Understanding the Urban: The Role of Open Space Agriculture in Dar es Salaam, Tanzania

There is a fundamental shift in the way people are living on the planet. Over half of the world's population now lives in cities, yet many of these cities continue to struggle to provide basic services, infrastructure and food security for the billions of people who live in cities. Despite decades of intervention by international and national development agencies, cities in regions such as Sub-Saharan Africa are increasingly framed in apocalyptic and dystopian terms, serving as a warning of the dangers of overurbanization while being criticized for their lack of urban development. This contradictory framing poses the question of how a city and the people who live there actually survive. Building on emerging work in critical urban studies, this research examines how narrow definitions of what counts as urban hinder the understanding of cities in different regional contexts and limit our imaginations of how people survive and thrive in the face of the challenges that cities provide. To examine the idea of what is urban in the context of Dar es Salaam, Tanzania, I use the lens of urban open space farms, large lots of land in the built-up environment of the city used for farming, to explore what makes farming urban, how the practice of farming contributes to and is embedded within urban systems, and how farms and farmers can illuminate the material practices and ephemeral experiences that constitute the reality of people's daily life in cities. I employ a methodology based on interviews, photo voice, mental mapping, and observation over time to explore the dynamics of farms as spaces and farmers as agents in constructing these spaces over time. The purpose is to contribute to a definition of the urban that moves past associations with capitalism and industrialization as the defining processes of the city towards one more inclusive of the way people experience these spaces, how they remake them to fit the city, and what this means for interventions that focus on the marginalization of people and the ways that cities fail, rather than how they actually work.

Barriers to Sustainability: A Qualitative Cross-National Comparison

In this dissertation, I make an argument for strong sustainability, which emphasizes environmental and social justice concerns, by distinguishing it from weak sustainability. I critique the global neoliberal sustainable development project, a weak form of sustainability that prioritizes economic growth, using Marx's theory of metabolic rift. However, I find this theory lacking in its ability to engage forms of oppression outside of class, such as gender. Because of this, I employ theories on gender and environment and environmental justice to explore systemic and cultural aspects of oppression. I use qualitative cross-national comparative methods to examine two alternatives to neoliberal sustainable development. The two cases working toward strong sustainability are an urban ecovillage in the United States and an urban farm in Havana, Cuba. I assess the viability of these projects and their strengths and weaknesses toward a rigorous theory of strong sustainability. I find that the structure of society matters in determining the opportunities for equity and sustainability projects. As postulated by metabolic rift theory, my cases suggest that capitalism is a structural barrier to sustainability, but eliminating capitalism is an insufficient condition for nations attempting to attain equity or environmental protection. While structural change is necessary, any discussion of structural power dynamics that fails to consider real people embedded in on-the-ground social power dynamics would be incomplete. Specifically, I find that in Cuba--a nation where capitalism was disbanded over fifty years ago in favor of more equal economic relations--gender equity is limited by cultural expectations of gender roles and government suppression of democratic processes. My findings suggest that if the goal is to create socially just environmental change, it must be done deliberately. The instituting of laws is important but insufficient because cultural factors may restrict minorities' participation in democratic processes. Inequality and disregard for the environment are culturally entrenched social processes that must be addressed simultaneously and with specialized attention in order for lasting change to occur. Goals toward economic restructuring, equality, and environmental reform should be methodically phased in with constant democratic discussion and progress assessment. Understanding the Livelihoods of Women in the Local Foodscape: A Case Study of Accra, Ghana

Women farmers in Accra, Ghana function in spaces that are delineated by gendered social, political and economic structures. It is essential for planners and policymakers to understand the gender dynamics involved, so as not to increase burdens on women's productive and reproductive roles on urban farms. This thesis problematizes the solitary subject of urban women in development, situating them into the context of Accra's urban and peri-urban spaces. My research draws on feminist theory to highlight the intersectionalities of women in Accra and the way that their individual experiences are impacted by homogenous development frameworks. The case study examines the role of urban and peri-urban agriculture in addressing the needs of women farmers in Accra. The findings of this study acknowledge various forms of empowerment and autonomy that women experience as urban farmers in Accra, and they highlight how the hybridity of urban agriculture is challenging mainstream urban development.

An appraisal of urban agriculture as a livelihood strategy for household food security : a case study of urban food gardens in Ward 51, Langa, Cape Town

Magister Artium (Development Studies) - MA(DVS) / Food security is a development challenge in South Africa with 52% of the population being food insecure and 33% at risk of hunger. Inequalities and inefficient food distribution networks lead to inadequate access to sufficient and nutritional food. Poor communities experience bad access to good food and good access to bad food. Citizens have to be satisfied with cheap, low nutritious and high calorific food leading to malnutrition, and diseases – the hidden hunger. Being hungry is more than just a lack of food; it provokes despair, humiliation, sadness, low self-esteem – perceive as the genocide of the mind. Urban agriculture has been advocated as a livelihood strategy to improve food security. The Urban Rural Development Capacity Building Project (URDCBP), a non-profit organization (NPO), initiated three urban food garden projects within Langa, Cape Town to improve food security and create employment within that community. Ward 51, Langa is the study area of this thesis. The aim of this research is (1) to assess the contribution of urban food garden projects as a livelihood strategy for food security and the livelihood outcomes thereof; (2) to determine what other livelihood strategies and coping mechanisms poor communities adopt to be more food secure; and (3) to propose recommendations to improve and expand urban food gardens. The mixed-methodology research paradigm was employed. In the quantitative design, 83 randomly selected participants completed the self-administered closed-ended questionnaires. STATA 12.1 was used as a tool for the quantitative analysis. The descriptive statistics present the socio-demographic and economic trends of the households by the scores of each variable and the existence of any relationships between the variables. Conclusions were drawn from the sample data about the populations with inferential statistics. The qualitative data collection included two semi-structured interviews with government officials and two focus group discussions with 17 community members and 13 beneficiaries respectively. Purposive sampling was used in the qualitative research and emerging themes were identified in response to the research objective supporting the quantitative analysis. The results attest that 82% of the respondents indicated that the urban food gardens contribute to their household food security. However, low levels of food security are still experience within the community. With the Sustainable Livelihood Approach as theoretical framework, the study accentuates other livelihood outcomes of urban agriculture such as improving health, improving self-esteem and improving food security. Some of the coping strategies adopted include having willpower and skills, relying on family and friends for food and borrowing and dependency on social grants. The contribution of urban food gardens to food security is minimal in the Western Cape as only 2% of the households cultivate crops as their main source of food. In the study, 63% of the respondents would like to start their own food gardens and 14% would like to extend their urban food gardens. In both instances, land has been identified as the greatest concern. With the correct strategies and support, urban food gardens can be extended to make a larger contribution to the food security levels of the urban poor. Government intervention is much needed to fight hidden hunger, poverty and food security and this requires political commitment.

Investigating the intersection of urban agriculture and urban planning concerning urban governance and elements in Victoria, Canada

The world is home to predominantly urbanized populations that continue to grow. In an increasingly urbanized world, cities suffer from various challenges, including urban poverty and food insecurity, which result in unsustainability, health concerns, and crime increase. Many reasons affect urban poverty, including controversial government policies, an imbalance between existing resources and demands, and inefficient urban management and planning. Integrating urban agriculture (UA) into development policies can alleviate urban poverty and food insecurity in cities. Therefore, a line of research seems necessary to gain a better understanding of various ways to boost food production and improve sustainability in cities. To this end, the present study attempts to investigate the role of urban planning and governance in community gardens in Victoria to examine how urban planning and governance can support food production. A qualitative research method with semi-structured interviews and community mapping workshops were used within three groups of governmental, non-governmental, and residential actors in Victoria, Canada. Eighteen participants were interviewed, and eight participants took part in workshops held in the James Bay and Fernwood neighbourhoods. The three proposed research questions in this study were analyzed by thematic analysis using NVivo 10 software. The findings revealed that nine themes should be considered to improve food production in Victoria. The themes include improving UA economic efficiency, increasing awareness, gaining community satisfaction, effective landuse policies, productive partnership, improving the long bureaucratic procedure, offering grants, providing resources and facilities for gardeners, and changes in existing zoning bylaws. In addition, the findings of the workshops show that the City of Victoria plays the most crucial role in UA projects. Study results reveal that the compost education center, residents, and community centres should create an active partnership with the City towards improving community gardens. / Graduate
