The management of change in six Victorian secondary colleges

This study explored change in six Victorian secondary colleges some four years into the major school-system change program known as ?????Schools of the Future?????. The purpose of the study was to identify successful models and practices for positive school change by exploring school change from the school level perspective. A focus of the investigation was an organizational development program designed by a North American professor of organization and management in which Victorian school principals were trained as their schools entered the ?????Schools of the Future????? program. The project was guided initially by four major research questions to which six additional research questions were added as the research progressed. The research methodology was qualitative. The data for this investigation were collected in 1997. The main means of gathering them was the in-depth interview of the principals of the six schools in the study and of the four members of staff they nominated as knowledgeable about their school?????s change processes. A follow-up questionnaire to the interview, a telephone questionnaire that asked principals for background information about their schools, and a study of school documents were also sources of data. The analysis and interpretation of the data related to charge in the schools was presented in the forms of six case studies and a multisite study. Eleven variables and eighteen insights identified the aspects associated with successful change across the sites. The study?????s three major findings identified the critical importance in the success of change of the school?????s organizational culture and individual participants in change processes, its relationship to elements in its external environment and the nature of its planning for change. A theoretical framework for positive school change environments was developed. It combined the elements associated with successful change in the study. This framework may prove useful as a basis for further research on systemic change in schools and as a point of reference for those actually engaged in leading the change process in schools and school systems.

Labour pains: working-class women in employment, unions, and the Labor Party in Victoria, 1888-1914

This study focuses on the experiences of working-class women spanning the years from 1888 to 1914 - a period of significant economic growth and socio-political change in Victoria. The drift of population into the urban centres after the goldrush marked the beginning of a rapid and continual urban expansion in Melbourne as the city’s industrial and commercial sectors grew and diversified. Throughout the 1870s and 1880s, the increasing population provided a larger workforce which also represented a growing consumer market. The rise of the Victorian manufacturing industries in this period also saw the introduction of the modern factory system. With the increasing demand for unskilled labour in factories, it was not only men who entered this new factory workforce. Young women and older children were, for the first time, drawn in appreciable numbers into the industrial workforce as employers keenly sought their services as unskilled and cheap workers. Women were concentrated in specific areas of the labour market, such as the clothing, boot, food and drink industries, which became strictly areas of “women’s work”. In the early twentieth century, the rigid sexual demarcation of work was represented by gender-differentiated wages and employment provisions within industrial awards.

A multi-component indicator of stream condition for waterway managers: balancing scientific rigour with the need for utility

Measuring the environmental condition of waterways is of interest to river managers, governments and the community. In the State of Victoria, Australia and elsewhere, there is concern that environmental values of streams are declining and that information about the environment, needs to be considered when river management decisions are being made. / This thesis explores the use of environmental indicators as a tool to assist management of rivers. The promise of indicators is that they can turn large amounts of environmental data into simple, timely results and thereby provide an effective means of incorporating this information into river management decisions. It is also suggested that indicators will be useful for measuring the outcomes of management intervention and provide feedback on the effectiveness of strategies. / Can environmental indicators live up to this promise? This thesis examines this question by reviewing indicator systems that have been developed by others and then exploring, in detail, the Index of Stream Conditions (ISC) that is is intended as a tool to assist the management of rivers in Victoria. I argue that environmental indicators have a role at the level of regional waterway management authorities but only if they are closely aligned with managers’ needs. Without consideration of non-technical issues, indicators are unlikely to be used, so it is important to establish a balance between pragmatic constraints and the need for scientific rigour. A procedure to achieve this balance is described in this thesis and was applied to the development of the ISC. Selection of indicators and the choice of indicator frameworks are explored and the value judgements behind the interpretation of indicator scores are examined. / It is also important to consider the accuracy and sensitivity of indicators. Possible objectives for the use of indicators include benchmarking, detecting change and providing information to trigger management intervention. Case studies are used to explore the performance of indicators in practical applications in streams in Victoria in relation to these objectives. Extensive use is made of non-traditional statistical procedures, including bootstrapping, and results are presented that show the likely variance of indicator scores and the relationship between indicator objectives and required sampling effort.

Implementing critical inquiry in arts responding classes: studies of teaching strategies whilst studying contemporary artworks

This study investigates one teacher’s strategies and use of critical inquiry skills whilst teaching a senior art class about contemporary artworks. It has sought to identify the strengths and challenges one teacher faces whilst teaching contemporary artworks through a postmodern art curriculum. It looks at thinking and learning opportunities through critically responsive teaching and seeks to recognize the importance of an innovative and imaginative approach. / The research process comprised gathering information through a series of interviews and observations of one teacher over five consecutive theoretical lessons. The results of these recorded interviews as well as the observational notes and transcriptions provided me with ample data for analysis and discussion. The students’ responses were analysed in terms of the VCE art curriculum’s requirements using the interpretive frameworks and for the development of critical thinking in the study of postmodern list art. / The results indicate that developing thinking skills contributes to a students ability to problem solve and make decisions. Strategies for thinking and learning are enhanced in a quality learning environment which challenges students, promotes reflection and critical inquiry and involves students in meaningful learning opportunities. This study has shown how studying contemporary art contributes to overall development of the mind through innovative pedagogy. It has also shown that traditional teaching approaches to art curriculum design framed by postmodern perspectives have the ability provide students with comprehensive and interesting learning opportunities. / The significance of this study is that it has shown that the new curriculum with its emphasis on the interpretive frameworks can be taught with traditional methods. As the teacher gains confidence with the method he is also able to expand his approaches and adapt his teaching style to facilitate a productive outcome. This is seen in the growth of thinking skills and knowledge revealed by this small group of students in an outer metropolitan Victorian secondary school.

Non-language outcomes in adult ESL literacy classrooms: an examination of the Certificates of General Education for Adults

This thesis aims to investigate how the Certificate of General Education for Adults (CGEA) caters for non-language outcomes in ESL literacy classrooms. The research focuses specifically on ESL literacy learners with limited or no formal education who are characterised as having literacy needs. Non-language outcomes (NLO) such as improved self-esteem, cultural awareness and the development of learning-to-learn skills are seen by many teachers to be important gains from language and literacy courses. However, since the introduction of competency-based credentials like the CGEA, many practitioners are concerned that these do not acknowledge NLO. Using the theoretical framework of a previous study by Jackson (1994) into NLO categories, this thesis reported on the findings of a qualitative multi-case study of six teachers and their low-level ESL literacy learners. A range of data including teacher interviews, classroom observations and field notes was used to examine the informants’ conceptualisation of both ESL literacy learner characteristics and of NLO. The teachers were also asked to comment on whether NLO were documented in the CGEA. The data revealed that the informants’ characterisation of ESL literacy learners matches current definitions found in the literature. The teachers reported that these learners do make non-language gains, particularly in the affective and learning skills categories. This thesis also identified classroom metalanguage to be an additional NLO for the target learners which was not previously identified by Jackson (1994).

Public sector reform agendas and outcomes for trade unions: the case of local government reform in Victoria, 1992-1999

From the early 1980s, Western governments, led mainly by those in the United Kingdom, have pursued public choice ideas in managing their public sectors, often targeting the monopoly position of public sectors in delivering public goods and services and also the influence and position of public sector trade unions. This policy approach also underpinned the reforms to local government in Victoria, Australia that occurred between 1992 and 1999. The Victorian State Government pursued an agenda of reform aimed at reducing costs in local government, reducing the size and scope of local government in delivering public goods and services and also seeking to reduce the perceived high level of influence of trade unions. On the basis of a literature review of the experiences of public sector reform in the United Kingdom during the 1980s, this study sought to test two propositions about public sector reform agendas and trade unions, using the Victorian local government reform as the primary research context. This was an important research gap since trade unions were a major target of the reform agenda and little research information existed as to how the reform agenda impacted on local government trade unions. Although the Victorian State Government did not possess direct legislative power over trade union behaviour, a reform agenda similar to that imposed by the governments in the United Kingdom, could inflict negative outcomes through the consequential changes resulting from competition in the delivery of local council services. The first proposition was that public sector reform agendas underpinned by public choice ideas sought to inculcate competitive practices in the provision of local government services and consequently reduce trade union influence and position in local government. The second proposition was that the level of success achieved by governments on these dual objectives was determined in part by the responses taken by trade unions to the reform agenda and on the extent to which local councils adopted a competitive culture.Five major research questions and a number of sub-questions were developed from the literature to test these two research propositions. In addition, models of effects on trade unions arising from public sector reform and on trade union responses were developed. The models were important for visually showing the areas of impact on trade unions and the level of impact caused by the reform and to identify the options available and responses undertaken by trade unions during this period. An analytical framework was also established and served as a template for organising and recording findings in this study. The analytical framework served to show the main causal links between the reform agenda and outcomes for trade unions. The study adopted features of both positivist and interpretive methodological approaches to address these research questions. A positivist approach was applied in the development of research protocols to ensure researcher independence. In addition, the information collected was matched to the models of union behaviour and to the relevant elements in the analytical framework. The study also adopted features of an interpretive approach in respect of using small samples and in gathering data through interviews with key informants from three case study organisations, one trade union and two local councils.The information collected on the research questions enabled conclusions to be reached on the two research propositions. The findings supported the first proposition and confirmed previous research studies in the United Kingdom that showed how governments are able to target trade unions in indirect ways through the consequences of the promotion of competition in the delivery of local government goods and services. The study identified the negative effects arising for Victorian local government trade unions in areas of access and influence on government policy decision making, membership levels, bargaining outcomes and relations within and between trade unions. The findings gathered in this study also supported the second research proposition. The level of success by the Victorian State Government in achieving local government reform objectives was in part limited by the responses taken by trade unions and also by the extent to which local councils adopted competitive practices. These findings have contributed important insights into local government reform and trade unions, which had not previously been addressed by researchers. The study has also contributed models of union behaviour and an analytical framework for addressing contemporary public policy issues and trade unions. The amalgamation of local councils planned by the Queensland State Government provides a similar research context in which to further test the usefulness of the models of union behaviour and the analytical framework. In addition, the return of the Australian Labor Party to Federal Government, and their aim of dismantling the previous Liberal-National Party’s WorkChoices industrial relations legislation, provides a context for testing these models and framework under conditions where more direct legislative changes affecting union rights to organise and bargain are pursued.

Marie Corelli: Science, Society and the Best Seller

Issues which faced Britain in the late nineteenth and early twentieth centuries include the effects of new scientific theories on traditional religious belief, the impact of technological innovation, the implications of mass literacy and the changing role of women. This thesis records how such issues are reflected in contemporary literature, focusing on the emergence of popular culture and the best seller, a term which conflates author and novel. The first English best seller was Marie Corelli and, by way of introduction, Part I offers a summary of her life and her novels and a critical overview of her work. Part II of the thesis examines how the theory of evolution undermined traditional religious belief and prompted the search for a new creed able to defy materialism and reconcile science and religion. Contemporary literature mirrors the consequent interest in spiritualism during the 1890s and the period immediately following the Great War, and critical readings of Corelli�s A Romance of Two Worlds and The Life Everlasting demonstrate that these novels - which form the nucleus of her personal theology, the Electric Creed - are based on selections from the New Testament, occultism and, in particular, science and spiritualism. Part III of the thesis looks at the emergence of �the woman question�, the corresponding backlash by conservatives and the ways in which these conflicting views are explored in the popular literature of the time. A critical examination of the novella, My Wonderful Wife, reveals how Corelli uses social Darwinism in an ambivalent critique of the New Woman. Several of Corelli�s essays are discussed, showing that her views about the role of women were complex. A critical analysis of The Secret Power engages with Corelli�s peculiar kind of feminism, which would deny women the vote but envisages female scientists inventing and operating airships in order to secure the future of the human race. Interest in Marie Corelli has re-emerged recently, particularly in occult and feminist circles. Corelli�s immense popularity also makes her an important figure in cultural studies. This thesis adds to the body of knowledge about Corelli in that it consciously endeavours to avoid spiritualist or feminist ideological frameworks, instead using contemporary science as a context for examining her work.
