Enhancing H.26x coding for visual communications - with applications in telemedicine and television

In a wireless and mobile communication paradigm, distribution and sharing of video content often occurs over unfriendly network environments constrained by lack of sufficient bandwidth, and prone to jitter, delay and packet losses. The research presented in this thesis proposed an assortment of application-specific optimizations designed to enable high-quality video communication over bandwidth constrained and unreliable channels. This assortment of solutions, termed herein as the Application Specific Video Coding and Delivery (ASVCD) toolkit, comprises of content and network adaptive approaches such as Region of Interest (ROI) video coding, Multiple Representation Coding (MRC), and Multiple Representation Coding of the Region of Interest (ROI + MRC). Thus, the effectiveness of ROI based video-coding in facilitating diagnostically lossless delivery of surgical videos over very low bandwidth channels was studied in this thesis. Furthermore, to facilitate error resilient video delivery over channels prone to burst losses and signal loss intervals, the MRC scheme was presented in this thesis. Finally, the thesis proposed a scheme for unequal protection of the ROI in the video by using the MRC scheme to effectively enable a distance learning application. To summarize, the ASVCD toolkit contributed in enabling high-quality video communications applications to become seamless and pervasive.

Video learning material has reported benefits to in-person lectures, and it can improve knowledge transfer (Bishop & Verleger, 2013; Kim, 2013). Modern educational methods such as flipped classroom and MOOCs (MOOC, 2016) depend on implementing video as a learning resource. Furthermore, the traditional linear video has long been challenged by nonlinear video, both in terms of having interactive material (Zhang et al. 2006) and sectioned, indexed contents. In a critical approach (Bardzell, J & Bardzell, S, 2013) we investigated disadvantages to the non-linear way of using video; in particular if non-linear video streamlines the retrieval of information. We conducted an observational experiment to examine the efficiency of non-linear video compared to linear video. Results from the observation experiment conducted in this thesis, shows that the non-linear video group tended to answer less questions, within the same amount of time as the group which used the linear video. / Video påvisas förbättra kommunikationen av kunskap genom att förmedla fakta i samband med att visuellt demonstrera information i praktiken (Bishop & Verleger, 2013; Kim, 2013). Moderna pedagogiska metoder som det flippade klassrummet och MOOCs (MOOC, 2016) grundar sig att implementera video som en lärande resurs. Det traditionella linjära videoformatet har länge ifrågasatts genom icke-linjär video, både när det gäller interaktivt material men även segmenterat och indexerat innehåll (Zhang et al. 2006). Med ett kritiskt förhållningssätt (Bardzell, J & Bardzell, S, 2013) undersöker vi det icke-linjära video formatet, i synnerhet om det icke-linjära formatet påverkar effektiviteten av inlärning. Vi har utfört ett observationsexperiment för att undersöka effektiviteten av icke-linjär jämfört med linjär video. Resultaten från experimentet visar på att gruppen som använde icke-linjär video svarade på färre frågor än gruppen som använde linjär videon.

An instrumentation system capable of recording three different video signals, recording four Military- Standard-1553B (Mil-Std-1553B) data streams, recording one PCM stream, transmitting the PCM stream, and transmitting two video signals was needed. Using off the shelf equipment, the F16 instrumentation system was design to meet the electronic specifications, limited available space of a small jet fighter, and limited space in the SBand frequency range.

High-Speed Photography Using Television Techniques

International Telemetering Conference Proceedings / October 30-November 02, 1995 / Riviera Hotel, Las Vegas, Nevada / There are many applications for High-speed photography, and most rely on film as the primary medium of data acquisition. One such application of interest to the military services is the study of stores separation from aircraft. This type of testing has traditionally used high-speed film to gather data, however, there are many disadvantages to using film, such as the high cost of raw film, as well as the high processing expense after it has been exposed. In addition, there is no way to review data from film until it has been processed, nor is there any way to preview in real-time other conditions such as lighting which may affect the outcome of a test event. This paper discusses the characteristics of television systems with respect to motion picture systems, the challenges of recording and transmitting pictures, as well as the nature of what the first and eventual desired systems might be.
