which are not the most active ones in nanoscale research / but have nano-equipped laboratories / and support nano-scientists in their relations with industry / and finally (vi) are motivated by commercialization of their research outcomes. On the other hand, qualitative analysis of our data collected through in-depth interviews conducted with firms suggests that social capital and human capital of firms&rsquo / nanotechnology professionals play the key role in knowledge and technology transfer from universities. However, absorptive capacity and business culture are the most important firm level factors which influence university-industry relations. Finally, in the last section of this thesis we discuss some managerial and science, technology and innovation policy implications of the research.

Fluxo de conhecimento na interação universidade-empresa : uma análise de setores tradicionais e de alta tecnologia no Brasil e na Holanda

O presente estudo tem por objetivo caracterizar o fluxo de conhecimento na interação universidade-empresa, identificando a relação em diferentes setores de diferentes países. O conceito de fluxo de conhecimento é apresentado como um complemento às teorias atuais de interação universidade-empresa, descritas principalmente pelo Triângulo de Sábato e pela Hélice Tripla. Argumenta-se que a interação universidade-empresa vem sendo apresentada pelo papel dos atores e canais de transferência de conhecimento, mas não deixa claro qual ator é responsável por iniciar a interação e o conteúdo de conhecimento transferido. Com isso, o conceito de fluxo de conhecimento é descrito pelo ator responsável por estimular a interação e pelo conteúdo de conhecimento, seja científico ou aplicado, transferido entre atores. A pesquisa foi conduzida pelo método de estudo de caso, em dois setores, horticultura e espacial, de dois países, Brasil e Holanda, totalizando 27 casos. Os resultados demonstram diferenças no fluxo de conhecimento entre os atores, relacionadas principalmente na comparação entre os países, e não tanto quanto aos setores. Os setores de horticultura e espacial holandeses possuem uma estrutura de conhecimento formada por universidades, centros tecnológicos e empresas, que desenvolvem atividades de pesquisa básica e aplicada voltadas à inovação. Como afirmam os entrevistados, comissões do governo aproximam pesquisadores e empresários, estimulando contatos informais e parcerias de desenvolvimento tecnológico. No Brasil, ambos os setores apresentam carências principalmente na geração de conhecimento, seja pesquisa básica, e na a formação de mão de obra. Os entrevistados declaram que os incentivos governamentais à pesquisa são restritos e descontínuos, dificultando o desenvolvimento tecnológico. Em relação ao fluxo de conhecimento, as interações universidade-empresa na Holanda possuem conteúdo de conhecimento descrito pelo critério pesquisa básica, pesquisa estratégica e pesquisa aplicada. No Brasil, o conteúdo de conhecimento presente no fluxo foi principalmente baseado no critério pesquisa aplicada, e tecnologia corrente. Os entrevistados de ambos os países mencionam que o estímulo ao fluxo ocorre principalmente pelo contato de empresas ou universidades, enquanto o estímulo do governo ocorre através de editais ou incentivos à pesquisa. Conclui-se que a interação universidade-empresa ocorre em ambos os países, porém o fluxo de conhecimento entre os atores reflete diferenças na estrutura científica e tecnológica instalada em cada país. Enquanto a Holanda desenvolve interações voltadas ao desenvolvimento tecnológico, no Brasil as interações buscam principalmente solucionar problemas técnicos, ou atividades de pesquisa aplicada às necessidades das empresas. Esta diferença ocorre pela reduzida capacidade científica das universidades brasileiras, pois as empresas buscam inovações em universidades e centros tecnológicos do exterior, ou desenvolvem internamente. Por fim, o conceito de fluxo de conhecimento demonstra que a Holanda possui uma avançada estrutura de pesquisa, e que comissões do governo formadas por pesquisadores e empresários aproximam os atores e alinham os objetivos tecnológicos. No Brasil, o conceito do fluxo de conhecimento apresenta restrições quanto à estrutura acadêmica de ensino e pesquisa científica, além de recursos governamentais limitados. / The present research aims to characterize the knowledge flow in university-industry relations, identifying this kind of partnership in different sectors of different countries. The concept of knowledge flow aims to complement the current university-industry relations theories, mainly described by Sábato’s triangle and the triple helix. It is argued that university-industry relations are generally defined by the role of actors and the channels of knowledge transfer. However, it is not clear which actor is responsible for initiating the interaction and the content of knowledge transferred. Thus, the concept of knowledge flow is described by the actor responsible for stimulating the relationship and the content of knowledge, between science and applied, transferred between actors. The case study research was conducted in two sectors, horticulture and space, in two countries, Brazil and The Netherlands, describing 27 cases. Results showed that differences in the knowledge flow between the actors can be mainly compared between countries, rather than between sectors. Both horticulture and space sectors in The Netherlands have a knowledge environment constituted by universities, research centres and companies which develop basic and applied research activities focused on innovations. As stated by the respondents, government commissions bring researchers and companies closer, encouraging informal contacts and partnerships for technological development. On the other hand, both sectors in Brazil present deficiencies especially in knowledge creation by basic research or training students. Respondents state that government subsidies for research are limited and discontinued, restricting technological development. Regarding the knowledge flow, university industry relations in The Netherlands are mainly defined by knowledge content criteria such as basic research, strategic research or applied research. In Brazil, the content of the knowledge flow was mainly based on applied research and current technology criteria. Respondents from both countries reported that the stimulus to the knowledge flow occurs by contact from companies or universities, while government stimulus is described by research tenders or subsidies. To conclude, universityindustry relations occur in both countries, but the knowledge flow between the actors reflects differences on the science and technology structure in each country. While The Netherlands develops interactions aiming to develop new technologies, in Brazil such relations mainly seek to solve technical issues, or applied research activities guided by market needs. This difference, however, is given by the reduced scientific capacity of Brazilian universities, as companies seek for technology innovations in research centres and universities abroad, or develops internally. Finally, the concept of knowledge flow shows that The Netherlands have an advanced research structure, and government commissions formed by researchers and companies approach the actors, aligning technology goals. In Brazil, the concept of knowledge flow demonstrates restrictions mainly in the structure of academic teaching, scientific research and also in government resources.

Fluxo de conhecimento na interação universidade-empresa : uma análise de setores tradicionais e de alta tecnologia no Brasil e na Holanda

O presente estudo tem por objetivo caracterizar o fluxo de conhecimento na interação universidade-empresa, identificando a relação em diferentes setores de diferentes países. O conceito de fluxo de conhecimento é apresentado como um complemento às teorias atuais de interação universidade-empresa, descritas principalmente pelo Triângulo de Sábato e pela Hélice Tripla. Argumenta-se que a interação universidade-empresa vem sendo apresentada pelo papel dos atores e canais de transferência de conhecimento, mas não deixa claro qual ator é responsável por iniciar a interação e o conteúdo de conhecimento transferido. Com isso, o conceito de fluxo de conhecimento é descrito pelo ator responsável por estimular a interação e pelo conteúdo de conhecimento, seja científico ou aplicado, transferido entre atores. A pesquisa foi conduzida pelo método de estudo de caso, em dois setores, horticultura e espacial, de dois países, Brasil e Holanda, totalizando 27 casos. Os resultados demonstram diferenças no fluxo de conhecimento entre os atores, relacionadas principalmente na comparação entre os países, e não tanto quanto aos setores. Os setores de horticultura e espacial holandeses possuem uma estrutura de conhecimento formada por universidades, centros tecnológicos e empresas, que desenvolvem atividades de pesquisa básica e aplicada voltadas à inovação. Como afirmam os entrevistados, comissões do governo aproximam pesquisadores e empresários, estimulando contatos informais e parcerias de desenvolvimento tecnológico. No Brasil, ambos os setores apresentam carências principalmente na geração de conhecimento, seja pesquisa básica, e na a formação de mão de obra. Os entrevistados declaram que os incentivos governamentais à pesquisa são restritos e descontínuos, dificultando o desenvolvimento tecnológico. Em relação ao fluxo de conhecimento, as interações universidade-empresa na Holanda possuem conteúdo de conhecimento descrito pelo critério pesquisa básica, pesquisa estratégica e pesquisa aplicada. No Brasil, o conteúdo de conhecimento presente no fluxo foi principalmente baseado no critério pesquisa aplicada, e tecnologia corrente. Os entrevistados de ambos os países mencionam que o estímulo ao fluxo ocorre principalmente pelo contato de empresas ou universidades, enquanto o estímulo do governo ocorre através de editais ou incentivos à pesquisa. Conclui-se que a interação universidade-empresa ocorre em ambos os países, porém o fluxo de conhecimento entre os atores reflete diferenças na estrutura científica e tecnológica instalada em cada país. Enquanto a Holanda desenvolve interações voltadas ao desenvolvimento tecnológico, no Brasil as interações buscam principalmente solucionar problemas técnicos, ou atividades de pesquisa aplicada às necessidades das empresas. Esta diferença ocorre pela reduzida capacidade científica das universidades brasileiras, pois as empresas buscam inovações em universidades e centros tecnológicos do exterior, ou desenvolvem internamente. Por fim, o conceito de fluxo de conhecimento demonstra que a Holanda possui uma avançada estrutura de pesquisa, e que comissões do governo formadas por pesquisadores e empresários aproximam os atores e alinham os objetivos tecnológicos. No Brasil, o conceito do fluxo de conhecimento apresenta restrições quanto à estrutura acadêmica de ensino e pesquisa científica, além de recursos governamentais limitados. / The present research aims to characterize the knowledge flow in university-industry relations, identifying this kind of partnership in different sectors of different countries. The concept of knowledge flow aims to complement the current university-industry relations theories, mainly described by Sábato’s triangle and the triple helix.
